May 30, 2000 A weekly newsletter for and about Montgomery County Public Schools Vol. 42, No. 38 County Executive honors schools for recycling Recycling in Montgomery County Public Schools got a boost from County Executive Douglas Duncan during a visit to Twinbrook ES on May 23. Duncan was joined by Twinbrook principal Carolyn Cobbs, juggler Jim Nibe and Mother Nature to demonstrate to students the importance of recycling and to quiz them on what materials are recyclable. The students proved to be extremely astute by answering correctly a trick question that a bottle could be recycled, but not its cap! In a luncheon ceremony later in the day at the Doubletree Hotel in Rockville, the county executive announced awards to eight schools in recognition of their effective recycling programs. The honored schools are Damascus, Northwest and Seneca Valley high schools, Tilden and (continued on page 3) Paint Branch HS honored with two national awards The U.S. Department of Education has honored Paint Branch High School with two prestigious national awards. The school is one of only four secondary schools in Maryland named a national Year 2000 Blue Ribbon School of Excellence and one of 10 schools in the United States named a New American High School. 2 Letter from the superintendent Sadness and heroism The death of Mr. Andra King while driving students home as a school bus operator for Mill Creek Towne Elementary School has made a lasting impression on nearly everyone who works in our school system. Certainly, his colleagues at the Shady Grove Transportation Depot and the students who rode with him over the past three years mourn his death in deeply personal ways. He was known especially for being self-reliant, responsible and helpful. As the first employee to die in the line of duty in recent memory, he was honored by black bunting on buses and flags at half-staff. His death continues to spark an outpouring of sympathy in a community that immediately established charitable funds for his wife and children. Mr. King died while trying to save his students. He succeeded heroically, keeping his bus from swerving into the trees along Muncaster Mill Road and preventing the vehicle from tipping over. Thirty-three children walked away from the accident with minor treatment, and three received care for more serious injuries. All of them survived. The survival of the 36 children in an accident that was horrendous in its implications also was, in large measure, a reflection of the heroism of our community. People responded almost instinctively. One was Todd Lerner, an eleventh grader at Col. Zadok Magruder High School, who saw the accident from his car and ran to help children off the bus. Another was Ms. Frances Armstrong, who witnessed the accident and rushed to the aid of children she knew as a music teacher at school. Others included the student safety patrols on the bus who remembered their training well. There were literally hundreds of teachers, school system staff, parents, students and community members who came to help, who accompanied children and their parents to the hospitals, who administered first aid, who organized crisis support and who comforted each other throughout the long ordeal. There were police officers, fire and rescue personnel, ambulance drivers, helicopter pilots, nurses, doctors, and other medical and emergency personnel who came to the rescue. All of them merged into a complicated assembly of care that eventually centered at Shady Grove Adventist Hospital and the Children s National Medical Center. The school crisis teams that worked into the night, through the weekend and throughout the following week brought the necessary calm and reassurance to the community and the bus depots that a great many people needed and appreciated. The operator of the replacement bus, Mr. Frank Smith, who drove the children and parents to Shady Grove Hospital that afternoon and now drives the children to and from school, represents all of us in trying to return to normalcy. His job reflects the hard work of the more than 1,200 bus operators in our school system who hold a key position in the process of teaching and learning. They greet our children first in the morning and say goodbye last at the end of the day. Respectfully, Jerry D. NFIE, the foundation of the National Educational Association, awarded the Kennedy Center a yearlong planning grant in 1998 to examine its local educational outreach. The new grant will enable the Kennedy Center and partners to implement the changes they envisioned as a result of the planning grant. The initiative builds on the relationships already established between the Kennedy Center and faculty members from Gaithersburg MS and the other schools involved. As a group, they will examine appropriate content and new structures for continuous staff development in the arts. The work is tied to academic content standards in Maryland and Virginia. It also entails significant teacher involvement in curriculum planning, writing and assessment. Only two more issues of the Bulletin remain until the end of the school year. 3 Warehouse on Wheels comes to schools Tired of the inconvenience of running to the warehouse to pick up emergency supplies? A new program introduced by the Department of Materials Management is intended to change that situation. The Warehouse on Wheels (WOW) service is now bringing popular supply items to each school for on-thespot purchases. The van visits schools on a rotating basis every 12 days. The objective is to significantly reduce staff travel to the warehouse for emergency pick-up orders. School-based staff already are heaping praise on WOW. What a great idea! We love it already, said one staffer. Another commented, I think this is going to be a wonderful asset to the schools and a great way to eliminate the inconvenience of pick-up orders. Materials Management historically has implemented programs and services recommended by school and department staff. Past programs and services include automatic delivery service, unpacking assistance, textbook exchange, book binding guarantee program, recycled printer cartridge and postal service/online ordering. Announcements MUSIC IN MOTION, a visual collage of songs performed in American Sign Language by MCPS high school students in collaboration at Wootton, Whitman and Quince Orchard high schools, will perform its final show Tuesday, May 30, at 7 p.m. at Quince Orchard HS. Students in the group take American Sign Language classes with Susan Gershowitz at the three schools. The show is for the entire community and is free. Adams farewell party. A farewell party for Jevoner Lake Adams, principal of Glen Haven ES, will be held Tuesday, June 13, 7 p.m. at Glen Haven ES. Adams will be leaving Glen Haven after 12 years to become a field office supervisor with the Office of Pupil & Community Services. The party is being given by the Glen Haven PTA, staff and community. Alumni and colleagues from McDonald Knolls, Longview, Barnesville and Kensington elementary schools are invited to a reunion and celebration for Mable D. Montgomery County s first International Festival will be held Sunday, June 25, outdoors at Jessup Blair Park on Georgia Avenue in Silver Spring, just north of the Maryland/D.C. line. The celebration of cultures will feature international performances, crafts and foods. The International Festival Committee invites entertainers, crafters, food vendors and those with talents in children s activities to apply. In November, polar explorers and former teachers Ann Bancroft of the United States and Liv Arnesen of Norway will ski 2,400 miles across Antarctica on their goal of being the first women to ski across the continent. The team will lead a global education program from Antarctica during their 100-day trek. The program includes free curricula developed by the National Center for Health Education on subjects such as science, nutrition, first aid, geography, history and meteorology; a wall map of Antarctica; and a website (www. yourexpedition.com). Also recognized was Kristie Welch, special education teacher and recycling coordinator at Montgomery Village MS, for her outstanding work to improve recycling. In addition, 37 local businesses received recognition for their recycling programs. Each honoree received a signed and numbered, framed lithograph with a recycling theme. The ceremony and visit were part of a weeklong series of events scheduled by the county government to increase recycling awareness and push the county beyond the 50 percent recycling mark. Correction A headline in the May 15 Bulletin incorrectly identified Helene Granof, a teacher at Burning Tree ES, as a Bethesda ES teacher. Granof, who teaches second grade at Burning Tree ES, won a 1999 Presidential Award for Excellence in Mathematics and Science Teaching. Bulletin May 30,

(See related story this page.) ESOL for Adult Learners The Board discussed a report analyzing data showing the rapidly growing number of foreign-born residents in Montgomery County and the compelling need to address language barriers these residents face. Research suggests that in order for children to be academically successful, their parents must receive support in the acquisition of English literacy skills. Title IX/Gender Equity Advisory Committee The Board voted to accept the final annual report of the Gender Equity Advisory Committee. Major recommendations include further study of gender equity in relation to computer usage, continuation of the HR-15 gender equity in-service course, systematic ongoing sexual harassment training for staff and students, and the listing of Title IX school liaisons on the MCPS website. Policy on Grading and Reporting The Board voted to review Policy IKA: Grading and Reporting, including consideration of ways in which students would be required to take and pass a final exam in order to receive full credit for the course, and the training needs of teachers and principals responsible for implementing final exams. The Board also will schedule discussion of the results of countywide final exams. Paint Branch HS earns two awards (continued from page 1) Montgomery HS also were named state Blue Ribbon schools. The selection of Paint Branch HS brings to 27 the number of national Blue Ribbon awards won by MCPS elementary and secondary schools since the program began in Elementary and secondary schools are honored in alternate years. New American High School Ten leading edge schools among the Blue Ribbon winners also have been named New American High Schools. These schools are characterized by challenging academic standards and effective preparation for college and careers. The winning schools were chosen by the U.S. Department of Education with assistance from the National Center for Research in Vocational Education for their innovation and commitment to academic excellence. Winning schools are using new instructional techniques and technology, improving professional development, using community service and work-based experiences to enhance classroom learning, and developing partnerships with employers. These schools also are engaged in an ongoing, thoughtful dialogue with staff and the broader community to determine how they can better prepare all students for college and careers. Paint Branch HS will join other Blue Ribbon honorees at a national awards ceremony and conference Sept in Washington, D.C., where they will receive a special flag and a plaque commemorating their achievement as a national Blue Ribbon School. During the conference, Paint Branch will join the nine other New American High Schools at a special reception. New American High School winners also will participate in an orientation conference Nov. 29-Dec. 1 during which participating principals and teachers will exchange ideas and learn about the range of funding and technical assistance opportunities that will be made available through the U.S. Department of Education. Refer questions to Dianne Hamilton, Department of Staff Development, month teacher summer pay option open season to be held Open season for new enrollments or changes in the 12-month summer pay option for 10-month teachers for will be held July 1 through Dec. 31. No enrollments or changes will be accepted after Dec. 31. Participants in the summer pay option have a certain portion of their net salary withheld from 20 paychecks during the school year. Enrollments received and processed after Sept. 15 will have fewer deductions. The withheld amount is then paid to the employee in four equal installments during July, August and September, with no additional taxes or other deductions taken. All summer checks or direct deposit advices are mailed to the employee s home. Payments for will be made on July 21, Aug. 4 and 18, and Sept. 1. The deductions for teachers who are currently enrolled will continue unless a cancellation or change is submitted to the Division of Payroll during the open season. To enroll in the program or make a change, teacher must complete an authorization form and indicate a specific amount to be deducted each payday. Forms for enrolling in the summer pay option or making changes or cancellations may be obtained by calling the Division of Payroll, , or by visiting the website and printing the form. In person & print Jonathan D. Jones, principal of Cabin John MS, received the Nancy C. Walker Award from the Montgomery County Educational Specialists Association at its annual banquet May 10. The award is given on the basis of the administrator s approach to achieving and/or maintaining an outstanding media program and demonstrating media center support above and beyond normal requirements. The award was presented by Bobbie Chase, media specialist who has worked with him since 1985, first at Potomac ES and then at Cabin John MS. Jonetta Russell, who teaches research and coordinates off-campus projects for the math, science and computer magnet program at Montgomery Blair HS, was selected by the Armed Forces Communication and Electronic Association Washington Chapter to receive its Science Teaching Tools Award. The honor was given in recognition of the sustained excellence of her efforts in linking Montgomery Blair science students directly with public and private researchers and helping them to push the edge of scientific discovery. She will be recognized at a luncheon and receive a cash award. Karen Collins, computer science teacher at Montgomery Blair HS, was awarded an Association of Computer Machinery Educator s Grant to attend the SIGGRAPH Computer Graphics Conference in New Orleans this summer to study advanced topics in computer graphics and related topics. Peter K. Schwarz, ESOL/German teacher at Albert Einstein HS, presented a paper on electronic literacy for English language learners at the International Conference of the International Association for Teachers of English as a Foreign Language in Santiago, Chile May Bulletin May 30, 2000

To access the service, call School news The Montgomery Blair HS team finished second at the national Science Bowl competition, sponsored by the U.S. Department of Energy. The tournament uses a round-robin format in which students answer questions in chemistry, biology, physics, mathematics, astronomy, earth and computer science. The team s coach is Tran Pham, a chemistry and mathematics teacher in the school s magnet program. Thomas S. Wootton HS chemistry students took honors in two recent chemistry competitions. At the University of Maryland s annual Chemathon competition, the first year team, coached by Anila Rakshpal, captured first place and the second year team, coached by Beverly Sivaslian, took third place. In addition, Wootton s chemistry accomplishments include two first place and one third place finish in the Chem Comp sponsored by the Pepsi Corporation and Salisbury State University and two students recommended to take the National Chemistry Olympiad qualifying exam. For the second year in a row, Wootton HS science students have qualified to attend the International Space Settlement Design competition at Kennedy Space Center in Florida. The seventh and eighth grade geography team at Tilden MS won first place in the 2000 National Geography Olympiad competition. Tilden was the only school from Montgomery County that competed in the event. The sixth grade team placed tenth in the competition. Team sponsor is Ed Ragan, resource teacher. A team of students from Eastern MS recently received a special award for their History Day exhibit. Kendall Brown, Kedamai Fisseha, Cheri Grigg, Gibran Jourdain-Earl and Troy Sukhu received the award from a WWII veteran for their exhibit Tuskegee Airmen: Two Wars Fought, Two Wars Won. Eight Watkins Mill HS students earned recognition in the DuPont Challenge 2000 Science Essay Awards, in which more than 10,000 students from across the nation competed. Ninth grader Atiq Chowdhury took second place in the junior division, and seven other students received honorable mention in either the junior or senior division. Rocky Hill MS hosted the first leg of the Avon Breast Cancer Walk on May 5. More than 3,000 walkers camped out on the school s fields for the evening. In fall 2001, a wing will open as the new home of the Longview Special Education Center. ESOL Awards Day honors principals, teachers, students Two outstanding principals and three outstanding teachers were among those recognized at the ESOL Awards Day, held May 20 at Wheaton HS. The event also honored achievements of 418 students in the ESOL/Bilingual program who have demonstrated outstanding achievement in academic performance and other endeavors. Principal of the Year awards went to James E. Fish of Sherwood HS and Judy L. Brubaker of Germantown ES. Outstanding ESOL Teachers awards were presented to Joyce R.
