1 CALL TO ORDER: STATEMENT OF ADVERTISEMENT: PLEDGE OF ALLEGIANCE: STRATFORD BOROUGH COUNCIL AGENDA MEETING THURSDAY, MARCH 03, :00 P.M. Notice of this meeting has been provided to the Courier Post and Central Record along with being posted on the Borough Hall Bulletin Board stating the time and place of the meeting. ROLL CALL: ENGINEER REPORT: POLICE CHIEF REPORT: MAYOR JOSH KEENAN BEN ANGELI, COUNCIL PRESIDENT HOLLY TATE, COUNCILWOMAN JOHN DUDLEY, COUNCILMAN DAVID GRAY, COUNCILMAN FRANK HARTMAN, COUNCILMAN PATRICK GREEN, COUNCILMAN ALBERT OLIZI, SOLICITOR JOHN D. KEENAN, JR., BOROUGH CLERK RONALD MORELLO, POLICE CHIEF JEFF HANSON, ENGINEER Jeff Hanson reviewed the pump station job. He stated the generator was on site with wiring being done. Proposed start up will be Wednesday. Back fill of the area will follow with the stairs and fencing following. The bids for the ramp at borough hall were received. The bids were higher than budgeted. A revised bid with elimination of the landscaping will be reissued and ready to award at the April meeting. The road applications to NJDOT for grants were made and awaiting response. Family Dollar has been instructed to install soil and seed, sidewalk and remove the remainder of the tree stump. ER employees were assaulted. A person was charged with aggravated assault. Officer Schmidt stopped a speeding car on Warwick Road for a DWI check. There were 550 bags of heroin found ready for distribution with a street value of $10,000. A Lindenwold man was charged and his 2009 car taken into possession. A search warrant was issued and they found an additional 70 bags. He was sent to County jail but was released in 3 days. This was also within a school zone. Wind storm damaged a home on Arlington when a large tree fell on the home. The tenants had to leave the home. Parkview Road a 65 year old female died of natural causes. Sterling Terrace domestic dispute involving tenants where a man broke the eye socket of a female. Summons was issue to those involved and the Landlord. Vandals broke windows at the Yale Avenue Club House. They did not gain entry. Domestic dispute on Wright Avenue ended in tragedy when a husband shot and killed his wife. He was located in Alexandria, VA, and returned to Stratford on Tuesday this week to be processed and sent to the County jail on $1 million bail. When he was found he had luggage, cash and passport and probably leaving the country. Officer Beasley was assaulted by a resident on Oak Drive. Notice was given to Kennedy Hospital due to the increase in calls for police help. Special Officer Camburn will be graduating soon from the Academy. A grant application for the DWI Task Force will be on for action Tuesday. 1

It was agreed to inform SAO to hold the parade with a shortened route, and not the current proposed one with two county roads, etc. PUBLIC PORTION: Pat Walsh of Meadow Lark Road inquired to the ADA ramp at borough hall. The Engineer explained the issues related to the existing non-compliant ramp. Mr. Kohler of Homestead Road expressed his concern with his road needing paving. Mike Mangano of Union Avenue asked that Council not give out a Proclamation every month. Lou Marchuk of Pennsylvania Avenue inquired of the Engineer the distance of the overall ramp. The engineer responded with 120 feet. Mr. Marchuk also inquired about coring potential roads. The engineer stated when the survey and design is authorized then coring is completed. He did confirm when Parkview Road was done it had good subbase. Mr. Marchuk inquired to the proposed budget and budget meeting. The Clerk explained there was a budget meeting on Monday. John Gentless of Union Avenue inquired about the budget. Jack Brennan of Bucknell Avenue inquired about the budget. OLD BUSINESS: REPORT #1: REHABILITATION/REDEVELOPMENT Councilwoman Tate will provide an update. Councilwoman Tate stated the Bradlees Committee met last week, and a phone conference, and earlier tonight. The Incollingo s Committee will be meeting on Monday. Numerous items for both sites are being worked on. She will have more to report at the Tuesday meeting. REPORT #2: STREET/ROADS PROJECTS Engineer will provide information in his report. NEW BUSINESS: REPORT #3: CITIZENSHIP PROCLAMATION Joseph Reinert of Parkview Road will be celebrating his 107 th birthday in March. This month we would like to honor Mr. Reinert. Info. REPORT #4: REPORT #5: Public Hearing Res.2016:46 ORDINANCES The Public Hearing and final adoption is scheduled for March 08 for Ord. 2016:04 Vacant Homes. Info. RESOLUTIONS The following resolution will be ready for action at the March 03 meeting: Resol. 2016:46 to amend the designation for CDBG funding to ramp project. Public hearing will take place prior to action on Resolution. Public Hearing for amending FY 2013 Year 35 $23,200, FY 2014 Year 36 $23,200 and FY 2015 Year 37 $28,600 from Curb Cuts to Remove Barriers at Municipal Building. Mike Mangano of Union Avenue inquired to the ramps in town. It was explained the ramps in town are always installed during each new road project. Pat Walsh of Meadow Lark Road inquired to the word barrier. It was explained how a non-compliant ramp or having no ADA ramp is considered a barrier to the handicapped individual. It was further explained to him the issues of the existing non-compliant ramp at the borough hall. There were no other questions from the public and the hearing was closed. Resolution 2016:46 to amend prior FY 2013 Year 35 $23,200, FY 2014 Year 36 Year $23,200, FY 2015 Year 37 $28,600 from Curb Cuts to Remove Barriers at Municipal 2

A motion was made by Councilman Angeli, seconded by Councilman Gray to adopt Resolution 2016:46 with all Council voting aye by roll call vote. For March 08 meeting: Authorize Senior Citizen/Disabled Tax Deduction, B. 91, L. 04 Authorize Veteran Tax Deduction, B. 99, L. 13; Support Open Space Grant Application Hockey Courts; Special Event Application John Paul II Carnival ADD: NJDEP CSIP Application; Authorize DWI Task Force Applic $76,200. The Clerk added an Executive Session will be held at the Tuesday meeting. REPORT #6: 2016 BUDGET The 2016 Budget will be introduced at the Regular Meeting on March 08. The public hearing and final adoption will take place April 07. Info. REPORT #7: EXECUTIVE SESSION RESOLUTION 2016:47 Res. 2016:47 The topic of discussion is related to Attorney/Client Privilege to discuss status related to the Stratford Complaint for Declaratory Judgment Docket No. L Civil Action, Relief Pursuant to the Fair Housing Act, NJSA 52:27D-313 and the Mt. Laurel Doctrine. This item is for #7 of the Executive Session Resolution for matters relating to litigation, negotiations, and the Attorney-Client Privilege. The approximate time of this session should be 30 minutes. A motion was made by Councilman Dudley, seconded by Councilman Gray to adopt Resolution 2016:47 with all Council voting aye. RESOLUTION 2016:47 A RESOLUTION PROVIDING FOR A MEETING NOT OPEN TO THE PUBLIC IN ACCORDANCE WITH THE PROVISIONS OF THE NEW JERSEY OPEN PUBLIC MEETINGS ACT, NJSA 10:4-12 WHEREAS, the Governing Body of the Borough of Stratford is subject to certain requirements of the Open Public Meetings Act, NJSA 10:4-6 et seq., and WHEREAS, the Open Public Meetings Act, NJSA 10:4-12, provides that an Executive Session, not open to the public, may be held for certain specified purposes when authorized by Resolution, and WHEREAS, it is necessary for the Governing Body of the Borough of Stratford to discuss in a session not open to the public certain matters relating to the item or items authorized by NJSA 10:4-12b and designated below: (1) Matters required by Law to be Confidential: Any matter which, by express provision of Federal law or State statute or rule of court shall be rendered confidential or excluded from the provisions of the Open Public Meetings Act. (2) Matters Where the Release of Information Would Impair the Right to Receive Funds: Any matter in which the release of information would impair a right to receive funds from the Government of the United States. (3) Matters Involving Individual Privacy: Any material the disclosure of which constitutes an unwarranted invasion of individual privacy such as any records, data, reports, recommendations, or other personal material of any educational, training, social service, medical, health, custodial, child protection, rehabilitation, legal defense, welfare, housing, relocation, insurance and similar program or institution operated by a public body pertaining to any specific individual admitted to or served by such institution or program, including, but not limited to information relative to the individual s personal and family circumstances, and any material pertaining to admission, discharge, treatment, progress or condition of any individual, unless the individual concerned (or, in the case of a minor or incompetent, his guardian) shall request in writing that the same be disclosed publicly. 3
4 BOROUGH OF STRATFORD AGENDA MEETING 03/03/2016 PAGE 4 (4) Matters Relating to Collective Bargaining Agreements: Any collective bargaining agreement, or the terms and conditions which are proposed for inclusion in any collective bargaining agreement, including the negotiation of the terms and conditions thereof with employees or representatives of employees of the public body. (5) Matters Relating to the Purchase, Lease or Acquisition of Real Property or the Investment of Public Funds: Any matter involving the purchase, lease, or acquisition of real property with public funds, the setting of banking rates or investment of public funds, where it could adversely affect the public interest if discussion of such matters were disclosed. (6) Matters Relating to Public Safety and Property: Any tactics and techniques utilized in protecting the safety and property of the public, provided that their disclosure could impair such protection. Any investigations of violations of possible violations of the law. X (7) Matters Relating to Litigation, Negotiations and the Attorney- Client Privilege: Any pending or anticipated litigation or contract negotiation in which the public body is, or may become a party. Any matters falling within the attorney-client privilege, to the extent that confidentiality is required in order for the attorney to exercise his ethical duties as a lawyer. The topic of discussion is related to Attorney/Client Privilege to discuss related to the Stratford Complaint for Declaratory Judgment Docket No. L Civil Action, Relief Pursuant to the Fair Housing Act, NJSA 52:27D-313 and the Mt. Laurel Doctrine and to interview special redevelopment counsel. This item is for #7 of the Executive Session Resolution for matters relating to litigation, negotiations, and the Attorney-Client Privilege. The approximate time of this session should be 30 minutes. (8) Matters Relating to the Employment Relationship: Any matter involving the employment, appointment, termination of employment, terms and conditions of employment, evaluation of the performance of promotion or disciplining of any specific prospective public officer or employee or current public officer or employee employed or appointed by the public body, unless all the individual employees or appointees whose rights could be adversely affected request in writing that such matter or matters be discussed at a public meeting. (9)Matters Relating to the Potential Imposition of a Penalty: Any deliberations of a public body occurring after a public hearing that may result in the imposition of a specific civil penalty upon the responding party or the suspension or loss of a license or permit belonging to the responding party bears responsibility. NOW, THEREFORE BE IT RESOLVED by the Governing Body of the Borough of Stratford, assembled in public session on March 3, 2016 that an Executive Session closed to the public shall be held on March 3, 2016 at approximately 7:00 p.m. in the Justice Facility, 315 Union Avenue, Stratford, NJ for the discussion of matters relating to the specified items designated above. It is anticipated that the deliberations conducted in Closed Session may be disclosed to the public upon the determination of the Governing Body that public interest will no longer be served by such confidentiality. The following resolution was duly adopted by the Governing Body of the Borough of Stratford at a public meeting held on March 3, I, John D. 5 BOROUGH OF STRATFORD AGENDA MEETING 03/03/2016 PAGE 5 COUNCIL COMMENTS: GOOD WELFARE: Councilman Gray reminded everyone the Easter Egg Hunt will be held this month at Mancini Field. John Gentless of Union Avenue spoke about a NJDEP CSIP Grant he was filling out for the Shade Tree Commission for $25,000. for tree maintenance with an in-kind match. He presented 3 copies of a Resolution for action on Tuesday night. The Clerk requested a copy of the completed grant application prior to the resolution being released. The grant was due by April 12 to the State. He also reported he would be applying for a NJ American Water Company grant for $10,000. which requires a $2,500. cash match for erosion control in the ravine area. President of Council Angeli explained the budget for Shade Tree only had $2,100. for 2016 for tree removal. Mr. Gentless explained if the grant was awarded the Council could not accept it, or do the work and match the following year, in Council agreed to increase the Shade Tree budget line by $400. to cover the $2,500. match for the NJ American Water Company grant. Mr. Gentless spoke about Bishop Court Apartments about them trimming trees, wanting to give the town affordable housing units, and paving their parking area. He also made a comment related to the RFP for redevelopment attorney. Jack Brennan of Bucknell Avenue inquired about the police computers. Councilman Gray explained the technology retails. Mike Mangano of Union Avenue confirmed the budget would be introduced at the March 8, 2016 Council meeting. A motion was made by Councilman Angeli, seconded by Councilwoman Tate to enter into Executive Session with all Council voting aye.
