1 Agenda Item #09-30 Effective Immediately Proposal to Revise the RN to BS in Nursing Major Rationale: The RN to BS in Nursing Program at Eastern was approved by CAA in 2005 to provide a public education avenue in this region to enable nurses with associate degrees or diploma nursing backgrounds to advance their educations and earn bachelor s degrees. Nurses who hold Bachelor of Science in Nursing degrees elevate the quality of health care in our region and state. East Central Illinois has a particularly low proportion of nurses prepared at the baccalaureate level. It is advantageous to the welfare of the area s citizens to facilitate the local preparation of nurses with baccalaureate educations. Adult Learners. Eastern s Nursing Program is serving a very specific population, nontraditional students who have returned to school following completion of a basic nursing program. Most of them also have had many years of experience in nursing practice leading to an average student age of 40 years, clearly in the adult learner category. Foreign Language Requirement Difficulties. Meeting the foreign language requirement is particularly difficult for students well past high school who have multiple work and other responsibilities. o There are similar situations at Eastern where no foreign language is required. In many ways the RN to BSN students are similar to the students in the Bachelor of General Studies and Career and Organizational Studies programs. The Bachelor of General Studies Program has never required foreign language for their adult student population. In 2004 CAA approved the removal of the foreign language requirement for the Career and Organizational Studies Bachelor of Science Degree Program (COS). o The timing of classes difficult for these students. Eastern s Nursing Program is delivered using methods that allow students to participate from a distance during the evenings. This schedule isn t available for foreign language classes. Because most of our students work full time as RNs, the requirement to come to campus four times per week during the day would be a considerable barrier to the nurses advanced educations. o The requirement for foreign language is unusual in RN to BS in Nursing Programs. As a member of the Illinois Association of Colleges of Nursing, Dr. Nelson, the Chair of the RN to BS in Nursing Program, has surveyed all of the Nursing Deans and Directors of member schools in Illinois about this issue. No RN to BS in Nursing program, including University of Illinois, Illinois State University, Southern Illinois University, and Lakeview College of Nursing, was identified that requires foreign language for graduation. Requiring foreign language puts our program in a less competitive position related to these other baccalaureate completion programs. The nature of the student population and the barriers to taking foreign language for working professionals reduces the accessibility of the Nursing Program. Accessibility to education is a principle element of the EIU Mission Statement. Therefore, we request that the foreign language requirement be removed effective immediately for this degree. 1
