2 Chapter 1 Goals and Objectives This chapter describes the goals and objectives that airport management adopted for preparation of the Master Plan. The following statements were developed at the initial Master Plan workshop by senior staff to match the purpose of plan development to the overarching requirements of the airport. The s Goals and Objectives conform to the airport s vision and mission statements. Vision: To be a Safe, Smart and Strong aviation-based business that demonstrates world class professionalism with a Midwestern charm. Mission: To serve as the transportation hub of choice for the movement of people and goods that acts as an economic catalyst for the Tri-State region. The Master Plan was commissioned to support airport management decision-making required to address business and facility issues arising in the near term from reduction in air service levels at the Airport and transformation to primarily local passengers, and in the long term from the surplus of aging facilities and the need to realign the airport physical plant to match projected needs. In general, the Master Plan: Creates a framework for short, medium and long-range planning (through 2035) Provides graphic representations of existing airport features, future airport development and anticipated land use Identifies facility requirements for all airport users Defines a reasonable schedule of individual projects needed to implement the proposed development Identifies a realistic financial plan to support implementation in coordination with other ongoing financial obligations The following sections provide the specific goals, objectives and tactics developed to guide both the Master Plan Team and Airport through the GOAL: SAFE The primary goal of airport management is to protect the safety of travelers, employees, and the public at the airport. The Master Plan supports this goal at the strategic level by including objectives and tactics in plan development that directly link planning actions and products to the requirements of this goal Meet and exceed standards in Airport safety and security. Objective: Comply with FAA and other applicable laws and regulations affecting master plan development. 1-1 Goals and Objectives
3 Tactic: Ensure the Airport GIS conforms to FAA s latest standards for geodetic control, aerial imagery, data collection and GIS in FAA Advisory Circular 150/ A, 17B and 18B. Tactic: Submit the electronic Airport Layout Plan as required by the FAA Advisory Circular. Tactic: Develop the Master Plan in accordance with the FAA Advisory Circular criteria and applicable Federal State and local standards Maintain and operate "best in class" airport facilities and infrastructure. Objective: Comply with FAA and other applicable laws and regulations affecting Master Plan development. Tactic: Consider total facility life cycle: cost, operational suitability, and condition. Plan for economically sound renewal of facilities as they age. Objective: Maintain and operate "best in class" airport facilities and infrastructure. Tactic: Use condition assessment information to support Master Plan decision-making. Tactic: Create robust framework for future implementation of computer-supported asset management program. Tactic: Collect appropriate asset data to inform future decision-making Promote environmental stewardship. Objective: Promote environmental stewardship. Tactic: Evaluate alternatives recommended in the Master Plan Update Study against sustainable elements GOAL: SMART The airport smart goal describes the relationship between the airport and its stakeholders, neighbors, and customers. Master Plan execution can support this goal by including plan features that improve the airport customer experience and by conducting plan preparation in a way that fosters engagement and support of the plan through its execution Provide outstanding customer service. Objective: Plan for ease of access, clarity of route, and customer-friendly facilities that are hassle-free and provide low anxiety. Tactic: Improve customer experience at all points of the travel experience Promote a positive relationship with airport stakeholders, the community, and neighbors. Objective: Earn stakeholder support of the plan. Tactic: Develop a plan that balances the needs of airport stakeholders. 1-2 Goals and Objectives
4 Tactic: Collaborate with community and neighbors to ensure input and shared understanding Empower employees to assume responsibility for continuous improvement. Objective: Engage and interact with internal stakeholderr teams through periodic meetings at significant junctures for plan input and provide communication tools,, such as a website, to permit continued engagement GOAL: STRONG The third major goal of airport management is to ensuree the continued success of the airport and its stakeholders. The Master Plan supports this goal by complying during its preparation and through its content with specific objectives of airportt management Develop a sustainable airport plan within the framework of the Airport's strategic imperatives: (1) Expand domestic and international air service. Objective: Plan cost effective airline facilities. (2) Strengthen competitive position. Objective: Ensure convenient FIS access for originating passenger international service. (3) Ensure fiscal integrity. Objective: Establish capital plan to inform upcoming airline use and lease negotiations. Tactic: Complete the Master Plan update in 15 months or less. Tactic: Provide capital and operating expense estimates within feasible limits to inform negotiations. Tactic: Focus on total cost of operation to ensuree access to all carriers. (4) Plan strategically. Objective: Develop a single passenger facility concept that can be developed on a flexible timeline in response to demand. Tactic: Develop a terminal and landside concept that can serve both forecast scenarios (Multi-Carrierr and Dominant + Low Cost Carrier scenarios). Objective: Promote growth of non-aeronautical revenues. Tactic: Prioritize land use to maximize commercial opportunities after required aeronautical land uses are secured. Objective: Develop a plan that supports growth and enables flexiblee use of facilities to accommodate changed demand. 1-3 Goals and Objectives June 2013
5 Tactic: Avoid construction of facilities that will excessively burden airport finances. Objective: Evaluate future scenarios when developing planning alternatives. Tactic: Identify facility solutions for all airport users under multiple alternative demand scenarios MASTER PLAN IMPLEMENTATION OF THESE GOALS AND OBJECTIVES Through the development of the plan, the Airport and consultant collaborated to apply the principles listed in this chapter to the work plan and to embody the tactics effectively as quality assurance measures of plan preparation and content. 1-4 Goals and Objectives
