Structura evenimentului va fi urmatoarea: , sala George Enescu intalnire la nivel inalt. Sunt invitati sa participe inalti oficiali ai Guvernului Romaniei, E.S. Ambasadorul Norvegiei la Bucuresti, membrii cabinetului din partea Ministerului Finantelor Publice, Ministerului Mediului si Padurilor si ai Ministerului Economiei, Comertului si Mediului de Afaceri si reprezentantii ZEP, Global CCS, Bellona si ISPE , sala Duiliu Marcu, Conferinta de presa. Graeme Sweeney, presedinte ZEP; John Scowcroft, director general, Europa, Orientul Mijlociu si Africa de Nord, Global CCS Institute1; Jonas Helseth, director Bellona2 Europa, reprezentanti ai Guvernului Romaniei. 5 ZIARUL FINANCIAR Daily financial newspaper The project for the underground injection of pollution still in competition for EU money ROMANIA is still present on the shortlist for accessing European substantial funds for a CO 2 Capture and Storage Demo Project with an estimated cost of one billion EUR, being at the moment in competition with similar projects from UK, Holland, Poland, France and Italy. There are very good news for us, because the project proposal passed the EIB (European Investments Bank) technical and financial due diligence assessment. We still remain in the European competition, but, at the same time, we are in a period when the support from the Romanian Government must be reconfirmed. If we manage this situation well, until the end of this month, we will have a great advantage, particularly because we are the only project in this region, said Carmencita Constantin, director Energy and Environment Division, ISPE Institute for Studies and Power Engineering. The Romanian project, in competition with other projects from Europe, is called Getica CCS and it will capture the carbon dioxide, released into the atmosphere by Turceni TPP, the largest power plant in Romania, one of the subsidiary of Oltenia Energy Complex. CO 2 will be transported by Transgaz via pipelines networks and buried (stored) in deep underground geological formations, here being Romgaz area of expertise, the greater producer of natural gas from the region. The entire value of the project is about one billion EUR, out of which half will be covered by European funds. The need for this kind of project is related to Romania s assumed obligations regarding CO 2 emission reduction, and EU s engagement in the long-run fight against pollution. Beside the public companies nominated above (Energy Complex Oltenia, Transgaz, Romgaz), this project is also represented by the Institute for Studies and Power Engineering (ISPE), GeoEcoMar, Ministry of Economy, Trade and the Business Environment and the Romanian Government. In May 2011, the project was submitted for assessment to the European Investments Bank (EIB), within NER 300 European competition. Carmencita Constantin also stated: There are still in competition ten projects. Five projects are from UK, followed by Holland, Poland, France, Italy and Romania, each competing with one project. A percentage of 50% from eligible operating costs for the first ten years of the project can be financed from European funds. If we will not win now, we have another chance to participate in the second competition. However, we don t renounce, because CCS (this technology) it has to be deployed. Considering that Romania declared We will move forward using coal, the most abundant primary resource available in the country, CCS for power plants become essential in terms of Romania s assumed obligations regarding pollution reduction. For example, at the moment, a percentage of almost 50% from the entire energy produced in Romania comes from the largest coal power plants.
6 The representative from the Institute for Studies and Power Engineering added: The Romanian Government should send a reconfirmation of the project funding scheme. This is an extremely important step - the money from EIB will come if Romania will prove its commitment for Getica CCS Demo Project financing support. According to the latest information available, the European Bank for Reconstruction and Development (EBRD) shown its interest for this project.

10 BURSA - Daily financial newspaper Following a European-wide competition, Romania hopes to obtain funds for Getica CCS Demo Project Our country hopes to obtain financing for Getica CCS, a carbon CO 2 emissions reduction project for the 330 MW unit no. 6 operating in Turceni Power Plant, part of Oltenia Energy Complex, said yesterday in a press conference Carmencita Constantin, director of Energy and Environment Division, ISPE (Institute for Studies and Power Engineering). More precisely, the proposed technology by those involved in the project design includes capture of CO 2 emissions, transport by underground pipelines and storage at a depth of about 2,000 meters in saline aquifer layer. Getica CCS Demo Project is participating in NER 300 competition in Bruxelles where nine other projects joined from several EU Member States including UK, France, the Netherlands, Italy and Poland. Officials attending the event have declared that projects evaluated by the EC and declared winners will be announced towards the end of this year. From a total of nine projects, only three or five will be winners. If successful, our project will be implemented starting with GETICA CCS Demo Project is a governmental project, officially promoted by the Prime Minister Victor Ponta, coordinated by the Ministry of Economy, Trade and the Business Environment (METBE) and supported by the Global CCS Institute, Australia. Our Demo Project attending NER 300 competition launched by the EC in 2010 is having great chances to win, said Iulian Iancu, president of the Industries and Services Committee of the Romanian Parliament. He declared : It is a crucial project for our country, and Romania is very interested to be part of such projects ( ) Energy and transports in the country generate 80% of the total carbon dioxide emissions. Moreover, Iulian Iancu explains the particular macroeconomic importance of this project. For Romania, this project will create new jobs in coal industry and energy and will also increase the employment rate in technology and transports. Rodin Traicu, METBE: Implementing this project leads to the fulfillment of European objectives Rodin Traicu, Secretary of State, METBE explained the need of this project, for our country: In the energy generation mix, currently in Romania, 46% from the energy produced is obtained from coal. This shows the importance of the energetic sector based on classic fuels, in securing the operation of the whole National Power System. This project will enable us to comply with our EU obligations namely to reduce by 20% the greenhouse gas emissions. He also considers that in next years the electricity consumption will increase and the coal consumption too, leading to additional CO2 emissions contributing to the global warming. We will face a major growth of the electricity consumption in Romania, given the economic predictable forecast, on a short and medium term, aiming a development of the manufacturing or the transport industries, all this increasing the CO2 emissions.
11 In the Romanian EU agreement signed in 2007, the date of our country accession, a list of expected outcomes by 2020 were established for Romania, the so-called European objectives Among them, our country assumed to reduce by 20% the greenhouse gas emissions, to increase with 20% the share of renewable energy sources and the same percentage for the energy efficiency growth. Dan Gheorghiu, Prime Minister s Personal Counsellor, declared: This is probably one of the major projects that Romania wants to develop. I need to inform you that the funding application was submitted. I believe that through the governmental support, technical and economic consultancy we will provide, this project will be in the list of the eligible ones.
