1 Appendix 1 Local Area Profile Gambling Premises: Hotspots of Recorded Crime, Vulnerable People and Vulnerable Places In the London Borough of Ealing there are currently 82 betting shops, 6 Adult Gaming Centres and 1 Bingo Hall. These premises pose potential risks to those who reside and work within the borough, in terms of associated crime and also in terms of problem gambling. Problem gambling is commonly defined as gambling to a degree that compromises, disrupts or damages family, personal or recreational pursuits. This appendix provides data and maps of the local area showing the risk profile of the borough for the Gambling Act Policy. Using national estimates of the population who are likely to be problem gamblers, we can infer that some 1,060 to 2,400 Ealing Borough residents may have a problem with gambling. The demographics of the Borough residents suggest that the true number of problem gamblers may be higher than the national average: there are slightly higher proportions of people with violent episodes of mental health problems; higher proportions of single men; and higher proportions of people with black and Asian ethnic backgrounds. There are also associations between gambling and homelessness and debt; the number of homeless households is over-represented in Ealing Borough and the total value of Ealing County Court judgements is relatively high. It is therefore probable that Ealing Borough residents are at a greater risk of experiencing problem gambling than average. Various types of gambling behaviour are associated with problem gambling. Problem gamblers are likely to participate in a range of gambling forms, and most likely to participate in spread betting; poker in pubs or clubs; betting exchanges; and to use machines in Page 1 of 20
2 bookmakers. Information about the prevalence of problem gambling amongst people who use adult gaming centres is not currently available. However, 7.2% of those who use machines in bookmakers are estimated to be problem gamblers against just 3.4% of those who play bingo. Around 5.8% of those betting on sports events (not online) are estimated to be problem gamblers. In the financial years from 2010/11 to 2014/15 a total of 719 crimes were recorded in Ealing Borough s betting shops, adult gaming centres and bingo halls. There is high annual variation in the number of crimes (and in the percentage of all crimes) which occurs in gambling premises annually. In 2010/11 the number of crimes was 2.4% higher than in 2012/13. Gambling premises crime hotspots are evident around West Ealing Broadway; Acton High Street; around the junction of Greenford Road and Ruislip Road; and around Ealing Broadway tube station. There are also hotspots on the junction of Southall Broadway and South Road; Kings Street in Southall. Approximately one third of all the crime in gambling premises is classified as Violence against the Person (257, 36%), with a further third (243, 34%) being Criminal Damage. The remainder is Theft and Handling (12%), Robbery (6%), Burglary (3%) and Drugs/ Fraud or Forgery/ Other (9%). Violence and drug related crime is however a higher proportion of all recorded gambling premises crime in Southall. Page 2 of 20
3 Problem gambling prevalence varies by gambling activity Problem gambler prevalence is highest amongst people who: Spread bet (20.9%) Play poker in pubs or clubs (13.2%) Use Betting exchanges (10.6%) Use machines in bookmakers (7.2%) Play casino table games (6.0%) The prevalence of problem gambling amongst those who frequent gaming centres is currently unknown. There is a lower prevalence of problem gambling amongst Bingo players (3.4%) and slot machine players (2.6%). Problem gambling prevalence varies by demographics Those at risk of problem gambling are most likely to be single, young, male, and have black or Asian ethnicity. Males are three times more likely than females to be at risk of a gambling problem and they are also more likely to participate in the kinds of gambling associated with higher risk. Problem gambling is over five times higher among those aged years than those aged 75 and over and young people also favour the kinds of gambling associated with higher risk. Single people are also more likely to be problem gamblers though this may be related to the typical age of gamblers at risk. Problem gambling prevalence varies by health behaviours Those at risk of problem gambling are also likely to smoke heavily and binge drink. Page 3 of 20
