3 Introduction The information contained within this booklet forms part of the regular analysis of demographic and related s carried out by Cambridgeshire County Council s Research and Performance Team to help the planning of local authority and other services. This booklet provides the following information: Mid-year estimates of the total population of parishes, city wards, rural wards and districts within Cambridgeshire for mid Estimates of the total population of settlements contained within, or divided between, Cambridgeshire parishes, for mid Nationally produced population estimates for Local Authority Districts for mid Mid-year estimates of the number of dwellings in parishes, city wards, rural wards and districts for mid Census 2011 figures, and percentage s from these years, are provided as comparisons for all of the above. The information contained in this report is also available in spreadsheet format on the County Council s website Mid-2013 estimates Cambridgeshire County Council Research and Performance Team produce mid-year population and dwelling estimates each year. Mid-year estimates for inter-census years ( looking back and looking forward) are based on Census figures produced by ONS (see Notes for Users on page 5 for full details on population estimates). The estimates in this document are based on the 2011 Census, and, as a result of this rebasing, some estimates will not reflect the same direction of that previous estimates showed. This is due to inaccuracies that accumulate as estimates are produced further from a base census year (i.e. in the 2011 estimates), and not to actual s in the reported geographies, or the methodology used. As such the comparison figures reported here are from the 2011 Census, and not Research and Performance Team (R&P) estimates, as in estimates from recent years. Users of this report are strongly encouraged to read the 'Notes for Users' section. In particular, users are reminded that year-on-year variations in population and dwelling estimates, particularly for smaller parishes and settlements, may not reflect real s but rather be the result of technical adjustments, rounding effects or random variations in the coverage of administrative sources such as electoral registers. 3

Totals may not add due to rounding Since 2011 the population of Cambridgeshire has increased by 2.2 to 635,100. There has been a 1.3 increase in the last year. Huntingdonshire has had the largest percentage increase, both since the 2011 census (3.7 growth) and since 2012 when it has seen 2.7 population growth. The smallest percentage for was Fenland, where the population remained the same as in Cambridgeshire's settlement pattern is dominated by Cambridge City, which accounts for 20 of the County's population. Most settlements are small, with only 19 of Cambridgeshire s 238 parishes (including Cambridge) having populations larger than 5,000 residents, and only ten cities/parishes with more than 10,000. Three fifths (60) of Cambridgeshire's population live in those 19 parishes (Table 2). 5 Notes for Users 1) Total population estimates Definition: The total population figures are estimates of the usual resident population. The definition of the usual resident population used for our mid-year estimates is the same as that used in the 2011 Census as all students (including school boarders) are counted as resident at their term time address. The population estimates include persons living in communal establishments as well as those in private households. The population estimates are only as reliable as the sources and methods used to produce them. Certain parishes and wards, particularly those with large numbers of armed forces (marked AF on the tables) or students, are more difficult to estimate in terms of population size and figures are also likely to fluctuate more. Method: The population estimate is rolled forward one year at a time, taking the in population from one year to the next and adding it to the last estimate. The sources used to compile these annual figures cover the whole population age range: electoral registers for the adult population (including European electors from 1995 onwards); school rolls for the school-aged population and health service statistics on children aged 0-4 and the older population. Additional sources are used to monitor groups for which coverage is otherwise incomplete or uncertain. These include our own surveys for the population associated with local armed forces bases, higher education establishments, independent schools and other institutions such as nursing and residential homes and prisons. Reliability of Sources: There are a number of problems associated with the compilation of the electoral register that affect its reliability for producing population estimates. At intervals there is a tidying up process whereby the names of people who have died or moved away are removed from the electoral register and attempts are made to increase the level of registration of 17 year olds ( attainers ) and other sub-groups of the population. Changes also occur in the general practice of canvassing for the electoral roll. Consequently, s in a particular area may occur in the number registered to vote that appear inconsistent with other indicators such as the number of new housing completions. As a general rule, the longer the period over which population s are analysed, and the larger the settlement, the more reliable the results are likely to be. Particular care should be taken in using the figures for the following types of areas: Areas with large numbers of armed forces and their families with the closure of several bases there are much fewer armed forces personnel in the county. The electoral register is a poor indicator of s in numbers of service personnel and their families living in an area. Low registration levels reflect high turnover among those entitled to vote. In addition, American service personnel and their families are not entitled to vote so s at the USAF bases are not recorded on the electoral register. An annual survey of armed forces attempts to monitor the s by direct contact with bases. This together with information from the Ministry of Defence is used to adjust the estimates where it is clear that our usual sources give a poor indication of. Unfortunately, this source is itself often incomplete, particularly with regard to families of armed forces and those living in accommodation off the base. 5
6 Areas with large numbers of students - experience suggests that many students, especially those living in privately rented accommodation, are not entered on the electoral register. Students from overseas may not be eligible for registration. Figures from educational establishments help in recording s in the student population not fully covered by electoral roll. 2) Population estimates for settlements Definition: There is no official list of settlements or officially agreed settlement boundaries those calculated for Cambridgeshire have been defined as being reasonably distinct from at least one other built up area within a parish, and having a population of at least 50. Settlements do not tend to include people living outside the built up area. Source: Settlements have been defined using registration units from the electoral register in conjunction with detailed local maps. Population estimates for settlements have been produced by apportioning the parish population on the basis of Ordnance Survey Address-Point records. Our annual survey of armed forces populations normally helps us allocate numbers of those not adequately covered by the electoral register. Respondents of this survey did not return base populations in time to create the mid-2013 estimates. As there have been a number of base closures large reductions to populations can be expected in these areas, so previous population figures for bases have not been carried forward. Reliability: The methodology used for calculating settlements has been revised following the 2011 Census and comparison with previous estimates is not advisable. 3) Dwelling stock estimates Definition: Estimates of dwelling stock relate to the number of self-contained residential units whereby, if there is more than one separate area of living accommodation within a property, each is counted separately. Vacant properties, second homes and holiday homes are included, as are non-permanent dwellings, such as caravans and houseboats (where these are used as dwellings). Method: The 2011 Census provided a count for the number of dwellings by parish and urban ward, and these are the basis for the 2013 mid-year estimates. Estimates have been calculated using housing completions data (supplied by the Research and Monitoring section of the County Council) to record since the Census. Reliability of sources: Due to the s in methodology adopted in recent years, comparisons with data from previous years should be undertaken with some measure of caution. 3) Rounding of the figures Figures for parishes and wards have all been rounded to the nearest 10 people and may not add to district totals. District totals are all rounded to the nearest 100. The s with population impacts are summarised as follows: Abbotsley now includes part of discontinued Eynesbury Hardwick and St Neots Rural parishes. Hamerton & Steeple Gidding parish was formed by joining the former parishes of Hamerton and Steeple Gidding. The old Houghton & Wyton parish was split, with the RAF Wyton site transferred to the new Wyton-on-the- Hill parish The new parish of Offord Cluny & Offord D'Arcy was formed from the former parishes of Offord Cluny and Offord D'Arcy. Approximately 100 people were transferred from Fenstanton parish to Saint Ives parish. The new parish of Waresley-cum-Tetworth was formed from the former Tetworth and Waresley parishes. St Neots parish now includes part of the urban extent of the town that previously fell in Eynesbury Hardwick and St Neots Rural parishes, including the Love s Farm development. The only significant ward, in population terms, was the transfer of part of Gransden & the Offords ward to St Neots Priory Park ward. This moved the Love s Farm development, which is on the edge of the urban extent of St Neots, from a rural ward into one of the town s existing wards, but very few existing homes. As such, s are mainly seen in the St Neots Priory Park ward after 2001 as the Loves Farm development had not yet commenced at the time; it is therefore is still valid to compare the 2001 and 2010 populations for Gransden and the Offords. 28 Nationally produced population estimates for Cambridgeshire mid-2013 The Office for National Statistics (ONS) produces annual estimates of the country s population by Local Authority District. Cambridgeshire County Council s Research and Performance Team (R&P) independently produces its own estimates (published here), which are not controlled to the ONS figures. The main reason for doing this is that it is possible to feed in local information on s in armed forces, students, school rolls etc. Consequently there will be differences between the R&P estimates and the ONS estimates. While R&P advises the use of their own estimates for most purposes, some statutory purposes require the use of the official government figures. They are presented below for this purpose. A more detailed breakdown of the figures (by age and sex) is available from R&P. The only significant ward, in population terms, was the transfer of part of Gransden & the Offords ward to St Neots Priory Park ward. This moved the Love s Farm development, which is on the edge of the urban extent of St Neots, from a rural ward into one of the town s existing wards, but very few existing homes. As such, s are mainly seen in the St Neots Priory Park ward after 2001 as the Loves Farm development had not yet commenced at the time; it is therefore is still valid to compare the 2001 and 2010 populations for Gransden and the Offords.
