4 Introduction 2 The body of work itemised in this publication is a product of the public-private partnership between the Department of Education and the Business Trust which set up the Colleges Collaboration Fund (CCF) in The CCF was managed by the National Business Initiative (NBI) and was established to support the transformation of the technical college sector in line with the vision of White Paper 4 of During the five years of its operation, the CCF supported the Department of Education and contributed to the transformation of the further education and training (FET) colleges sector. Part of its legacy is the assistance it gave to government to define the agenda for the continued development of the sector. Through the work of the CCF, an impressive body of knowledge, data and publications has been created. This has not only informed the transformation process thus far, but also provides the financial and management information necessary for the future governance of the sector. The CCF ensured that the research focussed on the key areas of policy implementation as highlighted by the National Department of Education and encouraged the active participation of all stakeholders through a mechanism of reference groups and provincial conferences. In this way policy makers and stakeholders alike developed a common understanding of the transformative challenges facing the FET colleges sector, took ownership
5 Publications and Programme Reports 1999 to 2004 Introduction of the data, gained a shared knowledge base, and began to frame an intellectual discourse around FET issues and challenges. The research work was not principally academic in nature or purpose, but was designed to inform the National Department of Education s planning process. It provided a knowledge base for provinces and FET colleges to develop strategic plans, improve the quality of decision-making, and inform the management of implementation. The concept of knowledge for use was devised to ensure that data were presented in a user-friendly, accessible format, including guidance on how information might be used in the preparation of strategic plans by colleges and provinces. This signposting on how to use and weigh information, together with the development of manuals on processes and procedures, demonstrated the CCF s prime purpose to provide practical support to provincial officials and college staff. The research was able to support policy implementation by remaining objective and independent of the national and provincial education departments and colleges. A key feature of the process was the ongoing dialogue that the CCF conducted with all relevant stakeholders. This enabled the research reports to highlight issues of concern and areas of strength whilst simultaneously ensuring that key policy aspects were addressed. 3 The publications that are cited in this brochure are the culmination of a peopledriven and collaborative experience combining the efforts of a range of players and organisations. The Director of the CCF team, Glen Fisher, and the Programme Manager of Research, Ros Jaff, would like to acknowledge the work of the CCF team and the contribution of their partners from the National Department of Education, Mr Khetsi Lehoko, Mr Themba Ndhlovu and Mr Steve Mommen, officials of the provincial departments of education and the principals and staff of the FET colleges. FET Colleges Analyses 4 In order to build up information about the sector (programmes, pass rates, learner numbers, age, qualifications and race and gender breakdowns of learners and staff), a major review of all colleges was undertaken in This involved colleges completing questionnaires and teams of researchers visiting colleges to interview members of governing councils, staff and learners. On the basis of these situational analyses and of studies of the provincial economies and labour markets, as well as the collection of financial data on the colleges, reports for each province and national overview reports were prepared. For the first time, comprehensive data was available about the work of the colleges, and baseline data had been gathered that could be used to inform policy and planning. 10 8 2. Partnerships Partnerships for the promotion and development of the technical colleges were central to the concept of the CCF, at every operational level of the FET colleges sector. In 2002, an audit of college partnerships showed there were partnership projects or linkages that involved colleges. The partnerships were forged between FET colleges and business and industry, educational institutions, community bodies, government departments and Sector Education and Training Authorities (SETAs). In 2004, the development of a sustainable collegeindustry sector became the key vehicle for sustaining the development impact of the CCF through the ongoing work of the NBI. 12 10 3. Capacity Building The capacity building programmes of the CCF aimed to develop college leaders, supported by a corps of professional managers and teaching staff. To strengthen existing capacity in the sector, a series of manuals, tools, templates and training materials were produced. These included a merger manual and planning template to assist college mergers, a strategic planning manual, and a financial management tool to support the development of operations and procedures. In addition, course materials were produced to support capacity building workshops aimed at the enhancement of management systems and staff capacity in all provinces. A staffing survey completed in 2004 drew information from a sector-wide survey and provided a critical analysis of the current policy and regulatory framework and its implications for the responsiveness of colleges. An international exchange programme, the Tirisano Fellowship, targeted under-represented black and female middle managers. The programme produced a motivated cadre of people with a better understanding of change management issues and who have strengthened management skills and expertise in colleges and national and provincial education departments.

FET Convention Three national conventions organised by the Department of Education and the CCF provided forums for discussion and the exchange of information about national and international developments in further education and training. Each of the three conventions attracted over delegates from the colleges, government departments, education and training providers, learners and employers. The conventions provided the Department of Education, and the Minister, with a platform to announce policy initiatives and to raise matters of concern with the sector. Senior officials of the Department also used the conventions to present priorities and future plans. Senior officials from other departments, notably the National Treasury and the Department of Labour, attended conventions to present their perspectives on public policy developments. International speakers from Namibia, the United Kingdom and Australia spoke at workshops and plenary sessions. Over time, the conventions attracted increased media attention. Advocacy The objectives of the communication and advocacy strand of CCF s activities were to raise the public profile of the FET colleges sector, to encourage debate and discussion about its potential to contribute to national economic and social goals, and to engender a positive climate for change. The main activities undertaken by the CCF were the publication of bulletins, the introduction of a dedicated website, and the establishment of a resource centre to archive CCF research and papers on FET developments throughout the world. This was set up for researchers and anyone interested in the sector. Following the closure of the CCF in 2004, this centre was handed over to the NBI to administer. Evaluation Reports The evaluation of the Colleges Collaboration Fund has involved the assembly of baseline data, a series of longitudinal studies based on a sample of colleges and the provincial education departments, and evaluations of discrete programmes and initiatives. The evaluation process aimed to provide a critical assessment of the work of the CCF, its impact on the performance of colleges and departments of education, and its influence on broader policy debate. The evaluation culminated in a final summative report which incorporates a description of all CCF activities and presents an analysis of the impact of these various activities.
