8 4. Karlstad & Hagfors 4.1 KARLSTAD Karlstad is located in Sweden, half way between Oslo and Stockholm, on the northern shore of Lake Vänern. It is the biggest town in the County of Värmland and has about citizens, who is sharing square kilometres. It is located in the middle of Sweden s largest inland delta and has a young university with students. Service companies dominate and are active in a wide variety of fields. The forest industry is the biggest private employer in the region, and the town is one of Scandinavia s main centres for consultants. Opera, musicals and concerts can be enjoyed at Karlstad Theatre. Karlstad has most restaurants per inhabitant of all Swedish towns. Karlstad s symbol, the sun, symbolizes the hospitality of the inhabitants, and illustrates the warm-hearted attitude of Karlstad. City of Karlstad Karlstad municipality s responsibilities include caring for the young and the old, organizing schools, town planning and emergency services and providing basic supplies such as water and electricity. The environment, culture and leisure activities are other areas where the municipality serves the inhabitants of Karlstad. The municipality is financed by municipal taxes, fees and State subsidies. Business Karlstad is home to many high-expertise companies and the town is one of Scandinavia s main centres for consultants in the tele and data communication industry. Karlstad is also a research and development centre for machinery used in the pulp, paper and process industries. Several world leaders have bases here, including Kvaerner Pulping, Metso Paper and Stora Enso. Other State departments are also represented in Karlstad. One of these, the National Rescue Services Board, is active throughout Sweden and sends personnel on emergency teams to countries in need. Education The municipality operates elementary schools, secondary schools and organizes further education. There university in Karlstad, financed by central government, is one of the largest in Sweden outside the traditional university towns. The university has students with 60 professorships and around 100 research students. Karlstad university has exchange with 100 universities throughout the world. 9 Activities Uddeholm Swedish Rally is one of the major events organised each year in Värmland. Other major events held in Karlstad include world championships in handball, curling, football, racing-boats and ice-racing. Karlstad was one of the hosts for the Ice Hockey World Championship Löfbergs Lila Arena (rebuilt in 2001) is the home arena for Karlstads ice hockey team. The arena can seat up to persons, and is also suitable for concerts, musicals, shows, and other events. Also Carlstad Conference Centre has excellent facilities for large events. The largest hall, Vänersalen, can seat up to 700 delegates. History and culture Karlstad was founded in A dramatic episode in the 400 years of Karlstad s history was the great fire of Virtually the entire town was razed to the ground. Only a few buildings were saved, including the cathedral and the Bishop s residence. When Norway broke away from the union with Sweden in 1905, a century of peace was under threat. The conflict was solved during negotiations held in Karlstad. History nowadays will be recalled by visiting Alster s Manor, where the poet Gustaf Fröding is remembered. Fröding is one of the most popular poets in Sweden. Värmlands Museum, beautiful sited on Sandgrundsudden, where the river Klarälven forks through the town, has a reputation for exciting exhibitions. Nature The natural environment in and around Karlstad has a wealth of variety. To the north there are extensive coniferous forests. To the south, farming land stretches out to Lake Vänern and its islands. Karlstad was one of the first municipalities in Sweden to establish small, local nature reserves. Today, there is 11 reserves within the towns borders.

9 4.2 HAGFORS Hagfors is situated in Sweden, 100 km north of Karlstad, in the county of Värmland. Hagfors has about inhabitants. Business The Hagfors area has been characterised by the forest and the iron industry for hundreds of years. Uddeholm Tooling AB the major industry in the area started with small mills and workshop hammers in the early 17 th century and has now grown into a world leading manufacturer of tool steel. Uddeholm is also title-sponsor of the Uddeholm Swedish Rally. Culture and nature At Stjärnsfors forge in Uddeholm you also find manufacture and exhibition of classic top-quality ironware in historic surroundings. There is also manufacture of the famous Ekshärad-crosses The Hagfors rural area links the farming country of Klarälven valley with the forest and waterways of the Bergslagen region. The area offers fantastic opportunities for canoeing in an area with countless rivers and lakes. You can also enjoy a classic tourist attraction a log-raft trip on the Klarälven river! Scandinavia s first centre for predatory animals The Big Four of Scandinavia - is situated in Ekshärad. You can learn about the four largest: the wolf, bear, wolverine and lynx. Elk safari and gem hunts are two other popular activities around Hagfors. Sport If you are interested in vehicles of all kinds, Hagfors has a lot to offer. The elite speedway at Tallhult, for example, has been a highly popular event. And Sweden s biggest motoring event The Uddeholm Swedish Rally is centred on Hagfors. The Värmullsåsen and Ekesberget skiing centres offer varied sport for the whole family. 10

14 7.5 SEEDING FIRST PRIORITY (P1) First priority drivers are the drivers entered by a manufacturer registered for the FIA World Rally Championship for Manufacturers SECOND PRIORITY (P2) The Second priority drivers are: 1. Drivers entered with a World Rally Car who have been classified among the first ten in a World Championship Rally during one of the two previous Championship years or during the current Championship year. Drivers who have won the FIA Junior World Rally Championship or the FIA Production Car World Rally Championship during the two previous Championship years. 2. Drivers sanctioned by the FIA THIRD PRIORITY (P3) Drivers entered in the the FIA Production Car World Rally Championship will be included in this list NON-PRIORITY DRIVERS Drivers accepted by the organiser but not qualified to be included in any of the above seeding groups 7.6 STARTING ORDER AND INTERVALS Starting Order A maximum of 90 cars may start each rally of the Championship, grouped as follows: Leg 1. a) The first and second priority drivers shall start in the order of the provisional classification of the World Championship for Drivers for the current year. For the first round of the Championship, the start order shall be that of the final classification of the previous year. The FIA shall decide the order of drivers who have not been classified in the previous World Championship for Drivers. b) The third priority drivers (drivers entered in the FIA Production Car World Rally Championship) shall start in the order of the provisional classification of their Championship for the current year. These maximum 30 cars shall carry competition N 31 to 60. For the first round of the Championship, the start order shall be that of the final classification of the previous year. The FIA shall decide the order of drivers who have not been classified in the previous year. c) All other drivers shall start as recommended by the Organisers. The number of drivers accepted in this group may be used to reach the maximum of 90 starters. These cars shall carry competition Nos. 61 onwards. 15 Legs 2 and 3 (always based on the classification determined at the finish of the final special stage of the previous leg excluding any Super Special stage): d) The first and second priority drivers shall restart as a group recognising that the Stewards may apply Article 141 of the Code. The first 15 drivers in this group shall start in reverse order. The remaining drivers will restart in order of their provisional overall classification. e) The third priority drivers will normally restart as a group after the first and second priority drivers in order of their provisional classification recognising that the Stewards may apply Article 141 of the Code. f) Subject to any decision of the Stewards on grounds of safety, all remaining drivers will restart as a group after the priority drivers in order of their provisional overall classification. Intervals At the start of the Rally, the first 20 priority 1 and 2 drivers will have an interval between their start times of at least 2 minutes. For subsequent legs, the first 20 priority 1 and 2 drivers in the partial unofficial classification will have an interval of at least 2 minutes. However, the start interval at the starting podium of a rally is left to the discretion of the Organisers.

Service Park 9.1 LOCATION During the Uddeholm Swedish Rally 2005 only one service location will be used: Uddeholm Service Park at Hagfors Airport, 10 km west from Hagfors, road 62 (same location as 2004). Shake Down 11.1 DATE AND TIME P1 & P2 DRIVERS: Date: Thursday 10 February Time: 08:00-11:00 P3 & NON-PRIORITY DRIVERS: Date: Thursday 10 February Time: 13:00-16: SHAKEDOWN VENUE The Shakedown test for all drivers will take place in Råda (same stage as used in 2004), west from Hagfors. Participation of all P1 crews and their cars is obligatory. The same Service Park as during the rally will be used during the shakedown session. The FIA fuel will be available at the Service Park during shakedown. The length of the shakedown stage is 4 km. The stage start is located 5 km south from the Service Park. Road book and map will be published in Rally Guide 2. Recce of shakedown stage is possible on Wednesday 9 February. The shakedown stage will be arranged as an ordinary special stage, i.e with starting lights, time keeping and communication systems. A special time card will be given to all crews at the starting line. 22 Rescue vehicles as fire brigade and ambulance are placed at the shakedown stage. RE-SCRUTINEERING FOR P3 & NON-PRIORITY DRIVERS Possible re-scrutineering after the Shakedown test for P3 and Non-priority will be carried out after consultation with the Chief Scrutineer. 12. Fuel 12.1 ORDER & DISPENSE It is compulsory for all drivers taking part in the Uddeholm Swedish Rally to use the FIA fuel. Order details, including closing dates for order, will be published in the Supplementary Regulations and in Rally Guide 2. For environmental and safety reasons, the fuel must be dispensed from one source during the rally. All cars must use the centralised refuel service (no refuelling from cans, drums or similar) There will only be one refueling zone during each leg. 23 14. Advertising 14.1 RESTRICTIONS Advertising for tobacco, tobacco products and smokers requisites are forbidden in Sweden. Advertising for alcoholic beverages is also forbidden. These laws apply to rally cars, other cars, equipment and clothes 14.1 THE ORGANISERS ADVERTISING The organisers advertising on the door- and roof plates is Uddeholm. There will be no organisers optional advertising. 15. Insurance 15.1 TRAFFIC INSURANCE Third party risk insurance (Traffic insurance) is compulsory for all cars taking part in the rally. This insurance is valid both on road sections and special stages. If competitors, with Swedish registered cars, are insured against material and wind-screen damage it will not be valid during the competition. The Swedish Traffic Damage Act covers for personal injury and for property damage CARS INSURED BY FOREIGN COMPANIES 24 The competitors must have traffic insurance valid for Sweden. Confirmation shall be in the form of an International Motor Insurance Card (Carte Internationale d Assurance Automobile). This card is obtainable in the competitors home country (green card). For cars coming from countries outside the Green Card system, a Nordic frontier insurance must be taken at the Swedish border. The Swedish Traffic Damage Act is enforced INSURANCE AMOUNTS Maximum compensation in case of damage is: SEK Maximum compensation regarding organiser liability insurance is: SEK Medical Information Citizens from the EU/EEA-countries* will receive emergency medical care paying the same patient charge as Swedish citizens, whilst in Sweden. Competitors from these countries must provide an E 111 form, EU card or corresponding document verifying that the person is covered by health insurance, when the medical care is required and should obtain this form before leaving their home country. Citizens from the Nordic Countries are not required to provide the E 111 form. (*Austria, Belgium, Czeck Republic, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Hungaria, Ireland, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Switzerland, Slovakia, Slovenia, Spain, United Kingdom) Besides the EU/EEA-countries Sweden has an agreement with the following countries which guarantees the citizens emergency medical care at the same patient charge as Swedish citizens, whilst in Sweden: Algeria and Australia. Competitors from these countries must also provide an E 111 form, EU card or corresponding document verifying that the person is covered by health insurance. Citizens in other countries than mentioned above have to pay the total cost of treatment plus the patient charge.

24 17. Helicopter registration Helicopters operating in the rally area during the event are requested to be registered with the organiser. Registration form is enclosed, page 38. Closing date for registration of helicopters is Thursday 3 February. All registered pilots will receive maps and an information manual, containing time tables, recommended landing sites at the special stages, GPS coordinates, refuel information, radio frequencies to be used etc. An administrative fee of 1000 SEK will be charged for this service. 18. Vehicle and parts importation FROM THE EUROPEAN UNION Competitors from the European Union do not need to make any special custom clearance for temporary import of cars and equipment with the purpose to participate in the Uddeholm Swedish Rally. FROM OUTSIDE THE EUROPEAN UNION If you are importing the rally car, service vans and/or spare parts/equipment from outside the European Union you have to report to the customs at arrival in Sweden.
