2 DORSEY NUNN Executie Director MARLENE SANCHEZ Board President MESSAGE FROM THE EXECUTIVE DIRECTOR AND PRESIDENT OF THE BOARD In 2018, LSPC celebrated our 40th Anniversary by beginning a new phase at the local and national level. Locally, we moved into our new Oakland, CA home The Freedom & Movement Center. Nationally, we travelled to the 2nd National FICPFM Conference in Orlando, FL to develop and award Quest for Democracy grants to organizations across the country. Not only are we planting roots ourselves, we re also leveraging our resources and experience to grow other community-based organizations led and staffed by formerly-incarcerated people and family members. We established The Freedom & Movement Center in Oakland, California the same way LSPC engages with all our work achieving a tangible outcome while developing opportunity and community throughout the process. We intentionally hired formerly-incarcerated professionals to remodel and renovate the building. We introduced ourselves to the neighborhood by going door-to-door to pay respects to the elders on our street and invite everyone to a block party a warm and wonderful day of music, food, and community. We opened the Freedom & Movement Center meeting space to local organizations, already hosting a conference on housing issues, campaign strategy trainings, and a celebration of women recently returned from prison, in addition to our monthly All of Us or None meetings. By the end of 2018 only four months after moving in more people had visited us in our space and knew us as a local community presence than during the many years we rented near San Francisco Civic Center. Owning agency of our own space benefits the whole community, and is a testament to the work and accomplishments of formerly incarcerated people and family members. In addition to continuing to develop leadership and build movement, we also aim to develop the Freedom & Movement Center as a sanctuary space for people recently released from prison a place a person can seek help, guidance, and support without judgment of past convictions or fear of oppression from the criminal legal system. Here you won t be arrested for sitting on the floor here we ll give you a chair, a cool glass of water, and probably a plate of bbq, too. Our vibrant staff of 20 has collectively lost over 150 years to time served incarcerated in the prison-industrial complex. While the experience gained makes us experts in our field, it s also a lost opportunity to earn a living and gain equity. Our next step, as an institution, is to take into consideration that many staff cannot begin to save towards retirement until decades later than most. We must continue to adapt and reinforce our infrastructure to address these covert collateral consequences that adversely affect our community. The purchase of a building and opening of the Freedom & Movement Center has institutionalized the organization, but the work continues to recognize and uplift the humanity of each person directly-impacted by the prison-industrial complex and to create justice through community. We continue to litigate to end solitary confinement, expand our Family Unity Program to take on issues such as visiting rights, and organize state-wide and national policy advocacy, such as our annual Quest For Democracy Advocacy Day in Sacramento. OUR STORY LEGAL SERVICES FOR PRISONERS WITH CHILDREN (LSPC) is one of the first organizations in the country that was formed to support people in prison, specifically women, at a time when their struggles were nearly invisible. We began our work 40 years ago, just before the rise of mass incarceration. Today over 70 million, or one in three Americans, have an arrest or conviction history. Generations of Black, Brown, Native, and low-income families have disproportionately suffered from the political, emotional, economic, and health impacts of being targeted for incarceration. At LSPC, we are on a mission to harness the collective power of the communities most impacted by incarceration to release imprisoned people; to restore human and civil rights to formerly incarcerated people; and to reunify families and communities. Our commitment is deep and our impact has been profound. Over the last 40 years we have grown from a small law office to a national organization with a unique approach that engages in law, We invite you to come visit us at the Freedom & Movement policy, communications, and community organizing to advance Center, and to see yourself all we ve accomplished together so our work. We have expanded our focus from women in prison to far, and how far we re leading the movement forward. include all incarcerated and formerly incarcerated people and their families. We have seeded and served as an incubator to trailblazing TH ANNIVERSARY GALA In September, LSPC celebrated our 40th anniversary and All of Us or None s 15th! with many who have joined us on our long journey to end mass incarceration and restore the civil and human rights of formerly incarcerated and convicted people. Thank you also to our special guests Michelle Alexander, Marc Lamont Hill, and Vonya Quarles, as well as to moderator Davey D., for an extremely thought-provoking panel discussion about the criminal injustice system, ending mass incarceration, and centering formerly incarcerated / convicted experts at the core of the movement. organizations like Critical Resistance, Justice Now, California Coalition for Women Prisoners, Prison Activist Resource Center and more. We have litigated dozens of cases resulting in trendsetting legal standards including expanding alternatives to incarceration, ending long term solitary confinement in California, and the protection of pregnant incarcerated women. Not only has our legal work protected the human rights and health of millions of currently and formerly incarcerated people, we ve trained hundreds of attorneys and legal workers along the way. ALL OF US OR NONE is a project of LSPC. All of Us or None was started by formerly incarcerated leaders in California in 2003, and has grown into a national movement that positions formerly incarcerated people as experts and leaders at the forefront of the fight to end mass incarceration. We have trained thousands of formerly incarcerated people and their families as advocates, public speakers, and community organizers. Together, we ve passed dozens of policies that have improved conditions for incarcerated people and removed barriers for people returning to our communities after incarceration.

3 ALL OF US OR NONE TRANSFORMING ACTIVISTS INTO LEADERS NATIONAL EXPANSION ALL OF US OR NONE S goal is to build a national movement of formerly incarcerated people and our families that has the expertise and political power to restore our human and civil rights. During 2018, All of Us or None has increased to about 1,000 members, with 15 chapters in 8 states. Most of our chapters are in California: the San Francisco Bay Area, Los Angeles, Riverside, Sacramento, San Bernardino, San Diego, and a newly launched East Oakland Youth Chapter. We will engage with community stakeholders and recruit new members through outreach activities at community events, panels, townhalls, and festivals. 4 Through our national expansion efforts, All of Us or None has established chapters in San Antonio, TX; Chicago and Peoria, IL; Louisville, KY; St. Louis, MO; Durham, Charlotte, and Eastern NC; Madison and Milwaukee, WI; and Philadelphia, PA. In addition to helping organize and support chapters across the country, AOUON National Organizer Oscar Flores also presented our Ban the Box and Clean Slate Clinics in Columbia and Charleston, South Carolina, as well as led an organizing training for 20 formerly incarcerated members of the San Antonio, TX chapter. Our goal is to reach 100,000 All of Us or None members nationally, which would collectively give us the leverage to impact policy at the local, state, and national level.

4 COMMUNITY GIVEBACK ALL OF US OR NONE continued our longstanding holiday tradition with our 19thAnnual Community Giveback in December in East Menlo Park, CA. The event was again a wonderful success, with hundreds of bikes and teddy bears gifted to children in the name of their incarcerated loved ones. The kids then wrote letters and we mailed them, along with photos of the kids with their bikes, to their parent or loved one inside. Not only does the Community Giveback help keep families connected, but it also provides an opportunity for formerly-incarcerated people to give directly to our community. FAMILY UNITY PROJECT The Family Unity Project continues to work to maintain and strengthen family relationships during and after incarceration. Clean Slate Clinics Working with legal advocates, service providers, and community activists, we organized Clean Slate Clinics in various California locations throughout the year. Hundreds of people were able to access free LiveScan fingerprinting and RAP sheet requests, as well as attorney assistance to submit court paperwork to expunge conviction histories. Family Unity Conference The Family Unity Convening in Oakland, attended by about 40 people representing organizations from across California, allowed directly impacted people and advocates to discuss strategies for organizing against mass incarceration and for the interests of children, family, and larger community. Holiday Homecoming At our first annual Holiday Homecoming in December, LSPC staff and All of Us or None members celebrated with women recently released from the confines of incarceration. We provided our recently returned sisters with formal and businesscasual clothing, makeovers, massages, formal (or funny) portrait photos, and a fabulous lunch. Lifelines Classes FUP organizers and lawyers continued our Lifelines Classes inside various women s prisons in California. Lifelines is a Family Law Class open to all women who want to learn the 6 court process how to file the legal forms necessary to help themselves. The advanced class is for women who work in the prison law library, hold leadership roles in self-help organizations, function as jailhouse lawyers, have experience in advocating for themselves in family court, or are interested in assisting others in this area.

6 LEGAL VICTORIES POLICY ADVOCACY FINES & FEES : In 2018, LSPC was part of a local group of advocates that helped make San Francisco the first county in the nation to stop charging criminal administrative fees and to forgive the outstanding $32 million in uncollected debt. LSPC worked in coalition to continue that success in Alameda County, eliminating three criminal administrative fees: the Probation fee, the Public Defender fee, and the Sheriff s Work Alternative Program fee, forgiving $26 million in uncollected debt in our county. LSPC co-sponsored AB 2544, which requires parking ticket processing agencies to provide a payment plan option and waiver of late fees to indigent persons stopping this specific poverty-to-prison pipeline before it begins. Spurred by these successes, many of these advocates have joined forces with activists, lawyers, and policy advocates around the state to form a statewide coalition. Debt Free Justice California (DFJC) is a statewide policy campaign for the legislative cycle to eliminate criminal administrative fees throughout California. In the meantime, we continue to work in counties across the Bay Area to eliminate county-authorized criminal administrative fees. LSPC was also part of a litigation team that successfully challenged automatic driver s license suspensions for inability or failure to pay court debt. 9 ASHKER LAWSUIT: While our two-year monitoring period was technically over in October 2017, our litigation team, led by the Center for Constitutional Rights, filed motions to extend the monitoring period based on systemic violations to our settlement agreement and the constitution. In 2018, the court granted two of these motions and extended the monitoring period for one year. The motions concerned continued isolation of our class members in so-called general population units. However, CDCR immediately appealed and obtained a stay of the extension orders until the Ninth Circuit has ruled. While litigating the appeal, our team continues to collect and review documents from prisoners, and engage in limited advocacy. LSPC Senior Staff Attorney Carol Strickman was honored with the Radical Leadership Award by the Center for Constitutional Rights for her many years of legal and organizing advocacy for people tortured sometimes for decades by the inhumane practice of solitary confinement. CCR especially highlighted Carol s role in the Ashker v. Governor settlement that ended California s use of long-term solitary confinement. All of Us or None, working with many social justice organizations, organized our annual Quest for Democracy Advocacy Day in May. We brought over 500 formerlyincarcerated and convicted people, family members, and allies to rally at the Capitol first for advocacy training, then for teams to make office visits to speak directly to legislators and their staff to share our needs and concerns specific to our community. Q4D is about more than just advocating for our sponsored and supported bills although speaking to lawmakers puts a directly-impacted human face to them. Q4D is also about bringing people together, building the movement, and training and empowering future leaders to speak in our own voices. Many Q4D participants return to their communities inspired to organize their neighbors and to speak out to their elected officials. California enacted four bills that LSPC co-sponsored and/or advocated for: to reduce sentencing enhancements (SB 1393), reduce barriers to professional licensing for people with prior criminal convictions (AB 2138), collect statewide data on the approval or denial of emergency medical technician licenses to applicants with conviction histories (AB 2293), and improve the transparency and accessibility of California s pardon and commutation process (AB 2845). POLICY FELLOWS THE ELDER FREEMAN POLICY FELLOWSHIP provides year-long, full-time employment and intensive policy training to formerly incarcerated fellows, allowing them to meaningfully participate in policy and budget decisions through policy and community advocacy. In 2018, we hired four policy fellows, with two youth for the first time. The fellows participate in local and statewide coalitions, meet regularly with legislators and their staff, develop strategies for community engagement, and create and contribute to media in support of our policy efforts.

7 INTERNS & VOLUNTEERS Every year, LSPC is proud to host undergraduate and law school interns during the Fall, Spring, and Summer terms to assist with our community organizing, law and policy, and administrative support work. For example, in 2018, interns and volunteers were instrumental in organizing and facilitating the Family Unity Conference, as well as supporting the Community Giveback, ensuring a positive experience for kids and adults alike. Interns and volunteers provide invaluable contributions to all our programs in addition to aiding hundreds of currently incarcerated people with legal information. LSPC would not be able to be as effective as we are without them. Formerly incarcerated people and those directly impacted by the criminal justice system encouraged to apply! The Freedom & Movement Center represents more than just a building and a push back at the gentrification of Oakland this is the space where we can organize and continue to train formerly incarcerated people, family members, and allies to effectively advocate for policy change and to create the communities we deserve.

8 The Formerly Incarcerated and Convicted People s and Families Movement (FICPFM) brings together organizations led by formerly incarcerated people and facilitates collaboration across our organizations. Among FICPFM members, All of Us or None is the largest organizing effort of formerly incarcerated people. As FICPFM Leadership Committee members, LSPC and All of Us or None participated in two major national campaigns in 2018: Drawing on our experience hosting the inaugural National Conference in Oakland in 2016, we helped organize and facilitate our second conference in September in Orlando, Florida. Not only did we present panel discussions and workshops on issues and organizing strategies, but we also door-knocked, called, and texted with the Florida Rights Restoration Coalition to pass Amendment 4, which restored the voting rights to 1.4 million Floridians with felony convictions. support and grow fellow non-profit organizations led and staffed by formerly-incarcerated and directly-impacted people.
