1 Rally Hawkes Bay 2015 Promoted by the Hawkes Bay Car Club Inc. SUPPLEMENTARY REGULATIONS: PART ONE 1. JURISDICTION This event is a National Rally, promoted by the Hawkes Bay Car Club Inc. and will take place on Saturday th the 14 November 2015 in the Wairoa and Hastings Districts. The Tomoana Warehousing Transport Rally of Hawkes Bay is the Final Round of the 2015 Geartech Central Region Rally Series. The event will be held under these Supplementary Regulations, the Motor Sport NZ National Sporting Code and its Appendices and Schedules particularly Appendix Three, Schedule R being the Standing Regulations for all Rallies and Appendix Two, Schedule A Driver and Vehicle Safety Requirements. THE EVENT 3.1 The event: The Rally of Hawkes Bay is a one-day event. 3.2 Venue: The event is based in the Wairoa and Hastings Districts. 3.3 Length: Comprises of km of special stages and km of touring. A full stage description is appended to these regulations (Appendix 1). 3.4 First Car Starts: At TC1 at the start of SS1 Cricklewood at 0848hrs 3.4 First Car Finishes: - At 1711hrs, at the finish control of SS 8, which is situated at Hawkes Bay Car Club 1558 Maraekakaho Rd Bridge Pa. 4. ENTRIES 4.1 Opening and Closing: These open with the publication of these regulations and close at 1700hrs on Friday 23rd October Entries received after this date may be accepted at the organiser s discretion, but will be subject to the additional late entry fee of $ Entry Acceptance: Entries shall be made on the correct form and to be deemed valid MUST be complete in all details and accompanied by the appropriate fees. Acceptance will be at the organising committee s discretion. The fee will be $80.00 After the start of Documentation there will be no refund of Entry Fee 4.4 Number of Starters: The organisers reserve the right to abandon the event if less than 40 entries are received at normal closing date. The maximum number of starters will be 60. Any additional entries received will be placed on the reserve list in order of receipt. Priority entry will be given to those competitors who are registered for the Geartech Central Region Rally Series provided they have entered by 1700hrs Friday 23 rd October Acceptance of Entry: These will be ed providing that you have put a legible address on your entry form on Friday 6 th November 2015 together with the entry list.

3 4.6 Competitor Requirements: (1) Knowledge and Understandings: In signing the entry forms competitors (Entrant and Drivers) are deemed to fully understand the Motor Sport NZ National Sporting Code and its relevant Appendices and Schedules. Particularly, (a) The National Sporting Code articles pertaining to protests and competitors obligations, and (b) Appendix Three Schedule R articles pertaining to Stage notes, Pace notes and Reconnaissance. (c) The articles of the Geartech Central Region Rally Series (if applicable) (2) Licence Requirements: Both the No. 1 and No. 2 drivers shall hold a R1 or R2 Grade or higher Motor Sport NZ issued Competition Licence. If the Entrant is other than a driver, an Entrants licence in the name of the Entrant is required. (3) New Competitors: Any driver(s) who have not previously competed in three or more rallies must indicate on the entry form and attend the new competitor special briefing. Details of venue and time will be announced with the acceptance of entry. 5. ELIGIBLE VEHICLES 5.1 Compliance: All vehicles shall comply with Appendix Two Schedule A and Appendix Three Schedule R of the current Motor Sport Manual unless stated otherwise in these supplementary regulations. 5.2 Classes: Vehicles will be divided into the following classes: Class A Class B Class C Class D Class E NZ 2 NZ cc 2WD cc 2WD 1851 cc and over 2WD Open 4WD Pre WD 2WD vehicles registered in the 2015 NZRC Championship 4WD vehicles registered in the 2015 NZRC Championship Classes A, B & E - Eligibility below as per the 2015 Central Region Rally Series Articles Class Eligibility: Class A Any Car that has an engine capacity no greater than 1400cc, and Must utilise an engine block and cylinder head of the same series and type as originally specified by the vehicle manufacturer, and Electronic or sequential gearshift transmission or derivatives thereof are specifically prohibited. Note: transmission options are limited to the same design as originally used in the vehicle, but not limited to the same make or model. Example: (for the purposes of clarification) 1. A Toyota model originally produced with K series engines shall retain any K series block and head that was OE during the life of those specific models. 2. A Nissan model originally produced with an A series engine shall retain any A series block and head that was OE during the life of those specific models. Class B - Any 2WD car, cc, and includes those cars cc that do not comply with the requirements of Class A. Class E Series production Four Wheel Drive (4WD) saloon of a make and model first produced before 31 st December 1995: Vehicle must retain original Make and Model type engine block Vehicle must retain original suspension mounting points and suspension type

4 6. DOCUMENTATION AND SCRUTINEERING AUDIT All Competitors, or their representative, shall attend documentation for the checking of licenses and appropriate documents. Competition number sets, applicable advertising material and Rallysafe unit will be issued at this time. Additionally, Competitors will be advised whether their car will be required for Safety Audit. 6.1 DOCUMENTATION: Documentation will take place on Friday 13 th November between 1700hrs hrs. The Venue for documentation is Jarks Cityside Restaurant & Bar 118 Maraekakaho Rd Hastings. Competitors shall present themselves at documentation at the times given in Supplementary Regulations Part Two. 6.2 SCRUTINEERING AUDITS: (a) Scrutineering for those not using 6.2(b) will take place between the hours of 1715hrs 2015hrs on Friday 13 th November at VTNZ 701 Orchard Rd Hastings. (b) Competitors may arrange with one of the Scrutineers on the list below to preform a scrutineer audit within the 2 weeks prior to the event. This must be organised through the Chief Scrutineer for the event, by the 30 th October and inspections carried out no later than Thursday 12 th November. To do this the following shall apply: 1. Supply the Chief Scrutineer with details of which Scrutineer you are using from the list below 2. The Chief Scrutineer will arrange with the scrutineer the audit program. 3. OFFICIAL BULLETINS Official Bulletins may be issued in accordance with the provisions of the National Sporting Code.

5 9. OFFICIAL NOTICE BOARDS These will be at any of the following venues: Documentation Rally Headquarters Start Controls Prize Giving Venue 10. RESULTS Provisional results will be posted on the official Notice Board: 14 th November hrs Live provisional results will also be available on STAGE NOTES The use of Stage Notes will be permitted provided that they are original copies as created for this Event and supplied by the Motorsport NZ authorised provider, Neil Allport Motorsport. For those competitors wishing to purchase the Stage Notes they must purchase these online from Neil Allport Motorsport. Orders to be placed by the 23 rd October The cost of stage notes is $ per competitor. Information: The stage note system uses an automated computer program to generate a description of the special stage road using sensors fitted to a vehicle driven through each stage. Such notes describe the route in more detail than the Road Book and can be used without reconnaissance. The purchase and use of the stage notes is a direct contract between the competitor and Neil Allport Motorsport with the organiser s involvement being limited to authorising the use and facilitating the preparation and distribution on behalf of Neil Allport Motorsport. There is no obligation on any competitor to purchase these stage notes. 12. REJOINING 12.1 All competitors Rejoining will be permitted subject to the following conditions being met. The Road Book contains a Temporary Withdrawal Form, a Withdrawal Form and a Rejoining Form. No Competitor will be permitted to restart the Rally once they have handed in a Withdrawal Form. If a competitor believes that they may be able to restart after an accident they should complete a Temporary Withdrawal Form and hand it to an appropriate official. If a Competitor then wishes to rejoin the event they may only do so at: The Start Control of any Stage. The opportunity to rejoin is at the discretion of the Clerk of the Course. All cars that have suffered accident damage must be inspected and cleared by the Chief Scrutineer or his designated offical before rejoining Any competitor rejoining the event will not feature in the final results for the event. 13. SERVICING All crews are required to service their vehicles on tarpaulins and to clean up any dirt and rubbish left behind. All servicing is to be carried out in designated service areas only as outlined in the Service Crew and Road Books. Some of the Service Areas are on open public roads, please respect the public and minimise the number of vehicles in the area to registered service vehicles only

6 14. FUEL Pump gas is available at Hastings, Napier, Bay View and Wairoa. However the only service stations that have premium 98 fuel are the BP Stortford Lodge and Gull (Force 10), BP Bay View, BP Clive. Competitors are reminded of their obligations under the MotorSport NZ Code of Practice Fuel, which is available on the MotorSport NZ website ( Please familiarise yourselves with the Code and ensure that you comply with, but not limited to, the following articles especially if you are transporting more than 250L of fuel: Article 1.2.1, 1.2.2b and Transporting Fuel Article 1.3 Storage Article 2.3 Pit Area Service Park Practices and Competitors Fuel Supply There will not be an area set aside for fuel storage at any of the Service Parks, therefore it is the competitor s responsibility to ensure they comply with the Code of Practice and adhere to Article 2.3. Please note the Service Park is a NO SMOKING area. Article 2.4 Minimum Fire Extinguisher Requirements Competitors must have fire extinguisher in their individual service area as set out in the above Article. 15. GENERAL 15.1 Seeding: All competitors will be seeded on merit. All entrants are requested to record previous rally experience on the entry form to assist with seeding. You are encouraged to do this to ensure an appropriate start position Starting System of the Special Sages: On special Stages the start will be by countdown from your Rallysafe unit Prizegiving: The Prizegiving function will be held at the Hawkes Bay Car Club Clubrooms at 2000hrs, 14 th November. Food will be available for purchase The following documents will have the same force and status as these Supplementary Regulations Supplementary Regulations Part Two - Acceptance of Entry Entry Forms Road Book Service Crew Book 15.5 Fence/Property Damage: Competitors are reminded that you MUST fill out an INCIDENT SHEET and hand this to the next Control Point, should you damage any fence or property. This will assist with the prompt repair of damage. Any entrant found in breach of this regulation may be penalised in accordance with Appendix 1 Schedule P Failure to report damage Competitors will be responsible for all costs associated with any repairs Vehicle Recovery Should you stop and be unable to continue please have your withdrawal form completed ready for the sweeper vehicle to collect. Normal assistance will be provided by the Recovery Vehicles to retrieve vehicles back onto the road. From there it is the competitors responsibility to arrange for further transportation Change of Co-Driver: As per Schedule R2.4 it will be permissible to change a co-driver during the event. This may be carried out at a Service Park. A request to change Co-Driver must be made to the Clerk of Course through the CRO. The substitute Co-Driver has completed all documentation and entry requirements to the satisfaction of the Clerk of Course and if a novice, attended the novice briefing. Any such change of crew will mean that the competitor does not feature in the results ahead of any other competitor who has not changed co-driver.

7 15.8 RALLYSAFE The Rallysafe tracking and timing technology will be used by all competitors. All competitors must have the Rallysafe equipment fitted. An overview of the system which provides significant safety benefits can be found on the following link: We recommend that all competitors make themselves familiar with this information. The cost to competitors will be in two parts: a) A one off cost of approximately $200 (dependant on exchange rate) to purchase the wiring kit, brackets and aerials that can be used at multiple events. b) An event cost (for all competitors) of $90 incl. GST which is included in the entry fee Rallysafe units will be collected from cars at the finish at the HB Car Club. For those competitors that have withdrawn from the event the Rallysafe unit needs to be returned to either the sweeper vehicle, the CRO or returned to Rally HQ before leaving the area Start Order: Start Order Lists will be posted on the official notice board at Rally Headquarters Angus Inn Hotel Railway Road Hastings at 2045hrs Friday 13 th November They will also be available on STEWARDS MEETINGS Meeting No 1. Pre Event Friday 13 th November 2015 at 2030hrs Rally HQ Meeting No 2. Post Event Saturday 14 th November 2015 as soon as the results are completed following the last special stage. 8 Appendix 1: Stage Descriptions The 2015 Tomoana Warehousing Transport Rally of Hawkes Bay is using roads in the Wairoa and Hastings District. SS1 & SS4 Cricklewood kms Reverse Direction to 2014 Downhill this time! This is the ROAD! Narrow for the first 6km. Fast and furious, unforgiving corners and big drops. All Gravel SS2 Hereheretau kms Reverse Direction to 2014 Starts on good county road with a good base. At approx. 7km narrows to tight, twisty, off-camber corners. Two bridges without sides. All Gravel SS3 Waihi kms Reverse to Putere 2014 Starts with approx. 20km of very fast, mainly uphill. Finishes with 10km downhill to the river, narrower. Good county road, soft in places if wet. All Gravel SS5 Mohaka Coach 16.94kms Same as Starts fast and open. After 5km narrows and tightens. Opens again after approx. 14km to fast finish. Can cut up if wet. All Gravel SS6 Matahorua 9.78 kms Same as All Tarmac. Fast and sweeping with a few challenges to catch you out. SS7 Glengarry 13.10km Not used for many years, when still gravel. All tarmac. Fast and sweeping with some challenging bits to test you. SS8 HBCC Track 1.10km 1 ½ Laps of the Limestone Surfaced Track. Solid limestone base with loose surface. Track will have been watered prior to stage commencing. No servicing since tarmac stage so same tyres must be used.

Indemnity: I have received the Supplementary Regulations and all other regulations or Articles as determined in the Appendices and Schedules of the current New Zealand Motorsport Manual for the event I am entering and agree to be bound by them and by the National Sporting Code of MotorSport New Zealand Inc.
