6 INTRODUCTION THE RULES CYCLE The Rules of Indoor Hockey in this new puliction re effective from 1 Jnury 2015 t interntionl level. Ntionl Associtions hve discretion to decide the dte of implementtion t ntionl level. As usul, strting dte is specified ut not n end dte. In exceptionl circumstnces the Interntionl Hockey Federtion (FIH) retins the right to mke chnges which will e notified to Ntionl Associtions nd pulished on the FIH wesite: RULES REVIEW The FIH Rules Committee regulrly reviews ll the Rules of Indoor Hockey. It tkes ccount of informtion nd oservtions from wide vriety of sources including Ntionl Associtions, plyers, coches, officils, medi nd specttors together with mtch nd competition reports, video nlysis nd Rules trils. Ides which hve lredy een trilled with the FIH Rules Committee s pprovl in locl or limited circumstnces re especilly vlule. Rules chnges cn then e sed on prcticl experience. RULES CHANGES The most significnt recent chnge to the Rules ws the reduction of the mximum numer of plyers on the pitch from six to five. The chnge resulted in mny tems ttcking with five field plyers nd defending with four field plyers nd golkeeper. As result we hve witnessed multiple golkeeper sustitutions during mtches, which is neither ttrctive for the gme itself nor the specttor experience. In n effort to ddress this issue Rule 2.3f ws djusted, with effect from 25 Novemer 2013, such tht golkeepers needed to e sustituted (s ll other 4

7 plyers) within 3 metres of the centre-line. Whilst this hd some effect, it hs not hd the desired effect. Following considertion of the feedck from the golkeeper sustitution trils which took plce t the Men s nd Women s Indoor World Cup Qulifiers in Pn Americ nd the Men s Asin Indoor World Cup Qulifier, s well s review of the informtion from Rules questionnires, limittion of two fully kitted golkeeper sustitutions off the pitch per mtch (with llownces for injury nd/or suspension) hs een incorported s Mndtory Experimentl Rule. This still permits tems to mke tcticl use of these sustitutions t suitle points in ny mtch. The other min chnge is the inclusion of the reking t penlty corners FIH Tournment regultion s Rule. This regultion hs effected significnt reduction in the numer of reks, y oth ttckers nd defenders, t penlty corners t Tournments. As consequence, the requirement tht penlty stroke e wrded for defenders persistently crossing the ck-line efore permitted hs een deleted. Breking t penlty corners cn now e mnged with this new Rule, noting tht the penlty stroke provision ws only rrely invoked. The other Rules deletion is tht of the ility to progress free push y up to 5 metres. This hs ecome redundnt with the new free push Rules nd the ility to self-pss, while ny other misconduct cn e mnged using other Rules or personl penlties. There is slight djustment to the stick specifiction, with mximum length eing specified for the first time, which rings this into line with the outdoor Rule nd FIH regultion chnges. Otherwise, chnges in this edition of the Rules re tidying up or clrifictions of existing Rules. To drw ttention to ll chnges, even these minor points of clrifiction, line ppers in the mrgin of ny text which hs een chnged. 5

8 PLAYING RULES IN INTERNATIONAL MATCHES In n interntionl mtch, green crd continues to indicte temporry suspension of 1 minute of plying time wheres in ll other mtches it is wrning. The green crd hs een used this wy t interntionl level for some time. This recognises tht these mtches re plyed under the control of technicl tle, with experienced plyers nd officils. Some other smll vritions in the plying Rules lso occur in these top level mtches. It must e understood, however, tht they only pply in these mtches; ll other mtches must e plyed in ccordnce with the Rules of Indoor Hockey unless otherwise greed y the FIH Rules Committee fter sumission y Continentl Federtion or Ntionl Assocition. It is the intention of the Rules nd Competitions Committees to try nd reduce s fr s possile the numer of vritions to the Rules which occur through Tournment regultions. APPLYING THE RULES The FIH Rules Committee continues to e concerned tht some Rules re not pplied consistently. Rule 7.4.c: ll intentionlly plyed over the ck-line y defender nd no gol is scored. If it is cler tht the ction is intentionl, umpires should not hesitte to wrd penlty corner. Rule 9.12: ostruction. Umpires should penlise shielding the ll with the stick more strictly. They should lso look out for tckling plyer who y pushing or lening on n opponent cuses them to lose possession of the ll. Rule 9.19: ll held or trpped ginst the side-ords. When this ction is clerly delierte, umpires should tret this s n intentionl offence nd penlise it ccordingly. 6

9 Rule 13.2.: ll sttionry t free push. Umpires re sometimes not strict enough on requiring the ll to e sttionry, leit very riefly, for free push especilly if it is tken using self-pss. RULES DEVELOPMENT We elieve indoor hockey is enjoyle to ply, officite in nd wtch. Nevertheless, we will continue to seek wys of mking the gme even more enjoyle for ll its prticipnts while retining its unique nd ttrctive chrcteristics. This enles our sport to develop which is necessry in world which mkes lrge demnds on personl time nd in which recretion nd sport cn contriute to personl welleing. The FIH Rules Committee will therefore continue to welcome suggestions for Rules developments or for clrifiction of current Rules of Indoor Hockey especilly from Ntionl Hockey Associtions. 11 TERMINOLOGY Plyer One of the prticipnts in tem. Tem A tem consists of mximum of twelve persons composed of mximum of five plyers on the pitch nd up to seven sustitutes. Field Plyer One of the prticipnts on the pitch other thn the golkeeper. Golkeeper One of the prticipnts of ech tem on the pitch who wers full protective equipment comprising t lest hedger, leg gurds nd kickers nd who is lso permitted to wer golkeeping hnd protectors nd other protective equipment. Field Plyer with Golkeeping Privileges One of the prticipnts on the pitch who does not wer full protective equipment ut who hs golkeeping privileges ; this plyer wers different colour shirt to their other tem memers s identifiction. Attck (Attcker) The tem (plyer) which (who) is trying to score gol. Defence (Defender) The tem (plyer) which (who) is trying to prevent gol eing scored. Bck-line The shorter (22 metres) perimeter line. Gol-line The ck-line etween the gol-posts. Side-ords The ords comprising the longer (44 metres) perimeter of the pitch. Circle The re enclosed y nd including the two qurter circles nd the lines joining them t ech end of the pitch opposite the centre of the ck-lines. 9

12 Plying the ll : field plyer Stopping, deflecting or moving the ll with the stick. Push Moving the ll long the ground using pushing movement of the stick fter the stick hs een plced close to the ll. When push is mde, oth the ll nd the hed of the stick re in contct with the ground. Flick Pushing the ll so tht it is rised off the ground. Scoop Rising the ll off the ground y plcing the hed of the stick under the ll nd using lifting movement. Hit (which is not permitted in indoor hockey) Striking or slp hitting the ll using swinging movement of the stick towrds the ll. Slp hitting the ll, which involves long pushing or sweeping movement with the stick efore mking contct with the ll, is regrded s hit nd is therefore not permitted. Shot t gol The ction of n ttcker ttempting to score y plying the ll towrds the gol from within the circle. Plying distnce The distnce within which plyer is cple of reching the ll to ply it. Tckle An ction to stop n opponent retining possession of the ll. Offence An ction contrry to the Rules which my e penlised y n umpire. Time-out A time-out is n interruption of the gme nd of the mtch time requested y the tem cptin or tem officil. 10

13 PLAYING THE GAME 1 Pitch The informtion elow provides simplified description of the pitch. Detiled specifictions of the pitch nd equipment re provided in seprte section t the end of these Rules. 1.1 The pitch is rectngulr 44 metres long nd 22 metres wide. Use of full-size pitch is strongly recommended ut smller size pitch my e specified in ntionl or locl regultions. The minimum size of pitch is 36 metres long nd 18 metres wide. 1.2 Side-ords mrk the longer perimeters of the pitch ; cklines mrk the shorter perimeters of the pitch. 1.3 The gol-lines re the prts of the ck-lines etween the gol-posts. 1.4 A centre-line is mrked cross the middle of the pitch. 1.5 Ares referred to s the circles re mrked inside the pitch round the gols nd opposite the centres of the cklines. 1.6 Penlty spots 100 mm in dimeter re mrked in front of the centre of ech gol with the centre of ech spot 7 metres from the inner edge of the gol-line. 1.7 All lines re 50 mm wide nd re prt of the pitch. 1.8 Gols re positioned outside the pitch t the centre of nd touching ech ck-line. A ench for ech tem is plced outside nd long one side of the pitch. For ech hlf of the mtch 11

14 tems occupies the ench nerest the gol they re defending. Sustitutes must sit on their tem s ench when not on the pitch. 2 Composition of tems 2.1 A mximum of five plyers from ech tem tke prt in ply t ny prticulr time during the mtch. If tem hs more thn the permitted numer of plyers on the pitch, time should e stopped to correct the sitution. Decisions tken prior to correcting the sitution cnnot e chnged. Ply nd time is restrted with penlty corner wrded ginst the tem responsile. 2.2 Ech tem hs either golkeeper or plyer with golkeeping privileges on the pitch or plys only with field plyers. Ech tem my ply with : golkeeper wering different colour shirt nd full protective equipment comprising t lest hedger, leg gurds nd kickers ; this plyer is referred to in these Rules s golkeeper ; or field plyer with golkeeping privileges wering different colour shirt nd who my wer protective hedger (ut not leg gurds nd kickers or other golkeeping protective equipment) when inside the hlf of the pitch they re defending ; they must wer protective hedger when defending penlty corner or penlty stroke ; this plyer is referred to in these Rules s plyer with golkeeping privileges ; or 12

15 only field plyers ; no plyer hs golkeeping privileges or wers different colour shirt ; no plyer my wer protective hedger except fce msk when defending penlty corner or penlty stroke ; ll tem plyers wer the sme colour shirt. Any chnge etween these options must tke plce s sustitution. 2.3 Ech tem is permitted to sustitute from mximum of twelve plyers : sustitution is permitted t ny time except within the period from the wrd of penlty corner until fter it hs een completed ; during this period sustitution is only permitted for injury to or suspension of the defending golkeeper or defending plyer with golkeeping privileges If nother penlty corner is wrded efore completion of the previous penlty corner, sustitution other thn for n injured or suspended defending golkeeper or defending plyer with golkeeping privileges must not tke plce until tht susequent penlty corner hs een completed. At penlty corner, defending golkeeper (ie wering full protective equipment) who is injured or suspended my e sustituted y nother golkeeper wering full protective equipment or y plyer with golkeeping privileges. At penlty corner, defending plyer with golkeeping privileges who is injured or suspended my e sustituted y nother plyer with golkeeping privileges, nd not y golkeeper wering full protective equipment or field plyer. 13

16 If tem hs only field plyers, no sustitution is permitted t penlty corner until it hs een completed. If the golkeeper or plyer with golkeeping privileges is suspended, the offending tem plys with one fewer plyer. Mndtory Experimentl Rule there is no limit to the numer of plyers who re permitted to e sustituted t the sme time or to the numer of times ny plyer is permitted to sustitute or e sustituted, except tht the numer of times tem my sustitute their golkeepers off the pitch is limited to totl of two per mtch If tem hs used their full lloction of golkeeper sustitutions nd their golkeeper is injured nd incple of continuing then, for sfety resons, tht tem is llowed one further sustitution onto the pitch of nother golkeeper who is wering full protective equipment. The sustitution of this replcement golkeeper should tke plce in ccordnce with Rule 2.3g nd its guidnce. In the event tht golkeeper receives temporry suspension, their return to the pitch following its completion does not count towrds the totl numer of golkeeper sustitutions, ut only if they re replcing plyer with golkeeping privileges or nother field plyer. Should they return to the pitch in plce of nother golkeeper who is wering full protective equipment, this will count towrds the totl numer of times tem my sustitute off their golkeepers. If tem hs used their full lloction of golkeeper sustitutions nd their golkeeper receives temporry or permnent suspension then, for sfety resons, tht tem is llowed if it 14

17 so wishes one further sustitution onto the pitch of nother golkeeper who is wering full protective equipment. The sustitution of this replcement golkeeper should tke plce in ccordnce with Rule 2.3g nd its guidnce. c sustitution of plyer is permitted only fter tht plyer hs left the pitch d sustitutions re not permitted for suspended plyers during their suspension For the durtion of temporry suspension, the offending tem plys with one fewer plyer. For ech permnent suspension, the offending tem plys for the reminder of the mtch with one fewer plyer. e f g fter completing suspension, plyer is permitted to e sustituted without first returning to the pitch plyers must leve or enter the pitch for sustitution purposes within 3 metres of the centre-line on side of the pitch greed with the umpires time is not stopped for sustitutions This includes not stopping the time for golkeeper sustitution, including following golkeeper injury or suspension. If necessry, ply should continue with plyer with golkeeping privileges nd wering different coloured shirt or only with field plyers while sustitute golkeeper puts on or tkes off protective equipment. 2.4 Field plyers who leve the pitch for injury tretment, refreshment, to chnge equipment or for some reson other thn sustitution re only permitted to re-enter within 3 metres of the centre-line on the side of the pitch used for sustitutions. 15

18 Leving nd re-entering the pitch s prt of ply (eg when defender puts on fce msk t penlty corner) tkes plce t ny pproprite prt of the pitch. 2.5 No persons other thn field plyers, plyers with golkeeping privileges, golkeepers nd umpires re permitted on the pitch during the mtch without the permission of n umpire. 2.6 Plyers on or off the pitch re under the jurisdiction of the umpires throughout the mtch including the hlf-time intervl. 2.7 A plyer who is injured or leeding must leve the pitch unless medicl resons prevent this nd must not return until wounds hve een covered ; plyers must not wer lood stined clothing. 3 Cptins 3.1 One plyer of ech tem must e ppointed s cptin. 3.2 A replcement cptin must e ppointed when cptin is suspended. 3.3 Cptins must wer distinctive rm-nd or similr distinguishing rticle on n upper rm or shoulder or over the upper prt of sock. 3.4 Cptins re responsile for the ehviour of ll plyers on their tem nd for ensuring tht sustitutions of plyers on their tem re crried out correctly. A penlty corner is wrded if sustitution does not tke plce correctly. A personl penlty is wrded if cptin does not exercise ny other responsiility. 16

19 4 Plyers clothing nd equipment Competition Regultions ville from the FIH wesite provide dditionl informtion nd requirements out plyers clothing, personl equipment nd dvertising. Refer lso to regultions estlished y Continentl Federtions nd Ntionl Associtions. 4.1 Field plyers of the sme tem must wer uniform clothing. 4.2 Plyers must not wer nything which is dngerous to other plyers. Field plyers : re permitted to wer gloves for protection which do not increse the nturl size of the hnds significntly ; re recommended to wer shin, nkle nd mouth protection ; re permitted to wer throughout mtch for medicl resons only smooth preferly trnsprent or white ut otherwise single coloured fce msk which closely fits the fce, soft protective hed-covering or eye protection in the form of plstic goggles (ie goggles with soft-covered frme nd plstic lenses) ; the medicl resons must e ssessed y n pproprite uthority nd the plyer concerned must understnd the possile implictions of plying with the medicl condition; re permitted to wer smooth preferly trnsprent or white ut otherwise single coloured fce msk which closely fits the fce when defending penlty corner or penlty stroke for the durtion of tht 17

20 penlty corner or penlty stroke nd when they re in the circle they re defending; other thn plyers with golkeeping privileges, re not permitted to wer protective hedger (fce msk or other protective hed covering) in ny other circumstnces. 4.3 Golkeepers nd plyers with golkeeping privileges must wer single coloured shirt or grment which is different in colour from tht of oth tems. Golkeepers (ie wering full protective equipment) must wer this shirt or grment over ny upper ody protection. 4.4 Golkeepers must wer protective equipment comprising t lest hedger, leg gurds nd kickers except tht the hedger nd ny hnd protectors my e removed when tking penlty stroke. The following re permitted for use only y fully equipped golkeepers : ody, upper rm, elow, forerm, hnd, thigh nd knee protectors, leg gurds nd kickers. 4.5 A plyer with golkeeping privileges my wer protective hedger when inside the hlf of the pitch they re defending ; they must wer protective hedger when defending penlty corner or penlty stroke. Protective hedger incorporting helmet with fixed full-fce protection nd cover for the entire hed nd throt is recommended for golkeepers nd plyers with golkeeping privileges. 4.6 Clothing or protective equipment which significntly increses the nturl size of golkeeper s ody or re of protection is not permitted. 18

21 4.7 The stick hs trditionl shpe with hndle nd curved hed which is flt on its left side : the stick must e smooth nd must not hve ny rough or shrp prts inclusive of ny dditionl coverings used, the stick must e le to pss through ring with n interior dimeter of 51 mm c d ny curvture long the length of the stick (the rke or ow) must hve continuous smooth profile long the whole length, must occur long the fce side or the ck of the stick ut not oth nd is limited to depth of 25 mm the stick must conform with the specifiction greed y the FIH Rules Committee. 4.8 The ll is sphericl, hrd nd white (or n greed colour which contrsts with the plying surfce). Detiled specifictions of the stick, ll nd golkeeper s equipment re provided in seprte section t the end of these Rules. 5 Mtch nd result 5.1 A mtch consists of two periods of 20 minutes nd hlftime intervl of 5 minutes. Other periods nd intervl my e greed y oth tems except s specified in regultions for prticulr competitions. If time-out is clled or time expires just efore n umpire would otherwise hve mde decision, umpires re permitted to mke tht decision immeditely fter the time-out is clled or fter the end of the first period or the mtch. 19

22 5.2 A time-out : If n incident rises immeditely efore time-out is clled or efore the end of the first period (hlf) or the end of the mtch which requires review y the umpires, the review my e conducted even though time hs susequently een stopped or completed or stopped nd signlled. The review should tke plce immeditely nd ction tken to revert to nd correct the sitution s pproprite. c my e clled when ply is stopped immeditely efore putting the ll ck into ply fter it hs een outside the pitch or efore free push, centre-pss or ully my not e clled within the period from the wrd of penlty corner or penlty stroke until fter it hs een completed my e grnted once to ech tem in ech hlf of the mtch Time outs which hve not een tken during the first hlf cnnot e trnsferred to the second hlf. d tkes mximum of one minute. The durtion of timeout is controlled y the umpires. 23 5.3 The tem scoring the most gols is the winner ; if no gols re scored, or if the tems score n equl numer of gols, the mtch is drwn. Informtion out shoot-out competition s wy of reching result in drwn mtch is included in Competition Regultions which re ville, if required, from the FIH wesite. 6 Strt nd re-strt the mtch 6.1 A coin is tossed : c the tem which wins the toss hs the choice of which gol to ttck in the first hlf of the mtch or to strt the mtch with centre pss if the tem winning the toss chooses which gol to ttck in the first hlf of the mtch, the opposing tem strts the mtch if the tem winning the toss chooses to strt the mtch, the opposing tem hs the choice of which gol to ttck in the first hlf of the mtch. 6.2 Direction of ply is reversed in the second hlf of the mtch. 6.3 A centre pss is tken : c to strt the mtch y plyer from the tem winning the toss if they chose this option ; otherwise y plyer from the opposing tem fter hlf-time y plyer of the tem which did not tke the centre pss to strt the mtch fter gol y plyer of the tem ginst which the gol ws scored. 21

24 6.4 Tking centre pss : c d tken t the centre of the pitch it is permitted to ply the ll in ny direction ll plyers other thn the plyer tking the centre pss must e in the hlf of the pitch which includes the gol they re defending the procedures for tking free push pply. 6.5 A ully tkes plce to re-strt mtch when time or ply hs een stopped for n injury or for ny other reson nd no penlty hs een wrded : c d ully is tken close to the loction of the ll when ply ws stopped ut not within 9 metres of the ckline nd not within 3 metres of the circle the ll is plced etween one plyer from ech tem who fce ech other with the gol they re defending to their right the two plyers strt with their sticks on the ground to the right of the ll nd then tp the flt fces of their sticks together once just over the ll fter which either plyer is permitted to ply the ll ll other plyers must e t lest 3 metres from the ll. 6.6 A free push is tken y defender 9.10 metres in front of the centre of the gol-line to re-strt mtch when penlty stroke hs een completed nd no gol hs een scored. 7 Bll outside the pitch 7.1 The ll is out of ply when it psses completely over the side-ord or ck-line. 22

25 7.2 When the ll trvels over the side-ord : ply is re-strted within one metre of where the ll crossed the ord If this would result in re-strt inside the circle y the defending tem, ply is insted re-strted with the ll one metre outside the circle nd one metre from the side-ord. If this would result in restrt inside the circle y the ttcking tem, ply is insted re-strted with the ll three metres outside the circle nd one metre from the side-ord. c ply is re-strted y plyer of the tem which ws not the lst tem to touch or ply the ll efore it went out of ply the procedures for tking free push pply. 7.3 When the ll is plyed over the ck-line y n ttcker, unintentionlly y defender or deflected y golkeeper or plyer with golkeeping privileges nd no gol is scored : c ply is re-strted with the ll up to 9.10 metres from nd in line with where it crossed the ck-line ply is re-strted y plyer of the defending tem the procedures for tking free push pply. 7.4 When the ll is plyed over the ck-line intentionlly y defender, unless deflected y golkeeper or plyer with golkeeping privileges, nd no gol is scored ply is restrted with penlty corner. 8 Method of scoring 8.1 A gol is scored when the ll is plyed within the circle y n ttcker nd does not trvel outside the circle 23

Properties outside the specifictions re not permitted. Although the properties re descried s explicitly s possile, the FIH reserves the right to prohiit ny stick which, in the opinion of the FIH Rules Committee, is unsfe or likely to hve detrimentl impct on plying the gme. The stick is lid plying side downwrds on flt surfce in its nturl resting position s shown in figure 5. The device shown in figure 6 is used to mesure the ow or rke nd is plced with its se on the testing surfce. The 25mm high end of the device must not pss freely more thn 8mm under the stick t ny point; ie this end of the device must not pss freely under the stick to the extent tht the edge of the stick touches the remining prt of the device. 62

66 2.18 The totl weight of the stick must not exceed 737 grms. The length of the stick s mesured from the top of the hndle to the ottom of the hed of the stick (line X in Figure 3) shll not e more thn 105 cm Bll speed must not e greter thn 98 % of stick hed speed under test conditions. Bll speed is determined over series of 5 tests t stick speed of 80 km/hour in the simultor of n FIH pproved lortory. Bll speed is clculted from the time the ll psses two mesuring points nd is expressed s rtio to the specified stick speed. FIH pproved hockey lls re used. The test is crried out t previling lortory conditions with temperture of pproximtely 20 C nd reltive humidity of pproximtely 50 % The entire stick must e smooth.
