4 Background of the CDM Loan Scheme The Conference of the Parties serving as the meeting of the Parties (CMP) adopted the Guidelines and modalities for the operationalization of a loan scheme at CMP.6 in Cancun, Mexico, in December UNFCCC secretariat selected an implementing agency: To maintain independency in the loan recipient selection process The United Nations Office for Project Services (UNOPS) was selected, in a joint proposal with the UNEP Risoe Centre (URC). Officially launched last April, during Africa Carbon Forum in Addis Ababa, Ethiopia. 4
5 Eligibility criteria for projects to obtain a loan Located in countries with fewer than 10 registered project activities Minimum emission reductions of: o 15,000 tco2eq/year Non-LDCs/Non-SIDS o 7,500 tco2eq/year LDCs/SIDS To cover for the costs of: o Development of PDDs o Validation o First verification Interest-free USD 5.7 million available as of 31 December

10 Background of the Help Desks The secretariat has identified key areas where direct support to DNAs and project developers can contribute to enhancing regional distribution, leading to the establishment of two Help Desks. The Help Desks are independent from the assessment of projects and operational entities. They do not guarantee the registration of projects or issuance of CERs. 13
