4 Access to repair and maintenance information (RMI) Access to RMI via On-Board Diagnostic (OBD) Ø Access to RMI discussion started anew at political level with the introduction of OBD in California in 1988 ISO standard of OBD plug-in and emission-related codes; Ø Introduction of European (E)OBD in Europe for petrol engines and for diesel engines in the early 2000s, together with Euro 3 legislation; Ø Actually: main objective of the type approval legislation was emission control not answering the question of fair competition!
5 Access to repair and maintenance information via OBD Non-discriminatory access to RMI Ø For the first time: non-discriminatory access to RMI granted in Regulations Euro 5 (EC No. 715/2007) and 6 (EC No. 692/2008); Ø Update Euro 5 & 6: Access related to independent operators justified interest; Ø The next step of vehicle technology development and new access to car data: in-vehicle telematic systems.

10 The networked vehicle consumers choice and data protection It should be ensured that consumers remain free over the vehicle s lifetime to decide if and with whom their vehicle communicates ; Built-in activation/deactivation features for add-on services which the consumer can select and deselect any time are needed; The consumer should further be provided with clear information about the processing of data carried by third-party providers.

Add-on telematic services offered by bigger car brands: Ø Ø Ø Ø Ø Remote diagnostic and services; Real time traffic information; TPS ecall; Repair and maintenance fleet management (heavy duty vehicles);.. Telematics: New access for existing services and potential access for innovative services. Usage attractive for third-party, private service providers.
14 In a nutshell Ø The discussion on access to Repair and Maintenance Information is not new OBD Plug-In; Ø A relation between access to RMI and a fair competition is recognised by EU legislation Non-discriminatory access; Ø The new access to RMI will be the in-vehicle telematic systems; Ø But: For this new access currently no sufficient regulations or agreements exists for independent operators; Ø An assured open and standardised access to the interoperable in-vehicle telematic platforms is needed. Advocacy is needed now to protect consumers free choice and fair competition in the future aftersales market.
15 In a nutshell Access to RMI Discussion related to OBD: Ø ISO Standard OBD plug-in emission-related codes Ø Non-discriminatory access to RMI (via OBD) with Euro 5 & 6 Next Step New Access to RMI, e.g. with: But: Ø ecall type approval at EU level Ø possible ecall directive at UNECE* level (United Nations); Ø The in-vehicle telematic technology means a new access to car data for which currently no sufficient regulations or agreements exists. Ø More advocacy is needed to protect consumers free choice and fair competition. * United Nations Economic Commission for Europe In the future telematics mass market, an open access to interoperable in-vehicle platforms with a standardised interface is needed.
