2012 Dutch Topsector policy

Objectives topteam chemistry 2011 In 2050, the Netherlands is known as the land of green chemistry In 2050, the Netherlands acts in global top 3 of smart materials Absolute need for high quality frontier research

The Dutch new business policy Two tracks Generic More space for entrepreneurs Fewer subsidies, tax cuts more generic (RDA) Administratuve Burden: less and easier Access to finance (SME Innovation Fund +) Sectoral integrated approach with entrepreneurs and researchers at the wheel

Recent Innovatiecontract Chemie In 2015 for 445 million per year in joint research. Industry pledges over 100 million Euro of which 30% pledges by SME companies It is important to work in the chain. RDA+ is extended from 50 to 90 mil. Euro per year

Topsector policy achievements WBSO labor costs for research and development costs. MKB Innovatiefond seed money, innovatiecredit and other facilities Fiscal Research & Development Aftrek (RDA)_ Was the missing link in dutch fiscal arrangements As off January 2012 for this innovation budget of 250 million. That rises to 500 million by 2015 RDA + 50 miljoen: extra fiscal deduction for Topconsortia Kennis en Innovatie (TKI s) C2C Silver Projects eligable for tax breaks

BE-Basic Mission The mission of BE-Basic is "to coordinate, promote, support and evaluate all valorisation activities within BE-Basic". Aims Invention: Develop awareness of innovation concepts and requirements throughout the consortium. Stimulate the generation of commercially interesting ideas. Implementation: Screen ideas of commercial interest throughout the consortium. Seek the right partners and funds for implementation. Ambitions At least 60 patents At least 120 invention disclosures Create at least 4-5 new start-ups, and promote 4-5 exiting start ups Promote both economic and societal valorisation & implementation Promote entrepreneurship among young scientists, by specific training, support and competition

BE-Basic BE-Basic is an international public-private partnership, funded by the Dutch government between universities, research institutes and industries of various scales in the field of sustainable chemistry and ecology. The mission is to develop industrial biobased solutions for a sustainable society. BE-Basic is coordinated by Delft University of Technology. Industrial partners Academic partners Amyris, Inc. Delft University of Technology AkzoNobel Imperial College London Bioclear Karlsruhe Institute of Technology BioDetection Systems B.V. Maastricht University Bird Engineering Radboud University Nijmegen BLGG AgroXpertus Technische Universität Dortmund DSM University of Amsterdam Essent New Energy B.V. University of Groningen Microdish University of Twente, MESA+ Institute for Microlife Solutions i.o. Nanotechnology Purac Utrecht University Synthon B.V. VU University Amsterdam Waste2Chemical Wageningen University Institutes Deltares Netherlands Institute of Ecology (NIOO-KNAW) Wageningen UR, Food & Biobased Research

Objectives BE Basic BE-BIC offers the full spectrum of the Technology Transfer Chain: Raising Awareness: generation of commercially interesting by raising awareness of the innovation process. Screening & Scouting: screening of research results within BE-Basic for potential ideas and inventions that will lead to invention disclosures or patents. Scouting for entrepreneurial scientists within and outside of BE-Basic. Intellectual property & business cases: managing the IP portfolio of BE-Basic, supporting on follow up activities and organising venture challenges during which participants will learn to develop business plans and elevator pitches. Fund Raising & partner Search: assisting in raising pre seed capital for promising business cases or find the right investor partner within our network to commercialize business cases to actual commercial activities. Demonstration and Pilot Fase: assisting in pilot and demonstration studies to strengthen business potential via the BE-Basic Bioprocess Pilot Facility. Exit & Exploitation: supporting the development of independent start-ups in their final stage to commercialisation by assisting in contract and license negotiations.

Vision for the Netherlands By concentrating on the bio-based economy The Netherlands are on the threshold of a new golden age All conditions are present Excellent knowledge in universities and industry, chemical industry Main Ports, harbors and suficient farming land Active support by the gouvernment, Ministry of ELI. R&D programs BPM, Catch-Bio, BE-Basic New Biobased hubs proposed in (SW) Netherlands. Nieuw Prinsenland All European feedstocks are non GMO

Two main Routes to Biobased polymers Biobased building blocks drop in for oil based building blocks Replace oil by alcohol or succinc acid building blocks Use sugar cane alcohol to make green PE Braskem, Mitsubishi produce, Heinz and Coca Cola use Factories sold out Main markets: replacement of PE and PP Bottles, flasks and foils Biobased & bio-degradable Replace oil based polymer by biobased polymer Biodegradabele and disposable Main markets: replacement of PET and Styrenics PS, ABS, EPS Thermoforming disposables and injection moulding Problem: biobased polymer have no heat stability Nature Works PLA, PHA, PHB, PBS, Starch

Sustainability in the Netherlands PLA most sustainable polymer Sugar beat almost unbeatable Bio-PE much less efficient than PLA

SW Netherlands Hub Observations R&D and know-how is key. BPM a prime example. WUR has right economy of scale Can we grow crops in the current EU agropolicy? Biggest challenge lies in valorisation Growth is capital intensive, a new value chain model is needed Topchemie revolving fund, MIA, partnerships Source: Vision for SW Netherlands 2011 ;Provincie Noord Brabant
