In a general memorandum issued late Monday afternoon, the governor stated that this is effective Monday April 6, The letter was issued prior to the close of business on Monday and copies were sent to Lt. Governor Lemanu Peleti Mauga, District Governors and Fono leaders. According to the letter, the governor executed his authority under the constitution of American Samoa and appointed Tuiagamoa Tavai, who is a leading registered chief, and who will serve at the pleasure of the governor. According to the Governor, Satele is no longer serving as Secretary of Samoan Affairs and thus effective today April 6, 2015 Tuiagamoa Tavai is designated as the Acting Secretary Secretary of Samoan Affairs until further notice. On behalf of Lemanu Peleti Mauga, Lolo extended his profound gratitude and appreciation to Satele for his service to the people of American Samoa, and to the administration for the last two years. The governor wished Satele all the best in his future endeavors. In January, Lolo told Samoa News that he and the Lt. 3 samoa news, Wednesday, April 8, 2015 Page 3 Super alia concept being considered by Fili Sagapolutele, Samoa News Correspondent The Western Pacific Regional Fishery Management Council has commended Gov. Lolo Matalasi Moliga for taking action to improve the local alia fishing fleet by moving forward to find money to construct large alias or super alias. The Council s comments was made in a Mar. 24 letter signed by its chairman Ed Ebisui and executive director Kitty M. Simonds, officially informing the governor that the Council has approved the recommendation to allow up to 12 nautical miles seaward for the American Samoa based U.S. longline fleet to fish in the Large Vessel Protect Area of the territory. (See Samoa News edition Mar. 31 for details) We are encouraged to hear that you are acting quickly to fund the construction of 10 new alia vessels, an initiative that is based on the vessel design described in the recently completed report by the Council, the letter says but didn t give any other details. Asked for a copy of the completed report, which covers the new alia vessel design project, the Council provided Samoa News with the 2014 Development of a multipurpose fishing boat for American Samoa fishermen 20-page report for consideration of the Council and the American Samoa Government. The report says that while the alia is preferred by most local fishermen, there is need to modify the alia design to provide an improved and more efficient boat for American Samoa fishermen. Additionally, the new alia iniative is a priority project included under the American Samoa Marine Conservation Plan (ASMCP). In preparation for the development of the new fishing boat, all local fishermen consulted expressed interest in the fishing boat that has the following features: a larger version of the present alia; enhanced sea safety of fishermen; facilitates fishing operations; caters for longer fishing trips; increases carrying capacity; provides better quality of fish; provides easy maintenance; provides cheap operation; and affordable to local fishermen. These essential features are absent from most if not all alia fishing boats, and those around 30 feet in length presently used by fishermen, according to the alia report, which includes other issues such as boat building capacity, fishermen training and a fishermen lending scheme. It also contains the particulars for the protopye of the boat - such as 40.4 feet in its overall length, engine power recommendation, service speed, fish hold volume, and fuel tank capacity. The boat would be suitable for many fishing methods - e.g. pelagic long lining, bottom fishing, trap fishing, net fishing and trolling. According to the report, the boat s design is based on the United Nation s Food and Agriculture Organization (FAO) information, in consultations with local fishermen and regional fisheries experts, and advice from the original alia designer. It also says that two financing options were examined to facilitate the production of the prototype alia boat. The first option involves the ASG bearing full responsibility for costs with the boat to be eventually owned by the Department of Marine and Wildlife Resources. This option is costly for the ASG as it contributes $324,200 for the production of the boat, the report states. In the second option, it involves a cost sharing arrangement between the ASG and a private fisherman with the boat to be eventually owned by the private fisherman. This option is cheaper for the ASG as it contributes $147,000 for production of the boat, while the private fisherman contributes $177,200 for construction materials, equipment and fishing gear, it says, adding that this option is being recommended. According to the report, the creation of the new fishing boat project for American Samoa fishermen is seen as the principal project to promote sustainable fisheries development among small-scale fishermen. Additionally, this can only be possible with Government support and availability of resources. BACKGROUND At a cabinet meeting late last month, the governor also revealed that the government is in the process of developing new fishing alias super alias. She said ASEDA was looking at various avenues to generate new revenue to help repay the bonds which are to be issued by ASEDA, and also to assist ASG with money issues. She said ASEDA discussed the needs of Immigration and Customs offices and Talauega who is also a member of ASEDA suggested a clearance fee to raise more revenue to help the government. However, senators remain concerned with the possible loss of FAA funds, if this bill is enacted into law. Galeai recommended that the committee seek an opinion from the Fono s legal team, if the measure can be amended by the Senate taking out the Pago Pago Airport and keep the Port of Pago Pago to get the $20 clearance fee. The committee is expected to get a final answer today from the Fono attorney, before making a decision on this bill. (See Samoan stories yesterday and today s edition. See Mondays edition on FAA laws dealing with fees and charges imposed by airports.) BACKGROUND In the proposed bill, the governor says that American Samoa controls and manages its own borders, while across the country, it s the federal government that bears the costs of managing the airports. It s noted that the revenue raised is to recoup the cost of providing homeland security, immigration, customs, public health and agricultural services to those traveling in to and out from American Samoa. Samoa News notes the Samoa entry fee has long been a bone of contention with American Samoa nationals who are required to pay it, while American citizens are not. It was the focus of a recent town hall meeting with Congresswoman Aumua Amata, who said at the time that it was not a federal issue, but local. Governor Lolo, in his response to the issue, has said it is the right of Samoa and what they decide to charge, for whatever reason, is their business, not the Territory s. A fisheries official told Samoa News that the questions that you have to ask for this type of investment are: What is the carrying capacity for such a boat? Will it have its own refrigeration or will it have to take ice? How heavy with this boat be? The official said, the last prototype showed 2 x 40hp outboard engines, and this is not adequate for that size of boat and everything that needs to be carried and moved. The proposed prototype is calling for about 10 tons of carrying capacity, and this would require at least 2 x 90hp engines. This increases the cost of the boat itself and the operating costs as more fuel is required. Will local fishermen, who are crying poverty, be able to afford the more than $170K plus needed to buy the super-alia? The investment is huge and there is not a lot of data or even a feasibility study on fishing in the 50-mile zone of American Samoa, the fishery official said, which could be used to review projected revenue returns versus the fisherman s investment is it viable? American Eagle Flight 2536 was scheduled to fly about 125 miles from Dallas-Fort Worth International Airport to Wichita Falls, Texas, on Sunday night. The plane left nearly a half-hour late, and when it got to Wichita Falls, the pilot told passengers that the runway lights were turned off and there was nobody at the airport to turn them on, according to officials in the city of 100,000 people. Wichita Falls officials first said that the Eagle pilot had the wrong radio frequency to turn on the lights on the main, 13,000- foot runway. Like many other small airports where control towers are not staffed around the clock, pilots in Wichita Falls can operate the runway lights with their radio system. But on Tuesday, city aviation director John Burrus said that Sheppard Air Force Base, which shares the facility, had closed the runway and turned off the lights. Burrus said Sheppard notified pilots of the closure. He added that the American Eagle jet could have landed on an adjacent, 10,000-foot runway that was lit. Pacific Daily News, a Guam newspaper, reports the statue was supposed to be unveiled this month at its future home in the village of Asan, but the ceremony was delayed. Asan-Maina Mayor Joana Margaret Blas says organizers did not want to present the statue without the rest of the park. California sets water use targets amid record low savings SACRAMENTO (AP) California cities face mandatory targets to slash water use as much as 35 percent while regulators warn voluntary conservation hasn t been enough in the face of a devastating drought. Underlining their point was data released Tuesday showing a new low in saving water. Residents did less to curtail water use in February than any other month since officials started tracking conservation. Along the south coast, home to more than a third of Californians from San Diego to Los Angeles, residents actually showed an increase in water consumption despite longstanding calls for cutbacks. Overall, the numbers indicate that statewide water use fell by less than 3 percent in February as compared to baseline data established in 2013, the last year before Gov. Jerry Brown declared a drought emergency. Travis Gottlin thought he had lost his 2-year-old dog Ashii after it slipped under the Chena River ice Friday near the Angel Rocks trailhead, about 50 miles east of Fairbanks, the Fairbanks Daily News-Miner newspaper reported. All Gottlin could see was darkness and water, and he couldn t break through the thick ice, so the outcome looked bleak. Gottlin, a science teacher in the interior Alaska community of Nenana, heard a bump under the ice and the sound of Ashii whining about 20 feet from where the dog disappeared. The ice was thin enough there that Gottlin was able to kick out a hole large enough to grab Ashii by the collar and pull him out. Dog and owner were both soaking wet. The Post Register reports that 24-year-old Jacob Mahonri Espinal was credited with 151 days at his sentencing Monday in 7th District Court. Espinal pleaded guilty in March to grand theft and computer fraud. Investigators say Espinal was a student employee with access to a computer system that allowed him to change his status from being on academic probation to being a straight-a student. Judge Greg Moeller says Espinal stole not only grades but also somebody s spot in the university. 400-pound alligator moved from Texas pond to preserve GROVES, Texas (AP) A 400-pound alligator safely hauled out of a Southeast Texas pond has a new home at a tourist attraction that caters to gators. Gator Country preserve owner Gary Saurage said Tuesday that the 11-foot reptile joins more than 400 other alligators at the preserve in Beaumont, Texas. Saurage got the animal after a landowner in nearby Groves called about an aggressive alligator in a rural pond where children swim. Saurage went to the swampy site to rope and remove the male alligator, which he estimates is 35 to 40 years old. The biggest creature at Gator Country is a 12 foot, 6 inch alligator nicknamed Kong. Police said Tuesday that a number of safe deposit boxes were broken into. They said the burglary was reported Tuesday morning when jewelers opened for business. It is believed the boxes were broken into during the long Easter holiday weekend. It was not clear how many items had gone missing or how much they were worth. Detectives wearing special forensic clothing were searching the scene and looking for clues. Some were seen leaving the site carrying evidence bags. There were no signs of forced entry visible from the exterior of the building. Hatton Garden is home to London s diamond trade and to other types of gem specialists. It is believed that many jewelers stored diamonds and gold in the boxes during the holiday weekend. Burger King to pay for the wedding of Mr. Burger, Ms. King SPRINGFIELD, Ill. (AP) Burger King is paying the expenses and providing gifts for the wedding of an Illinois couple with an interesting connection to the fast food restaurant chain. Joel Burger and Ashley King accepted the company s proposal Monday. The State Journal-Register reports that the couple has been known as Burger-King since they were in the fifth grade together, in New Berlin near Springfield. The couple announced their engagement this spring with a photo next to the sign at a local Burger King restaurant. Although a woman s name usually comes first in an engagement announcement, they decided to flip their names. A Burger King spokesman says the company felt an overwhelming urge to help the happy couple celebrate their upcoming marriage. The Burger-King nuptials will be held July 17 in nearby Jacksonville. Brazilians protest against the outsourcing of jobs SAO PAULO (AP) Thousands of workers staged rallies in 12 cities across Brazil on Tuesday to protest a proposed law that would allow companies to outsource their labor force. The biggest rally occurred in the federal capital of Brasilia, where some 3,000 demonstrators gathered in front of Congress hours before lawmakers were expected to vote on the measure. Except for a brief clash between police and demonstrators in Brasilia, the rallies across Brazil were peaceful. Most drew less than 500 people. In Sao Paulo, Brazil s financial and industrial nerve center, less than 1,000 people took part. The rallies were organized by the Central Workers Union, Brazil s largest labor union umbrella organization. It fears the legislation could lead to dismissals and the hiring of outsourced workers at lower wages. Besides voicing opposition to the proposed law, the rallies were also called to show support for state-run oil company Petrobras, which is at the center of what federal prosecutors call the biggest corruption scheme ever uncovered in Brazil. Ex-firefighter charged with holding four others hostage ELKINS PARK, Pa. (AP) Authorities in suburban Philadelphia have filed charges against a just-terminated volunteer firefighter who they said held four firefighters hostage at gunpoint last week, firing one shot into a wall before surrendering an hour later. Cheltenham Township police said that following a mental health evaluation, 25-year-old Paul Jordan has been charged in Montgomery County with kidnapping, attempted kidnapping, aggravated assault, terroristic threats, reckless endangering, unlawful restraint and weapons offenses, among other counts. Police said he was arraigned Tuesday and ordered held in lieu of $1.5 million bail; court documents don t list an attorney who could respond to the charges. Korea SEOUL, South Korea (AP) A South Korean activist said Wednesday that he launched balloons carrying thousands of DVDs of a movie depicting a plot to assassinate North Korean leader Kim Jong Un across the border into North Korea. Lee Min-bok said he had launched balloons carrying The Interview four times from South Korean border towns, most recently on Saturday. Lee says his balloons also contained bundles of dollar bills and political leaflets criticizing Kim s government and highlighting South Korea s economic prosperity in hopes of inspiring North Korean people to resist the leadership in Pyongyang. North Korea considers leaflets an attack on its government and has demanded that South Korea ban activists from sending them. The North last year opened fire after activists launched balloons toward the North. Seoul says the activists are exercising free speech. But the South Korean government recently urged anti-pyongyang activists to refrain from flying propaganda balloons into North Korea, saying such activities could worsen relations between the countries and put villagers in South Korean border towns at risk. America to improve Pacific food security C Y C Y M K M K Suva, Fji Almost 70 new varieties of potato and sweet potato will soon be available to Pacific Island countries and territories, to improve food security across the region. The Secretariat of the Pacific Community s (SPC s) Centre for Pacific Crops and Trees (CePACT), based in Suva, Fiji, has received 42 new potato varieties as tissue cultures that are sub-tropical, heat-tolerant and resistant to some potato viruses. Potato is becoming one of the most consumed crops in the Pacific Islands region, with some countries and territories beginning to grow potatoes, while Fiji imports FJD 17 million of potatoes ever year. The new potato varieties originate from Peru, while the sweet potato tissue cultures are also mainly from Peru, as well as Argentina, Bolivia and Ecuador. Accessing new, adaptable and resilient hybrids will assist countries and territories with import substitution to improve food security. The Centre also received tissue cultures of 27 advanced hybrid sweet potato varieties, all of which have orange and purple flesh that is high in nutrients to help improve diets in Pacific communities, SPC Genetic Resources Coordinator, Valerie Tuia, said. The fast-growing and early-maturing sweet potato varieties are an ideal crop in disaster rehabilitation efforts and food security programmes, although we re currently preparing other varieties for anticipated distribution in the coming weeks to areas impacted by Cyclone Pam, she said. In Cook Islands, Niue and Samoa these orange and purple varieties are very popular for the tourist market and they will support smallholder farmers supplying this market. A growing demand by Pacific countries and territories for disease-resistant and nutrient-rich crop diversity, that is suitable for a tropical climate, prompted CePACT to continue sourcing new, improved varieties from its partners in the Consultative Group of International Agriculture Centres (CGIAR). The new crops were acquired from the International Potato Centre, based in Peru, one of CePACT s partner institutes in the CGIAR group. The materials are part of the global genepool of the multilateral system of the Food and Agriculture Organization of the United Nations (FAO) International Treaty on Plant Genetic Resources for Food and Agriculture, in collaboration with the Global Crop Diversity Trust. SPC s strategic partnership with the New Zealand Ministry of Foreign Affairs and Trade enables SPC to source, multiply and distribute new resilient crop diversity to support community food security projects in the Pacific. The Fiji Biosecurity Authority of Fiji also provides valuable support to SPC s work by facilitating provision of import permits using international standards so that Pacific countries and territories can access these new varieties. The Federal Court on Wednesday unanimously overturned a decision by Justice Michelle Gordon in February last year that ANZ had been illegally imposing penalties for late payments on credit cards. Gordon s ruling meant one of Australia s largest banks was liable for a multimillion dollar payout to thousands of customers. A lawyer representing customers in the class action law suit, Andrew Watson, said Wednesday s decision will be appealed in the High Court. Utah inmate dies after provider fails to show for dialysis SALT LAKE CITY (AP) A Utah prison inmate is dead of an apparent heart attack related to renal failure after a dialysis provider didn t show up for a scheduled treatment for two days in a row, a prison official said Tuesday. Ramon C. Estrada, 62, was set to be paroled in less than three weeks when he died Sunday at the prison in Draper, Utah Department of Corrections spokeswoman Brooke Adams said in a statement Tuesday afternoon. He was scheduled to have dialysis Friday at the prison s treatment center, but a technician did not show up on Friday or Saturday. The technician or technicians involved worked for a University of Utah Hospital clinic that provides dialysis for the prison. Kathy Wilets, a University of Utah Hospital spokeswoman, said there appears to have been some miscommunication with South Valley Dialysis technician scheduling, and the hospital is investigating. We have a responsibility to provide quality care for patients. We will now conduct a thorough review of the circumstances that led to this unacceptable mistake and will take whatever steps are necessary to improve communications and procedures, Wilets said in a statement. 560 dead amid new fears of humanitarian collapse in Yemen SANAA, Yemen (AP) As tons of desperately needed medical supplies await clearance to be flown into Yemen, aid workers warned Tuesday of an unfolding humanitarian crisis, saying at least 560 people, including dozens of children, have been killed, mostly in a Saudi-led air campaign and battles between Shiite rebels and forces loyal to the embattled president. More than 1,700 people have been wounded and another 100,000 have fled their homes as fighting intensified over the past three weeks, the World Health Organization said. The Red Cross shipment would be the first to reach Yemen since the start of the Saudi-imposed air blockade. Sitara Jabeen, a Geneva-based spokeswoman for the International Committee of the Red Cross, said a cargo plane with 17 tons of medical supplies was in the Jordanian capital, Amman, awaiting the go-ahead from coalition forces to land in Sanaa, hopefully on Wednesday. Another 35 tons of supplies were also ready for shipment, she said. If these medical supplies do not reach Yemen, then unfortunately we are afraid many more people will die, Jabeen said. She said a surgical team was also awaiting clearance to dock in the embattled Yemeni port of Aden, where heavy fighting Monday left streets littered with bodies. The Sacramento Bee reports that organizers ordered 510,000 plastic eggs to try to break the world record of 501,000 from a 2007 hunt in Florida. The event Saturday at the Capitol in Sacramento became chaotic when people lunged for the eggs as soon as they hit ground. Participants could trade in the shells for candy. The parents argued over whether adults should be allowed to help the kids. Some people complained that the event was poorly organized. There was no record set because the eggs arrived just two days before the event, which was past the deadline for Guinness World Records certification. the ObservATORy at One World Trade Center opens on May 29 NEW YORK (AP) The observatory at the top of One World Trade Center, the tallest building in the U.S., will soon be open to the public. Tickets will go on sale starting April 8, and the observatory will officially open May 29. The observatory takes up levels 100, 101, and 102 of the center. The main public viewing space is on the 100th floor, with restaurants on the 101st floor and an event space on the 102nd floor. Visitors will get a view of the city and its surroundings from above 1,250 feet. Tickets will be $32 for adults and $26 for children, ages 6 to 12. Admission will be free for family members of those who died on Sept. 11, as well as those who worked in the rescue and recovery. Authorities Man stashed two pounds of heroin in underwear NEW YORK (AP) Customs officials at Kennedy International Airport say they discovered shrink-wrapped cylinders filled with two pounds of heroin in the underwear of a Colombian man arriving in the United States. U.S. Customs and Border Protection officers reported the drug was found in the passenger s groin area when he was searched in a private room. The suspect, Ivan Vidal Forero, faces federal narcotics smuggling charges. He was arrested last week after he got off a flight from Bogota and was handed over to Homeland Security investigators. The two cylinders contained a powdery substance that tested positive for heroin, with an estimated street value of more than $61,000. Police in Elyria say Jaajaa was leaving McDonald s after her shift ended Friday and found Tate in the parking lot with the infant. Police say Jaajaa refused to take the baby because she had plans. They say Tate then left the child in McDonald s and drove off, prompting employees to call police. An officer later found the parents arguing in front of a Burger King. Jaajaa s sister is now caring for the baby. Colombian navy seizes more than 5 tons of cocaine on ship BOGOTA, Colombia (AP) Navy officials in Colombia say they have seized 5.2 tons of cocaine on a ship off the country s Pacific Coast. A navy statement issued Tuesday calls it the largest cocaine seizure in Colombia s Pacific region in the past two years and says U.S. Drug Enforcement Administration agents participated in the operation. The statement says the boat was seized 190 miles from the southern port of Tumaco in Narino province. So far this year, Colombia s navy says it has seized 22.8 tons of cocaine. Arrested in Calif., man charged with murder in Washington BELLEVUE, Wash. (AP) King County prosecutors have charged a 30-year-old man with first-degree murder and first-degree arson in the March 31 stabbing death of a 37-year-old woman in the Seattle suburb of Bellevue. Police said Song Wang was arrested early Tuesday at a Siskiyou County highway rest stop in northern California after a highway worker recognized him as a man sought in Washington state. Bail was set at $5 million for Wang after he was charged Tuesday in the death of Kittaporn Saosawatsri. Court documents say the woman found dead in her Bellevue apartment suffered roughly 20 stab wounds and her apartment was set on fire. A friend who co-signed a lease with the woman said she worked as an escort out of the apartment. Police issued an arrest warrant for Wang after analyzing the victim s phone records and surveillance video from the apartment building. On Wednesday, Satele met with the governor, and Samoa News understands there was a disagreement and during the incident, it s alleged that Satele told the governor that his chiefly title is not on the same level of Satele s paramount chiefly title. During the meeting, Samoa News understands the governor asked Satele why he was back at work, as he had not reported to him (the Governor) as to whether he had settled the situation in his village of Vailoa. In January, Samoa News had received reports of an alleged rock-throwing incident in the village of Vailoa, which resulted in the governor asking Satele to take paid leave. Samoa News further understands that there was inappropriate language used during the acrimonious meeting resulting in Satele walking out of the governor s office. Samoa News was also told by an anonymous source that last week Thursday, Lt. Governor Lemanu visited Satele at his residence in Vailoa to try and work things out, however on Monday afternoon the Governor removed Satele from his post. Samoa News was told that the letter replacing Satele was served to him late Monday afternoon, but as of press time phone calls to Satele were not returned. In addition, Samoa News contacted the Office of Samoa Affairs on Tuesday afternoon to ask if the government vehicle used by the former head of the office had been returned, and was told that the vehicle is still with Satele.

DPW DIRECTOR GETS AN EARFUL Public Works Department director Faleosina Voigt got an earful of complaints and concerns about horrible road conditions island-wide during a Senate Public Works Committee hearing, where senators vented their frustrations. The hearing last Tuesday gave senators a chance to relay to Voigt complaints about school repairs, which have been under the jurisdiction of Public Works since last year when the school maintenance division was transferred from the Dept. of Education. (See Samoa News edition Apr. 2 for school maintenance fund story.) There was also a call from senators for DPW to look at shoreline protection, or seawalls to protect the main highway. Senators say they have heard the same story from the government over the years we are working on improvements, but still a lot of roads are faced with the same problems. Voigt asked senators for their patience while the ASG works on improving roads, adding that some of the improvements, such as the project from Visa point in Lauli i to Fagaitua, are now underway. Responding to questions about DPW equipment, Voigt said the department s heavy equipment inventory is very limited. For example, there are only two backhoes, and when additional equipment is needed, they must rent it from the private sector. She says DPW is trying to get a new backhoe, which costs around $130,000. Regarding road repairs in Manu a, Voigt said that is being handled by DPW s maintenance crew there, and when heavy equipment is needed, they work with the private sector there as well. Senators urged Voigt to continue to look into purchasing heavy equipment, which is needed by the government, especially during natural disasters, so the government doesn t depend on the private sector for equipment. They also reminded Voigt that the Road Maintenance Fund account could be used to purchase equipment. Some senators have received complaints from Fagaitua High School about their main air conditioning system, which has been down for some time, leaving the classrooms hot. Voigt explained that a new air conditioning system contract was awarded late last year and the system was ordered from off island, but due to the labor dispute at ports in the U.S. West Coast, the contract faced a delay in shipping. She believes the new system is due to arrive on island around Apr. 8. Meanwhile, we have installed slip units on the first floor and use the current system to cool the second floor, she explained, adding that the contract for the new system also includes a maintenance service plan. She says Fagaitua High School is getting an accreditation visit on Apr. 22 so the high school is on the priority list. Become familiar with the library collection materials and bibliographic records in MARC format. Perform basic circulation services, including checking in and checking out library materials, filing daily statistics, and providing Xerox copies for library users. File library materials, keep shelves in order, and do shelf-reading. Keep records of periodicals, journals, and magazines. When necessary, bind pamphlets and other library materials. Compile library circulation desk statistics for Director s biweekly and quarterly reports. Maintain positive work relationship with other library staff and users. Participate in library meetings and/or workshops for the professional development of library personnel. Assist, help, and cover in all needed circulation desk duties. Perform other duties as assigned by the Director. Minimum Qualifications: Associate degree or high school diploma combined with library work experience. Have experience working in public service. Must be punctual and be able to work independently. Must be skilled in using a computer, able to learn new technologies, and have good verbal and written communications skills.
