This areer Field Education and Training Plan (FETP) is an education and training document that identifies life-cycle education/training requirements, training support resources, and minimum core task requirements for the 26X2, erospace Ground Equipment (GE), career field. The FETP provides personnel a clear path to career success and instills rigor in all aspects of career field training. This FETP supersedes 26X2 FETP, January Information is available at F/4LM web page: NOTE: ivilians occupying associated positions (ir Reserve Technicians) will use Part II to support duty position qualification training. 2. The FETP consists of two parts. Supervisors will use both parts to plan, manage, and control training. Using guidance provided in the FETP ensures that individuals in this specialty receive effective and efficient training at the appropriate point in their career. This plan enables us to train today's workforce for tomorrow's jobs Part I provides information necessary for overall management of the specialty. Section explains the purpose and use of the plan. Section identifies career field progression information. Section associates each skill level with training/specialty requirements (knowledge, education, training, etc.). Section D indicates resource constraints to accomplishing this plan, such as funding, manpower, equipment, and facilities. Section E identifies transitional training guide requirements (reserved) Part II includes the following: Section concerns course objectives. Section identifies available support material (reserved). Section identifies a training course index that supervisors can use to determine if resources are available to support training. Included here are both mandatory and optional courses. Section D identifies MJOM-unique training requirements (reserved). REVITIONS/TERMS EXPLINED ir Force Job Qualification Standard (FJQS). comprehensive task list which describes a particular job type or duty position. Supervisors use the FJQS to document task qualifications. The tasks on FJQS are common to all persons serving in the described duty position. areer Field Education and Training Plan (FETP). FETP is a comprehensive, multipurpose document covering the entire spectrum of education and training for a career field. It outlines a logical growth plan that includes training resources and is designed to make career field training identifiable to eliminate duplication and to ensure training is budget defensible. 1

5 ertification. formal indication of an individual's ability to perform a task to required standards. ertification Official. person authorized by appropriate commander to determine an individual's ability to perform a task to required standards. ore Task. task that identifies, as a minimum, qualification requirement within an ir Force Specialty. Only a percentage of critical tasks for each system are listed as mandatory core tasks. This gives units the needed flexibility to manage their workforce training. Objective Listing. list of the tasks and knowledge requirements and respective objectives provided to achieve a 3-level in this career field. Supervisors may use the listing to assist in conducting graduate evaluations in accordance with FI , ir Force Training Program. Exportable Training. dditional training via computer assisted, paper text, interactive video, or other necessary means to supplement training. Initial Skills Training. formal in-resident course that results in award of a 3-level FS. Instructional System Development (ISD). deliberate and orderly process for developing, validating, and reviewing instructional programs that ensures personnel are taught the knowledge and skills essential for successful job performance. Maintenance Information System (MIS). Systems and applications that support and enable maintenance business processes. Used to document maintenance actions. Provides maintenance supervisors with products to evaluate organizational effectiveness and to aid in decision-making processes at all levels. On-the-Job Training (OJT). Hands-on, over-the-shoulder training at the duty location used to certify personnel for both skill level upgrade and duty position qualification. Position Qualification Training. Training designed to qualify an airman in a specific position and is accomplished after upgrade training. Qualification Training (QT). ctual hands-on task performance training designed to qualify an irman in a specific duty position. This training occurs both during and after the upgrade training process. It's designed to provide the performance skill/knowledge training required to do the job. Qualification Training Package (QTP). n instructional package designed for use at the unit to qualify, or aid qualification, in a duty position or program, or on a piece of equipment. It may be printed, computer-based, or in other audiovisual media. Resource onstraints. Resource deficiencies, such as money, facilities, time, manpower, and equipment that preclude desired training from being delivered. Specialty Training Standard (STS). n ir Force publication that describes an ir Force Specialty in terms of tasks and knowledge an irman may be expected to perform or to know on the job. It serves as a contract between ET and the functional user to show which of the overall training requirements for an FS are taught in formal schools, areer Development s, and exportable 2

6 courses. Supplemental Training. Formal, standardized training within an ir Force Specialty (FS) that is in addition to required initial skills training and skill level upgrade training. It may support new/newly assigned equipment, methods, and/or technology. Task. See ertification Official. Training Detachment (TD). n ET detachment that provides maintenance oriented technical training at an operational location on specific systems and their GE. n FTD aims to qualify personnel on new equipment or in new techniques and procedures, maintain proficiency and increase skill and knowledge, acquaint personnel with specific systems, and keep personnel aware of changing concepts and requirements. Upgrade Training (UGT). mixture of mandatory courses, task qualifications, QTPs, and areer Development s (s) that are required for award of the 5, 7, or 9 skill levels. Utilization and Training Workshop (UTW). forum made up of the ir Force areer Field Manager (FFM), ET Training Pipeline Manager, career field MJOM Functional Managers (MFMs), Subject Matter Experts (SMEs), and ET personnel who determine career path training requirements. SETION - GENERL INFORMTION 1. Purpose of the FETP. This FETP provides information necessary for the FFM, MFMs, commanders, training managers, supervisors, and trainers to plan, develop, manage, and conduct an effective career field training program. This plan outlines the training that individuals in FS 26X2 should receive in order to develop and progress throughout their career. This FETP identifies initial skills, upgrade, and qualification training. Initial skills training is the ir Force specialtyspecific training that an individual receives upon entry into the ir Force or upon retraining into this specialty for award of the 3 skill level. Upgrade training identifies the mandatory courses, task qualification requirements, and correspondence course completion requirements for award of the 3, 5, 7, or 9 skill levels. Qualification training is actual hands-on task performance training designed to qualify an irman in a specific duty position; this training program occurs both during and after the upgrade training process. It s designed to provide the performance skills/knowledge required to do the job. Proficiency training is additional training, either in-resident or exportable advanced training courses, or on-the-job training provided to personnel to increase their skills and knowledge beyond the minimum required for upgrade. The FETP has several purposes, some of which are to: 1.1. Serve as a management tool to plan, manage, conduct, and evaluate a career field training program. It s also used to help supervisors identify training at the appropriate point in an individual's career Identify task and knowledge training requirements for each skill level in the specialty and recommend education/training throughout each phase of an individual's career List training courses available in the specialty, identify sources of training, and identify the training delivery method. 3

7 1.4. Identify resource constraints that impact full implementation of the desired career field training process. 2. Use of the FETP. The plan will be used by MFMs and supervisors at all levels to ensure that comprehensive and cohesive training programs are available for each individual in this specialty ET training personnel will develop or revise formal in-resident, non-resident, FTD, and exportable training based on requirements established by the users and documented in Part II of the FETP. They will also work with the FFM to develop acquisition strategies for obtaining resources needed to provide the identified training MFMs will ensure their training programs complement the FETP mandatory initial upgrade and proficiency requirements. OJT, in-resident training, or exportable courses can satisfy these identified requirements. MJOM-developed mandatory training to support this FS must be identified in this plan and must not duplicate other available training resources Each individual will complete the mandatory training requirements specified in this plan. The list of courses in Part II is used as a reference to support training. 3. oordination and pproval of the FETP. The FFM is the approval authority. The ET Training Manager for FS 26X2 initiates an annual review of this document by ET and MFMs to ensure currency and accuracy. The MJOM representatives and ET training personnel will identify and coordinate on the career field training requirements. Using Section II-, they will eliminate duplicate training. SETION - REER PROGRESSION ND INFORMTION 4. Specialty Description Specialty Summary. Maintains GE to support aircraft systems or subsystems. Manages GE functions and activities. Related DoD Occupational Subgroup: Duties and Responsibilities. Refer to the F Enlisted lassification Directory (FED) for erospace Ground Equipment, paragraph Performs scheduled and unscheduled maintenance on GE. Inspects, tests, and operates GE to determine equipment serviceability and proper operation. Diagnoses mechanical and electronic circuitry malfunctions using visual and auditory senses, test equipment, and technical publications. Removes, disassembles, repairs, cleans, treats for corrosion, assembles, and reinstalls GE accessories and components. Stencils and marks GE. Services equipment with fuel, oil, coolant, water, hydraulic fluid, and air. Operates, cleans, inspects, and services GE towing vehicles; maintains vehicle forms. Provides dispatch service for GE, including positioning equipment to support aircraft maintenance and flying operations Diagnoses malfunctions and repairs GE. Evaluates and performs troubleshooting on GE before assigning repair action. Inspects and approves completed maintenance actions. Prepares GE for storage, shipment, and deployment. Solves repair problems by studying drawings, wiring diagrams 4

8 and schematics, and technical publications. Uses automated maintenance system to monitor maintenance trends, analyze equipment requirements, maintain equipment records, and document maintenance actions. nalyzes and repairs ground support equipment using conventional and digital multimeters, voltmeters, ohmmeters, oscilloscopes, circuit card testers, and hand tools. Maintains GE external fuel and grounding systems. Performs battery serviceability checks. Stores, handles, uses, and disposes of hazardous material and waste according to local, state, federal, and host nation environmental standards Plans and organizes GE maintenance activities. Establishes production controls and standards. Interprets and implements policy directives and instructions pertaining to maintenance, including environmentally safe maintenance practices. Determines resource requirements, including facilities, training, equipment, and supplies. Inspects maintenance activities, evaluates resource use, and recommends corrective actions. Determines equipment serviceability criteria when it doesn t exist. 5. Skill/areer Progression. dequate training and timely progression from the apprentice to the superintendent skill level play an important role in the ir Force's ability to accomplish its mission. It's essential that everyone involved in training do their part to plan, develop, manage, and conduct an effective training program. The guidance provided in this part of the FETP ensures that each individual receives viable training at appropriate points in their career. Use Table 8.1, Enlisted areer Path, in conjunction with information below to manage career skill progression pprentice (3-level): Upon completion of initial skills training, a trainee works with a trainer to enhance their knowledge and skills. They will utilize the areer Development, Task Qualification Training, and available exportable courses for continued advancement. Once taskqualified, a trainee may perform the task unsupervised. pprentices may be considered for appointment as unit trainers after completion of a formal trainer course Journeyman (level): Once upgraded to the lvl, the journeyman enters into continuation training to broaden their experience base by increasing their knowledge and skill in troubleshooting and solving more complex problems. lvls may be assigned job positions such as quality assurance and various staff positions. fter completing 48 months in the ir Force, lvls will attend irman Leadership School to enhance their Professional Military Education. lvls will be considered for appointment as unit trainers. Individuals will use their s to prepare for Weighted irman Promotion System (WPS) testing. They should also continue their education toward a ommunity ollege of the ir Force (F) degree raftsman (level): craftsman can expect to fill various supervisory and management positions such as shift leader, element NOI, flight/section chief, and task certifier. They can also be assigned to work in staff positions. raftsmen should take courses to obtain added knowledge on management of resources and personnel. ontinued academic education through F and higher degree programs is encouraged. In addition, when selected for or upon promotion to TSgt, individuals will complete the Non-ommissioned Officer cademy (NO) Superintendent (9-level): 9-lvl can be expected to fill positions such as flight chief, production supervisor, and various staff jobs. dditional training in the areas of budget, manpower, resources, and personnel management should be pursued. dditional higher education and completion of courses outside of their FS is also recommended. 5

9 6. Training Decisions. The FETP uses a building block approach (simple to complex) to encompass the entire spectrum of training requirements for the 26X2 GE career field. The spectrum includes a strategy for when, where, and how to meet these training requirements. The strategy must be apparent and affordable to reduce duplication and eliminate a disjointed approach to training. The following training decisions were made by MFMs and SMEs at the 26X2 Utilization and Training Workshop held at Sheppard F, ug Initial Skills: The GE initial skills course length was reduced from 87 to 84 academic days, subject to validation. There were a number of deletions and additions to the initial skills course including multiple changes in levels of training. ttendees agreed that training on the 7M-2 should be moved to the M-20. It should be noted that as items/equipment is replaced (e.g., -86 vs. -809E), the STS will be adjusted during the next STRT/UTW. dditions/increased Training included: Troubleshooting; M-20 operational fundamentals/service/perform ops check; /M32-5 troubleshooting; NGH troubleshooting; /M27T- 2 troubleshooting; and FTO Form 22, Technical Manual (TM) hange Recommendation and Reply. Deletions included: Position equipment on flight line; operate two-way radios; correct malfunctions (to be included with troubleshooting); M-2 service/perform ops check; M-7 operational fundamentals/service/ops check; and M-3D service/perform ops check Upgrade Training: The lvl was reviewed. Volumes 1 and 4 require rewrites; Volumes 2 and 3 require minor edits. There were multiple changes to proficiency codes and line items in the STS. dditions included: Service inspection floodlight set FL-1D; NGH service; FTO Form 22, Technical Manual (TM) hange Recommendation and Reply; F Form 1067, Modification Proposal; Deficiency Reporting System; M-20 operational fundamentals; troubleshoot SGNS; annual powered GE inspect; -16 test set; and -60 schematic foldouts. Deletions included: Use index-type TOs; use mechanical fasteners; GGLD carts - perform periodic inspection; safety wire; solderless connector; use abbreviated TO; references to Phase I/II inspections; equipment marking; perform on-equipment battery charge; printed circuit cards; portable load bank; and -60 inspections Upgrade Training: - s: It was decided to discontinue courses J3R (ctive Duty) and J3R (NG/FR); existing requirements for upgrade training will remain until 1 Oct Training Detachment (TD) course(s) will be initiated to address each MJOM s requirements, such as advanced troubleshooting theory. These TD course(s) are not to exceed 10 days and will not be mandatory for upgrade. - s: oth volumes of the s were reviewed; it was determined that only one lvl volume will be necessary. There were multiple changes to line items and proficiency codes in the STS. dditions included: M-3D special inspection; moved -8 training requirements to the -16. Deletions included: F Form 55; cost estimate and repair criteria; -95 operational fundamentals; and M-3D operational fundamentals and troubleshooting ore : Prior to review, there were thirty six lvl core tasks and six lvl core tasks. fter review, there were a total of thirty three lvl core tasks and four lvl core tasks. 7. ommunity ollege of the ir Force. F is one of several federally chartered degree-granting institutions; however, it s the only 2-year institution exclusively serving military enlisted personnel. 6

10 The college is regionally accredited through ir University by the Southern ssociation of olleges and Schools ommission on olleges (SSO) to award ssociate of pplied Science (S) degrees designed for specific ir Force occupational specialties and is the largest multi-campus community college in the world. Upon completion of basic military training and assignment to an F career field, all enlisted personnel are registered in a F degree program and are afforded the opportunity to obtain an S degree. In order to be awarded, degree requirements must be successfully completed before the irman separates/retires from the ir Force or is commissioned as an officer. See the F website for details regarding the S degree programs: F Degree Requirements. Prior to completing an S degree, the lvl must be awarded and the following requirements must be met. Some academic degree programs have specific technical education requirements. Refer to the F General atalog for specific degree requirements Leadership, Management, and Military Studies (6 Semester Hours): Enlisted Professional Military Education (EPME) and/or civilian management courses Physical Education (4 Semester Hours): This requirement is satisfied by completion of asic Military Training (MT) General Education (15 Semester Hours): pplicable courses must meet the criteria for application of courses to the General Education Requirements (GER) and be in agreement with the definitions of applicable General Education subjects/courses as provided in the F General atalog Program Elective (15 Semester Hours): Satisfied with applicable Technical Education; Leadership, Management, and Military Studies; or General Education subjects/courses, including natural science courses meeting GER application criteria. maximum of 9 semester hours of F degree-applicable technical credit otherwise not applicable to the program of enrollment may be applied. 11 Residency Requirement (16 Semester Hours): Satisfied by credit earned for coursework completed in an affiliated school or through internship credit awarded for progression in an ir Force specialty. Enlisted members attending rmy, Navy, and/or DOD training don t receive resident credit since these schools aren t part of the F system. However, F awards proficiency credit to F enlisted members that complete these courses. Note: Physical Education credit awarded for MT is not resident credit Professional ertifications. ertifications assist the professional development of our irmen by broadening their knowledge and skills. dditionally, specific certifications may be awarded collegiate credit by F and civilian colleges, saving time and ir Force tuition assistance funds. It also helps irmen to be better prepared for transition to civilian life. To learn more about professional certifications and certification programs offered by F, visit In addition to its S degree program, F offers the following certification programs F Instructor ertification (I) Program. F offers the three-tiered I Program for qualified instructors teaching at F affiliated schools who have demonstrated a high level of professional accomplishment. The I is a professional credential that recognizes the instructor's extensive faculty development training, education, and qualification required to teach a F course and formally acknowledges the instructor's practical teaching experience F Instructional System Development (ISD) ertification Program. F offers the ISD ertification Program for qualified curriculum developers and managers who are formally assigned at F affiliated schools to develop and manage F collegiate courses. The ISD ertification is a professional credential that recognizes the curriculum developer s or manager s extensive training, education, qualifications, and experience that s required to develop and manage F courses. The certification also recognizes the individual s ISD qualifications and experience in planning, developing, implementing, and managing instructional systems F Professional Manager ertification (PM) Program. F offers the PM Program for qualified ir Force NOs. The PM is a professional credential awarded by F that formally recognizes an individual s advanced level of education and experience in leadership and management, as well as professional accomplishments. The program provides a structured professional development track that supplements EPME and the areer Field Education and Training Plan (FETP) ir Force redentialing Opportunities On-Line (F OOL) Program. F OOL replaced the F redentialing and Education Research Tool (ERT). The F OOL Program can be accessed at The site provides a research tool designed to increase an irman's awareness of national professional credentialing and F education opportunities available for all ir Force occupational specialties. The F OOL Program also provides information on specific occupational specialties, civilian occupational equivalencies, F degree programs, and FS-related national professional credentials available to enlisted members through credentialing agencies and professional organizations. The F OOL Program contains a variety of information about credentialing and licensing and can be used to: Get background information about civilian licensure and certification in general and specific information on individual credentials including eligibility requirements and resources to prepare for an examination. Identify licenses and certifications relevant to an FS. 8

12 Learn how to fill gaps between ir Force training and experience and civilian credentialing requirements. Get information on Tuition ssistance and GI ill eligible funding opportunities to pay for credentialing examinations and associated fees. Purpose. Skill level training requirements in this career field are defined in terms of task and knowledge requirements. This section outlines the specialty qualification requirements for each skill level in broad, general terms and establishes the mandatory requirements for entry, award, and retention of each skill level. The specific task and knowledge training requirements are identified in Section I-, areer Progression Information, and Section II-E, Specialty Training Standard. 10. Specialty Requirements pprentice Training (3-): Specialty Qualification. This information is from the specialty description in the FED Knowledge. Knowledge of the following is mandatory: principles of electricity, electronics, mechanics, heating, refrigeration, pneumatics, hydraulics, and reciprocating and turbine engines; troubleshooting, inspecting, repairing, and modifying equipment; use of Maintenance Information Systems; application of maintenance management techniques; interpretation of maintenance directives, technical publications, drawings, wiring diagrams, and schematics; and proper identification, handling, use, and disposal of hazardous materials and waste. 10

14 Education. For entry into this specialty, completion of high school (or equivalent) is mandatory. s in general science and industrial arts are desirable Training. For award of FS 2632, completion of course J3R , GE pprentice, is mandatory Experience. There is no experience necessary for entry into FS 26X Other. For entry into this specialty, normal color vision as defined in FI , Medical Examination and Standards, is mandatory Training Sources and Resources. The initial skills course, J3R , GE pprentice, provides the required knowledge and qualifications. Initial skills training encompasses basic systems theory of operation, system components, component removal and installation, system operation, introduction to maintenance concepts, general flight line/shop maintenance practices, use of technical publications, maintenance documentation, and support equipment familiarization and use. The initial skills course is designed to teach students to perform service inspections and operational checks of the equipment, as well as familiarize them with a wide variety of common GE. This strategy allows current GE-specific training to be included in the initial skills course, setting a foundation for the training continuum Implementation. Upon graduation from asic Military Training, irmen are assigned to the 82 nd Training Wing for completion of course J3R , GE pprentice. ompletion of this course results in award of the 3 skill level Journeyman Training (): Specialty Qualification. Each proficiency-coded STS task or knowledge item taught in the initial skills course is measured through the use of an objective. n objective is a written instruction for the student so that they know what s expected of them to successfully complete training on each task. Each objective is comprised of a condition, a behavior, and a standard that states what s expected of the student for each task. The condition is the setting in which the training takes place (e.g., TOs, type of equipment, etc.). The behavior is the observable portion of the objective (e.g., perform an operational check. ). The standard is the level of performance that s measured to ensure that the STS proficiency code level is met (e.g., with no more than two instructor assists. ). 2. Objective Measurement. Each objective uses letter codes to identify how it s measured. The code P indicates that a progress checklist is used to measure task performance. The code W indicates that an end-of-block written test is used to measure the subject/task knowledge. The code P/W indicates the use of a subject/task knowledge progress check and an end-of-block measurement used to measure the subject/task knowledge. 3. Objective Standard. The standard for written examinations is a minimum of 70%. Standards for task performance objectives are indicated in the objective and are also indicated on the individual progress check (P) checklist. The checklist is used by the instructor to document each student s progress on each task. Instructor assistance may be provided as allowed during the P, and students 13

17 may be required to repeat all or part of the behavior until satisfactory performance is attained. Students must satisfactorily complete all written/performance Ps prior to taking the written test. 4. Proficiency.
