Council decided there will be no match up games for Semi-final. Shawn gave a reminder Game Reports due Sunday at 1:00PM Shawn talked about sportsmanship and asked Council to go back and talk to their coaches on the ongoing issues. Shawn talked the substitution rule and will need to review in offseason the relationship to the game reports that Coaches or accusing and not protesting these violations. Shawn update league wide registration and will work with the vendor to set up a meeting in December or January Test Sites: Bellevue Seahawks Bellevue Wolverines Bothell Inglemoor Issaquah Newport Skyline Council made the decision the Offsite Workshop will happen in January. 2 Not Present: Hazel, Seahawks, Bainbridge Meeting called to order at 8:05 Next meeting, Oct 20th will be a face to face meeting at Hidden Meadows Officials: Number of Officials are up, there are still 2 systems who haven't provided any but they are working on it. With all Clubs help, we were able to field 15 new referees. Total number of referees is now at 91, however, 50 of them are brand new refs. Please try to pull from your pool of former Coaches, board members, players. We will still be addressing this issue in the off season so be brainstorming new ideas for how to recruit solid refs. Please remind Coaches and parents to speak respectfully to the refs Semi-Finals will be held at Inglemoor, Bellevue, Newport, Cedarcrest with the possibility of Issaquah and Pop Keeney Proposal: Play 2 levels at each field. All approved, none opposed. Rookies will play on same field as Cubs. Soph will play on same field as JV Transfers: please review all rosters for obvious mistakes and report back to Council. Billie: Shoot out scheduled for the 18th and 25th. 4pm at Redmond High School. Husky Stadium - most likely out for this year, Bothell will try to get Pop Keeney for the Championship Game reports - Please ask your coaches to double check their reports for accuracy. Heads Up numbers approved by all Clubs, GEJFA will approve amount to be billed Shawn is looking at 3 different systems for League wide registration. Please send Shawn an if your Club would like to participate in the pilot program Meeting adjourned at 8:59 September 22 nd, 2015 Not Present: Hazen Meeting called to order at 8:05 Week 4 there will be no officials at Issaquah for games. We have 4-5 rookies that need training. We ran first few weeks with 3 man and 2 man crews, we are running thin. During the 3rd week we ran 4 man crews with Bellevue not having any officials for games. Greg had good representation, found someone from Boys 7 Girls who might be able to get us some more officials. Concern is that the senior officials are pushing back that they only want no more than 4 games per weekend. We need to set a standard of having 4 officials at games and not compromise. Bobby will resend out the officials flier to help recruit.

3 Kim proposed that each system provide 1 representative to go out to Issaquah to help officiate games on Saturday and that each club has to recruit 1-2 new officials by next week, Oct 1st. We discussed raising the amount we pay officials next season, John will put together a new pay scale in the off season. We are no longer in the market in the pay scale. Billie Schedule is up to date. Reminded us that home team reports how score is reported on website as long as outcome is same. If not Billie will contact to discuss. Tell coaches to not go back in and try to change themselves. John All systems are paid in full. Possibility to have the championship games at Husky stadium, they will present a fee at next meeting. USA Football gave GEJFA an equipment grant of $4, Drew from a hat to see what system would receive the grant. Lake Washington won the drawing. Shawn will send out numbers for final count for heads up training. Please confirm within the week if correct when received. Next meeting we will talk about universal registration (system wide). Next meeting on 10/06 8:00pm Boys & Girls Club September 8 th, 2015 Not Present: Hazen Meeting called to order at 8:05 Next meeting on 9/22 will be face to face at Hidden Meadows in Bellevue Friday is the last day to add a player or a coach Moving forward, GEJFA cannot guarantee that there will be officials at every game We started with with officials on the roster 55% of crews are short handed (3 or less refs at each game) The majority of feedback from game reports has been good Last week we had 8 no shows please recruit, we will hold additional ref training if needed please remember that the home team is responsible for feeding the officials Game Schedule: Currently up to date with bye games. Games reports are due by 1pm on Sunday's. John Venture: All Clubs have paid and are in good standing Field Manager training:

Shawn will send out date once he has it locked down Meeting adjourned at 8:39pm August 25 th, 2015 Not Present: Hazen Shawn called meeting to order at 8:03 Next meeting will be held via conference call providing there are no grievances. John Venture: Fees for Boys and Girls Club are due. Admin and refs fees are due by the end of Sept. There are still a few Clubs that owe fees, but expect that all systems will be paid up by the end of the month. Bobby: There are currently 80 officials. We need a lot more. 15 of those 80 are all first year Referees. Please be diligent in recruiting, we need about 15 more. Billie: Game Schedule, 5 changes were made last week causing the entire schedule to have to be redone. Please review what is on the website and send Billie any changes immediately. Last week we lost 1 Sophomore team, gained 1 Cubs team, and Woodinville was listed with the incorrect color. The schedule currently posted on the website is 95% accurate, however there will be about additional changes. Each team will have a minimum of 3 home games, however, your "home field" is any field in your District, not your school. We are in the process of working with NW League to fill the bye games. We will not know opponents until week of. Shawn: Background checks and USA Football certification needs to be done. After week 2, no player or Coach may be added. Each parent/player needs to have their concussion training done. There is a late transfer request from Bothell which will be discussed at grievance tonight. Please make sure we have your Cheerleading insurance, if we do not, please provide it by the end of the month. Roster review: Players who are not cleared cannot play. If jerseys will not be ready for the first game, please let Shawn know, he can distribute that info to the other team. Council, please communicate with your Field Managers that some exceptions will need to be made if jersey numbers don't match. Field Manager Training: GEJFA will hold a Field Manager training this year. Skyline, Bothell, Liberty, and Seahawks will attend. Game Day Rosters: The only rosters you can use will say "Official Game Roster". If they say anything other than "Official", they cannot be used. Seahawks tickets: We expect to still receive some tickets, working with the Seahawks on a final count. Please let Shawn know if your Club is interested in tickets or not. 5 Jamboree Schedules: Schedules that we have received are posted. Missing are Bellevue, Bothell, and Cedarcrest Reminders: Coaches CANNOT be on the field without a completed background check. Our site is current lease make sure that all parents have signed the Concussion form. Grievance committee has met and approved all internal and external transfers. If you have any you have not turned in, please get them submitted as soon as possible. If you system is still missing cheerleader insurance information, please get is to Shawn so he can post it. GEJFA will check week 2 for USA Football certifications, please be diligent to check all your coaches. John Venture will be talking to the Seahawks tomorrow about Preseason game. Bobby: Officials Confirmed 60 Officials, still waiting to hear from more people. They are working hard to recruit and will send out flyer and link again tonight. First ref meeting will be Monday, August 4th at 7pm Jack: Sudden Cardiac arrest awareness act took effect on 7/25, wanted to make council aware of it. The form needs to be signed before athletes can use the fields. Shawn: We may need to consider a universal online registration site where all required forms can be signed Coaches meeting: We will not be holding a coaches meeting this year. Shawn will take all changes and put them in a PowerPoint and send them out. Clubs can then send them to their coaches. At the August 25th meeting, we will decide if we want to offer a field manager training. 7 teams are hosting jamborees; Shawn will get dates and participation. Transfers: Please review 2015 GEJFA Internal Transfer Sheet and let Shawn know if you have an issues ASAP. Conference matchups: Voted to standardize the brackets, this season we will draw out of a hat. We will revisit at the next offsite how we determine this moving forward. Cheerleading Insurance: Go to about us and double check your info. If there are any changes, please let Shawn know. At this point, 28% of coaches are certified. Master list will be provided at first council meeting in September. Shawn will talk with USA Football about the issues we are having with their site. 32-point rule proposal by Will (for High Millen, Mt Si) *1st proposal Get up to 32 points, any subsequent score is worth 1 point, no extra point will be allowed. If the score gets to 40, Coach would go to grievance.

6 *2nd proposal Score freezes until losing team scores. Both proposals received no votes; 32-point rule will not change. Crossover game: Every division is odd: open substitution, mandate of 12 plays. We have an agreement that we will fill our bye weeks. Match up drawing: B will match with A. C will match with D. She will be our new contact Bobby Official s update: asked officials to return, so far we have 8-10 who will not be returning and 6 new recruits. *He has made a flyer and will it out to all systems 7/1 so they can post *He will also create links for websites Roger and Bobby will have a meeting with System s coaches if requested to go over the rule change. Please Bobby and Billie about Officials for the Jamboree John Venture: Systems need to provide John and Billie any changes to uniform colors ASAP. Cost paid for by GEJFA that we need to make a decision to continue to pay for or not. Championship DVD s, travel for USA Football, End of the season dinner. We will be leaving Club fees at $50.00 per team.

7 All Coaches meeting: At this point we do not have a venue available to us on the 6 th. We may need to split and have 2 meetings, a North End meeting and a South End meeting. Inglemoor, Mercer Island, and Hyatt are all possibilities. John (Issaquah) - See attached proposal Mt Si Would like to propose to freeze the scoreboard at 32 but allow the kids to run in to the end zone OR have any point scored after 32 worth 1 point. Hugh will put together an official proposal and bring it to the next council meeting. Woodinville - proposed an exception to the age/weight rule. There is a 1 st year player who should be playing Varsity. Player has been clinically diagnosed with a disability. Based on our age/weight, player is 2 pounds over to be eligible to play at the JV level. There was no second to the proposal. Bainbridge Island - will field 1 Varsity team to play within GEJFA, they will have no home games. All other teams in Bainbridge will play in the Kitsap league. Skyline - Asking for an exemption to roster size at Varsity level to allow 34. Wolverines seconded, all in favor. Approved. Greg Pardee: Please encourage your systems to attend Husky Youth Football Day. This will be a closed practice but junior football players are allowed to attend. Meeting adjourned at 8:09pm April 28 th, 2015 Shawn called the meeting to 7:05pm Five Star has officially left our program & joined a premier program that more aligns with their beliefs and how they would like their program ran. In light of this, the Hazen High School Head Coach has reached out and would like to join GEJFA. They have already formed a board and have filed for their non-profit status. There are 48 athletes from Hazen that are eligible to play. If they need field space, Liberty has said that they will share. APPROVED Council reviewed Mercer Island 32 pint Rule Proposal and Issaquah's "Score Management" Rule Proposal. 7 leagues were in favor of changing based on these proposals, not enough to make the change. After this was discussed more thoroughly during the meeting we voted again and there is now enough votes to move forward. John, Mo, Hugh, Greg, and David will get together and finalize. If others would like to join this committee, please John. All Clubs need to be working on creating their Parent Code of Conduct. Shawn is checking on legalities to see if GEJFA can create a rule that says if a athlete is kicked out of multiple clubs, we can ban them from all of GEFJA. Bothell Proposal: With the addition of the new High School (North Creek High School) being built, Bothell would like to do a Geo Split at the Rookie and Cub Levels and continue to draft at Sophomore, JV, and Varsity. APPROVED

8 Field Management Rule Update: Home Team provides Field Managers, Clock Operators, Scoreboard, and PA. Visiting team will provide 3 chain gang members regardless of what field your team is playing at. APPROVED and will be incorporated in to the rules. GEJFA President Requirements: In addition to what was ed to Shawn, he will add anyone running for President must spend at least one year as part of Council. John Venture: Budget is now down to zero dollars in the account. We need to decide if we still want to stick with purchasing Championship DVD's for teams who participate in the Championship or if we want to raise the amount that GEJFA charges leagues from $50.00 per team to $75.00 per team. John's recommendation is to raise fees to $75.00 and continue to purchase the DVD's and cover any airfare for the training's we sent reps to. We will motion on budget at next meeting. John and Shawn will get rules out to us by the end of May Greg Pardee would like to change the location of the GEFJA Meetings. We have outgrown the space we meet in and the new Hidden Valley location is open and available. Please be patient while USA Football cleans up their site. Some clubs are not asking their coaches to take this test yet until the site is cleaned up. Issue will be submitted so USA Football is aware that this is still going on. Did not pass, neither clubs will be on probation for the 2015 season External transfer:

9 Charles: He doesn t want to let go of his kids. He built the program to where it is and has not broken any rules. Every kid who wants to play for Five Star plays, regardless if they can afford it or not. He and Newport have a good working relationship. GEJFA took Liberty away and then took away their ability to grow their program by reaching out to the two other HS in Renton. He doesn t want to turn away existing players that are already in their system but if we do not allow external transfers, they would have to turn them away. Mo: Incremental advantage doesn t matter in this issue. This issue should be about, helping kids if we are able, as long as our kids are not being turned away. Rob: What criteria do we use to decide who gets in after June 30 th and who doesn t Hugh: Against this because, geographically, some teams have access to a much bigger pool of kids to draw from giving them a higher advantage. You cannot monitor player to player recruitment or parent to parent recruitment. One of the objectives of GEJFA is to ensure competitive balance, that s why we have age/weight. The best players are the ones who are willing to drive the difference. John: If we let external transfers to come in at will, there is less incentive to go out and try to recruit from your own community Shawn: Our infrastructure is a HS based infrastructure. Not an external infrastructure. Mark: Redmond Board to the greatest extent possible this should be HS based. External transfers, in the past, have led to problems. Having boundaries benefit this program as a whole. Billie: Existing statement about external transfers was put in to effect because of Bothell that had a coach that would recruit his players who would studs giving them unfair advantage. Shawn: What if you cannot field a team with in your boundaries. Mo: Proposing outside GEJFA kids who are already playing for Five Star can be external grandfather in and the player can chose between Liberty and Five Star to finish their Jr career. In favor to move forward: 6 Not enough. Mo withdrew proposal. John: There is no way for a grievance committee or GEJFA board to know if external transfers are happening or not unless we manually check each and every address. 10 Rob: Will cause coaches and parents to put too much pressure on kids to review hudl instead of doing homework or other things Greg Pardee (GEJFA VP) went to USA Football: Added blocking, amount of practice time that is now recommended by USA Football, they recommend 4 days a week until 5 days. They do not allow contact until practice 5. No more than 30 minutes of contact in any practice. USA Football will have an accreditation system. Birth Certificate and Grade: FTP Transfer (would require each club to get software) or SharePoint. Required software would be free, registrar would just need to learn software. January 13 th, :05 Shawn called the meeting to order All Elected officials and clubs present. Topics of Discussion: Talk about boundaries New Club is being proposed Five Star has petitioned to extend their boundaries to include all Renton High Schools New Club Liberty High School would like to start their own Jr program and break apart from Five Star. They would like to align more with their High School. Issaquah has offered to sponsor them as their own club and help with fields and equipment. They have also offered to combine teams with them if needed until Liberty s enrollment is up. Liberty High School Head Coach Fully supports Liberty High School having their own Jr football program He states that the time is right with the new schools opening in Renton Would like to establish a Jr Program that aligns with his High School program Would like to take the High Schools We are One motto to a Jr program and community Would like to create unity within a program, hard to do currently when Five Star doesn t align with Liberty or Hazen Wants a program that feeds in to the High School He believes that Liberty having it s own Jr program with be more beneficial to get alumni involved in coaching/volunteering They believe they would have enough players to field 1 team at each level. A lot of those would be from Five Star but some of them are not currently playing. They are asking that their boundary to mirror their high school boundaries. Five Star (Robert GEJFA Rep) How this impacts Five Star There is a new middle school opening in 2015, about ½ those kids will end up going to Hazen He has no problem other than field space. Each team would need to have 65% of kids in the area to use Liberty High School Fields The parents that he has talked to are in limbo, he does not think that splitting Five Star in to 2 Jr teams has large community support The Hazen side is larger and growing faster

11 Five Star will be petitioning to expand their boundaries to include all 4 Renton High Schools o They currently serve: Hazen and Liberty o They would like to add: Renton and Lindbergh Mercer Island petition: (2 nd by Newport) Vote on Five Star expansion first, then vote to let Liberty have their own program Juanita Does not feel comfortable expanding a program who had so many grievance issues in the past Bellevue Wolverines Agrees with Juanita Five Star asking to expand to incorporate 2 additional High Schools. If approved, they would have Hazen, Liberty, Renton, Lindbergh (11 votes needed) Yes = 3 not enough, motion denied Liberty getting their own program. Issaquah to sponsor (2 nd by Wolverines) Yes = 11 Approved No = 4 Newport, Five Star, Bears, and Mercer Island Abstain = Woodinville Five Star Presidents behavior at grievance committee was reported by the committee to be unacceptable. Five Star President denies these allegations. Moving forward, we need to make sure that we are all being respectful of each other at all times Preferred date for offsite: Feb 22 nd.
