Seminar on Education and Training in Nuclear Decommissioning Birmingham, UK 16th and 17th April 2015 Nuclear decommissioning and waste management : a field of open innovation at INSTN experience www-instn.cea.fr National institute for nuclear sciences and technology
INSTN The National Institute for Nuclear Science and Technology (INSTN), was created in 1956 and placed under the joint supervision of the Ministry of National Education and the Ministry ofindustry. Aimed at disseminating CEA knowledge and know-how, it provides: education, from bachelor to post graduate level (Master, engineering diploma) continuous training, as retraining or professionalization programs delivered in a national or international frame based on a course catalogue or on demand coordination of PhD programs across the CEA www-instn.cea.fr PAGE 2
INSTN: A NATIONAL AND AN INTERNATIONAL REFERENCE FOR NUCLEAR EDUCATION AND TRAINING - Specifically nuclear-oriented Higher Education Institution in France provides initial and continuous training as well as tailored trainings on demand - Long lasting experience created in Strongly linked to the nuclear industry at the national (AREVA, EDF, IRSN, ANDRA, GDF Suez...) and international level - Part of CEA with access to its scientific and technological potential - Pedagogical approach practice, training, project oriented - Complete training offer for all curriculum level (from operator to specialized engineer) - 40% activity : initial training (specialized engineers, engineers, masters, bachelors, technicians degrees ) 60% activity: continuous professional training - Well established international recognition: - ENEN (European Nuclear Education Network) - IAEA (International Atomic Energy Agency) - EU projects (ENEN-III, ENETRAP II, PETRUS III, NUSHARE..) - Partnership with major institutions (MIT, Berkeley, Tokyo University..) - Develop and implement pedagogical innovation: new pedagogy, tools and methods PAGE 3
DISMANTLING: A STRATEGIC SECTOR Cleaning and dismantling of nuclear facilities : an great area of activity and expertise leading to an important source of employment. 300 to 400 reactors will be stopped worldwide in the next two decades, a market of 220 billions euros until 2030 (Arthur D Little, 2011 / Handelsblatt, 28/09/2011) For France : the market is 34,4 billions of euros for the dismantling of civil nuclear facilities (cours des comptes 2014). In 2013, France counts 125 «INB» ( Basic Nuclear Facility), 9 reactors are under dismantling by EDF, lot of dismantling operations are performed inside active INB, The french nuclear industry has to be upgraded significantly in order to face the challenges. Education and training : Initial training Continuous training Skills management Performance improvement Assessment of efficiency (re) training : moving from and engineering environment to nuclear industry PAGE 4
EDUCATION AND TRAINING IN THE FIELD OF DISMANTLING: CHALLENGES AND OPPORTUNITIES - A relatively new discipline(teached since only 10 to 15 years), for an emerging market very dynamic in matter of employment, - A structured discipline created to afford a specific industrial demand, and accelerate the development of a new generation of specialists : for economic reasons, need of professional, skilled an efficient (research, innovation, conception, operation, project management, international) - A typical cross-disciplinary domain in the field on engineering sciences and technologies : civil engineering, chemical engineering, mechanical engineering, instrumentation, robotics, complex system management, project management, regulations, human factor - Not an «exact science» : each case is a unique case with its history, its environment, its hazards, - Industrial experience feedback of prime importance : a necessary industrial partnership, in order to transmit skills and understandings - Very attractive careers opportunities, with rapid and high progression, for well trained, motivated and solution drivers youngsters, PAGE 5
DISMANTLING: A PARTICULAR EDUCATION AND TRAINING SECTOR Knowledge cognitive competences Skills Technical and functional competences Right attitude Behaviour personal competences From a pedagogical point of view : a challenge, As an attractive pole for student : an opportunity PAGE 6
DRIVING FORCES AND TENDENCIES FOR EDUCATION AND TRAINING - A privilegied domain for sandwich training, for apprenticeship programmes, with the benefit of the real balance of technical, leadership and life skills, atinstn forexample:bothofourengineerdegrees(ginandstn),onemasterdegree(outof two), one professional bachelor degree(out of two) are prepared by sandwich training - For the last year of the cursus, more than 50% of the teachers and educators staff are professionals, experts in activity in the industry (AREVA, EDF, CEA, ANDRA, contractors) and in regulation institutions(asn, IRSN, IAEA ) - A privileged area for student-centered pedagogy such as «Problem based learning» methods; a dismantling problem, an ALARA approach, requires the development of flexible and adaptative knowledge, effective problem solving skills, self-directed learning, effective collaboration skills and intrinsic motivation. - A privileged area for the development of innovative «learn and try by yourself» tools and equipment, relying on pedagogical scenarios (serious game, virtual reality, immersive room, on-the-job training session at chantier-école ) - Dismantling facilities visits are very educational(and very appreciated). Lot of opportunities in France (CEA Marcoule, Saclay, Fontenay-aux-Roses, ARVA La Hague, EDF Creys-Malville)+Research and Development laboratories PAGE 7
INNOVATIVE STUDENT-CENTERED TRAINING TOOLS : TRAINING IN IMMERSIVE ROOMS Immersive room /CEA/Marcoule Implementation of a working scenario, including measures of hot spots, in virtual environments PAGE 8
INNOVATIVE STUDENT-CENTERED TRAINING TOOLS SERIOUS GAME DEM+ (INSTN-OREKA) Dosimetry for operator Waste management scenario Costs Times PAGE 9
FIELD VISITS Field visits (CEA, AREVA, EDF in France) : a necessary component of the teaching project, The best way to challenge theoretical concepts with reality (scales, time scales, orders of magnitude, complexity ) PAGE 10

NATIONAL INITIATIVE «EMEIN» «Enseignement national des métiers d exploitation des installations nucléaires» «National education and training for operations in nuclear facilities» Scope : maintenance, dismantling, waste management in nuclear facilities Open forum for companies and academic institutions, led by INSTN : Discuss and identify industrial needs in matter of education and training in the field of maintenance, dismantling, decommissioning, waste management in nuclear facilities, Transcript these needs in core Competency Reference Guide in order to develop new education and training programs. PAGE 25
CONCLUSION Cleaning and dismantling of nuclear facilities : an great area of activity and expertise leading to an important source of employment. Education and training in the field : a challenge as a response to the industrial demand. Education and training : a dynamic area for the improvement and the development of innovative training method (Problem Based Learning, serious game, immersive rooms, simulators, behaviour training, real case studies ) : as a necessity for transmitting knowledge, skills and attitudes, as a necessity to attract new generations to science and technology, to nuclear field. A domain hampered by negative images of nuclear and of dismantling. Lot of efforts are to be devoted to promote jobs and careers in the fields, to promote an high tech image of dismantling (a field of innovation and innovative solutions, a field of constant research of optimization). International networking(learning methods, communication, promotion, visits, internships ) : a good way to enhance attractiveness. PAGE 26
