2 The tier system is in place for a variety of reasons, including assisting the club sports administration with managing a dynamic club sports program, as well as establishing clear expectations for individual clubs and clearly defining what the club sports administration shall provide to each individual club and the general club membership. It is important to note that all clubs within the program receive priority access (compared to registered campus organizations RCO s) to department managed facilities, have access to department funding, and have access to department staff including club sports staff, marketing staff, and business development staff regardless of tier. The Department and its staff serve as the administrator of each club within the club sports program. Accordingly, club sports staff members manage relationships and serve as the club s connection to other departments on campus including ASUCLA, EHS, UCPD, UCLA Catering, Trademarks & Licensing, Transportation Services, Parking, and the Events Office. The system consists of six tiers of club membership: Club Varsity, Tier I, Tier II, Tier III, Recreational and Conditional. The system combines a variety of different Department policies including budget allocation, facility availability, event scheduling, and travel. Additionally, the Administrative Compliance Program (ACP) is also closely connected to the tier system. It is important to note that this system is not in place to serve as a status system or to designate which clubs are more or less important; regardless of tier all clubs shall be treated equitably. This system is in place to assist each club with self selecting, based on the desire of the club s membership, the tier that they choose to be at and to clearly identify the expectations of the individual club. The decision to self select a tier is completely up to the club officers and the club membership. This system shall be formally reviewed each April by the CSE Council. The version for the upcoming academic year shall be finalized and posted on our Website in September, prior to the annual application process concluding at the Jamboree held during zero week. To address clubs that may have an A and a B team, it is important to note that a club shall be treated as one club, even if they choose to have more than one team. Accordingly, clubs that have more than one team will need to discuss collectively the best tier designation for the club. Generally speaking, we recognize the club as a whole, resulting in funding, facility space, and event scheduling for the club. It shall be up to the club to determine how these resources shall be shared between the teams. Additionally, the actions (or inactions) of a team shall have an impact on the entire club. Thus, clubs that have multiple teams are strongly encouraged to maintain officers for each team that are completely aware of the expectations of the club related to training, policies, and procedures. I. Tier Designation During the prior year, around March or April, clubs will apply for the tier status of their choosing for the upcoming academic year. Applications and the current tier system will be available on Orgsync approximately two weeks prior to the application deadline. Applications must be completed and submitted via Orgsync by the posted due date. The CSE Council shall be responsible for initially reviewing all applications and recommending to the club sports staff the tier assignment for each club. The club sports staff shall then review the applications and the recommendations of the Council and then finalize the tier placement for the upcoming year. This process should be completed within two weeks of the fall general assembly. To be able to properly manage the club sports program, each year a maximum number of clubs at a particular tier may be limited that particular year. It is anticipated that as the club sports program continues to expand and strengthen that the potential number of clubs at the limited tiers shall increase each year. 1

3 2 The following guidelines shall apply: A club may not move up more than one tier each academic year If a club drops from a particular tier that is limited, eligible clubs may immediately petition to fill the vacated spot As clubs move up or move down, the funding pool percentages, practice space allocation, and event limitations shall be adjusted Tier Availability Number of Eligible Clubs = 48 Tier Maximum Number of Clubs Varsity 3 I 14 II No Maximum III No Maximum Conditional 3 Recreational No Maximum II. Funding Funding for will be based on the percentages included below. The allocation amount for the year is $35,000. However, please be aware that percentages may vary based on the actual number of clubs at each tier. Practice Space Allocation For all on-campus CRA managed space, clubs shall be limited to requesting space for practices based on the maximum listed in the chart below. The chart below is meant as a guide and may be modified based on available space, which may change from quarter to quarter, or mid-quarter. Although we anticipate being able to accommodate each club at a given tier with the number of practices indicated, it may not always be possible. Conversely, if additional field space is available after allocating based on the chart below, a lottery system shall be used for clubs interested in additional space. 4 *Clubs that practiced more than three times per week while in season prior to the implementation of the tier system shall be allowed to request the same number of practices per week, provided space remains available. 3 IV. Event Planning Whether clubs choose to hold fundraisers, matches, clinics, or tournaments on or off-campus, the following guidelines shall apply. The guidelines are in place to allow the Department to assist each club with providing safe, high quality events. This includes event planning and organization, marketing and promotion, and sponsorship solicitation. For a detailed description of event classifications, please refer to the Event Classification Guidelines. V. Administrative Compliance Program (ACP) Implications Although the ACP exists as a separate set of standards, it is important to note the ACP implications associated with the tier system. As part of the review process each year, the Council will have access to the sanction history of each club and may take into consideration this history. A significant sanction history may prevent a club from achieving a particular tier. For additional information regarding the ACP, please refer to the ACP document. VI. Tier Criteria All clubs, regardless of tier (*except for conditional clubs/^except for recreational clubs) are eligible to request certain benefits provided to clubs administered by CRA. Please review the specific criteria for each tier for specific information. The list below is referred to as general benefits throughout this document. *^May request department funding both from the general allocation and the Excellence and Development (E & D) Fund May request CRA-managed facility space to be used for meetings, tryouts, practices, competitions, and special events (facility use fee typically waived; event insurance typically not required) May request to have projects completed by the CRA marketing staff (typically no charge for projects); may request limited poster/sign printing (typically free of charge) May request assistance with sponsorship / donor solicitation (coordinated with the clubs sports staff and the CRA business development coordinator) As part of the NGB or league competition schedule, may request to travel to regional and national competitions (based on a variety of factors including whether or not the club has a paid or volunteer coach, a CRA staff member may be required to attend as a University representative and based on these factors the cost may or may not be absorbed by the Department) *^Members are eligible to receive the annual Adidas item(s) based on availability

5 4 Maintain general liability insurance purchased through a third party vendor (especially beneficial for clubs practicing or competing off-campus) *^May have a member serve on the Club Sports Executive Council (CSE Council) Shall be listed in the Club Sports Directory and on the Department s Website Must have representation at the annual Club Sports Jamboree (held during zero week of the fall quarter) *^May establish and maintain a gift account Club Varsity *Conditional clubs are not eligible. ^First-year recreational clubs are not eligible. This tier is designated for clubs that are highly competitive, compete at the national level, and have a superior internal operating structure and communication with the Department. The major difference between the Club Varsity Tier and Tier I is that clubs at the Club Varsity Tier must have a full-time coach while the team is in season (and preferably anytime the club is active in the preseason/postseason). Also, clubs at this tier must have a recognized support group that exists to solicit funding for the club, or be willing to organize a support group within the current academic year. For a club to maintain status at the Club Varsity Tier, the following criteria must be met: Must have been a CRA-managed club for a minimum of 10 years o Must remain in good standing with CRA any club receiving a team suspension will be re-evaluated for this tier and may be reassigned immediately Must be a member of a regional or national governing body; the governing body must offer a collegiate division and/or collegiate championship o Must remain in good standing with the regional or national governing body; failure to do so may result in placement at a different tier o Must focus on competition and compete against collegiate participants/clubs a minimum of 85% of the club s competition schedule Must maintain a minimum annual operating budget of $25,000 (excluding coaching/instructing salaries) may include dues, sponsorships and/or donations o Must generate a minimum of $5,000 in fundraising, sponsorships or donations per academic year Must have a recognized (by CRA) alumni or support group, or be willing to organize a group within one year Must have a full-time coach (30 hours per week in-season); coach will be required to complete additional training and meet with a club sports staff member on a bi-weekly basis when in-season (coach may be paid or volunteer); coach may assist with administrative responsibilities At a minimum, must maintain the following officers who meet monthly with the club sports staff: president, vice-president, treasurer, travel coordinator and safety officer(s) Must meet the annual minimum requirements for Club Varsity Tier clubs pertaining to the officer, participant, and coach training schedule Must complete a minimum of two (2) community service, outreach or volunteer projects per academic year (a majority of the club s roster must participate) Must maintain a roster of a minimum of 20 active members Must maintain a club Website that is updated regularly Clubs that maintain status at this Tier:

6 5 May request to host a collegiate regional and/or national championship event (located on-campus or off-campus) Shall receive in-season priority (equal to Tier I) related to practice space allocation, provided requests are received in a timely manner May request to travel to one (1) international competition (see international travel policies) per academic year May have the coach assist with administrative responsibilities that would typically be handled by the club s officers All of the general benefits listed on pages 3 and 4 of this document Refer to the funding, practice space allocation, and event planning sections of this document for information specific to clubs at this tier Members of clubs at this Tier: Must pay the current club sports administrative fee for Varsity Tier clubs Must complete the on-line Participant Orientation prior to practicing, competing or traveling with a club Are eligible to receive department recognition for efforts both academically and as an athlete part of a Club Varsity Tier club Tier I This tier is designated for clubs that are highly competitive, compete at the national level, and have a superior internal operating structure and communication with the Department. For a club to maintain status at the Tier I level, the following criteria must be met: Must have been a CRA-managed club for a minimum of five (5) years o Must remain in good standing with CRA - any club receiving a team suspension will be re-evaluated for this tier and may be reassigned immediately Must be a member of a regional or national governing body; the governing body must offer a collegiate division and/or collegiate championship o Must remain in good standing with the regional or national governing body; failure to do so may result in placement at a different tier o Must focus on competition and compete against collegiate participants/clubs a minimum of 75% of the club s schedule Must maintain a minimum annual operating budget of $15,000 (excluding coaching/instructing salaries) may include dues, sponsorships and/or donations o Must generate a minimum of $3,000 in fundraising, sponsorships or donations per academic year At a minimum, must maintain the following officers who meet monthly with the club sports staff: president, vice-president, treasurer, travel coordinator and safety officer(s) Must meet the annual minimum standards for Tier I clubs pertaining to the officer, participant, and coach training schedule Must maintain a roster of a minimum of 20 active members Must maintain a club Website that is updated regularly Must complete a minimum of two (2) community service, outreach or volunteer projects per academic year (a majority of the club s roster must participate) Clubs that maintain status at this Tier:

This tier also designates clubs that may be in a rebuilding stage. For a club to maintain status at the Tier II level, the following criteria must be met: Must have been a CRA-managed club for a minimum of two years o Must remain in good standing with CRA - any club receiving a team suspension will be re-evaluated for this tier and may be reassigned immediately Must be a member of a regional or national governing body; the governing body must offer a collegiate division and/or collegiate championship o Must remain in good standing with the regional or national governing body; failure to do so may result in placement at a different tier o Must focus on competition and compete against collegiate participants / clubs a minimum of 50% of the club s schedule Must generate a minimum of $500 in fundraising, sponsorships or donations per academic year Must meet the annual minimum standards for Tier II clubs pertaining to the officer, participant, and coach training schedule Must maintain a roster of a minimum of 10 active members Must maintain a club Website that is updated regularly Must complete a minimum of one (1) community service, outreach or volunteer projects per academic year (a majority of the club s roster must participate) Clubs that maintain status at this Tier: All of the general benefits listed on pages 3 and 4 of this document Refer to the funding, practice space allocation, and event planning sections of this document for information specific to clubs at this tier Members of clubs at this Tier:

8 7 Must pay the current club sports administrative fee for Tier II clubs Must complete the on-line Participant Orientation prior to practicing, competing or traveling with a club Are eligible to receive department recognition for efforts both academically and as an athlete part of a Tier II club Tier III This tier is designated for clubs that are in the infancy stages of official club operations are continuing to strengthen, or that may be in a significant rebuilding process. For a club to maintain status at the Tier III level, the following criteria must be met: Must have been a CRA-managed club for a minimum of one year o Must remain in good standing with CRA - any club receiving a team suspension will be re-evaluated for this tier and may be reassigned immediately Must be a member of a regional or national governing body; the governing body must offer a collegiate division and/or collegiate championship o Must remain in good standing with the regional or national governing body; failure to do so may result in placement at a different tier o Must focus on competition and compete against collegiate participants / clubs a minimum of 25% of the club s schedule Must maintain a roster of a minimum of ten active members Must meet the annual minimum standards for Tier III clubs pertaining to the officer, participant, and coach training schedule Must complete a minimum of one (1) community service, outreach or volunteer projects per academic year (a majority of the club s roster must participate) Encouraged to maintain a club Website that is updated regularly Clubs that maintain status at this Tier: All of the general benefits listed on pages 3 and 4 of this document Refer to the funding, practice space allocation, and event planning sections of this document for information specific to clubs at this tier Members of clubs at this Tier: Must pay the current club sports administrative fee for Tier III clubs Must complete the on-line Participant Orientation prior to practicing, competing or traveling with a club Are eligible to receive department recognition for efforts both academically and as an athlete part of a Tier III club Conditional Tier This tier is designated for clubs their first year of operation. In additional to any specific requirements that may have been assigned when the club received initial approval for operation, to maintain status as a conditional club, the following criteria must be met: Within one (1) year, must be a member of a regional or national governing body Must remain in good standing with CRA - any club receiving a team suspension will be re-evaluated for this tier and may be reassigned immediately
