This areer Field Education and Training Plan (FETP) is a comprehensive education and training document that identifies life-cycle education/training requirements, training support resources, and minimum core task requirements for the 27X5, Low Observable ircraft Structural Maintenance (LOSM) specialty. The FETP will provide personnel a clear career path to success and instill rigor in all aspects of career field training. To read, review, or print a copy of the current FETP, go to F e-publishing at: This FETP supersedes 27X5 FETP, 01 Feb NOTE: ivilians occupying associated positions will use Part II to support duty position qualification training. 2. The FETP consists of two parts; supervisors will use both parts to plan, manage, and control training within the career field Part I provides information necessary for overall management of the specialty. Section explains how everyone will use the plan. Section identifies career field progression information, duties and responsibilities, training strategies, and career field path. Section associates each level with specialty qualifications (knowledge, education, training, and other). Section D indicates resource constraints to accomplishing this plan, such as funds, manpower, equipment, and facilities. Section E identifies transition training guide requirements to support career field restructures. 2.2 Part II includes the following: Section contains the course objective list and training standards supervisors will use to determine if irmen have satisfied training requirements. Section identifies available support materials, such as Qualification Training Package (QTP) which may be developed to support proficiency training. Section identifies a training course index supervisors can use to determine if resources are available to support training. Included here are both mandatory and optional courses. Index includes both mandatory and optional courses. Section D identifies MJOM unique training requirements supervisors can use to determine additional training required for the associated qualification needs. Section E identifies the Specialty Training Standard (STS) and includes duties, tasks, technical references to support training; ir Education and Training ommand (ET) conducted training, wartime course/core task and correspondence course requirements. t unit level, supervisors and trainers will use Part II to identify, plan, and conduct training commensurate with the overall goals of this plan. 3. Using guidance provided in the FETP will ensure individuals in this specialty receive effective and efficient training at the appropriate point in their career. 4 FETP 27X5, 01 ug 2014 REVITIONS/TERMS EXPLINED dvanced Training (T). formal course which provides individuals who are qualified in one or more positions of their ir Force Specialty (FS) with additional skills/knowledge to enhance their expertise in the career field. Training is for selected career airmen at the advanced level of the FS. ir Force Doctrine Development enter (FDDE). The center researches, develops, and produces ir Force basic and operational doctrine, as well as joint and multinational doctrine. ir Force Job Qualification Standard (FJQS). comprehensive task list that describes a particular job type or duty position. They are used by supervisors to document task qualifications. The tasks on an FJQS are common to all persons serving in the described duty position. areer Field Education and Training Plan (FETP). FETP is a comprehensive, multipurpose document covering the entire spectrum of education and training for a career field. It outlines a logical growth plan that includes training resources and is designed to make career field training identifiable, to eliminate duplication, and to ensure this training is budget defensible. ertification. formal indication of an individual s ability to perform a task to required standards. ertification Official. person the commander assigns to determine an individual s ability to perform a task to required standards. ontinuation Training. dditional training that exceeds requirements with emphasis on present or future duty assignments. ontract Training. Type 1 training that receives the same priority funding as ir Force directed training. It supports initial groups of instructors, operators, etc., that the ir Force requires for new or modified weapon systems. ore Task. Tasks that the ir Force areer Field Manager (FFM) identifies as minimum qualification requirements within an ir Force Specialty. ourse Objective List (OL). publication identifying the tasks and knowledge requirements and respective standards provided to achieve a 3-7-skill level in this career field. Supervisors use the OL to assist in conducting graduate evaluations in accordance with FI , ir Force Training Program. ourse Training Standard (TS). Training standard that identifies the training members will receive in a specific course not covered in the FETP. Enlisted Specialty Training (EST). mix of formal training (technical school) and informal training (on-the-job) to qualify and upgrade airmen in each skill level of a specialty. 2

Field Technical Training (Type 4/7). Special or regular on-site training conducted by a training detachment (TD) (Type 4) or by a mobile training team (MTT) (Type 7). Integrated Maintenance Data System (IMDS). Formerly called ore utomated Maintenance System (MS); the primary ir Force production-oriented, base-level automated Maintenance Information System (MIS). IMDS for Mobility (G081). Provides both a maintenance management system and a logistics command and control system for the -5, -130, K-10, K-135, and -17 fleets. Integrated Maintenance Information System (IMIS). The objective of IMIS is to give maintenance technicians a very small size portable computer/display that will interface with onaircraft systems and other computer systems to provide a single, integrated source of the information needed to perform maintenance on the line and in the shop. Initial Skills Training (IST). formal school course that results in the award of a 3-skill level FS. Instructional System Development (ISD). deliberate and orderly process for developing, validating, and reviewing instructional programs that ensures personnel are taught the knowledge and skills essential for successful job performance. Low Observable ircraft Structural Maintenance (LOSM). USF career field focused on non-reflective aspects of aircraft airframe structures and coatings. MJOM Mandatory ourse Listing (MML). Identifies mandatory maintenance training requirements for initial technical school graduates, retrainees, and personnel with no experience on assigned mission design series (MDS) aircraft. It also ensures maintenance personnel receive training commensurate to their current duty position. Mission Design Series (MDS). ircraft (i.e., -2, F-22, F-35). Occupational nalysis Report (OR). detailed report showing the results of an occupational survey of tasks performed within a particular FS. On-the-Job Training (OJT). Hands-on, over-the-shoulder training at the duty location used to certify personnel for both skill level upgrade and duty position qualification. Qualification Training (QT). ctual hands-on task performance training designed to qualify an irman in a specific duty position. This training program occurs both during and after the upgrade training process. It is designed to provide the performance skills/knowledge required to do the job. Resource onstraints. Resource deficiencies, such as funding, facilities, time, manpower, and equipment, that preclude desired training from being delivered. 3
6 FETP 27X5, 01 ug 2014 Specialty Training Standard (STS). n ir Force publication that describes an ir Force Specialty in terms of tasks and knowledge an airman may be expected to perform or to know on the job. It serves as a contract between ir Education and Training ommand and the functional user to identify the overall training requirements for an ir Force Specialty taught in formal schools, career development courses, and exportable courses. Training by Other Government gencies (Type 5). This training includes training conducted by the rmy, Navy, ir Force agency or unit other than ET, and other government agencies inside or outside of the Department of Defense (DoD). Training Setting. The type of forum in which training is provided (formal resident school, onthe-job, field training, mobile training team, self-study, etc.). Upgrade Training (UGT). mixture of mandatory courses, task qualification, and s required for award of the 3-, 5-, 7-, or 9-skill level. Utilization and Training Workshop (U&TW). forum, co-chaired by the FFM and Training Pipeline Manager, of MJOM ir Force Specialty ode (FS) functional managers, Subject Matter Experts (SMEs), and ET training personnel that determines career ladder training requirements. 7 FETP 27X5, 01 ug 2014 Section - General Information 1. Purpose of the FETP. This FETP provides information necessary for ir Force areer Field Managers (FFMs), MJOM functional managers (MFMs), commanders, training managers, supervisors, and trainers to plan, develop, manage, and conduct an effective career field training program. This plan outlines the training that individuals in FS 27X5 should receive to develop and progress throughout their career. This plan identifies initial skills, upgrade, qualification, advanced, and proficiency training. Initial skills training is the FS specific training an individual receives upon entry into the ir Force or upon retraining into this specialty for award of the 3-skill level. This training is conducted by ET at Naval ir Station (NS) Pensacola, FL. Upgrade training identifies the mandatory courses, task qualification requirements, and correspondence course completion requirements for award of the 3-, 5-, 7-, and 9-skill levels. Qualification training is actual hands-on task performance training designed to qualify an irman in a specific duty position. This training program occurs both during and after the upgrade training process. It is designed to provide the performance skills/knowledge required to do the job. dvanced training is formal specialty training used for selected irmen. Proficiency training is additional training, either in-residence or exportable advanced training courses, or on-the-job training, provided to personnel to increase their skills and knowledge beyond the minimum required for upgrade. The FETP has several purposes; some are: 1.1. To serve as a management tool to plan, manage, conduct, and evaluate a career field training program. It is also used to help supervisors identify training at the appropriate point in an individual s career To identify task and knowledge training requirements for each skill level in the specialty and recommends education/training throughout each phase of an individual s career To list training courses that are available in the specialty and identifies sources of training and the training delivery method To identify major resource constraints that impact full implementation of the desired career field training process. 2. Uses of the FETP. The plan will be used by MFMs and supervisors at all levels to ensure comprehensive and cohesive training programs are available for each individual in the specialty ET training personnel will develop/revise formal resident, non-resident, Training Detachment (TD), and exportable training based on requirements established by the users and documented in Part II of the FETP. They will also work with the FFM to develop acquisition strategies for obtaining resources needed to provide the identified training MFMs will ensure their training programs complement the FETP mandatory initial, upgrade, and proficiency requirements. Identified requirements can be satisfied by OJT, resident training, contract training, or exportable courses. MJOM-developed mandatory training to support this FS must be identified for inclusion into the plan and must not duplicate other available training resources Each individual will complete the mandatory training requirements specified in this plan. 5
8 The lists of courses in Part II will be used as a reference to support training. FETP 27X5, 01 ug oordination and pproval of the FETP. The FFM is the approval authority for FS 27X5 and the ET Training Manager will initiate an annual review of this document by ET and MFMs to ensure currency and accuracy. The using MJOM representatives and ET training personnel will identify and coordinate on the career field training requirements. Using the list of courses in Part II, they will eliminate duplicate training. Section - areer Progression and Information 4. Specialty Description. 4.1 Specialty Summary. Refer to ir Force Enlisted lassification Directory (FED), paragraph 1. Evaluates, installs, removes, and repairs low observable coatings. Designs, repairs, modifies, and fabricates aircraft, metal, plastic, composite, advanced composite, low observable, and bonded structural parts and components. pplies preservative treatments to aircraft, aerospace ground equipment (GE), and support equipment (SE). Related DoD Occupational Subgroup: Duties and Responsibilities: Refer to ir Force Enlisted lassification Directory (FED), paragraph pplies low observable materials and coatings to aircraft. Repairs low observable and metallic structural parts and components to meet requirements for preserving structural integrity. ssesses damage impacts to aircraft signatures. dvises on structural and low observable repair, modification, and corrosion protection treatment with respect to original strength, weight, and contour to maintain structural and low observable integrity. ssembles and repairs using special fasteners and adhesives. Inspects standard LO repairs to ensure compliance with technical data specifications. Manufactures layouts, jigs, fixtures, forms, and molds Removes Radar bsorbent Material (RM) by sanding, scraping or pulling using manual and powered methods. Fabricates repair parts from RM, using cutting tools and adheres them to aircraft surfaces and fasteners using vacuum bags, fixtures, and other pressure inducing processes. pplies scrim material to RM and aircraft surfaces in preparation for RM cover strip installation. Installs RM cover strips to panel and skin gaps. pplies RM pastes to aircraft surface gaps, voids, and gouges. Sands and skives RM and RM pastes to required contours. Repairs low observable treatments on polycarbonate transparencies using edge sealing compounds, adhesives, primers, and conductive films. Performs repair actions to ceramic RM coatings associated with engine hot areas and adjacent fairings using grit blasters and approved high temperature curing equipment. Identifies, removes, and treats corrosion using mechanical and chemical procedures. pplies aircraft paint schemes and markings Removes low observable finishes and treatments by sanding, scraping, cutting, gouging, and pulling, using manual and powered methods. Sands surface finishes to specified depths and widths to prepare them for proper reapplication of finishes using manual and powered methods. Determines extent of damage and/or scope of task and performs finish and treatment removal tasks accordingly. Removes panel, door, and skin fasteners to gain access to aircraft interior and replaces fasteners following maintenance. leans aircraft exterior surfaces and gaps to prepare them for filler treatments, fairing materials, and other follow-on maintenance. Mixes multi-part adhesives, sealants, fillers, fairing materials, and organic topcoats. Uses maintainer-fabricated enclosures with 6
9 FETP 27X5, 01 ug 2014 environmental control units, heaters, and climate control equipment to stabilize repair sites. pplies, sands, and skives fillers and fairing materials to Joint/Technical Order Data (TOD) specifications for waviness, step condition, and aerodynamic smoothness. pplies organic low observable topcoats and rain erosion materials using spray equipment, brushes and rollers. Uses ambient and accelerated cure processes to cure adhesives, sealants, fillers, fairing materials, and organic topcoats. Uses planform alignment procedures to determine proper repair angles and dimensions for low observable finishes and treatments. Uses metalworking equipment and tools to form, cut, bend, and fasten replacement or repair parts to damaged structures and components. Fabricates, repairs, and assembles tubing assemblies for aerospace weapon systems and GE/SE. Maintains and inspects tools and equipment. Performs operator maintenance and service inspections on shop equipment and tools. Stores, handles, and disposes of hazardous waste and materials according to environmental standards and classifications Inspects coatings, structures, and components to determine operational status. Interprets inspection findings, and determines corrective actions. Posts entries and maintains maintenance and inspection records. Recommends methods to improve equipment performance and maintenance procedures. Uses portable maintenance aids (PM) and automated maintenance systems. Inputs, validates, and analyzes data processed to automated systems. lears and closes out completed maintenance discrepancies in automated maintenance systems. Evaluates structural damage to aircraft structures or items and applies appropriate repair procedures to include application of adhesive films, prepregs, foam, and tape; and scarfing, layup, vacuum bagging, and accelerated curing techniques. Performs inspection and repair procedures for graphite ismaleimide resin (MI), graphite epoxy woven fabric, and uni-directional assemblies to include use of adhesive film, foam, tape, scarfing, lay-up and bagging techniques associated with hot bonders. Selects core materials to complete repairs, makes templates to use as patterns, and assures proper ply orientation and de-bulking. Selects bond form and prepares tools; lays-up; mixes and applies two part adhesives and sealants; installs temperature monitoring devices; cures adhesives; and otherwise completes repairs. Specifies curing process/specification to autoclave/curing oven operator for the part to be cured. Removes completed items from bond forms after the cure cycle. Inspects final assembly for visual damage or flaws. 5. Skill/areer Progression. dequate training and timely progression from the apprentice to the superintendent skill level play an important role in the ir Force s ability to accomplish its mission. It is essential that everyone involved in training do their part to plan, manage, and conduct an effective training program. The guidance provided in this part of the FETP will ensure each individual receives necessary training at appropriate points in their career. The following narrative and FS 27X5 career field table identify the skill/career progression pprentice (3). Following asic Military Training, initial skills training will be provided in a resident course (JP X) at 359th Training Squadron Detachment 1, NS Pensacola, Florida. The course will lay the foundation for additional training at the graduate's first duty assignment. Upon graduation, trainees will utilize the areer Development ourses (s), task qualification training, and other exportable courses to progress in their career field. Once the trainer signs off the task, the trainee may perform the task unsupervised Journeyman (5). Once upgraded to the 5-level, the journeyman will enter into continuation training to broaden their experience base by increasing their knowledge and skill in troubleshooting and solving more complex problems. 5-level may be assigned to various staff positions. fter having 48 months in the ir Force (or sooner if individual has a line number for 7
10 8 FETP 27X5, 01 ug 2014 SSgt), 5-levels will attend irman Leadership School (LS) to enhance their Professional Military Education (PME). 5-level will be considered for appointment as a trainer. Individuals will use their s to prepare for Weighted irman Promotion testing. They are highly encouraged to continuing their education toward a ommunity ollege of the ir Force (F) degree in their respective career field raftsman (7). craftsman can expect to fill various supervisory and management positions such as shift leader, element chief, shop chief, and various staff positions such as quality assurance. Exportable MDS specific courses and MJOM/unit directed courses are also available. 7-level should take courses or obtain added knowledge in management of resources and personnel. ontinued academic education through F and higher degree programs is highly encouraged in their respective career field. In addition, when promoted to TSgt, individuals will attend the Noncommissioned Officer cademy Superintendent (9). 9-level can be expected to fill positions such as flight chief, production supervisor, and various staff NOI jobs. dditional training in the areas of budget, manpower, resources, and personnel management should be pursued through continuing education. dditional higher education and completion of courses outside their career FS is also highly recommended. 6. Training Decisions. The FETP uses a building block approach (simple to complex) to encompass the entire spectrum of training requirements for the Low Observable ircraft Structural Maintenance career field. The spectrum includes a strategy for when, where, and how to meet these training requirements. The strategy must ensure we develop affordable training, eliminate duplication, and prevent a fragmented approach to training. The following training decisions were made at the March 2014 career field U&TW conducted virtually Initial Skills. Multiple changes were made to the STS affecting the initial skills course. Decisions were made to modify training to tasks common to both SM and LOSM career fields as well as LOSM-specific tasks. Numerous tasks fundamental to LOSM will be taught at the /b level; and several LOSM performance tasks levels were increased to the 2b level. The initial skills course will remain generic to insure course content will remain at the unclassified level. The projected course length will be 58 days Five- Upgrade Requirements. There will be 39 common 5-level core tasks, plus 43 for -2, 46 for F-22 and 31 for F-35. Total 5-level core task listed is s will require a major rewrite to remove unnecessary information and reorganization. The number of volumes (4) is not anticipated to change Seven- Upgrade Requirements. There will be eight common 7-level core tasks, plus 6 for -2. No 7-level core task requirements were established for F-22 or F-35 during workshop. Total 7-level core task listed is 13. There are no 2775 s; LOSM personnel will complete the 2X7X s Supplemental Training. ll SM supplemental courses are available to LOSM personnel ontinuation Training. ny additional knowledge and skill requirements which were not taught through initial or upgrade training are assigned to unit training or Training Detachments.
11 FETP 27X5, 01 ug 2014 The purpose of the continuation training program is to provide additional training exceeding minimum upgrade training requirements with emphasis on present and future duty positions. MJOMs develop a proficiency training program that ensures individuals in the Low Observable ircraft Structural Maintenance career field receive the necessary training at the appropriate point in their career. The program identifies both mandatory and optional training requirements. 7. ommunity ollege of the ir Force (F). Enrollment in F occurs upon completion of basic military training. F provides the opportunity to obtain an ssociate in pplied Sciences technical degree. In addition to its associate degree program, F offers the following: 7.1. Federal viation dministration (F) irframe and Powerplant (&P) ertification. ir Force aircraft maintenance technicians are eligible to pursue F &P certification based on training and experience in accordance with Federal viation Regulation Part 65. The DoD established the Joint Service viation Maintenance Technician ertification ouncil (JSMT) to standardize the eligibility and certification process for the military and provide direction and resources necessary to fill the gaps within military training and experience. ompleting the ir Force &P ertification Program, managed by F, will fill training and experience gaps, ensuring F eligibility. The program consists of three ir University Online &P Specialized ourses, OJT and experience requirements contained in a Qualification Training Package (QTP). Technicians may enroll once they have been awarded the 5-skill level. To learn more, visit F at F awards 30 semester hours for F &P certification and 18 semester hours for F irframe or Powerplant certification SpaceTE erospace Technician ertification. ir Force aircraft maintenance technicians are eligible to pursue SpaceTE erospace Technician certification based on aviation training and experience. SpaceTE certification is endorsed by NS and the erospace industry. ir University Online offers a Specialized ourse to assist technicians prepare for the erospace Technician certification exams. To learn more, visit SpaceTE at or F at F awards 25 semester hours for the SpaceTE erospace Technician certification F Instructor ertification (I) Program. F offers the three-tiered I Program for qualified instructors teaching at F affiliated schools who have demonstrated a high level of professional accomplishment. The purpose of the certifications is to recognize the outstanding instructor training provided to prepare them to teach F collegiate courses. The certifications also formally acknowledge the instructor s advanced levels of qualifications and experience. Upon completion of the F Faculty Development Program, consisting of the asic Instructor ourse (I) and F Teaching Internship, F instructors who complete program requirements may be nominated for certification by their school commander or commandant. The I Program replaced the F Occupational Instructor ertification Program F Instructional Systems Development (ISD) ertification Program. F offers the ISD ertification Program for qualified course/curriculum developers and managers who are formally assigned at F affiliated schools to develop and manage F collegiate courses. The purpose of the certification is to recognize the course/curriculum developer s or managers extensive training, education, qualifications and experience required to develop and manage F courses. ourse/curriculum developers and managers who complete program 9
12 FETP 27X5, 01 ug 2014 requirements may be nominated for certification by their school commander, commandant or faculty development chief F Professional Manager ertification (PM). F offers the PM Program for ir Force SNO s. The purpose of the certification is to formally recognize the individual s outstanding education and training required to lead and manage ir Force personnel and critical national defense assets. It also acknowledges the individuals management qualifications and experience in managing ir Force resources. Qualified ir Force enlisted personnel are eligible to pursue this certification. SNO s who complete program requirements may be nominated for certification by their unit commander or commandant F redentialing and Education Research Tool (ERT). F implemented ERT to increase awareness of professional development opportunities applicable to ir Force occupational specialties. It is a valuable resource for ir Force enlisted personnel and provides information related to specific FSs, such as: FS description; civilian occupation equivalencies (US Department of Labor); F degree programs; national professional certifications; certifying agencies; DNTES testing; and professional organizations. Prior to completing an associate degree, the 5-level must be awarded and the following requirements must be met: Semester Hours Technical Education Leadership, Management, and Military Studies... 6 Physical Education... 4 General Education Program Elective (Technical Education; Leadership, Management, and Military Studies; or General Education) Total Technical Education (24 Semester Hours): ompletion of the LOSM pprentice course satisfies some semester hours of the technical education requirements. minimum of 24 semester hours of Technical ore subjects/courses must be applied and the remaining semester hours applied from Technical ore/technical Elective courses Leadership, Management, and Military Studies (6 Semester Hours): Professional military education and/or civilian management courses Physical Education (4 Semester Hours): This requirement is satisfied by completion of asic Military Training General Education (15 Semester Hours): pplicable courses must meet the criteria for 10
13 FETP 27X5, 01 ug 2014 application of courses to the General Education Requirements (GER) and be in agreement with the definitions of applicable General Education subjects/courses as provided in the F General atalog Program Elective (15 Semester Hours): Satisfied with applicable Technical Education; Leadership, Management, and Military Studies; or General Education subjects/courses, including natural science courses meeting GER application criteria. Six semester hours of F degree applicable technical credit otherwise not applicable to this program may be applied. Each proficiency coded STS task or knowledge item taught at the technical school is measured through the use of an objective. n objective is a written instruction for so the student knows what is expected of them to successfully complete training on each task. Each objective is comprised of a condition, behavior, and standard which states what is expected of the student for each task. The condition is the setting in which the training takes place. The behavior is the action a student must demonstrate to accomplish a task (i.e., remove and install wheel and tire assembly). The standard is the level of performance that is measured to ensure the STS proficiency code level is attained. Each objective uses letter code(s) to identify how it is measured. ll objectives use the P code which indicates a progress check is used to measure subject or task knowledge. Progress checks are also used to measure student accomplishment of performance objectives. W indicates a comprehensive written test and is used to measure the subject and/or task knowledge at the end of a block of instruction. P/W indicates separate measurement of both knowledge and performance elements using a written test and a performance progress check. 2. Standard. The minimum standard is 70% on written examinations. Standards for performance measurement are indicated in the objective and delineated on the individual progress checklist. The checklist is used by the instructor to document each student s progress on each task. Instructor assistance is provided as needed during the progress check, and students may be required to repeat all or part of the behavior until satisfactory performance is attained. Students must satisfactorily complete all Ps prior to taking the written test. 3. Proficiency. Review column 4 of the STS to determine the proficiency level of a particular task or knowledge item.
