1 National Youth Leadership Training is an exciting, action-packed program designed for councils to provide youth with the leadership skills and experience they can use in their home units and in other situations demanding leadership of self and others. Every unit should have at least one representative attending NYLT. NYLT is the highest level of training a Scout can take at the council level. In order to attend NYLT, youth must have completed Introduction to Leadership Skills prior to the course convene date. Graduates of NYLT are then eligible to attend the ultimate in national BSA youth training at Philmont called National Advanced Youth Leadership Experience (NAYLE). The NYLT course centers around the concepts of what a leader must BE, KNOW, and DO. The content is delivered in a team-oriented, outdoor setting with an emphasis on immediate application of learning in a fun environment. The key elements are taught with a clear focus on HOW TO. The skills truly come alive the last training day as the team goes on a Quest for the Meaning of Leadership. The new NYLT integrates the best of modern leadership theory with the traditional strengths of the Scouting experience. Through a wide range of activities, games, and adventures, participants will work and play together as they put into action the best Scouting has to offer. Strong leaders are made not born! Make the most of yourself at NYLT IMPORTANT FOR YOUTH, PARENTS AND UNITS WHAT SHOULD I EXPECT? National Youth Leadership Training (NYLT) is an exciting, action-packed program designed to provide 13 to 20 year old youth members of BSA with leadership skills and experience they can use in their home units and in other situations demanding leadership of self and others. The term "Servant Leadership" and Be, Know, Do will be reinforced throughout the course. NYLT is now open to all youth (male and female). Upon arrival to the course, each Scout will be assigned to a team of 6-8 youth with diverse backgrounds, but similar in age. HOW DO I REGISTER? Registration is handled through the East Carolina Council service center. Download the application here.. The applicant and Unit Leader will need to sign the application. Applications will not be accepted without the applicant s and Unit Leader s signature. Deliver the application with full payment to Council Service Center. If there is not space in the course, you will be placed on a waiting list. Past history has shown that applicants on the wait list have been afforded the opportunity to attend the course. Any Scout on the wait list who does not make into the course on the course convening date will be offered a refund or credit for the following course. After 30 days prior to the course there will be no refunds. Once the applicant starts the course it will be REQUIRED the applicant is present
2 for the duration of the course on both weekends for all events. There will be no make up sessions if an applicant does not attend an event and there will be no refund. IS THERE AN AGE REQUIRMENT? Yes, NYLT is designed for training leadership skills and as such does not have the time to teach basic scouting skills. Therefore, for Boy Scouts the course is limited to those mature youth who are at least 13 years of age, and are at least a First Class Scout. The requirements for Venturers and Sea Scouts are, mature youth,who are at least 13 years of age, and have completed the eighth grade (the eligibility age for Venturing programs). These are national guidelines and will not be changed for this course. Please contact the course director if you have any questions. WHAT DOES IT COST? NYLT provides food, supplies, and awards for the course participants. For this reason, we must charge a fee for participation. Every person attending including adult advisors and youth staff will pay a fee to cover these expenses. Registration for 2015 is now open. Fee for participants: $200 total cost paid on or before March 31, 2015 $215 total cost after March 31, 2015 FOR UNIT LEADERS AND UNIT COMMITTEES We highly encourage Unit Committees to offer at least one scholarship for NYLT for ½ of the course cost for your participant(s). NYLT is a Leadership training course, NOT a summer camp or camporee. Therefore, meeting the minimum requirement of rank, age, and completion of Introduction to Leadership Skills for Crews/Troops needs to be adhered to. Likewise, it is imperative that you screen your applicant to ensure they have the maturity to attend a leadership course. The aforementioned serves as the foundation to ensure all participants receive the most out of NYLT. As BSA's premier National Youth Leadership training experience, the knowledge gained at NYLT has direct influence for the continued and enduring success of your unit. A trained YOUTH leader will contribute significantly in retention, recruitment and unit operations. Invest in the future, and they will pay it forward! Refund Policy The NYLT course has limited space. Therefore, a youth accepted for the course and has paid the deposit is expected to attend the full program for both weekends. Refunds will be provided only for the following: 1. Death of Relative 2. Physical Limitation/Medical Situation 3. Approval of Course Director Please not that all approved refunds will be assessed a minimum of a 15% administrative charge. However, the Council reserves the right to charge to the person requesting the refund any fixed costs paid on behalf of that participant.
3 The individual or parent\guardian must apply for the refund. Refunds will not be granted within 30 days of the course convene since program items will have already been purchased for participants. By design, the course can hold 48 participants, so it is imperative you commit and pay in full no later than March 31, The goal of BSA is to have every youth leader graduate from NYLT. It is intended that every eligible unit submit at least one Scout to attend NYLT; however, units may send more than one youth who meet the requirements. Registration is on a first come, first serve basis. NYLT has sold out in 2013 and I HAVE A SPECIAL NEEDS CONCERN. Our objective at NYLT is to provide Leadership training to ALL youth attending, regardless of physical or other limitations. Therefore, if your youth has special needs, contact the Course Director, Barbara Parker (910) so we can address them before the course begins. Please give us notice by June 1, 2015 of any dietary requirements. DO I HAVE TO WEAR A UNIFORM? The answer is ABSOLUTELY YES. THE UNIFORM IS A REQUIRED PART OF THIS YOUTH LEADERSHIP TRAINING COURSE! Boy Scouts, Varsity Scouts and Sea Scouts are required to wear the FULL prescribed BSA Field Uniform (excluding neckerchiefs and bolos) properly. Leading and reverence to self and pride as scouts are elements brought forward at NYLT. Corrections will be made to those participants not wearing the uniform properly. This includes their BSA shirt uniform un-tucked. Venturers will wear their recommended BSA Field Uniform. Youth participants will wear their Field Uniform (see description below) when they arrive at NYLT. The Field Uniform is also worn at all Flag Ceremonies, dinners and several other times throughout the course. When youth are not wearing their Field Uniforms, they wear an Activity Uniform (see description below). The Activity Uniform is the same uniform as the Field Uniform except the participants' team shirt replaces the designated Scout shirt. This means the youth wear the Official BSA Scout shorts or pants and BSA Scout socks throughout the course. Participants will also receive course materials, 1 activity shirt and a name tag. Some troops have an "experienced" uniform program, or think about borrowing these items from another Scout (hopefully about the same size as your Scout) in your unit. WHAT DO I NEED TO BRING TO NYLT? o Field Uniform appropriate to the participants program (at least 1 pair of long pants) o Daily change of underwear and socks (Bring Extra) o Toothbrush and Toothpaste o Hand Towel o Bath Towels o Washcloths o Comb, Brush, Mirror o Deodorant o Shampoo o Soap in container o Raincoat and/or poncho o Good and comfortable pair of shoes o Flip Flops for Shower o Pajamas o Sleeping Bag o BSA Style hat (opt) o Pillow o Camera & film (single use camera's work GREAT!) o Watch (Important) o Pocketknife (Totem Chit) o Laundry Bag o Individual First Aid Kit (Weekend #2 only) o Mess Kit and Canteen (Weekend #2 only) o Tent o Backpack Do not bring electronics, cell phones and other devices. The NYLT Staff will assume not responsibility nor deal with lost or stolen items. It will be incumbent upon each participant to manage and take care of his or her own equipment IS FOOD OR MONEY REQUIRED? SCOUTS SHOULD NOT BRING ANY FOOD WITH THEM TO NYLT. Food in tents and billeting areas will attract animals and ants. All the meals during the course will be provided. We will be also providing snacks throughout the course.
5 There will be plenty of good food to eat! A small trading post will be open after class activities. Any youth that brings money does so at their own risk. Please note, if the youth has any food allergies, it is crucial the youth and the parents inform the Course Director no later than June 1, DO I NEED TO HAVE A BSA MEDICAL FORM? YES! Annual Medical Form Part A, B, and C must be current, complete and signed by both parent/guardian and physician. Physicals will be accepted and screened at course reception. BSA medical forms are valid for 1 year. Please ensure the participant s medical form is valid for the duration of the course. Therefore, no form should be dated any earlier than July 24, Medical forms will only be accepted at check in. If your unit maintains a copy of your medical form, please ensure that you acquire that form prior to arriving at NYLT. WHAT IF I HAVE MEDICATIONS? NYLT has an adult advisor who is trained as, and will serve as the medic. When the youth checks in at NYLT, they will also check with the medic who will review any medications. Medications must arrive in their original containers with clear instructions on dosage. In most cases, medications will be held by the participant during the course. It is the youth's responsibility to take his/her medications when needed. The medic will provide general reminders throughout the day, but will not be able to track individual medications. If this is an issue, please discuss with the medic or the Course Director during registration process. For Health and Safety reasons youth should bring with them an emergency inhaler and/or EPIPEN if applicable. REMINDER: You must have the current and BSA Health Form completed and signed by both parent/guardian and physician. Those who do not will be turned away, will not be able to attend the course, and will not receive a refund. If you have questions about this please contact the Course Director. Medical forms will only be accepted at check in. WHAT ABOUT MERIT BADGES? Although the books and activities require the skills needed for certain merit badges, NYLT focuses on teaching the participants how to teach a skill, not to complete a merit badge. Remember, NYLT is not summer camp or camporee. It must be treated and approached as a leadership course or academy. The objective of NYLT is to train leaders - "Servant Leaders." With that said, the skills the youth will learn at NYLT will help them advance in their respective units. IS THERE ANYTHING ELSE I NEED TO KNOW? The NYLT provides skills that go beyond scouting to critical skills required in the workplace and for life. We therefore encourage you to promote every eligible and mature youth to attend. Because we are conducting this course using the twoweekend model, we need to start promptly. The NYLT staff is aware that August 2, 2015 may be the travel day for Scouts going to NOAC. Class start times will be announced in October All efforts are being made to adjust the class
6 schedule for an early departure to allow Scouts to attend NOAC on August 2, Scouts must complete all sessions in order to receive credit for the course. The course is fast-paced and requires the attention of all youth. Please read the discipline policy on the application and encourage your son/daughter to be on good behavior during the course. Knowing the caliber of youth being sent by their respective units, I anticipate no discipline problems. Please pick-up your son/daughter promptly at the conclusion of the program each weekend. The staff has additional work that must be completed before we can go home to our families. If you are more than 30 minutes late, please contact the Course Director. Barbara Parker s cell number will be provided to you at a later date. Pickup times for each weekend will be disseminated later. When you arrive to pick up your participant, please be patient as they may be in the process of cleaning the course facilities. No participant will be allowed to depart prior to course areas being cleaned and brought back to a state at or better than we accepted it. Please do not ask permission for the participant to leave any earlier. On the final training day of the course there will be a Closing Ceremony. As this is part of the program, all participants will be required to attend. You are highly encouraged to attend as well and see your youth graduate from this leadership program.
