We are pleased to have you join us for our Star Spangled Salute to the Arabian Horse. The Show Committee is committed to making sure that your time with us is both fun and satisfying. We have an impressive group of horses which will compete in both arenas (Anderson and the East Complex). Equally impressive are the 2016 judges who will adjudicate over 250 classes during the Show. As in past years we will have a delicious dinner Wednesday evening on the Coliseum concourse for all exhibitors. Throughout the Show we will surprise you with Cash Giveaways as well as non-cash surprises. 6 REGION 15 GENERAL RULES AND INFORMATION 1. USEF MEMBERSHIP STATEMENT LIFE, SENIOR ACTIVE AND JUNIOR ACTIVE MEMBERS SHALL BE ELIGIBLE TO PARTICIPATE IN ALL CLASSES AT REGULAR COMPETITIONS, EVENTING COMPETITIONS AT THE PRELIMINARY LEVEL OR ABOVE AND COMBINED DRIVING COMPETITIONS AT THE ADVANCED LEVEL, DRESSAGE, REINING AND VAULTING COMPETITIONS AND ENDURANCE RIDES. A OWN MEMBER MAY PARTICIPATE AS A HANDLER, RIDER, DRIVER, OWNER, LESSEE, AGENT, COACH OR TRAINER AT REGULAR COMPETITIONS, EVENTING COMPETITIONS, DRESSAGE COMPETITIONS, REINING COMPETITIONS AND COMBINED DRIVING COMPETITIONS UPON PAYMENT OF A $30.00 SHOW PASS FEE. There is no charge. 10. CAMPERS & RV S: Space is limited. First come, first served. 90 spaces are available. Local and Commonwealth regulations prohibit the discharge of gray water on private lands. Waste disposal service is available. All campers and RV s must be parked in designated area. No utility hookups will be allowed in the stable areas. PLEASE CONTACT THE VIRGINIA HORSE CENTER FOR CAMPER INFO AT or online at CANCELLATION OF CLASSES: The Show Committee reserves the right to cancel or divide any class to accommodate for an insufficient or excessive number of entries. Classes with less than three horses to show may be canceled, except Dressage and Sweepstakes classes. 12. CONDITION OF ENTRY AND DISQUALIFICATION: The official entry forms for these shows are enclosed with the Prize List. The Show Committee and the Management reserves the right to refuse, accept conditionally or cancel an entry, disqualify exhibitors, prohibit exhibition of entries and remove from the grounds any individual, stable or both without claim or damages. THE SUBMITTAL OF AN ENTRY FORM TO THE SHOW SHALL CONSTITUTE AN ACCEPTANCE BY EACH PERSON SIGNING SAME OF THE PROVISIONS HEREIN SET FORTH. 13. CONFLICTING CLASSES: It is the responsibility of the exhibitor to know the rules of the show and become familiar with the schedule so that he/she may choose classes, which will not conflict with each other. Please notify the Paddock Master about any potential conflicts. USEF MEMBERSHIP: Affidavits are no longer accepted for payment of non-member fees. Exhibitors must have a Competing Membership, either Life, Senior Active or Junior Active Member or pay a Show Pass Fee. See next paragraph. USEF NON-MEMBER PARTICIPATION: If membership documentation is not submitted to the competition and the competition cannot verify such information, the exhibitor will be required to complete a Show Pass form and pay a non-refundable Show Pass fee of $ (GR b) Purchase of a Show Pass fee does NOT allow a competitor to show in amateur classes. To show in an amateur class, a competitor must provide proof of membership with amateur certification. 2. USEF RULES: EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. Any changes or corrections of rules will automatically become a part of this Prize List. Each participant in the show is responsible for knowledge of and is subject to the USEF and AHA rules. The Show Committee reserves the right to make such changes in procedure, personnel, rules and regulations as deemed by them to be in the best interest of the show. Every horse entered in these competitions shall pay a $8 Drugs and Medication fee and an $8 USEF fee per show. 3. ADMISSION TO RING: No persons will be allowed in the ring except participants in class, judges, assistants and the show photographer. Attendants will be allowed only after being called by the Judge or Ringmaster. 4. AGE OF HORSE: Horses, except in Yearling Sweepstakes classes, must be 2 years of age to enter Mare and Stallion Championship Breeding Classes. For competi- tion purposes any horse is considered to be one year old on the first day of January following the actual day of foaling. 5. AHA MEMBERSHIP STATEMENT: Each competitor (this includes at least one recorded owner and all trainers, drivers, riders, halter handlers, coaches and the person (s) signing the entry blank) in an Arabian Horse Association recognized Arabian Divi- sion, at the time of entry into a competition, must submit a copy of a valid AHA member- ship/competition card, join AHA or pay an AHA Single Event Membership fee per competitor. When an agent signs for the owner at an AHA recognized competition, both the owner and agent must be members of AHA or pay the AHA Single Event Membership. Single Event Membership is not acceptable at AHA Regional or National competitions. Exhibitors in Walk-Trot classes are exempt from AHA membership requirement at qualifying competitions, but must have an AHA membership w/ competition card at AHA Regional and Nat l competitions. Exhibitors in Lead Line classes or parent/guardians signing for minors are exempt from AHA membership requirements. (BOD 5/12) 6 APPLIANCES: Air conditioning, refrigerators, freezers and cooking appliances are PROHIBITED in the stables. 7. ARRIVAL - DEPARTURE - LAYOVERS: Stalls available 12 Noon on Monday, July 4, VHC policy: An early arrival fee of $30 day will be charged to all horses arriving prior to above time, payable to VHC. Contact VHC for Early Arrivals. Stalls must be vacated by 10:00 p.m. Sunday, July 10, Layovers must be arranged thru the VHC stable office and will be charged $15 day, payable directly to VHC. 8. AWARDS: Top Five awards will be made regardless of the number of entries in a class. However, only awards made to the top 50% of the class (rounded up and not to exceed 5 awards) will receive Arabian Breeders Sweepstakes payout, AHA Horse Achievement Awards, Amateur Achievement Awards, High Point Horse Achievement Awards, High Point Amateur Achievement Awards and Distance Award Points. 9. CALLS FOR CLASSES: As a courtesy, the public address system will be used to make barn calls if possible. However, exhibitors are responsible for seeing that entries reach the gate on time and should not rely solely on the PA system. Classes will be called promptly CRUELTY TO OR THE ABUSE OF A HORSE: BY ANY PERSON AT THESE RECOGNIZED SHOWS, IS FORBIDDEN. Excessive use of a whip on any horse in a stall, runway, schooling area, show ring or elsewhere on the show grounds, before or during a show, by any person, constitutes a violation and renders the offender subject to penalty. 15. DISCIPLINE: Exhibitors hereby notified that the AHA Board of Directors will strictly enforce and actively support all AHA, USEF and/or EC rules regarding sportsmanship, conduct and courtesy at all AHA recognized shows and events. This includes but is not limited to rules that govern owners, exhibitors, agents, trainers, coaches managers, riders, drivers, handlers, competition officials, competition employees and members of the families of the above, individual members of AHA or any person who acts in a manner in violation of the rules or deemed prejudicial to its best interest. Any AHA and/ or USEF violations committed are subject to AHA, USEF &/or CEF penalties. 16. DISQUALIFICATION: All horses doctored in any way, artificially, improperly or unfairly prepared or tampered with before coming into the show arena will be reported to the Steward(s) if it is ascertained that any exhibitor has made, or caused to be made, a false statement in regard to any animal or article exhibited, or if any exhibitor shall attempt to interfere with the Judges in the performance of their duties, he/she shall be excluded from competing or exhibiting pursuant to current AHA rules. 17. DIVISION OF CLASSES: Show management reserves the right to split any class which they or the Judge may determine has too many entries for all horses to be properly or safely show in the ring at the same time. Split classes will be Even/Odd by exhibitor number (even numbers in Section A and odd numbers in Section B), unless the split ends up with uneven entries, at which time random exhibitors will be moved to balance the classes. Class splits will be posted at the Show Office. Consideration will be given, if possible, to exhibitor s prompt requests for changes in section assignment. Requests for sections can be made at the time entries are made. Decision of Show Management is final as they have a requirement to divide the class as evenly as possible. Show Management will make the determination if the divisions will be judged as two separate classes with separate awards, or if a selected numbers from each division will be required to show back for final class placing. Anderson Coliseum: Open classes will split at 24 horses and Amateur classes will split at 20 horses. East Complex (Reel) Arena: Classes will split at 18 horses. If Finals are held, they will run following the next class after the second split. 18. ELIGIBILITY OF HORSES: Refer to current AHA Handbook. It is the responsibility of the person signing the entry form to verify that the horse to be entered in competition in any approved AHA event is eligible to enter & show at such event. 19. ENTRIES FOR ALL CLASSES: To avoid a $25 Incomplete Entry Fee, the following must be included with your entries: 1) Copy of horse s registration papers (including pedigree) showing proof of ownership; 2) Current AHA, USEF, & USDF (if applicable) membership cards for each owner, exhibitor, trainer & coach; 3) USEF amateur certification (if applicable); 4) Negative Coggins dated within one year; 5) complete list of qualifying classes for horses entered in each of the regional classes; 6) copy of the AHA Horse qualification report for all horses; 7) all signatures; 8) full entry fees. Horses entered in any Amateur Owner class must be registered in the name of the competitor or a member of the competitor s family, as defined by USEF GR 123. Horses registered in the name of a Farm, Ranch, Syndicate, Partnership, or Corporation name may be shown in amateur owner classes provided the family is the sole owner of the farm or entity as defined by USEF GR 123. (Bill of Sale not valid.) Entries may be made in the name of a farm or stable only if such farm or stable is registered with USEF and a copy of the farm membership certificate is submitted with entries. A $25 fee will be charged for incomplete entries. 20. FARRIER: Management provides a designated farrier(s) for your use on the show grounds. Any other farrier must obtain a permit from the Show Manager before servicing any horse or client. Failure to do so will result in expulsion from the show grounds. A fee of $400 will be charged for the run of the show for an outside farrier who practices on the show grounds. 21. FEED AND BEDDING: Feed & bedding available for purchase on the show grounds. Feed is available through Rockbridge Farms Cooperative, (540)

7 22. GOLF CART RENTAL: Golf carts will be available through the Virginia Horse Center. Rates are on a per day basis and carts may be picked up at the stabling office. Reservations are recommended. Call HALTER CLASSES: Order of go will be posted by horse s birth date. Horses must enter arena in assigned order at a walk and proceed at a trot after entering the gate until lined up. Horses to be inspected for signs of abuse by designated Steward prior to entrance into ring for judging. Manner of inspection will be at the discretion of Show Management. Purebred stallions, mares, yearling colts and fillies will be lined up in the order selected by each respective judge. 24. HEALTH CERTIFICATION: Virginia law requires all horses entering the Commonwealth to have a health certificate signed by a registered veterinarian dated within thirty (30) days of entering the Commonwealth. All horses on the show grounds must have a negative Cogglns dated within one year and provide a copy to the Show Office. All horses are subject to inspection by the official show veterinarian. 25. HORSE TRAILERS: All horse trailers are required to park in a designated area. There will be no trailer parking in the barn area. 26. INDEMNITY AND RESPONSIBILITY: All entries are accepted with the understanding that neither AHA, Region 15, The Virginia Horse Center, the Show, the Show Committee, nor any Show Official be held responsible for any loss, damage, or Injury to any horse exhibited or any article of any kind. All horses shall be under the contract and direction of the Show Committee but solely at the risk of the exhibitor who will be responsible (of any loss, damage or injury to any person, animal or property occasioned by him/her, and the exhibitor shall indemnify the above mentioned parties against any and all loss, damages and liability thus occasioned, including but not limited to any and all legal costs, including attorney fees, which may be incurred as result thereof. Every entry at a recognized show constitutes an agreement that the person making it, owner, lessee, trainer, manager, agent, coach, driver, rider and the horse shall be subject to the constitution and the rules of the USEF and Show, accept as final the decision of the Hearing Committee on any questions arising under said rules and regulations and agree to hold the Show, the USEF, AHA & the Region 15 Show Committees, their Officials, Directors & employees harmless for any action taken. 27. IDENTIFICATION NUMBERS: The assigned number of each entry shall be prominently displayed by rider, driver or handler when entry is exhibited. 28. INSPECTION: All animals are subject to a physical examination by the show Veterinarian as a safeguard against equine communicable diseases. Veterinarian will be available at all times for consultation. Charges will be made for any medication or treatment received. The official USEF Steward may inspect all animals. 29. JUDGES: In the event of illness or failure to attend by a judge or any other official of the show, the Show Committee reserves the right to substitute an official or judge in accordance with USEF rules. 30. LUNGING: Please lunge horses only in the designated areas. No lunging is allowed in the covered arena or the coliseum at any time. Arena to use are: Fletcher Arena - Moore Arena - Wiley Schooling Ring - South Campgrounds Ring 31. MOTORIZED VEHICLES: Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 37. PROTECTIVE HEADGEAR - DRESSAGE: Anyone mounted on a horse must wear protective headgear except those riders age 18 and over while on horses that are competing only in FEI levels and tests at the Prix St. Georges level and above (including FEI Young Rider Tests, the USEF Developing Prix St. Georges Test and the USEF Bretina Cup Test). 38. PROTESTS: Refer to USEF Rule Book, GR 603 for rules pertaining to protests. 39. OFFICE HOURS AND PROCEDURES: Monday, July 4 - Trainer appointments only - 1 PM to 6 PM Tuesday, July 5-9 AM - 6 PM Trainer appointments 9 AM - 8 PM General check- in. During show, office will open daily one hour before the first class of the day and close nightly at 9 PM or at the beginning of the last class, which ever comes first. Office will close one hour following the last class on Sunday. Any variations to this schedule will be announced and posted on the show office door. Exhibitors who accrue expenses while at the show and wish to carry an open account, must provide the show office an open, signed check, payable to Region 15 to be kept on file for the duration of the show. This open account must be settled and closed out by Noon on Sunday, after which time the Show Office will close the account. Please note: Pre-entries must be paid in full at the time of entry. 40. PENALTY POLICY: In the event the MARKEL Firecracker Classic, the Region 15 Championships, the management or the officials are fined by any organization owing to an exhibitor s infraction of rules or requirements, said fine will be charged to the exhibitor plus a 10% penalty fee. 41. POST ENTRIES: Post Entries accepted for all classes except Dressage. Dressage post entries will only be allowed at the discretion of management if ride times are available. Markel Firecracker post entries will be charged an add l fee of $20 per class for a total of $40 per class. Regional post entries will be charged $50 per horse for entries postmarked after June 1st and received before the show starts. (EXCEPTION: Entries qualifying for the FIRST TIME after June 1st do NOT pay the post entry fee). Once the show starts, all entries, regardless of when you qualified, will pay a post entry fee of $75 per class if entered by the following Session-by-Session deadlines, for a total of $140 per class. MORNING CLASSES Entries made by 1 PM, preceding day. AFTERNOON CLASSES: Entries made by 6 PM, preceding day EVENING CLASSES: Entries made by 9 AM, same day Official start of the regional show is 8:00 AM, Thursday, July 7, 2016 If qualified entries fail to enter by the above session-by-session deadlines, then a courtesy class entry fee of $300 per class will be charged. 42. QUALIFICATIONS: Any horse or equitation rider qualifying at an AHA recognized Region 15 show, may enter. It is the responsiblity of the exhibitor to ensure his/her qualification to enter a specific class. List qualifications on front of Entry Form. To have complete entries, a copy of the Qualification Points record from AHA must also be submitted when making your entry. Do not send the Competition Record, as this shows the horse s Achievement Award Points, not Qualification Points. 43. REGIONAL CHAMPIONSHIP ELIGIBILITY RULES: Horses must be registered with the Arabian Horse Registry of America, Inc. and/or the Canadian Arabian Horse Registry and entered under the full registered name and owned by a member of the Arabian Horse Association. Such member need not be a member of the region holding the regional championship classes. Half- Arabians must be registered with the half Arabian Registry or the Anglo-Anglo-Arabian Registry of the Arabian Horse Association and owned by a member of AHA. To be eligible, a horse may show in any Regional Championship class by qualifying for that class at an AHA Recognized Show for that Region, in that section, within one preceding calendar year or that period of the current year up to the commencement of the show. Half-Arabians have the same eligibility requirements as purebred Arabians. Refer to the AHA handbook for required points. All horses must be two (2) years of age or older at the time of qualifying and AT LEAST TWO YEARS OF AGE AT THE TIME OF EXHIBITION (exception Yearling classes). 44. REFUNDS: Withdrawal of equine entries must be made in writing and accompanied by a signed vet certificate on their letterhead, or in case of rider withdrawal, a physician s note on their letterhead. Those requests received before the start of the show will receive a refund of all fees except office fees. After the start of the show, a refund of class fees only will be considered for proper vet outs of horse or rider. 32. NO SHOW FEE : To expedite the flow of classes, scratches must be reported to the Show Office PRIOR to the calling of the class. Failure to do so will result in a $25.00 No Show fee per class. 33. NON-NEGOTIABLE CHECKS or DECLINED CREDIT CARDS: 1) Checks returned will be charged a $100 fee or 10% of the face value, whichever is greater plus bank costs. Declined credit cards will be charged a $50 fee. 2) Postmark or date of receipt of entry will be negated; and 3) Entry will be recorded only when cash is received or a valid credit card presented (depending on date, post entry fees may be due). Replacement by cash, money order or certified bank draft only! 34. PADDOCK CHECK-IN: Please check in promptly with the Paddock Master before each class in which you are going to participate. The two-minute gate will be strictly enforced. In accordance with AHA regulations, halter horses MUST enter the ring in a prescribed order, and must line up in that order prior to entrance to the ring. 35. PAYMENTS: Payment for entries by Cash, U.S. check or money order or PAYPAL only. No checks drawn on Canadian banks or in Canadian funds will be accepted. We accept Visa, Mastercard, AmericanExpress and Discover credit cards. When using a credit card, a 4% Service Fee will be charged. 36. PROTECTIVE HEADGEAR: In accordance with USEF rules, all juniors riding in Hunt Seat Equitation Over Fences and Not to Jump, Hunter Over Fences and Jumper classes must wear protective headgear passing applicable ASTM standards (must be stamped inside helmet) while riding in designated schooling and exercise areas, the show ring and while jumping anywhere on the show grounds RIDER/DRIVER CLARIFICATION: Please note that rider/drivers cannot be changed once a class starts. With a sectioned class, that class is not over until the final is run. Therefore, the rider/ driver who performs in a section A or B must also ride/drive in the final class. Likewise, the same rider/driver cannot perform in both section A & B of the same class on two different horses. 46. RING DIMENSIONS AND FOOTING: Anderson Coliseum 150 x Sand; East Complex 120 x Sand; Fletcher 112 x Sand/Permaflex; Moore 104 x Sand;Wiley 130 x300 - Sand/Permaflex; Dressage A/B 250 x96 - Bluestone/Permaflex. 47. SCRATCHES: Show Office must be notified of class scratches PRIOR to the calling of the class. Failure to do so will result in a $25 fee per class. 48. SHOW IMAGES: Only the official show photographer and videographer are authorized to capture and sell images of the show. Violators will be reported to AHA and asked to leave the show grounds. 49. SHOWING OUT OF TRAILER: A ground fee will be charged if a stall is not purchased for your horse. One vehicle attached to a trailer or one van only will be permitted to park on the lot for showing out of trailers. A $30 grounds fee per horse/ per day is required to obtain a Showing Out of Trailer pass to be displayed on windshield. No overnight horses may be stabled in trailers or tied out.

8 50. SIGNATURES: Every exhibitor, rider, driver, handler and trainer or his/her agents(s) must sign the entry blank. In the case of a rider, driver or handler under the age of 18, his/her parent or guardian, or if not available, the trainer, must sign an entry blank on the minor s behalf. If any of the above persons fails to do so, his/her first entrance into the ring as an exhibitor, rider, driver or handler shall be construed as his/her acceptance of the rules of the sponsoring organizations, USEF, AHA, Region 15. MINORS CANNOT SIGN ENTRY FORMS! 51. SMOKING: Smoking in the barns is prohibited. This safety rule will be strictly enforced. Please Note: Fines may be levied. 52. STALLIONS: May be shown by Ladies or Junior Exhibitors in all classes except Leadline, Walk/Trot or Showmanship. No HA/AA stallion, two years or older, may be shown in any In Hand class open to HA/AAs. HA/AA stallions may be show in performance classes. HA/AA stallions may be shown in all Sport Horse classes. 53. STALLS: All horses are required to have a stall or the $30 Grounds Fee will be charged per horse, per day. All horses must have a stall if staying overnight. Horse stall fee constitutes a reservation for expected horse participation in the show. There are over 720 permanent and temporary canvas stalls available all with doors. No stall will be assigned without full payment and no stall assignments will be given out prior to arrival. Tack stall allocations will be strictly enforced. Stalls will be assigned on a first paid, first assigned basis. Show Management reserves the right to reassign horse stalls which have been reserved but not used by the original exhibitor. Fees for such reassigned stalls will be refunded to original exhibitor. Entries to be stabled together must be received in the same envelope. Stall damage will be assessed to the exhibitor. An exhibitor may not sell a stall to another exhibitor or change a stall assignment without permission of the stable manager. Further, blocking of wash racks or common areas, in any way, is prohibited. 54. TACK CHANGES: All tack changes must be reported to the Paddock Master at the beginning of each session in which the classes appear, to permit proper notification to ring officials. A maximum three-minute hold will be allowed. Exhibitor requesting hold must notify gate promptly when tack change has been completed so class can enter ring without unnecessary delay. All tack changes must be made in paddock area. Your cooperation will help minimize delays between classes. 55. TACK STALLS: For tack stall (grooming stall/feed storage, etc.) the following guidelines will be strictly enforced using the following table: 1-3 Horses... 1 Tack Stall 4-6 Horses... 2 Tack Stalls 7-9 Horses... 3 Tack Stalls Horses... 4 Tack Stalls Horses... 5 Tack Stalls Horses... 6 Tack Stalls 19+ Horses... 7 Tack Stalls (Max.) Owing to entries, tack stalls may be limited or reduced as horse stalls are needed. 56. VETERINARIAN PERMITS: No veterinarian other than the official show veterinarian will be permitted to treat, medicate, or attend to a horse on the grounds without the express written permission of the Show management and official veterinarian. Exhibitors wishing to use another veterinarian must obtain a permit for that veterinarian from the show office, complete permit designating the farm or training stable the veterinarian will be working for, and submit a copy of said permit to the official show veterinarian and a copy to the show office. Any veterinarian treating horses, that fails to comply with this required course of action, will be expelled from the show grounds. A fee of $400 will be charged for the run of the show for an outside veterinarian who practices on the show grounds. Veterinarians agree to abide by all AHA, USEF and USDF regulations and rules. Failure to register with the official show vet and/or failure to follow the above rules will result in reports being filed with AHA and USEF. 57. WASHING OF HORSES: Horses are to be washed only in the wash rack areas. Horses stabled in the temporary stalls are to use wash racks in the permanent buildings. Blocking or covering wash racks, in anyway, other than by VHC employees, is prohibited. 58. WEATHER CONDITIONS: In case of threatening or undesirable weather conditions, the Show Management reserves the right to move classes into the covered arena for competition. In case of severe weather conditions, the Show management reserves the right to delay or postpone classes until it is deemed safe to resume competition. VIRGINIA HORSE CENTER GENERAL RULES & INFORMATION SECURITY: (540) STABLE OFFICE: (540) EMT: (540) FIRE/RESCUE: Upon arrival at the Virginia Horse Center, all trailers MUST check in at the Welcome Center (Stable Office). 2. A negati ve Coggins must be provided for every horse brought onto the grounds and turned into the Stable Office ( state law). Horses coming from out of state are required to have a health certificate (federal law). 3. No smoking in Coliseum or Barns. This is the law. 4. VEHICLES: Drive Carefully. Obey All Traffic Signs. Speed limits are strictly enforced. Every vehicle operator must have a valid driver s license and proof of insurance. The use of vehicles in the camping areas is restricted to regular roadways for entering and exiting only. Vehicles are permitted only if operated in a safe manner (this is a Virginia state law), but may not be used in the Coliseum or in the interior of any of the barns. Four wheelers and ATV s are not permitted on the VHC grounds. Non-powered scooters, bicycles, skateboards, in-line skates, heelers (skates in shoes) are not permitted in the Coliseum or the interior of any of the barns. The VHC reserves the right to prohibit the operation of any vehicle. 5. ELECTRICAL CONDUIT IN BARNS: ABSOLUTELY NOTHING SHOULD BE HUNG FROM THE ELECTRICAL CONDUIT IN THE BARNS. ELECTROCUTION AND DEATH CAN OCCUR AS THIS CONDUIT CONTAINS HIGH VOLTAGE LINES. ANYONE CONNECTING OR HANGING ANYTHING FROM THIS CONDUIT WILL BE FINED ONE THOUSAND DOLLARS ($1,000.00). 6. MANURE PITS: NO TRASH OR SHARPS IN THE MAN URE PITS. SHARPS MUST BE PLACED IN THE RED CONTAINERS IN THE BARNS. SHOWS WITH SHARPS IN THE MANURE PITS WILL BE FINED ONE THOUSAND DOLLARS ($1,000.00). HAZ/MAT WILL FINE THE VHC FOR SHARPS IN THE PITS. 7. Dogs/Pets: All dogs/pets must have current inoculations for rabies as prescribed by state of residency. No loose dogs/pets are allowed anywhere on the premises. All dogs/pets that are not crated must be on a hand-held or tied leash. Loose dogs/pets will incur a $100 fine. You must clean up after your dog/pet.coliseum: Absolutely no dogs/pets allowed in the Coliseum unless they are crated or are Service Dogs. Absolutely no dogs/pets in the Mezzanine (2nd floor of the Coliseum) under any circumstances with the exception of Service Dogs. We ask that your Service Dog have his/her vest on. Grounds/Parking Areas/Barns/East Complex: All dogs/pets must be on a hand-held or tied leash. 8. All stalls must have at least one bale of shavings or straw. Sawdust is prohibited. Shavings may be purchased at the Welcome Center (Stable Office). 9. No trash or sharps in the manure pits or stalls. Sharps should be placed in red boxes in barns and not trash cans. 10. No lunging inwiley, Northern, B Ring, the Coliseum and the East Complex. 11. No overnight horses may be stabled in trailers or tied out. 12. Horses are absolutely not allowed to be ponied behind any moving vehicles. 13. Any loss, theft, accident or disturbance should be reported to the Virginia Horse Center Security. Lost and Found is located in the Security Office. 14. No firearms or fireworks are permitted. 15. The Virginia Horse Center shall be held harmless against all claims, costs, losses or liability of every nature and kind asserted against or incurred by camper arising or resulting in any respect from camper s occupancy and use of premises, and/or visitor and visitor s use of premises. The USDF BM ($200) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (EM): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $25 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($25). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan /USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or Great American Insurance Group/USDF Breeders Championship Series Finals. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $70. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed. Lifetime Horse Registration (LHR): A horse with an LHR ($95) is eligible for Adequan /USDF Year-End Awards, and eligible to compete at Great American Insurance Group/USDF Breeders Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. If a horse has an LHR it does not need an HID number. An LHR does not need to be renewed. Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.) Exceptions: Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, pas de deux or quadrille, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy and opportunity classes. Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes. Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse Registration (LHR). 19 July 6-10, 2016 SPECIAL RATE tax USDF Statement on Animal Welfare The United States Dressage Federation, Inc. (USDF), a federation of over 100 independent organizations throughout the United States with a membership of nearly 30,000 members, supports the concept of ethical treatment of animals. Dressage is a classical method of training horses, based upon the horse s natural responses, as carried out in a gradual, planned program during which the horse s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved. The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed. Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse s life. While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under domestication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival. As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. A program of certifying instructors also emphasizes protecting the horse s welfare in pursuit of dressage training.
