The Norwegian Seafood Research Fund with action plan and budget 2012
Vision Industry based Research & Development for a sustainable, profitable and growing seafood industry.
The Norwegian Seafood Research Fund - FHF is the industry's own tool for industrial R & D aimed to contributing to value creation in the industry. The organization is a key contributor to the industry and the efforts aimed at realizing the vision of Norway as the worlds leading seafood nation. In 2011, FHF`s board adopted a revised organisational vision, overall strategy and main strategies. The guidelines for the work of FHF, and for which projects FHF will initiate and finance are presented in this brochure. There is also a budget and dedicated action plan for The action plan for 2012 specifies the challenges the industry wishes to resolve with further research and development. FHF s work focuses on important areas and issues and it does this through good anchoring and involvement in its own industry. FHF s advisory groups are crucial to a firm foundation. FHF will take an active role and responsibility for communications related to important issues, projects and results to ensure support for and involvement in its own industry and the good application of results. FHF would like to strengthen cooperation with strategic partners such as the Research Council of Norway and Innovation Norway. 3

Overall objective FHF will create added value for the seafood industry through industrial research and development. Both the vision and overall objective are normative for FHF. Crucial to this is the concept of Industrial R & D. Industrial R & D means that the FHF s work focuses on areas and issues that are significant for the seafood industry, which is done through good support and commitment. It also means that R & D focuses on utility and value, and will contribute to profitability through results being actively exploited for the benefit of the industry. 5

Commercial mooring through advisory industry groups Industrial research and development that could provide added value requires a solid foundation among stakeholders in the industry. FHF ensures this in many ways, not least in close and ongoing dialogue with individual actors. FHF s industry advisory groups have a unique and important role. The groups advise FHF and were established to cover all areas of activity of FHF. They consist of stakeholders in the industry, they are established by the industry organizations, and they are appointed by the FHF board. As of December 2011, approximately 55 persons from the industry were actively involved in priority FHF s areas and work through the industry advisory groups. FHF has the following industry advisory groups: Fisheries technology Marine resources Whitefish Pelagic fish Salted / dried fish Shellfish Quality salmon and trout Robust and sustainable fish farming Marine rest-raw materials List of members are available at 7

Priority areas for fhfs work Common measures Market and society Projects within market research; knowledge application within R & D strategy aimed for better use of R & D in the industry Fisheries and catch methods Fisheries Technology Fisheries Technology R & D projects in vessel technology, equipment technology and knowhow about fleet adaptation, resources and environment. Creative energy efficiency FHF is a key partner in the CREATIVE, and will benefit from most of its areas of research. Sett Sjøbein Recruitment and competence project initiated by the Norwegian Ministry of Fisheries and Coastal Affairs and managed by FHF. Seafood and Health Document the health effects of seafood consumption Raw fish FHF will strengthen R & D. industry want greater value from marine rest raw materials. Better utilization of marine resources Live capture, storage and marketing, underused marine species, fishing, receiving, and logistics, as well as coexistence with other industries. Manufacturing and processing Whitefish sector Whitefish sector projects in the areas of fresh fish fillets, quality management and programs for increased profitability in the cod sector. Dry and salted sector Improved efficiency and automation in cod and salted fish and dried fish production, as well as knowhow about quality and quality management. 10
Pelagic sector Quality management, sorting technology, better utilization of rest raw materials, RFID-technology for labeling and recapture. Specific tool for forecasting of future price paths. Strong and robust salmon fish Focus on loss reduction, increased survival through preventative measures, research into specific disease challenges and transmission-reducing measures. Shellfish sector FHF will continue to invest in technology that can form the basis for increased yield and quality Develop technology in crab industry with a focus of live storage. Develop technology in the shrimp industry, focusing on the value chain Quality salmon fish Specific focus on the relationship between the production chain between feeding regimes and texture, reduction of the occurrence of melanin in the fillet, good harvest methods and knowledge on responses to listeria. Aquaculture Sustainable aquaculture Control of lice with the least possible medication, prevent unacceptable adverse effect of escaped salmon, sustainability of raw materials and co-existence 11
12
Cross-cutting strategic priority areas Documentation of health (human nutrition). Total utilization of raw material (residual materials) Competitiveness and efficiency Quality - the control of quality parameters in the value chain Market Research Knowledge of operating parameters Non-priority areas in the period FHF does not prioritize areas that are perceived to be in management research and / or challenges located within the administrative area. It does not mean that these aspects are not important, but that they are expected to be financed from other budgets. Generic product development will not be given priority. Product development is regarded as an area that must be rooted in individual companies FHF will not prioritize marine bio-prospecting. During this time, FHF will not prioritize research within the new species, including cod. Cleaner fish farming will be prioritized as part of the sustainability strategy in aquaculture. FHF will generally not finance areas / topics that do not contribute to the financing, directly or indirectly, of FHF. If the industry considers this to be important, it can explore areas which do not contribute significant funding. 13
Budget 2012 Generic 36,500,000 In 2012, total of NOK 214 million will be invested in industrial R & D through FHF. This is the highest budget in FHF s history, and reflects income from export tax on seafood. FHF will not build up fund reserves, but actively invest revenues in projects. Action Plan 2012 specifies how the budget is distributed among the individual areas, and the budget for 2012 is indicated to the right.
