2 Vendor must provide a plan that describes the Vendor s ability and strategy for promoting and supporting the contract, if awarded. The plan must include the information listed below. 1) Describe your company s strategy for marketing and selling the services listed in this RFO to eligible DIR Customers. CGI is very familiar with what it takes to market and sell services to eligible DIR customers as we already have experience selling these services. CGI has marketed and sold DIR services utilizing our DIR FileNet Services and DIR Staff Augmentation contracts. We will utilize the same marketing and selling approach if we are awarded this contract. Once awarded this contract CGI intends to evaluate all of the entities eligible to utilize this contract. CGI will then identify the key stakeholders in the government entity that may have a potential need. Once the individuals are identified CGI will establish a sales call plan to meet with key stakeholders. During this meeting CGI will discuss our capabilities in each category and ascertain if the entity has a need. If so CGI will market the DIR contract as a vehicle to procure these services and further pursue this business opportunity with eligible DIR customers. 2) Describe your company s strategy for providing sales, order processing, and support of eligible DIR Customers throughout the State of Texas. Once a SOW has been issued to selected vendors, CGI will assess each SOW to enable us to provide the highest quality service to the requesting entity. Once this assessment is complete and CGI determines that we can provide the requisite services we will then pull, from our pool of 25,000 professionals, the appropriate subject matter expertise (SME) to respond to the SOW. This SME will coordinate with the local Austin team and formulate our response to the SOW. If selected the SME along with the local representative will the coordinate contract negotiations, staffing and project timeline with the government entity. 3) Provide the projected total sales of the services listed in this RFO that your company anticipates making to eligible DIR Customers within the next 12 months. If available, show the projected sales breakdown between the following segments: State and Local Governments, Higher Education, and K-12. CGI plans to market this contact vehicle to all eligible DIR clients. CGI has a targeted sales goal of approximately $4.0 million in the next 12 months. At the present time we are not able to show the breakdown of sales between State and Local, Higher Education and K-12 groups because we do not fully understand the demand of each of these areas. 3 4) Do you have existing DIR contracts? If yes, how will this contract impact the marketing and support of your other contracts? How will your other contracts impact the marketing of this contract, should you receive an award? Yes, CGI holds two DIR contracts, one for FileNet services and one for IT Staff Augmentation. If we receive an award we do not believe that this contract will impact or impede the marketing or support of our other contracts because CGI is an IT software and services company. This type of work is part of our core competency and the reason why we have a customer satisfaction rating across all customers of 9.0 out of In addition, we do not believe that our other contacts will impact the marketing of this contract because it provides CGI and all DIR eligible customers with another mechanism for soliciting IT services. It has been our experience that DIR eligible customers prefer to procure IT services from a vendor on a firm fixed price deliverables basis. In lieu of using the existing DIR Staff Augmentation contract DIR eligible customers are spending significant time and money drafting and issuing RFP s. This contract vehicle will allow both DIR eligible customers and the vendor to increase their productivity by reducing the time and money it takes to procure to deliverables based IT services. 5) Provide an overview of the management and customer relationship team that will be responsible for managing the State s relationship in the event of being awarded a contract. Address the following: a. Describe the geographical reach of the Vendor, teaming partners and subcontractors (if any), to include, at a minimum, locations of corporate and branch offices as well as locations where work is currently taking place. Explain how these locations and any proposed new locations will be used in the performance of this contract. b. Provide names, titles, prior account management experience for accounts of the State s size and type. c. Provide an organization chart identifying the chain of command for managing this contract, including resource sourcing responsibility, and organization components that support this contract. In a narrative, describe how the Vendor will manage the contract to ensure uninterrupted, high quality performance and overall contract effectiveness. a. CGI Technology and Solutions Inc. is the 8th largest independent information technology and business process services firm in the world and the 5th largest in North America. Our geographical reach is vast. We have approximately 25,000 professionals in 117 offices in 19 countries around the world. CGI s Austin office located at 100 Congress Avenue, Austin, TX is where work will take place for this contract. The Austin office will be responsible for receiving and responding to all SOWs issued by DIR. The Austin office will be responsible for conducting all contract negotiations and staffing all projects won under this contract. b. Cindy Diaz is proposed as the account manager for this contract. Cindy has prior experience being the account manager for both Texas and Louisiana. Cindy is currently Page 3
4 the account manager for CGI s DIR FileNet Services Contract and DIR Staff Augmentation contract, and therefore she has experience managing accounts of this type and size. c. At CGI, we know how to make and meet commitments, and our corporate culture places high value on delivering first-rate business solutions for our customers customer satisfaction is our number one priority. We focus on selected industries to develop comprehensive subject matter expertise in the areas that we work. Our focused geographic model provides for the utilization of local resources to support and service our customers. This geographic model is supported by our dedicated service lines that provide subject matter expertise to our project teams by specializing in specific areas of our business. CGI places specific emphasis on the government market with approximately 30% of our revenues derived from this market. Our corporate organizational chart as it specifically relates to the US Central South Business Unit, the business unit that will be responsible for the execution and delivery of these services, and how these business unit staff will report directly up through the organization to provide for project success. Cindy has been managing customer relationships Page 4
5 throughout her entire 18 year career. She has managed IT projects and practices of varying size and complexity. She has extensive experience in large scale systems integration, outsourcing, risk and financial management. More recently Cindy has been responsible for managing the customer relationships on CGI s DIR FileNet services and Staff Augmentation contracts so she understands what it takes to manage an account of this size and complexity. Mike Wendland is responsible for CGI s Government practice in the South West and will be the Vice President ultimately responsible for the successful delivery of this project. Mike has 16 years of experience designing, developing, implementing and training on large scale systems implementations. He has 12 years of engagement and project management experience for large scale, mission critical projects and has 9 years of contract management experience focusing on risk mitigation, financial planning, service level monitoring, and business continuity planning. Over the past 9 years Mike has focused on managing client relationships, accounts and business development activities for his region with an operational focus to aggressively grow and manage large strategic relationships. Over the past several years he has focused his energy on building the South West Government practice and expanding strategic accounts. The State of Texas is one of those strategic accounts and as an Austin resident has a vested interest in seeing that the DIR DBITS program is successful. Mike reports directly to Bob Hannum. Bob Hannum is the Vice President responsible for CGI s public sector US Central and South Business Unit. Bob reports directly to Nazzic Turner. Nazzic Turner is the Senior Vice President responsible for CGI s commercial and public sector US Central and South Business Unit. Page 5
