4 ARR IL UATION AN TRAINING PLAN IOMIAL QUIPMNT THNIIAN PRSONNL AS 4A2X1 PART I PRA 1. This areer ield ducation and Plan (TP) is a comprehensive core training document that identifies lifecycle education and training requirements and training support resources for iomedical quipment personnel. The TP provides iomedical quipment personnel a clear career path to success and instills rigor in unit-level training. 2. ivilians occupying associated positions will use Part II to support duty position qualification training. ivilians occupying these positions will be graduates of a MT Program; or be graduates of a formal civilian MT training program; or have 2 years of field experience as a iomedical quipment Technician (MT). ertification as a ertified iomedical quipment Technician (T) through the International ertification ommission (I) is highly recommended. 3. The TP consists of two parts; supervisors should use both parts of the plan to plan, manage, and control training within the career field Part I provides information necessary for overall management of the specialty. Section A explains the purpose and use of the plan; section explains career field progression, duties and responsibilities, training strategies, educational information, and provides a career field progression flowchart; section associates each skill level with specialty qualifications (knowledge, training, education, experience, and other); section indicates resource constraints (i.e., 3/5/7/9 level formal/ojt training). Some examples of restraints are funds, manpower, equipment, and facilities. Section is the transitional training guide. Section describes unique requirements for Air orce Reserve and Air National Guard personnel. AMAN , nlisted lassification, contains the job descriptions Part II includes the following: Section A identifies the Specialty Standard (STS) and includes duties, tasks, and technical references to support the formal 3-skill level apprentice course, and the 5 and 7 skill level career development courses (); section contains the Objective List and is not currently in use. Section is the Index, which contains information on the basic and supplemental courses; section contains any Major ommand (MAJOM) unique requirements (there are no MAJOM unique training requirements at this time); section identifies medical specific requirements for documentation of training. At unit level, supervisors and trainers use Part II to identify, plan, and conduct training commensurate with the overall goals of this plan. 4. Using guidance provided in the TP will ensure individuals in this specialty receive effective and efficient training at the appropriate point in their career. This plan will enable us to train today's force for tomorrow s jobs. ARVIATIONS/TRMS XPLAIN Advanced. A formal course, training toward a technical or supervisory level Air orce specialty (AS). is for selected career airmen at the advance level of an AS. MT. iomedical quipment Technician (AS 4A2X1). areer ield ducation And Plan (TP). A TP is a comprehensive multipurpose document encapsulating the entire spectrum of training in a specialty. It outlines a logical growth path, including training resources, and is designed to eliminate duplication and make training identifiable and budget defensible. ontinuation. Additional training exceeding requirements with emphasis on present or future duty assignments. 1
5 ore Task. Tasks Air orce specialty functional managers identify as minimum qualification requirements within an Air orce specialty regardless of duty position. Objective List (OL). A publication, derived from our initial skills course training standard, identifying the tasks and knowledge requirements, and respective standards provided to achieve a 3-skill level in this career field. Supervisors use the OL to conduct graduate evaluations in accordance with AI , Volume 3, Air orce Program On-the-Job Administration. Specialty. A mix of formal training (technical school) and informal training (on-the-job) to qualify and upgrade airmen in each skill level of a specialty. Initial Skills. A formal school course that results in the award of a 3-skill level Air orce specialty code. Instructional System evelopment. A deliberate and orderly process for planning and developing instructional programs to ensure personnel are taught the knowledge, skills, and attitudes essential for successful job performance. JAHO. Joint ommission on Accreditation of Healthcare Organizations. The Joint ommission evaluates and accredits nearly 16,000 health care organizations and programs in the United States. An independent, notfor-profit organization, it has developed state-of-the-art, professionally based standards and evaluated the compliance of health care organizations against these benchmarks. Their mission is to continuously improve the safety and quality of care provided to the public through the provision of health care accreditation and related services that support performance improvement in health care organizations. MR. Medical quipment Repair enter. MT. Medical Treatment acility. National ire Protection Association (NPA). The NPA is the worldwide advisor on fire and life safety and protection. On-the-Job (OJT). Hands-on performance, with over-the-shoulder supervision training conducted at the duty location to certify personnel in both upgrade (skill level award) and job qualification (duty position certification) training. POI. Plan of Instruction. A course control document used for course planning, organization, operation, and validation. Qualification. Actual hands-on task performance-based training designed to qualify an airman in a specific duty position. This training program occurs both during and after the upgrade training process. It is designed to provide the performance skills training required to do the job. Qualification Package (QTP). An instructional course designed for use at unit level to qualify, or aid in qualification, in a duty position or on a piece of equipment. It may be printed, computer-based, or other audiovisual media. RSVP. Readiness Skills Verification Program. A web based software program, which identifies all wartime skill requirements by AS and is used as an Air orce Medical management tool to ensure contingency skills are sustained. Resource onstraints. Resource deficiencies, such as money, facilities, time, manpower, and equipment that preclude desired training from being delivered. Specialty Standard (STS). An Air orce publication that describes an Air orce specialty in terms of tasks and knowledge, which an airman in that specialty may be expected to perform or to know on the job. It further serves as a contract between Air ducation and ommand (AT) and the functional user to show which of the overall training requirements for an Air orce specialty code are taught in formal schools and correspondence courses. 2
6 Standard. A fixed quantity or quality. Specified terms such as accuracy, speed, percent/ratio, number of permissible errors and degree of excellence. Standards may reference other directives that identify specific standards such as technical orders. Total orce. All collective Air orce components (active, reserve, and civilian elements of the United States Air orce). TR. References. Upgrade (UGT). that leads to the award of a higher skill level in an Air orce specialty. ` U&TW. Utilization and Workshop. A forum of Air orce Specialty ode (AS) MAJOM unctional Managers (MM), Subject Matter xperts (SMs), and AT training personnel that determines career ladder training requirements. 3
7 STION A, GNRAL INORMATION 1. Purpose of the TP. The TP provides information for career field managers, commanders, training managers, supervisors, trainers, and the technical training to use to plan, develop, manage, and conduct an effective career field training program. The plan outlines the training individuals must receive to develop and progress throughout their career. The plan identifies initial skills, upgrade, qualification, advanced, and continuation training. Initial skills training is the AS specific training an individual receives upon entering into this specialty. or our career field, Air ducation and ommand (AT) at Sheppard A, Texas by the 882d Group provides this training. Upgrade training identifies the mandatory courses, task qualification requirements, and correspondence course completion required for award of the 3, 5, 7, and 9 skill levels. Qualification training is actual hands-on task performance training designed to qualify an airman in a specific duty position. This training program occurs during and after the upgrade training process. It is designed to provide the performance and skills/knowledge training required to do the job. Advanced training is formal Air orce Specialty training used for selected airmen. ontinuation training is additional training, either in-residence or exportable training courses, or on-the-job training provided to 3, 5, 7, and 9 skill level personnel to increase their skills and knowledge beyond the minimum required. The TP also serves the following purposes: 1.1. A management tool to plan, manage, conduct, and evaluate a career field training program. It is also used to help supervisors identify training at the appropriate point in an individual's career Identifies task and knowledge training requirements for each skill level in this specialty and recommends training and education throughout each phase of an individual's career Lists training courses available in the specialty, identifies sources of training, and the training delivery method. 1.4 Identifies major resource constraints which impact full implementation of the desired career field training program 2. Use of the TP. The Air orce areer ield Manager maintains the TP. MAJOM unctional Managers and AT will review the TP annually to ensure currency and accuracy, and forward recommended changes to the Air orce areer ield Manager. MAJOMs must ensure training isn't developed that can be satisfied by existing courses. This plan will be used at all levels to ensure a comprehensive and cohesive training program is available/instituted for each individual in the career ladder AT training personnel will develop/revise formal resident and exportable training based on requirements established by users and documented in Part II of the TP. They will also work with the Air orce areer ield Manager to develop procurement and acquisition strategies for obtaining resources needed to provide the identified training The MAJOM unctional Managers will ensure MAJOM training programs complement the TP mandatory initial skills and upgrade requirements. OJT, resident training, contract training, or exportable courseware/courses can satisfy identified requirements. MAJOM developed training to support this Air orce Specialty (AS) must be identified for inclusion in this plan and must not duplicate training already available ach individual will complete mandatory training requirements specified in this plan. Initial skills training. The specialty consists of the tasks and knowledge training provided in the 3-skill level resident course (J8AR4A231 00AA, PS code IAR) located at Sheppard A, Texas, described on the ducation and Announcements website, Initial skills training requirements are driven by the Specialty Standard (STS). The STS was developed from data collected from the Occupational Survey Report, ecember All Individuals must complete the initial skills course to be awarded AS 4A Journeyman (5-skill level) Job Qualification. This specialty has a 5-skill level awarding areer evelopment (). Qualification at the 5-skill level is awarded only after successful completion of the, on-the-job training or granted a waiver by the 4A2 areer ield Manager and recommended by the supervisor raftsman (7-skill level). This specialty has a 7-skill level awarding. Qualification of the 7-level is awarded upon successful completion of the (once available), on-the-job training, recommended by the supervisor. Supplemental and commercial courses are desirable. Knowledge of Air orce property, resource protection, and accountability of Air orce property is mandatory. Additional off-duty education is a personal choice that is encouraged for all. Individuals desiring to become an AT Instructor must possess, as a minimum, an associate degree or should be actively pursuing an associate degree. Special duty assignment (SA) requires an AT instructor candidate to have a A degree or be within one year of completion (45 semester hours [SH]). A degreed facility is necessary to maintain accreditation through the Southern Association of olleges and Schools. A provides the opportunity to obtain an Associate in Applied Science egree. In addition to the associate degree program, A offers the following: 5.1. Occupational Instructor ertificate. Upon completion of instructor qualification training consisting of a basic instructor course, supervised practice teaching, A instructors who possess an associate degree or higher may be nominated by their school commander/commandant for certification as an Occupational Instructor. This certificate qualifies an individual to teach in vocational type schools in numerous states Trade Skill ertification. When a A student separates or retires, a trade skill certification is awarded for the primary occupational specialty. The ollege uses a competency based assessment process for trade skill certification at one of four proficiency levels: Apprentice, Journeyman, raftsman/supervisor, or Master raftsman/manager. 75 STION, MAJOM UNIQU RQUIRMNTS 1. Purpose. The following information applies to the Air Reserve omponent (AR) and serves to provide AR iomedical quipment Technicians (MT) apprentices (non-prior-service and retrainees) with an opportunity to receive the additional training days necessary to become proficient in maintaining biomedical equipment that is identified in this STS as a core task. This section applies to all MT s assigned to all Air orce Reserve and Air National Guard medical and aeromedical evacuation squadrons (referred to, hereafter, as medical unit) Qualification (also referred to as proficiency or seasoning) training requirements: Qualification training days is available for AR MT apprentices to satisfactorily initiate and complete the core task training requirements identified in this STS Upon completion of the iomedical quipment Technician, J8AR4A231 00AA, all MT apprentices will be assigned to a Medical quipment Repair enter (MR) for up to 120 days (minimum of 90 days) to acquire proficiency in performing the core tasks required to successfully achieve the 5-skill level according to Air orce upgrade training guidelines or optimal results, this follow-on training should commence immediately following graduation from the iomedical quipment Apprentice Advanced planning is required to ensure the apprentice receives qualification training immediately upon graduating from the iomedical quipment Technician. With concurrence from the AR medical unit commander, the section MT supervisor, in conjunction with the senior air reserve/health technician must contact the regional MR to arrange follow-on training for the newly assigned MT trainee (4A2X1). This process should also be coordinated with the guard/reserve liaison at Sheppard A. The MR may recommend the apprentice receive upgrade training at a qualified A MT if extenuating circumstances (i.e., lack of qualified available staff, committed to supporting contingency operations, etc) fail to permit the apprentice from receiving the training at the MR. (A qualified MT is defined as a facility that possesses the time, equipment, and expertise necessary to train the apprentice on all core tasks as outlined in this STS.) Active duty personnel must ensure that an experienced MT supervisor is assigned to assist the apprentice in gaining the desired confidence and proficiency. The training schedule must be finalized prior to the iomedical quipment Apprentice start date Ship the apprentice s MT toolkit to the guard or reserve liaison at Sheppard A. The MT apprentice requires a toolkit to perform follow-on qualification training at the scheduled regional MR. If the apprentice MT is employed as a MT in the civilian sector, has immediate access to the same types of biomedical equipment identified in this STS, and does not receive the appropriate number of qualification training days necessary to successfully complete all core tasks, then this training may be accomplished at the apprentice s civilian MT under the direct supervision of a qualified MT. The MTP is a reference guide developed for each section that includes all facets of training for individuals assigned. It is to be used as a reference source for the type of training and documentation pertaining to each assigned member. The MTP is used to standardize training and to give trainers, trainees, supervisors, NOIs and OIs an overview of the training process for the duty section. To assemble a 4A2X1 training record, utilize a standard 6-part folder (NSN , older, 6 Section). Attach a computer generated or typewritten label on the front cover titled nlisted and ompetency older. In addition, include the members/trainee s full name (Last Name, irst Name, Middle Initial), rank and last 4 digits of the SSAN. This label will be centered and attached to the top half of the front cover of the 6-part folder, as viewed in portrait orientation. An AVA , Privacy Act Statement, will be centered and attached to the bottom half of the front cover. To facilitate filing, other sections of the 6-part folder are discussed in detail in the paragraphs below. 74
