2 LAGOS STATE DEMOGRAPHY Geographical Area: 3,577 Sq. Km (0.4% of National) Population Estimate: 16.86m (27.4% of Country Urban) - UN Population Density: 4,193 persons/sq. 3 LAGOS WASTE Average waste generation in the State is 0.55kg/person/day. The three landfill sites rate records puts the collected and received waste at an average of tons per day, the total tonnage generated is put at an average of 9,000 metric tons per day considering the projected generation rate for the 12 million resident population and 4 million transit population,. The waste generation pattern however varies with income levels and population. Different categories of waste sources: Domestic/household, Commercial/market, Institutional, Street Sweepings, Medical/Healthcare, Industrial, Hazardous, and Special waste (sewage sludge etc) 3

8 WASTE MANAGEMENT ( ) ADOPTED SOLUTION Introduction of Private Sector Participation (PSP) for domestic refuse collection and transportation. Appointment of Local authority as programme managers. PROBLEMS WITH ADOPTED SOLUTION The non payment of service charge by service clients due to direct collection of fees by refuse operators Non enforcement of defaulters encouraged very low patronage/use of cart pusher-dump at illegal dumpsite Distance to the available dumpsite/non functioning dumpsite-turn around time Weak political will to review the Environmental Sanitation law & LAWMA waste management law & waste issues WHAT TO CHANGE A review of the identified problems. 8

9 WASTE MANAGEMENT ( ) MODIFIED PRIVATIZATION CHANGE THE ADOPTED PROCESS Review existing programme by introducing PSP operator with adequate capacity to handle waste, revenue collector and appointment of designated banks for payment of waste charges Upgrade the existing dumpsite Establishment of complain centre, monitoring, enforcement and compliance section. Advocacy & mobile court PROBLEMS Accessibility to collection point by waste operator truck and delay in collection schedule Some communities failure to sign the logbook-not supportive of the programme-initial resistance to stipulated fees (further review with the communities) Use of rickety trucks by some waste operators Delay in bill distribution/irregular reconciliation of payment made in the previous bill Long turn around time at the dumpsites especially during raining season. 13 OLD & NEW WASTE COLLECTION TRUCKS The use of compactor trucks and, skip trucks to cart away refuse from source of generation is mandatory for both the State government operation and the PSP 13 operation in the State.
