Electives vary as determined by the Certification Committee Professional Certification Certificate Program PURPOSE To provide professional development experiences and recognition for the wide variety of assignments, duties and tasks of School Business Officials. These duties may include construction management, personnel management and many others. The certificate program will meet the need for a formalized training program to assist in preparing entry-level candidates for the position. Increasing demands of the position require enhanced skill levels. Payroll/Personnel Certificate Program Core Curriculum (All 24 core hours are required) 1. Employee Leave Laws 2. FLSA Wage and Hour 3. School Law I 4. Employment Legal Issues 5. Benefits and Tax Reporting (formerly Employee Benefits and Employer Tax Reporting Requirements) 6. Accounting System and Personnel Reporting (formerly Personnel Reporting) 7. Utilizing Technology in the Administration of Payroll/Personnel 8. Introduction to Payroll/Personnel Management ELECTIVES: 6 elective hours are required Electives vary as determined by the Certification Committee Payroll/Personnel Certificate Program PURPOSE To provide professional development experiences for the payroll and personnel duties and tasks of School Business Officials. The duties may include personnel management, legal aspects of personnel and payroll including compensation and benefits, leave laws, record keeping and reporting. Constant changes and increasing demands in this area require enhanced and updated skill levels.
2 THE ALABAMA ASSOCIATION OF SCHOOL BUSINESS OFFICIALS Professional Certification Certificate Program, Payroll/Personnel Certificate Program and Local School Financial Management Certificate Program Monday, September 21, :00 a.m. 12:30 p.m. (Choose One) September 21-22, 2015 Utilizing Technology in School Business Management CSFO Core Course and Continuing Education Course The day to day details of managing the business operations of school district can overwhelm the average School Business Official. As a SBO it is vital that you understand and use advanced technologies to manage your operations. Technology can help increase business efficiency, effectiveness and improve organization. This session will discuss the technology and tools available to SBO to help automate the business process. Topics to include print solutions, e payments/receipts, fixed assets and other tech tools. Current Issues in Payroll/Personnel Topics to include an Affordable Care Act reporting update, the reporting for the Truth in Salary Act, an update from the Retirement Systems of Alabama on employee benefits and reporting requirements for the Department of Industrial Relations. Session will also review the IRS audits related to employee vs independent contractor. 12:30-1:30 p.m. LUNCH ON YOUR OWN
3 1:30 p.m. 5:00 p.m. (Choose One) Managing Federal Programs CSFO Core Course and Continuing Education Course This course will cover the information that CSFOs and financial managers should know about managing federal programs. This course will include a review of the financial, as well as the program requirements for each federal program allocation Key topics will include E-Gap, Maintenance of Effort and Indirect Cost. NextGen Software Update for Payroll /Personnel Session will review the latest updates in the NextGen software for payroll/personnel. Topics will include calendar year end reporting and other annual reporting requirements. Tuesday, September 22, :00 a.m. 12:30 p.m. (Choose One) Current Issues- Legislative and Federal Issues Update This session will review the 2015 enacted legislation, an update on the Affordable Care Act reporting, GASB 68 disclosure as well as other federal and state issues. Employment Legal Issues Payroll/Personnel Core Course and Continuing Education Course This course is designed for all school business officials including CSFOs, HR managers, payroll personnel and others involved in the employment process. This session will focus on current issues in employment law, both state and federal issues. Topics will include issues related tenure law, salary schedule issues, wage and hour, dual employment, transfers, suspensions, reduction in force policies, staffing contracts and other current issues related to employment. 12:30-1:30 p.m. LUNCH ON YOUR OWN
4 1:30 p.m. 5:00 p.m. (Choose One) Developing Financial Policies and Procedures The session will discuss the development of a policy and procedure manual for school district. Topics to include policy vs procedure, required board policies, required financial procedures, vendor contracts and other recommended policies and procedures for school districts: Accounting System and Personnel Reporting Payroll/Personnel Core Course and Continuing Education Course Course provides an overview of payroll coding and the effect on state funding. A review of the accounting manual with focus on the coding component for personnel, monitoring the personnel budget, and monthly edit checks. Course will also review the reports and controls in the payroll software to streamline the process. Session will also include teacher certification and in-depth review of the LEAPS reporting for school districts Session will cover all aspects of the reporting requirements and the conversion to funding allocations for the local district through the foundation program, including the importance of proper coding, certification and experience reporting.
5 The AASBO Certificate Programs for the Alabama Association of School Business Officials is supported by the State of Alabama Department of Education, Division of Administrative and Financial Services. NOTICE TO PROGRAM GRADUATES AASBO Professional Certificate Program Graduates all courses will count toward your Professional Certification maintenance requirement of 18 Continuing Professional Education hours per year (October through September). Payroll Personnel Certificate Program Graduates all courses will count toward your Professional Certification maintenance requirement of 12 Continuing Professional Education hours per year (October through September). Local School Financial Management Certificate Program Graduates all courses will count toward your Professional Certification maintenance requirement of 9 Continuing Professional Education hours per year (October through September). REGISTRATION FEES Registration fees are now based on a per day fee, not a per class fee. One day fee is $75 and two day fee is $150. You will be charged $75 if you choose to attend either one or two classes during a training day. LOCATION AND LODGING All courses will be held at the Hyatt Regency Birmingham located at 1000 Riverchase Galleria, Birmingham, AL Book by phone at and mention Alabama Association of School Business Officials. Group rate is $129 that expires on August 28 th. PARKING Complementary parking is available in the mall parking lot. Paid parking is available in the hotel garage for $6 per day. Valet parking is $12 per day. MEALS A continental breakfast will be available 8:00 9:00 a.m. Lunch and dinner is on your own. The food court in the Galleria is available for lunch with numerous quick service restaurants. CONTINUING PROFESSIONAL EDUCATION for CPA s Courses will be submitted for approval by the Alabama Board of Public Accountancy.
