B1 (B1.1, B1.2, B1.3, B1.4) Issue CRS and to act as B1 support staff following: maintenance performed on aircraft structure, powerplant and mechanical and electrical systems, work on avionic systems requiring only simple tests and not requiring troubleshooting. 7 Privileges 66.A.20(a) B2 forts Issue CRS following minor scheduled line maintenance and simple defect rectification within the limits of tasks specifically endorsed on the certification authorisation referred to in point 145.A.35 of Annex II (Part-145). restricted to work that the licence holder has personally performed in the maintenance organisation which issued the certification authorisation limited to the ratings already endorsed in the B2 licence. B3 Issue CRSand to act as B3 support staff for: maintenance performed on aeroplane structure, powerplant and mechanical and electrical systems, work on avionic systems requiring only simple tests to prove their serviceability and not requiring troubleshooting. C Issue CRS following base maintenance on aircraft. The privileges apply to the aircraft in its entirety. 9
8 Privileges 66.A.20(b) The holder of an aircraft maintenance licence may not exercise its privileges unless: In compliance with applicable requirements of Annex I (Part-M) and Annex II (Part-145) In the preceding 2-year period he/she has, either had 6 months of maintenance experience in accordance with privileges granted by the aircraft maintenance licence or, met the provision for the appropriate privileges He/ she has the adequate competence to certify maintenance on the corresponding aircraft He/ she is able to read, write and communicate to an understandable level in the language(s) in which the technical documentation and procedures necessary to support the issue of the certificate of release to service are written 10

11 6 months of maintenance experience Duration: Within an approved maintenance organisation: 6 months working within the same organisation or 6 months split up into different blocks, working within the same or in different organisations. The 6-month period can be replaced by 100 days of maintenance experience in accordance with the privileges, whether they have been performed within an approved organisation, or as independent certifying staff according to M.A.801(b)2, or as a combination thereof. 13
12 6 months of maintenance experience Duration: Agreed in advance by the competent authority Reduced by 50 % in certain circumstances When the licence holder maintains and releases aircraft in accordance with M.A.801(b)2 and where the licence holder happens to be the owner of an aircraft and carries out maintenance on his own aircraft or where a licence holder maintains an aircraft operated for low utilisation, that does not allow the licence holder to accumulate the required experience 14
13 6 months of maintenance experience Nature of experience: Depending on the category of the aircraft maintenance licence, the following activities are considered relevant for maintenance experience: Releasing aircraft to service Modifying Repairing Servicing Inspection Troubleshooting Changing component Operational and functional testing Supervising these activities 15
14 6 months of maintenance experience Nature of experience: Type of experience related to applicable category Category A Tasks related to the authorisation on at least one aircraft type for each licence subcategory. Category B1, B2 and B3 Experience should be on the particular aircraft or on a similar aircraft within the same licence (sub)category. Two aircraft can be considered as similar when they have similar technology, construction and comparable systems. 16
15 6 months of maintenance experience Nature of experience: Type of experience related to applicable category For licences endorsed with (sub)group ratings: B1 The holder should show experience on at least one aircraft type per (sub)group and per aircraft structure (metal, composite or wood). B2 The holder should show experience on at least one aircraft type per (sub)group. B3 The holder should show experience on at least one aircraft type per aircraft structure (metal, composite or wood). 17
16 6 months of maintenance experience M.A.607(a) M.A.607 Certifying Staff Certifying staff can only exercise their privileges, if the organisation has ensured: that certifying staff can demonstrate that they meet the requirements of point 66.A.20(b) of Annex III (Part 66), 18
17 6 months of maintenance experience 145.A.35(c) 145.A.35 Certifying staff and support staff The organisation shall ensure that all certifying staff and support staff are involved in at least 6 months of actual relevant aircraft or component maintenance experience in any consecutive 2-year period. 19

19 Adequate competence to certify maintenance on the corresponding aircraft has the adequate competence to certify maintenance on the corresponding aircraft The licence holder and, if applicable, the organisation, should ensure that he/she has acquired the appropriate knowledge, skills, attitude and experience to release the aircraft being maintained. This is essential because some systems and technology present in the particular aircraft being maintained may not have been covered by the training/examination/experience required to obtain the licence and ratings. 22

24 Adequate competence to certify maintenance on the corresponding aircraft M.A.606 Personnel requirements M.A.606(e) The qualification of all personnel involved in maintenance shall be demonstrated and recorded. AMC M.A.606(e) Personnel involved in maintenance should be assessed for competence by 'on the job' evaluation and/or by examination relevant to their particular job role within the organisation before unsupervised work is permitted. Adequate initial and recurrent training should be provided and recorded to ensure continued competence. 27

26 Adequate competence to certify maintenance on the corresponding aircraft AMC M.A.607 M.A.607 Certifying Staff Adequate understanding means that: the person has received training and has relevant maintenance experience on the product type and associated organisation procedures such that the person understands how the product functions, what are the more common defects with associated consequences. 29

28 Adequate competence to certify maintenance on the corresponding aircraft 145.A.30(e) 145.A.30 Personnel requirements The organisation shall establish and control the competence of personnel involved in any maintenance AMC A.30(e) The procedure requires that planners, mechanics, specialised services staff, supervisors, certifying staff and support staff, whether employed or contracted, are assessed for competence before unsupervised work commences and competence is controlled on a continuous basis. 31

For that purpose, experience/training may be recorded in a document such as a log book or based on the suggested template in GM 3 to 145.A.30(e) 33
31 Adequate competence to certify maintenance on the corresponding aircraft 145.A.35(a) 145.A.35 Certifying staff and support staff the organisation shall ensure that certifying staff and support staff have an adequate understanding of the relevant aircraft and/or components to be maintained together with the associated organisation procedures means that the person has received training and has been successfully assessed shall be accomplished before the issue or re-issue of the certification authorisation. 34
