1 First International Workshop: Business Planning for Government and Non-Governmental Organizations How to Thrive in the Era of Health Sector Reform June 10 21, 2002 Boston, Massachusetts USA Department of Population and International Health and Center for Continuing Professional Education
2 PURPOSE Health sectors around the globe are under pressure. Costs are increasing due to growing and aging populations, technology change, greater demand for consumer responsiveness and other causes. Meanwhile public budgets are often constant or even shrinking. The result is that many governments are being forced to make strategic changes in their health delivery systems. These changes include changing financing mechanisms, making greater use of the private sector, and instituting regulatory changes. Managers in both government and non-governmental organizations are being forced to increase their managerial skills. Some are managing in traditional government bureaucracies, while others are in new quasigovernmental or parastaital organizations or NGOs. They are all in need of new concepts and skills that can be adapted from private, for-profit management practices. They all seek sustainability. Business planning is of particular value. It is the traditional process by which projects are planned and evaluated before investment decisions are executed. A good business plan identifies goals, strategies and objectives, projected revenues and expenses and marketing challenges. As such it requires tools from finance, organizational strategy and marketing, all of which are essential in the new more entrepreneurial environment. Participants attending this workshop will learn new concepts and skills. They will also emerge from the 2-week long program with the first draft of a business plan to be put to use back home. Their plan will reflect both what has been learned in the workshop, as well as the unique challenges facing their own organizations. Relevance is stressed throughout. WHO SHOULD ATTEND This workshop is designed for managers in the following types of organizations: government (e.g. Ministry of Health), quasi-governmental (parastaital), and non-government (non-profit) organizations. This workshop will be most valuable for individuals with strategic decision-making authority. It is designed for senior managers with significant experience in the field. Teams from agencies and organizations are especially invited. Effective application of new concepts and skills back home is often facilitated by a number of individuals being exposed to the new ideas concurrently. Some familiarity with personal computers is important. An optional session on the Excel spreadsheet program will be conducted for all those without prior exposure.

He is a member of the International Health Systems Group in the Department of Population and International Health at the as well as a Lecturer on Management in the Department of Health Policy and Management. He is also the President of the Maine Center for Public Health. He has recently managed multi-year projects on health sector reform in Poland and managed care in Zimbabwe. He has extensive experience designing and leading workshops on various health management topics. Past sponsors for his workshops include a number of agencies in the U.S. government, the Ford Foundation, the World Bank and the Hinduja Foundation. Dr. Campbell earned his Doctor of Science degree in health policy and management at Harvard.
4 COURSE TOPICS Participants will learn: o About international health sector reform experience; o About the pros and cons of different types of organizations in the health sector, from governmental to non-profit to for-profit; o How to identify and resolve ethical conflicts related to the conflicts of business principles and health issues; o How to construct as well as evaluate a business plan; o How to apply financial planning concepts and tools, including: - discounting, - cost analysis, - breakeven analysis, and, - scenario and sensitivity analysis. o How to utilize key concepts from organizational strategy in order to determine and evaluate goals and strategies; o How to apply strategic marketing skills to assure that consumer needs and preferences are addressed; o How to facilitate the change process in all types of organizations. TEACHING METHODS This workshop has been planned for an audience that is more interested in implementation than academic study. The result is a blend of theory and practice with an emphasis on the latter. The workshop will include a series of lectures, discussion groups, problem sets, and group and individual case discussions. Lectures will only be utilized as necessary to convey new material. Participatory methods, given the adult learning setting, will be emphasized. Based upon the past experience in IHSG training programs lively discussions among experienced health professionals are expected. This is a program where the amount of useful information gained is directly related to the level of effort put into the workshop experience. Reading and execution of exercises will be required of everyone attending. This is not a program suited to passive participation. Each participant will be expected to draft a business plan during the workshop. Attendees will gain from the preparation of a plan that requires home application of the material presented. Participants selected to present their plans will also profit from the feedback received from faculty and fellow participants. Everyone will profit from the experience of evaluating plans designed by their peers. Participants will be expected to arrive at the workshop with a specific proposal to be developed into a business plan.
5 COSTS Workshop Package: US$ 3, The Workshop Package includes tuition, course materials, computer fees, and mandatory health insurance. Arrival in Boston: Participants will be expected to arrive in Boston, MA, no later than Sunday June 9, This course will begin the morning of June 10, 2002, at the, Kresge Building Room 502 located on 667 Huntington Ave, Boston, MA Housing: For the duration of the Course, all participants will be expected to stay at the Sheraton Boston Hotel, which is located in close proximity to the HSPH. We have secured highly favorable rates at this hotel of $ per night (tax included). Information on how to register with the hotel will be provided upon formal acceptance to the Business Planning Course You or your funding agency will be responsible for all meals, hotel, airfare, and transportation fees to and from the airport and incidentals. Logan Airport in Boston, Massachusetts is the nearest airport with significant scheduled international service. Financial Assistance may be obtained from your employer or a funding organization. Applicants are encouraged to make these contacts. Suggested organizations are the World Bank, USAID (United States Agency for International Development), SIDA (Swedish International Development Authority) and the World Health Organization. Please note that Harvard University and the School of Public Health do not provide scholarships or financial assistance for workshops. Location The workshop will be held at the. Hotel accommodations will be offered at the Sheraton in downtown Boston. It is newly renovated hotel with a wide variety of fitness equipment and recreation activities and a restaurant located on site, and in surrounding areas. The subway is located within walking distance of the venue and is 2 miles from the School of Public Health. Boston is a popular place to visit during this time of year. This area has much to offer for sightseeing and shopping. The temperatures are between (23-32 C) in the day and (19-23 C) at night. VISAS Applicants are responsible for obtaining visas. You should apply for an appropriate visa at your nearest United States Embassy or Consulate. Since you are not required to be in Boston beyond the period of the workshop, you will not need a special student visa to attend the program. If you are being sponsored by an international funding agency, such as USAID, the organization will make visa arrangements for you. If you plan to visit another country before returning home, you should arrange to obtain the appropriate visas before you leave home. It can be difficult and time-consuming to obtain a visa in the United States while you are attending the program.
