1 Consultancy to prepare a Funding Proposal for the Project Using natural ecosystems to help communities better mitigate and adapt to Climate Change in Cambodia. for the Green Climate Fund Location : Phnom Penh, Cambodia preferred, but work can be done remotely Application Deadline : November 30, 2015 Languages Required : English Expected Duration of Assignment : Final product to be submitted by March 18, Background The Green Climate Fund (GCF) is a financial operating entity of the United Nations Framework Convention on Climate Change (UNFCCC) which is established to contribute to the collective efforts of the international community to combat climate change. The GCF plans to fund programmatic approaches that provide an opportunity for a transformational shift in countries climate resilience and green economies, prioritizing a balanced approach between adaptation and mitigation. The GCF can be accessed directly by National Implementing Entities from developing countries and/or through international and regional Implementing Entities (IE). The Board of the Green Climate Fund has started Accreditation of National and International institutions for direct access. In July 2015 the GCF Board approved the accreditation of Conservation International to implement micro, small and medium sized projects at a global level. The Funding Proposal will be developed for the project that promotes using natural ecosystems to help communities better mitigate and adapt to Climate Change in Cambodia. Cambodia has one of the highest deforestation rates in the world. Cambodia's forest cover has plummeted from over 70% in 1970 to 57% in 2010 and the country s deforestation rates continue to accelerate (FAO, 2010). According to the World Bank, climate changes observed in Cambodia between 1960 and 2003 has been significant, though the mean rainfall trends are unclear and not statistically significant. Global Climate Models cannot clearly predict changes in precipitation, but expect rainfall to be greater during the monsoon season. Cambodia is currently one of the most disaster-prone countries in the region and there are indications that this will only increase with climate change. Given that nearly 80% of the population lives in rural areas with poor infrastructure, the country s vulnerability to climate change is considered to be very high. 1

2 Economic Land Concessions have cleared 2.5 million hectares of forest in a mere five year period, leading to hundreds of millions of tons of CO 2 e emissions and further exacerbating the vulnerability of local populations by removing the natural buffer that forests provide against floods, droughts and climatic changes. Nowhere is this more evident in than in the Tonle Sap Lake, the largest freshwater lake in Southeast Asia and one of the most productive lakes in the world. About 30% of the water that sustains the Tonle Sap Lake in the dry season comes from the Cardamoms forests, making these forests critical to sustaining the fisheries (and related economic activities) of the lake, as well as protecting these communities from extreme weather events. The Tonle Sap provides 70% of the protein for 15.4 million people living in Cambodia (producing 300,000 tons of fish per year) and is integral to Cambodia s food security. Given the importance of the area, the Cambodian government has indicated an interest in working with communities to help conserve this expansive area, spanning from the Cardamom mountains (in the Central Cardamoms Protected Forest) down to the Tonle Sap Lake in the north, and down to the coastal zone in Koh Kong Province in the south, where the heaviest deforestation pressure is taking place. This is the focal area of the project. The project objectives are: To prevent the emission of 230 million tonnes of CO 2 e; To increase incomes with agriculture and fisheries communities by at least 25%; and, To sustain inland fisheries yields of about 600,000 metric tonnes per year by maintaining water flows. The project will directly benefit about 100,000 people anticipated to be involved in project activities, and indirectly benefit 3.5 million people that depend on this critical ecosystem, especially fishing communities. Cambodia is ranked number one in overall vulnerability according to Standard & Poor s (S&P) climate change ranking. Despite this high vulnerability, investment in joint mitigation and adaptation strategies has been minimal in Cambodia. This project aims to fully realize the mitigation and adaptation potential of natural ecosystems, which offer immediate, low cost and tested climate solutions at scale. Conservation International s Greater Mekong program focuses on linking science, policy and field project implementation to improve the well-being of some 60 million people dependent upon forest and freshwater ecosystems. The work focuses on securing critical ecosystem services for people, including carbon sequestration, freshwater flows, flood protection, fish production and biodiversity. CI-Greater Mekong has worked in close partnership with local communities and government agencies in Cambodia since CI s field presence in Cambodia started with the launch of the Central Cardamoms Protected Forest in The area is managed by CI in collaboration with the Cambodia s Forestry Administration in close partnership with the local communities. It is the largest Protected Area in Southeast Asia, and an independent review of the program in 2012 found it to have the lowest deforestation rate in the Northern Cardamom region despite the enormous and increasing pressures it faces. The Central Cardamoms Protected Forest Trust Fund, the first protected area trust fund of its kind in Cambodia was 2

3 established in 2015 and will be officially launched in early The Trust Fund will fund the management of this area in perpetuity and the activities of the proposed project will be closely aligned with the Trust Fund. Since 2008, CI has expanded its geographical focus to include work in Pursat and Battambang provinces on the Tonle Sap, Southeast Asia s largest lake and one of the world s most productive freshwater fisheries. CI has worked to improve sustainable productivity of community fisheries, biodiversity conservation in fish sanctuaries, enhance the well-being and economic resilience of the floating communities on the lake by providing access to clean water and supporting diversification of livelihoods. 2. Scope of work, Deliverables, duties and responsibilities The consultant(s) will be responsible for design and development of the full proposal document including a project/program framing the transformative change, paradigm shift and ways that the program addresses major barriers to achieve lasting impacts. Based on a theory of change, organize and harmonize paradigm shift objectives-impacts-outcomes of components into a concise summary, providing expertise in climate change mitigation and adaptation, proposal writing and packaging of the final GCF proposal document. The consultant(s) will be responsible for the preparation of a consistent final proposal document based on analytical work, studies, national strategies and stakeholder consultations that is accessible to a broad readership consistent with Green Climate Fund (GCF) requirements. In close collaboration with CI team, the consultant will have the following overall duties and responsibilities: Develop a final GCF Funding Proposal that is consistent with all GCF requirements. The funding proposal includes all sections that are listed in the GCF Funding Proposal Template available on the GCF website ( plus any additional evidence based justifications and risk analyses that may strengthen the quality of the proposal. Ensure that the GCF Funding Proposal is in line with CI s Environmental Social Management Framework (ESMF) and the IFC Performance Standards. This includes A Gender Mainstreaming Plan for the project and other Environmental Social Management Plans as necessary based on the Environmental Social Safeguard Screening ( Management-Framework-(ESMF).pdf) Support CI-Cambodia in structuring the theory of change, logical framework and paradigm shift potential of the program by defining the degree to which the proposed activities can catalyze impact beyond a one-off program investment, including long term financial sustainability; Ensure inclusion of the results of all essential stakeholder consultations within the project area into the design of the funding proposal. Support CI s outreach activities with the Government of Cambodia, the National Designated Authority in particular, ensuring a collaborative and inclusive approach towards project development. 3

4 Oversee technical editing and copy-editing of the program readability and consistency. Ensure the use of high quality referenced data to justify adaptation needs and quantify and qualify impacts of intended adaptation actions. The product of this consultancy is a final full proposal that responds to all the requirements of the Green Climate Fund. To facilitate a timely yet inclusive process, the consultant will develop interim products for review by the GCF Agency, CI-Cambodia and stakeholders. Interim products will be shared with CI as soon as completed but before the indicated dates, see table below. Deliverable Duties and responsibilities Due A baseline study including baseline data to quantify carbon emissions, vulnerability and projected referenced climate change impacts. The baseline study will need to be concise and support the theory of change. It should provide a rational and analysis clearly explaining how the proposed activities are tackling specific climate change-related impacts. The best available information shall be used taking into account the uncertainties of these studies and reflected into the proposed activities. A feasibility study should provide all detailed background information and analysis that support the interventions and the investments. For example, in cases where the investments are aiming to generate alternative livelihood, then the feasibility study should provide the financial model or reference another study justifying how these interventions are financially sustainable and include available market studies A logical framework supporting a theory of change including: objectives, components, activities, indicators, and milestones. March 18, Period of performance It is expected that the work will begin December 15, 2015 following the finalization of the selection process and performed until the deadline of March 18, The consultant will remain available to support CI in the finalization of the funding proposal until March 30, Budget The allowable budget for this consultancy is US$60,000.This includes consultant labor costs and consultants other direct costs (telephone, photo copying, etc). This amount does not include travel and accommodations costs. 5. Services provided by the CI-GCF Agency and CI Cambodia The CI-GCF Agency and CI-Cambodia will provide the consultant with all relevant background documents. The CI-GCF Agency will be available for ongoing conversations, to clarify expectations with regard to the process and outputs and for ultimate sign-off on the deliverables by the consultant. The CI-Cambodia program is providing technical and financial support to the project development and stakeholder consultation. The CI-Cambodia Team will lead engagements with the National Designated Authority (NDA) to receive NDA approval of the proposal prior to submission to 5

6 the GCF. The CI-Cambodia program has significant experience in designing REDD and climate adaptation projects, implementing activities to reduce deforestation and ensure monitoring, reporting and verification. 6. Contract type CI will issue a fixed-price contract for this work. Per the consultant s proposal and subsequent negotiations, the contract will include a set of fixed payments based on submission of deliverables, per Section 2, above. CI will accept proposals from individuals, consulting firms or organizations. If a team of people is proposed, CI intends to execute a consulting contract with a single individual, firm, or organization, which will serve as the lead entity and be responsible for contractual and financial arrangements with all others. 7. Minimum qualification of consultants (requirements) Education: Master s degree or above in natural resource management, environmental science, forestry, or other relevant disciplines Experience: A minimum of 7 years professional experience in climate change project/program design for bilateral or multilateral donors; Hands on project management experience, ability to efficiently manage a large number of activities simultaneously; Experience in forestry practices of Asia, preferably Cambodia, particularly in relation to their role for climate change adaptation and mitigation; Previous work experience in Cambodia and clear understanding of the GCF modality of financial support would be an asset, Knowledge of UNFCCC negotiations, NAMA s, NAP s, national REDD strategies and NAPA s and related documents; Capacity to assess the forest sector program design against the fiduciary, environmental and social safeguards standards and requirements of the Green Climate Fund (GCF); Good background in forest policy, strategy and program development with strong gender components; Fluent in English both verbal and written; 8. Key Personnel The completion of this work is dependent on personnel. As such, applicants must name every individual expected to work on the contract. CI will not accept any proposal that lists an expert as to be determined. CI considers all personnel named in the proposal as key, and must provide express, 6

7 written authorization for replacement of named personnel. 9. Location of work The consultant shall work from his / her base of operations with at least a travel period to Cambodia for 10 working days 10. Monitoring and evaluation of Consultant performance The CI-GCF Agency will supervise consultant performance, and be responsible for review and acceptance of all written deliverables. 11. Validity: Proposals must be valid from submission date through January 29, Currency: Proposals should be budgeted in United States dollars. Payments will be made in United States dollars. Cover and signature: Applicant should submit their proposal with a cover letter signed by an authorized representative of the applicant. Expert table: Proposal should include a list with name, position title, and level of effort (in person-day) of all individuals proposed to work on the project. Resumes: Resume of each named personnel will have to be submitted by to CI (see point of contact) Submission: Full proposals (technical and financial offers) should be submitted by to the point of contact, at cigcf@conservation.org 12. Instructions for Preparation of Budget (Cost Proposal) Maximum: the maximum allowable budget is US$60,000. CI will not consider any proposal for greater than this amount. Format: budgets must be prepared and submitted in Microsoft Excel and explicitly show all units (e.g., labor days), unit costs (e.g., loaded daily rates), and total costs. Excel files should be unlocked and show all calculations. Included costs: budgets should include lines for: - Labor, by deliverables and by individual expert, in person-days, multiplied by either a base daily pay (in US dollars) or a loaded daily pay (e.g., inclusive of fringe benefits, other indirect costs, 7

8 or fee). Proposed daily rates must be in accord with the qualifications represented in the resumes of the named individuals. - Other direct costs, including costs for items like telephone, internet, photocopying, small office supplies, etc. (if required). - Professional services or subcontracts, if the applicant will engage experts who are not direct employees of the organization, then, these lines should list individual expert, in person-days, multiplied by either a base daily pay (in US dollars) or a loaded daily pay (e.g., inclusive of fringe benefits, other indirect costs, or fee). Proposed daily rates must be in accord with the qualifications represented in the resumes of the named individuals. A travel budget will also have to be included in the proposal but will be indicative in term of maximum amount. Travels costs will be reimbursed by CI based on actual expenses (with the appropriate documentation) 13. Evaluation criteria The CI-GCF project agency will evaluate the proposals based on the following criteria: - Demonstrated experience in the design and development of climate change mitigation and adaptation projects that apply nature based solutions - Familiarity with CI work - Budget proposal (daily rate) - Availability (number of days proposed) 8
