1 Bahrain UNIDO has assisted the Bahrain Development Bank to set-up an incubator in the Hidd Industrial Area. Innovative companies in electricals, electronics, software, metalworking, wood, textile and food sectors will be located in this new area. The project has focused on the preparation of a business planon for the initial setting-up and operations of the incubator. UNIDO has also assisted in the training of potential incubator clients through an Entreprise Development Programme (EDP), conducted by various institutions such as the University of Bahrain, Bahrain Training Institute with the support of experts from the Entrepreneurship Development Institute of India. As a result of the success of this project, two additional incubators are under construction by the Bahrain Development Bank in Bahrain. Colombia The project has enabled the community of Cali and the Ministry of Economic Development to design a strategy to foster links between the academic and the business sectors through the establishment of an incubation system. This incubation system would facilitate the creation of new enterprises with growth potential and assist existing enterprises in advanced industrial sectors. The assistance has contributed to enhance sustainable development in the region by helping forge institutional links between the University of Cali and the business community. Czech Republic, Hungary, Poland, Slovakia The programme aimed at supporting the establishment of high-tech incubation systems - establishment and development of high-tech incubators into science parks - in selected institutes of the Academies of Sciences and other innovative SME support institutions of the participating countries. Newly created businesses would utilize mostly industrial know-how resulting from R&D efforts at the Academies and technical institutes. The regional project was composed of four national components with a strong orientation to exchange of experiences. In the longer term the experience gained could be also of use to other less developed countries. Dominican Republic The project aimed at complementing the national efforts to foster innovation in existing SMEs and at creating a policy framework that would nurture new ventures. The assistance has defined a model for an incubation centre that has further lead the counterpart INTEC (Instituto Tecnológico de Santo Domingo) to set-up INTEC-CAMPE (Centro de Apoyo a la Micro, Pequeña y Mediana Empresa).

2 Ecuador The Government authorities in Ecuador, through CENDES, have recognized the importance of an innovative mechanism, such as a technology incubator, to foster industrial development and requested UNIDO to assist in promoting the introduction of a scheme in the country. CENDES has decided to focus the application of such systems firstly in the framework of industrial parks in order to revitalize their activities, by complementing them with a comprehensive and integrated range of services, which includes, depending on the required needs: space, research laboratory and office facilities, administrative and secretarial support, maintenance, marketing, quality control, training, legal advisory services and networking activities inside the premises between tenants and outside with the local community. Egypt UNIDO has assisted the Social Fund for Development (SFD) and local sponsors in establishing incubation facilities in Upper Egypt. The purpose of this assistance, funded by UNDP, has been to analyze the feasibility of two incubation centers in Luxor that will promote economic development and diversification in the region and especially the creation of enterprises which in turn will provide income opportunities for potential entrepreneurs and for long term employment. Gabon Upon request of the Government of Gabon, the assistance has focused on analysing the viability of the incubator concept in Libreville applied in the context of NGO's support to alleviate unemployment. An additional request has originated from the Ministry of SME and an action plan for the establishment of an incubator has been prepared by UNIDO for the local stakeholders. India The assistance has introduced an innovative incubator approach, IBIS - International Business Incubation Systems - aimed at promoting the matching of technical skills available in industrializing countries with know-how and capital of SMI's originating from industrialized countries and interested in establishing their industrial activities, or part of them, in developing economies. The assistance has focussed on the marketing of existing incubation systems in India through linkages with other operating incubation networks abroad.

3 Ivory Coast The assistance has focused on assessing the viability of the incubator concept in Ivory Coast at three selected sites of the country. An action plan and management guidelines have also been developed for the start-up of incubator operations at Boauké. Kazakhstan The assistance has covered a pre-feasibility review of a potential incubator in Atyrau and formulation of a project document with two phases: (i) feasibility study and if warranted a business plan for the establishment of a pilot incubator in Atyrau - phase 1; and (ii) technical assistance in establishment and initial operations of the incubator - phase 2. The assistance aimed also at providing guidelines and recommendations on the future development of other business incubators in the Caspian Sea Region. Madagascar UNIDO assistance has been developed in the context of a UNDP programme to alleviate poverty in the least favored regions of the country. In the first phase of the assistance, UNIDO has been called to assess the feasibility of the establishment of a pilot incubator in Fianarantsoa. Pakistan UNIDO has advised the Government of Pakistan on how incubation systems can alleviate some of the social impacts of privatization. By focusing on target groups with entrepreneurial potential, such as retired military officers, and providing them with the supportive environment of an incubation system, new ventures started to create "employability". As a main result of the project an incubator has been created by ACE (Askari Commercial Enterprises) in Rawalpindi. For additional information about the project: Success story Poland The project has assisted two incubation systems in the Southern part of Poland: Mielec (IN MARR Incubator) and Nowa Huta (T.Sendzimir Steelworks Technology Park). The project has enabled Polish incubators to apply best practices in start-up, finance, marketing and exports services to first generation entrepreneurs and softwares have been produced to facilitate incubator management operations. Additionally a technology transfer strategy for the Crakow region has been prepared in cooperation with Ernst and Young.

4 Sri Lanka UNIDO has provided guidance to Sri Lanka on the establishment of incubators. The assistance has involved a study with two outputs: a needs assessment and overview of the prospects for incubators and a feasibility study and, if warranted, a business plan for the establishment of the pilot industrial business incubator in Sri Lanka. The needs assessment has consisted of a review of the environment for business creation and existing support programmes in Sri Lanka, combined with the identification and assessment of potential sponsors or organizers of incubators. Thailand The assistance has enabled Government authorities to decide on a scheme of incubation facilities, which could be introduced in Thailand as a means of promoting entrepreneurship development in Thai regions and assist them in formulating a strategy. Four main locations have been targeted by the assistance: Bangkok, Chiang Mai, Khon Kaen, Songkla. Tunisia The assistance has focused on assisting API (Agence de Promotion Industrielle) in the set-up and initial operations of incubators in the country and at technology parks in Tunis, i.e. the Technology Park of Communication Technologies and the Technology Park of Borj Cedria. Several tools have been developed during the assistance, among others software and guidelines to assist management operations of incubators established in and outside technology parks. Turkey The assistance has initially focused on assessing the viability of the technology incubator concept to then assist in a second phase the feasibility of establishing technoparks, starting from technology incubators. Uzbekistan The assistance has helped establish 3 pilot incubation centres: one technology oriented and two industrial ones, based on local conditions. It has also tested the adaptability of this modality to an economy in transition. Additional business incubation centres have been set up, once the pilot incubators were warranted. This incubator program will be linked to investment promotion, privatization and other development schemes as appropriate, and form part of a national strategy for small enterprise development.

5 Venezuela The assistance has aimed at the development of a model of a technology park/technology incubator, taking into account the country innovation policy and economic context, to strengthen the National Innovation System, in general, and particularly the research/industry interaction mechanisms in commercialization of research results, technology transfers and creation of knowledge-based and technology-led enterprises. It aimed also at encouraging new industrial investments and help enhance the capacity of enterprises, particularly SMEs, to absorb new technologies, innovations and investments.
