1 1 การศ กษาด งานด านการพ ฒนาคร ใน A FIELD TRIP STUDY ON TEACHER DEVELOPMENT IN NEW ZEALAND เกร นน า การได ม โอกาสไปศ กษาเร ยนร การจ ดการศ กษาของประเทศซ งเป นประเทศท ม ความ โดดเด นในด านค ณภาพของผ เร ยนและการจ ดการศ กษา เน องจากสภาคณ บด คณะคร ศาสตร / ศ กษาศาสตร แห งประเทศไทย ซ งม สมาช กสภาประกอบด วย คณบด คณะคร ศาสตร /ศ กษาศาสตร จาก สถาบ นอ ดมศ กษา จ านวน 74 แห ง โดยม ประธานสภาค อ รองศาสตราจารย ดร.สมบ ต นพร ก สภา คณบด คณะคร ศาสตร /ศ กษาศาสตร แห งประเทศไทยเป นองค กรร วมม อทางว ชาการคร ศาสตร / ศ กษาศาสตร ม เป าหมายเพ อพ ฒนาศาสตร พ ฒนาว ชาช พคร ให ม พล งและข บเคล อนการจ ดการศ กษาท ม ค ณภาพเพ อการพ ฒนาอย างย งย นของชาต โดยม พ นธก จหล กค อ การส งเสร มความร วมม อในการ พ ฒนาหล กส ตร การเร ยนการสอน และการว จ ยทางคร ศาสตร /ศ กษาศาสตร และการบร การว ชาการแก คร คณาจารย และบ คลากรทางการศ กษา ด วยเป าหมายและพ นธก จด งกล าว สภาคณบด ฯ จ งจ ดโครงการ ศ กษาเร ยนร การจ ดการศ กษาของประเทศ ภาพรวมของการจ ดการศ กษาของประเทศ แบ งเป น 4 ระด บ ได แก ระด บปฐมว ย ระด บประถมศ กษา (เกรด 1-8) ระด บม ธยมศ กษา (เกรด 9-13) และระด บอ ดมศ กษา ซ งจ านวนโรงเร ยน ในระด บประถมศ กษาม จ านวน 2,070 แห งม คร ประมาณ 26,000 คน และโรงเร ยนระด บม ธยมศ กษาม จ านวน 480 แห งม คร ประมาณ 22,100 คน โดยเป นโรงเร ยนของร ฐร อยละ 97 ของจ านวนโรงเร ยน ท งหมด ประเทศก าหนดการศ กษาภาคบ งค บต งแต อาย 6 16 ป (เกรด 1-12) ซ งในการ เร ยนระด บม ธยมศ กษาน กเร ยนจะต องสอบว ดผลส มฤทธ ทางการศ กษาระด บชาต (National Certificate of Educational Achievement) ม การสอบใน 3 ระด บ ด งน - น กเร ยนเกรด 11 จะร บการทดสอบ NCEA-Level 1 - น กเร ยนเกรด 12 จะร บการทดสอบ NCEA-Level 2 - น กเร ยนเกรด 13 จะร บการทดสอบ NCEA-Level 3 1 ดร., อาจารย ประจ าภาคว ชาบร หารและพ ฒนาการศ กษา คณะศ กษาศาสตร มหาว ทยาล ยนเรศวร
2 วารสารศ กษาศาสตร มหาว ทยาล ยนเรศวร การจ ดการเร ยนการสอนท ม ประส ทธ ภาพของคร ถ อเป นเป าหมายของกระทรวงศ กษาธ การ ประเทศ ท งน กระทรวงได ก าหนดแนวทางการสอนท ม ประส ทธ ผล เพ อสน บสน นและส งเสร ม การเร ยนร ของน กเร ยนไว 7 ประการ ด งน 1. การสร างสภาพแวดล อมท สน บสน นการเร ยนร ของน กเร ยน 2. ส งเสร มให น กเร ยนได สะท อนความค ด หร อส งท ได เร ยนร จากการท าก จกรรม ซ งจะช วย พ ฒนาความค ดร เร ม ความสามารถในการค ดว เคราะห ของน กเร ยน 3. ส งเสร มให น กเร ยนเห นความสอดคล องส มพ นธ ของส งท ได เร ยนร ใหม คร เป นผ กระต นให น กเร ยนอยากร อยากเห น ค นหาข อม ลหร อแนวค ดท เก ยวข อง และน าส งท ค นพบประย กต ใช ในบร บทใหม หร อว ธ การใหม 4. เป นผ อ านวยความสะดวกในการเร ยนร ร วมก นของน กเร ยน และฝ กการท าก จกรรมร วมก บ ผ อ นเพ อสร างว ฒนธรรมของช มชนแห งการเร ยนร 5. ช วยให น กเร ยนได เช อมโยงส งท เร ยนร ส ประสบการณ จร ง เพราะน กเร ยนจะเร ยนร ได ด เม อ สามารถบ รณาการส งท เร ยนร ใหม ก บส งท ร แล ว และส งเสร มให น กเร ยนสามารถเช อมโยงเน อหาท เร ยน ไปส การประย กต ใช ในช ว ตจร ง 6. การจ ดเตร ยมให น กเร ยนม โอกาสและเวลาในการเร ยนร รวมท งการฝ กปฏ บ ต อย างเพ ยงพอ 7. คร จ ดการเร ยนการสอนและว เคราะห ผลท เก ดข นก บน กเร ยน รวมท งแสวงหาว ธ การเพ อ พ ฒนาน กเร ยนให บรรล เป าหมาย ท งน แนวทางการจ ดการเร ยนการสอนท ม ประส ทธ ผลข างต น จะน าไปส การพ ฒนาสมรรถนะท ส าค ญของน กเร ยนตามหล กส ตรท กระทรวงศ กษาธ การก าหนด อ นเป นค ณล กษณะ ความร ความ สามารถของน กเร ยน เพ อการดารงช ว ตและเร ยนร ตลอดช ว ต ประกอบด วย 5 สมรรถนะ ด งน 1. สมรรถนะในการค ด จะช วยให น กเร ยนสามารถค ดและแก ป ญหา รวมท งการสร างและการ ประย กต ความร 2. สมรรถนะการใช ภาษา ส ญล กษณ และข อความ ซ งจะช วยให น กเร ยนสามารถใช ภาษา ส ญล กษณ และข อความ รวมท งเทคโนโลย เพ อการต ดต อส อสารและสร างความเข าใจก บบ คคลอ นได อย างเหมาะสม 196
3 3. สมรรถนะการจ ดการ จะช วยให น กเร ยนสามารถก าหนดเป าหมายส วนต ว วางแผน และค ด ว ธ การด าเน นการให บรรล เป าหมาย ตลอดจนสามารถแสดงพฤต กรรมในฐานะผ น าหร อผ ตามได อย าง เหมาะสมตามสถานการณ 4. ความส มพ นธ ก บบ คคลอ น จะช วยให น กเร ยนฝ กร บฟ งผ อ น ตระหน กถ งความแตกต าง การ เจรจาต อรอง และการแลกเปล ยนความค ด ซ งจะท าให ได ร บร และเร ยนร ส งใหม แสดงบทบาท และ สามารถปฏ บ ต ตนต อบ คคลอ นได อย างเหมาะสมตามบร บทท แตกต าง 5. การม ส วนร วมและการสน บสน นช วยเหล อช มชน จะท าให น กเร ยนม ความร ส กเป นเจ าของ ช มชน ม ความม นใจท จะม ส วนร วมในช มชน ตระหน กถ งความสาค ญของส ทธ บทบาทความร บผ ดชอบท ม ต อช มชน ตลอดจนการช วยเหล อพ ฒนาค ณภาพ ว ฒนธรรม เศรษฐก จ และสภาพแวดล อม การพ ฒนาคร ของ การจ ดการศ กษาเพ อพ ฒนาเยาวชนในระด บปฐมศ กษา ระด บประถมศ กษาและระด บ ม ธยมศ กษาน น กระทรวงศ กษาธ การได ก าหนดค ณสมบ ต ของคร เพ อการจ ดการเร ยนการสอนและ พ ฒนาน กเร ยนในระด บต างๆ ด งน 1. คร สอนระด บปฐมว ย ม ค ณสมบ ต ข นต าค อ อน ปร ญญาด านการสอน 2. คร สอนระด บประถมศ กษา ม ค ณสมบ ต ข นต าค อ ปร ญญาตร ด านการสอน 3 ป 3. คร สอนระด บม ธยมศ กษา ม ค ณสมบ ต ข นต าค อ ปร ญญาตร ในสาขาว ชาเฉพาะ 3 ป และ ประกาศน ยบ ตรบ ณฑ ตด านการสอนอ ก 1 ป การเข าส ว ชาช พคร หล งจบการศ กษา เร มต นด วยการฝ กปฏ บ ต งานในโรงเร ยนเป นเวลา 2 ป แล วจ งจะได ร บการร บรองลงทะเบ ยนเป นคร และต องต อใบอน ญาตการประกอบว ชาช พท ก 3 ป ก บสภา คร รวมท งต องม หล กฐานแสดงถ งการพ ฒนาว ชาช พคร อย างต อเน อง อาท การศ กษาต อ การ ฝ กอบรมระยะส น หร ออ นๆ ท งน การพ ฒนาท กษะความร ความสามารถและค ณว ฒ เพ มข นจะนาไปส การ ได ร บเง นเด อนท ส งข นเช นก น ด งน นเพ อให การพ ฒนาน กเร ยนในระด บการศ กษาพ นฐานม ค ณภาพ สถาบ นอ ดมศ กษาหร อ มหาว ทยาล ยจ งม หน าท ส าค ญในการพ ฒนาคร ให ม ค ณสมบ ต และสมรรถนะในการสอนตามท ก าหนด เพ อให สามารถจ ดการเร ยนการสอนและพ ฒนาน กเร ยนแต ละระด บการศ กษาได อย างม ประส ทธ ผล ซ ง มหาว ทยาล ยท เป นเป าหมายของการศ กษาด งานคร งน ค อ คณะศ กษาศาสตร มหาว ทยาล ยโอ คแลนด 197
4 (The University of Auckland) และว ทยาล ยการศ กษา มหาว ทยาล ยแคนเทอร เบอร (University of Canterbury) ซ งม หล กส ตรพ ฒนาคร ท งในระด บอน ปร ญญา ปร ญญาตร ประกาศน ยบ ตรบ ณฑ ต ปร ญญาโท และปร ญญาเอก โดยท วไปจ ดการศ กษาในระด บปร ญญาตร ระด บปร ญญาโท และระด บ ปร ญญาเอก ก าหนดเวลาเร ยน 3 ป, 2 ป และ 3 ป ตามล าด บ ส าหร บหล กส ตรการพ ฒนาคร ของ มหาว ทยาล ยโอ คแลนด และมหาว ทยาล ยแคนเทอร เบอร น น ม หล กส ตรท สอดคล องก บการจ ดการศ กษา ใน 3 ระด บ ได แก 1. การศ กษาระด บปฐมว ย (Early childhood education) เพ อไปเป นคร สอนระด บปฐมว ยใน โรงเร ยนอน บาล 2. การประถมศ กษา (Primary teacher education) เพ อไปเป นคร สอนระด บประถมศ กษาท เป นคร ประจ าช นสามารถจ ดการเร ยนการสอนได ท กว ชา 3. การม ธยมศ กษ า (Secondary teacher education) เพ อไปเป นคร ในโรงเร ยนระด บ ม ธยมศ กษาท สอนว ชาเฉพาะ ท งน คร ท สอนระด บปฐมว ยหร อคร ท สอนระด บประถมศ กษา หากเข าศ กษาต อเพ มเต มให ม ค ณสมบ ต ตามท ก าหนดก สามารถเปล ยนเป นคร สอนระด บม ธยมศ กษาได หล กส ตรพ ฒนาคร โดยส วนใหญ เป นสาขาการสอนหร อการเร ยนการสอน นอกจากน ย งม สาขา การให คาปร กษา การศ กษาพ เศษ ส ขศ กษา ต วอย างหล กส ตรพ ฒนาคร เช น 1. หล กส ตรปร ญญาตร ด านการเร ยนการสอนระด บปฐมว ย (Early childhood teacher education) โครงสร างหล กส ตรม องค ประกอบพ นฐาน 3 กล มว ชา ก าหนดเวลาเร ยน 3 ป ด งน (1) กล ม รายว ชาเก ยวก บหล กส ตร น กศ กษาจะได เร ยนร เก ยวก บหล กส ตรเด กปฐมว ย ทฤษฎ การสอน และท กษะ การสอนแต ละเน อหาของหล กส ตร (2) กล มรายว ชาการศ กษา จะได เร ยนร เก ยวก บว ตถ ประสงค เป าหมายของการศ กษา ระบบการศ กษาของ บร บททางส งคม การเม องและว ฒนธรรม ท กษะ การส อสาร พ ฒนาการของเด ก การจ ดการเร ยนการสอน และการประเม นผล (3) กล มรายว ชาการศ กษา ทางว ชาช พและการฝ กปฏ บ ต ทางว ชาช พ น กศ กษาจะได ฝ กปฏ บ ต เพ อพ ฒนาท กษะการสอน ฝ ก ปฏ บ ต การในช นเร ยนก บคร ท ม ประสบการณ ท กป ๆ ละ 8-10ส ปดาห 2. หล กส ตรปร ญญาตร ด านการเร ยนการสอนระด บประถมศ กษา (Primary teacher education) โครงสร างหล กส ตรม องค ประกอบพ นฐาน 4 กล มว ชา ด งน (1) กล มรายว ชาเก ยวก บหล กส ตร 198
5 น กศ กษาจะได เร ยนร เก ยวก บหล กส ตรและว ชาต างๆ ท คร ประถมศ กษาจะต องสอน อาท ภาษาอ งกฤษ คณ ตศาสตร ว ทยาศาสตร ส งคมศ กษา เทคโนโลย สารสนเทศและการส อสาร (2) กล มรายว ชาการศ กษา น กศ กษาจะได เร ยนร เก ยวก บว ตถ ประสงค เป าหมายของการศ กษา ระบบการศ กษาของ บร บท ทางส งคม การเม องและว ฒนธรรม พ ฒนาการของเด ก การจ ดการเร ยนการสอน การจ ดการในช นเร ยน การประเม นผล และท กษะการส อสาร (3) กล มรายว ชาการศ กษาทางว ชาช พ น กศ กษาจะได เร ยนร จาก การส งเกตช นเร ยน การวางแผน การว น จฉ ย และฝ กท กษะการสอน ว ธ การจ ดการเร ยนการสอนท เป น ข อก าหนดของคร ระด บประถมศ กษาของ (4) กล มรายว ชาการฝ กปฏ บ ต ทางว ชาช พ น กศ กษา จะต องไปฝ กปฏ บ ต งานในโรงเร ยน เพ อเร ยนร บทบาทของคร จะได วางแผน ทดลองสอนและพ ฒนาท กษะ สอน ท กษะการจ ดการ ในการด แลของคร ท ม ประสบการณ ท กป ๆ ละ 8-12 ส ปดาห โดยก าหนดให ทางาน ประมาณ 8 ช วโมงต อว น 3. หล กส ตรประกาศน ยบ ตรบ ณฑ ตด านการเร ยนการสอนระด บม ธยมศ กษา (Secondary teacher education) ส าหร บผ ท จบปร ญญาตร แล วท ต องการพ ฒนาเป นคร สอนระด บ ม ธยมศ กษา โครงสร างหล กส ตรม องค ประกอบพ นฐาน 4 กล มว ชา ด งน (1) กล มรายว ชาเก ยวก บ การศ กษาทางว ชาช พ น กศ กษาจะได เร ยนร เก ยวก บการวางแผนการสอน การจ ดการช นเร ยน ท กษะการ ต งค าถาม ท กษะการน าเสนอ ทฤษฎ การเร ยนร กลย ทธ การสอน (2) กล มรายว ชาการสอน น กศ กษาจะ ได เร ยนร เก ยวก บหล กส ตรของ และการจ ดท าหล กส ตรโรงเร ยน มาตรฐานผลส มฤทธ ทางการ เร ยน ว ธ การสอนและการจ ดการ ตลอดจนฝ กการประเม นผล โดยท วไปมหาว ทยาล ยจะเป ดในสาขาว ชา ต างๆ อาท ศ ลปศ กษา ภาษาอ งกฤษ ส ขศ กษา ภาษาเมาร คณ ตศาสตร ดนตร ว ทยาศาสตร (เคม /ช ว ศ กษา/ฟ ส กส ) ส งคมศ กษา เป นต น (3) กล มรายว ชาการศ กษา น กศ กษาจะได เร ยนร เก ยวก บ ประว ต ศาสตร ส งคมว ทยา ปร ชญา การเม อง ว ฒนธรรม และจ ตว ทยาการศ กษา ซ งจะช วยให น กศ กษา สามารถแก ป ญหาได ในบร บทของช ว ตจร ง (4) กล มรายว ชาฝ กปฏ บ ต การสอน น กศ กษาจะได ฝ ก ปฏ บ ต การสอนและฝ กท กษะการพ ฒนาน กเร ยนในโรงเร ยนระด บม ธยมศ กษา เพ อให ม ประสบการณ ใน สถานการณ จร ง โดยก าหนดเวลาฝ กปฏ บ ต การสอน 14 ส ปดาห การได ศ กษาเร ยนร คร งน ท าให เห นความแตกต างของล กษณะการพ ฒนาคร ของท แตกต างจากประเทศไทย กล าวค อ หล กส ตรคร ของม งพ ฒนาคร ท สอดคล องก บการจ ด การศ กษาแต ละระด บ (ปฐมว ย/ประถมศ กษา/ม ธยมศ กษา) และคร ท สอนแต ละระด บก ม ค ณสมบ ต ข นต า ท แตกต างก นตามท กระทรวงศ กษาธ การก าหนด ส วนหล กส ตรคร ของประเทศไทยในป จจ บ นม งพ ฒนาคร 199
