About our Service Agents Smart Start Interlocks has appointed fully trained, qualified and trusted automotive professionals to be our service agents to install, service, maintain and remove Smart Start alcohol Interlock devices. We have 24 service centres located across Victoria. A full listing of the service centres is found in pages 6 and 7 of this booklet. Our agents operate Monday to Friday (normal business hours). Some service centres are open on Saturdays for convenience also. Please go to our website for updated store details and new service location openings. Violation Setting Reference If you exceed the violation limits listed below, your Interlock unit will enter a violation countdown. This means you will have to return your vehicle to a service agent to have your unit serviced within the count down period. 5 Concession Cards If a participant presents a valid Commonwealth concession card in their name and can prove they receive the full benefit by providing a current income statement, they are entitled to receive a $50 discount on the monthly service. To be eligible participants must sign a Centrelink confirmation consent form and comply with Smart Start Interlocks Concession Card Policy. Examples of valid concession cards are below: Centrepay Arrangements Participants who receive regular Centrelink payments (maximum benefit) can enter into an agreement with Smart Start Interlocks for direct deductions from their Centrelink payments. Please visit your service centre or contact Smart Start Interlocks for more details Release of Participant s Data Under the current re-licencing scheme, participants are required to allow Smart Start Interlocks to release their alcohol interlock data to their appointed Victorian Accredited Driver Education Agency, clinical assessors undertaking assessments for the courts and VicRoads (the corporation). By signing the lease agreement form, the participant authorises Smart Start Interlocks to release, upon request, reports on the use of the device, or any other information or reports pertaining to the participation in, or compliance or non-compliance with the requirements of the program, notwithstanding that such reports or information may contain data of a personal nature which would otherwise be protected by law from disclosure. 4

9 SSI-2020 Alcohol Interlock Full Instructions The SSI-2020 is a breath-alcohol ignition interlock device which requires the user to take and pass a breath test before the vehicle will start. If the breath alcohol sample submitted is at or above the preset fail level (0.02), the vehicle will not start. How to take a test: 1. Turn the vehicle ignition to the on position, the LCD will display INITIALIZING and the left LED will be green. 2. WAIT will be displayed along with the # symbol, the unit is preparing for a test. Take this time to drink some WATER to eliminate breath contaminants 3. The LCD will then display BLOW and the right LED will be green and flashing. 4. The correct way to test is to take a deep breath, then blow into the device while saying the word WHO, this will provide the necessary vibration required as part of the anti-circumvention feature. When providing the test a long tone will sound (approx. 5 seconds), the tone will stop once the required sample has been made. During a test, the LCD will display TEST. 5. If you do not provide a test correctly, the LCD will display BLOW HARDER, BLOW SOFTER OR HUM LOUDER and the right LED light will be red and flashing. This means the test has aborted and you will need to provide another breath sample. 6. Once the test is successful the LCD will display ANALYSING and the right LED light will be green and flashing. 7. The unit will then display either PASS, WARN, FAIL or VIOL. 8. Whilst the vehicle is running and under normal operation, the LCD will display the version number with * to the right which signifies the vehicle is charging at the correct level. 8

After blowing a FAIL, the unit will go into a temporary lockout of 5 minutes each time a subsequent fail is recorded. If you blow more than 5 FAIL samples within a month the unit will go into VIOLATION LOCKOUT and a 7 day countdown timer will be displayed on the LCD. You are encouraged to return to your service agent or call Smart Starts Head Office (1300 BLOW 00) if you require further training or assistance with using the alcohol Interlock device. 9
11 SSI-2020 Quick Start Reference 1. Turn ignition ON, device will light up and display INITIALIZING. 2. INITIALISING will be displayed On the screen. The unit is now preparing for a test. 3. Take this time to drink some WATER to eliminate possible breath contaminants. 4. The LCD will then display BLOW and the right LED will be green and flashing. 5. Take a deep breath, then blow into the device while saying the word WHO, a long tone will sound (approx. 5 seconds), this tone will stop once the required sample has been made. The LCD will display TEST. 10
12 6. If a correct test is provided and there is no alcohol present in the breath sample, PASS will appear. If there is alcohol present VIOL or FAIL will be displayed, you will not be able to start the vehicle 7. START and a count down will appear on the screen. You will have 3 minutes to start the engine. 8. You can now start your vehicle. Please note the unit will ask for further random tests once the vehicle has started. 13 Rolling Retest Procedures 1. The device will indicate that it is time to submit a rolling retest by the screen displaying RETEST, the LEDs flashing and the device s beeper sounding. 2. You have 5 minutes to safely pull to the side of the road and provide a breath sample. It is important that you find a safe place to pull over. 3. Drink water. 4. Provide a breath sample. 5. Once a pass breath sample has been provided you can continue driving. As a requirement of the Victorian Government, the Interlock device must be wired to the horn and indicator circuits of the vehicle to warn of missed tests, failed tests and tampering. Please note, even if you have arrived at your destination and are about to switch the car OFF, you must still provide a test. Failure to provide a test is a violation and will put the device into early recall. It is important that you provide a PASS breath sample. Eliminate containments by drinking water. If a positive test sample is recorded for a rolling retest you will be put into an immediate 7 day count down and will be required to return for an unscheduled service that resets the device. All fees associated with the Interlock device can be found on page 3 of this booklet. 12
14 Random Retest Schedule Diagram Time in Minutes The random timer starts again after every breath test passed. You will be required to provide a breath sample in the first 5 to 15 minutes of the vehicle running. You will be required to provide a breath sample at random times ranging from any period 15 minutes and 60 minutes. Once the vehicle as been started, if the device says BLOW you are required to provided a breath sample. Missing a rolling retest request is counted as a violation. Service Schedule Diagram 13
15 Common Causes of Unexpected Breath Sample Violations Your SSI-2020 is an alcohol measuring device and will detect even very small traces of alcohol. The above items are examples of common products that can cause unexpected positive breath tests. The pictured items are examples of products that contain alcohol (some cigarettes can contain ethanol) and will cause a positive alcohol breath test result. It is recommended that you do not consume any types of these products within 10 minutes of giving a test or while driving. It also recommended not to eat or drink anything apart from water 10 minutes before giving a test. Be aware you are required to provide random breath tests while the car is running. ALWAYS DRINK WATER BEFORE EVERY TEST 14
16 General Warnings Although this device is alcohol specific, there are certain foods, beverages and personal hygiene products that may cause a positive reading on your device and should be avoided before giving any breath sample into the device. It is also recommended that you rinse your mouth with water to remove any contaminants from your mouth that may cause a positive reading. Examples: In vehicle air fresheners Food products that may contain extracts Aerosols, sprays and perfumes Car Service Logs When you have your vehicle serviced by other professionals it is important that you inform them that you have an Alcohol Interlock device installed. You will need to show the professional how to use the device. Provide them with a fresh mouthpiece and direct them to and navigate to the support page Please be aware that the device will record any positive breath samples and power disconnections. If the professional is unsure about the unit have them call Smart Start Head Office on before servicing the vehicle, complete the car service log form in the back of this booklet and attach the appropriate receipts to maintain a record 15

DESCRIPTION The unit is preparing for a breath test. The unit is ready to accept a breath test. Test is successful. Hum was not performed properly. Stopped performing test sequence before sample was taken or not sufficient breath pressure. Blowing too hard. Negative pressure was detected. Blockage in the breath pathway detected. This may be caused by your hands covering the back vent. Fuel cell did not remain stable before sample taken. Pump failed to pull sample and may have a fault. Please contact head office. Locked due to many aborts. RESTART ## : ## BLOW ## : ## MISSED RETEST APPPT ## / ## Engine can be started within the specified time. Unit requires a retest within the stated amount of time. 19 End of Program Procedure When you approach the end of your interlock sentence period you need to: Make a booking for your court date 28 days in advance (You do this approximately days after your 2 nd last service). The police will be aware of your application for the interlock condition removal order and may interview you before the hearing. Book an appointment with your alcohol education assessor (approximately 5 7 days after your last service). Complete the Client Report Release Form found in the centre pages of your Client Information Booklet and return it to Head Office, alternatively you can go to our web site Navigate to the support page and click on the Client Report Release Form Electronic and submit electronically so your reports can be forwarded to your assessor. Have your interlock unit serviced for the last time on your anniversary date. Attend your final assessment with your chosen alcohol education assessor. Attend Court for your Interlock Condition Removal Order. Go to a VicRoads customer service office to have your licence re-issued. Return to your Smart Start agent with your removal order and new licence to have your interlock unit removed. Removal will cost $99. When you have satisfactorily completed the alcohol Interlock Program, you can drive without an Interlock device. It is likely that you will be required to drive with a zero blood alcohol concentration (BAC) level for a period of time after you have completed the program, so please check your licence conditions with VicRoads. For a subsequent reappearance at court Please contact Smart Start Interlocks Head Office at least 3 days before your court appearance so we can send off your reports. Our preferred sending method is by . Please note we generally do not send reports directly to the courts. 18
20 Caring for your Device & Corrective Procedures Device Care: Do not place the interlock on the floor, or where you can t see it or hear it, or where it may be damaged. Do not expose the unit to moisture or liquids. You are responsible for damages due to negligence or abuse of the device. Hygiene: The recommended procedure for cleaning your mouth pieces is with boiling water. Ensure the mouth piece is completely dry before re-inserting into the device. The use of cleaning wipes may affect your breath sample when taking a test due to alcohol products within the wipes. Lock out: If your device is locked out you need to contact Smart Start Interlocks for an unlock code. No Unit Power: If your interlock device does not turn on when the ignition is turned on, then you must contact Smart Start Interlocks for support. Device Freeze or No Response: If the device freezes or won t start please switch off the ignition and wait until the head automatically shuts off (when the lights switch off). Once this happens please turn the ignition on and try again. Should the problem continue please call Smart Start Interlocks for support. Jump Starting & Flat Battery: If the battery in your vehicle has gone flat and the vehicle needs to be jump started you must contact Smart Start Interlocks for support and so notes can be added to your account. Defective Interlocks: If you believe your device is defective, please contact Smart Start Interlocks Head Office so appropriate action can be taken. Failure to report is a breach of your Interlock Program and may reflect on your interlock term. Replacement Parts: Mouth pieces, curly cords, strain reliefs, mounting clips and adhesives are available from any service centre upon request. Curly cords can only be replaced by an Authorised Service Centre. 19
21 General Advice & Pitfalls Anyone can drive your car, however they must use the Interlock device. The participant is responsible for all readings recorded by the device. If you need to replace your car battery or starter, keep a receipt for your battery purchase and keep the time between disconnecting the battery and reconnecting it to less than 20 minutes to avoid a power disconnection being reported. Once the device begins asking for a retest, be sure to take the test before the retest time elapses or you will cause a violation. The Interlock device does not affect the engine s operation and cannot turn your engine off once it is running. Do not use breath freshening agents just before taking a test. Most of these contain alcohol. Keep the unit in its mount so the display is visible. With the radio playing loud, or a window down, you may not hear the audible tone the Interlock device will make when it is ready for a retest. If you can see the display, you will notice the RETEST indication. An optional LED light is available for participants who are hearing impaired. If your unit locks out or is not operating properly, we may ask you to tow your vehicle to the nearest Smart Start location. If the problem is found to be with the Interlock device, we will credit your account for the amount of the tow bill. You will be responsible for the tow bill if the problem is not unit related. 22 Frequently Asked Questions Q: My battery has gone flat and my mechanic says the Smart Start Interlock is causing it. Your mechanic is mistaken. The Smart Start Interlock model SSI-2020 has a low current draw of only 20mA. With an average car battery with a reserve capacity of 50 Ah this can last up to 6 weeks. *Note: Modern vehicles are installed with many extra components that can cause a drain on your vehicle battery supply. Q: Can other people drive my car? At all times the Smart Start Interlock is in your vehicle, you remain legally responsible for the correct operation of the device. If you are confident that another driver, other than yourself, is of good character and is trained in the use of the Smart Start Interlock and you understand that you accept responsibility for the other drivers actions, he/she may drive your vehicle. Q: What if the Interlock shuts the car down on my way to an important meeting? The SSI-2020 is designed to prevent the starting of a vehicle if a breath test is not passed. There is only one wire interrupted for the installation of the ignition Interlock device and it serves no other purpose than to send the signal to the starter for the vehicle to start once the test is passed. If the individual fails a test while driving, it simply records a violation; it does not shut the vehicle down. Q: Will the Interlock require me to take a retest and what should I do? The Interlock system will require successive retests. The Interlock device will ask you randomly to give a breath sample. The unit will sound an alert and the display will read BLOW with a count down of 5 minutes. The first retest will occur between 3 to 15 minutes from starting the vehicle. Subsequent retests will occur between 15 to 60 minutes with a pass BAC result. Never try to give a breathe sample while driving the vehicle. Ensure you pull the vehicle over when safe, to conduct the retest. Remember not to panic if the unit asks you to conduct a retest. You have 5 minutes to give a breath sample. Q: What do I do if I am travelling interstate? Before travelling interstate you must ensure your lockout appointment will not occur whilst you are interstate. Contact Smart Start for the availability of servicing interstate. Q: My car won t start and the Interlock Device reads LOCKOUT VIOLATION, what do I do? Your car won t start, the Interlock device is in lockout due to violations. You must call the Smart Start Interlock Head Office ( ) to obtain an unlock code. This code will allow you to operate the vehicle for 6 hours, which is enough time to drive the vehicle to one of our agents to have an unscheduled service. 21
23 Q: The ignition Interlock just aborts and I can't start my vehicle. The majority of all aborts are caused by improperly blowing into the SSI If the problem continues the participant should call Smart Start Interlocks on 1300 BLOW 00 ( ) for a solution. Q: I ve blown a positive breath sample and I believe it s a false reading. What do I do? If you have recorded a positive breath sample and you believe it s an incorrect reading, it is suggested that you rinse your mouth with water, while waiting for the interlock unit to end its temporary lockout period. Then re-blow into the interlock unit. If you blow a 0.00 reading, you have confirmed your last test was a false positive and this will be reflected in your interlock reports. We also suggest you document such events. If you have any other questions please do not hesitate to contact your local service agent or call 1300 BLOW 00 ( ). 24 Interlock Key Terms Alcohol Interlock: An alcohol interlock prevents the car starting if the driver has been drinking. It is fitted to the ignition and the driver has to blow into the alcohol interlock so that it can detect whether or not there is alcohol on the driver s breath. There are substantial penalties for a participating driver who drives without an alcohol interlock or attempts to tamper with it or disconnect it. Alcohol Specific Fuel Cell: The SSI-2020 utilises a fuel cell sensor, which is specific to alcohol to prevent false positive failures. Please note items that contain alcohol and select substances may cause readings. Approved Alcohol Interlock Service Agent: An approved alcohol interlock service agent is appointed by the interlock supplier to install and service the approved interlocks for participating drivers with an alcohol interlock. Interlock suppliers are approved by Vic Roads. Approved Alcohol Interlock Supplier: Company approved by Vic Roads to supply products and services for the Victorian interlock program. Blood Alcohol Concentration BAC: Blood alcohol concentration is how much alcohol a person has in their blood. A participating driver must have a zero BAC. When talking about interlocks the term BrAC is often used referring to the breath alcohol concentration. Calibration: Also referred to as a service or download. Every time the participant is required to return for a service, the head unit calibration level is checked and the interlocks logs for the period are downloaded and cleared from the device. Circumvention: This can also be referred to as a bypass or illegal start. It refers to the interlock detecting that the vehicles engine is running without a breath sample being presented. This can mean that the device has been deliberately by-passed e.g. by tampering with the device wiring or by roll starting the vehicle. Events Log: The interlock records date and time stamps for all relevant events such as breath sample results, engine starts and stops, tampering, power loss and retest activity. Headset Disconnected: This refers to the handheld component of the interlock being disconnected. This is not allowed. 23
25 Interlock Key Terms Income Statement: A statement provided by Centrelink that shows a summary of the type of payments an individual receives. Licence Condition: Before a driver has an alcohol interlock fitted to his or her car their licence will be marked with the letter I. The letter I will appear in the Condition section on the front of the licence. It shows that the holder of the licence can only drive a vehicle legally if it is fitted with an alcohol interlock device. Participating Driver: A participating driver can only drive a vehicle legally when it is fitted with an alcohol interlock. The driver participates in the alcohol interlock program to protect themselves and others from the dangers of drink driving. Performance Reports: Refers to the report supplied to the participant at the end of their service, this report displays all activity for the last service period. Power Fail: The electrical power to the interlock is supplied by the vehicle s battery. A power fail means this source of power was lost or disconnected. Power fails over 20 mins are recorded on the participant s interlock reports. Rolling Retest: (Random Rolling Test) Refers to the device requesting for tests once the engine is started. The unit requests random breath samples to ensure that the driver of the vehicle remains alcohol free for the journey. Not providing a rolling test when requested is a violation. Service Lockout: Occurs when you have gone past your lockout day, and the unit has entered a 7 day count down timer. If the vehicle is not serviced within this grace period the unit will enter a permanent lockout state. Stall Protect: Refers to a set period of time (3 Minutes) in which a driver can restart the vehicle without having to produce a breath test. Temporary Lockout: A short lockout period of 5 minutes occurs when you blow a fail on the initial breath sample. If a second failed test sample is provided, the temporary lockout period is 30 minutes. Unlock Code: Unit specific codes that can be given to a participant to enable them to use the vehicle for 6 hours if they are in a permanent lockout state. Violation: A violation refers to a non compliant interlock event. The Interlock device is pre-set with an allowable number of violations. Violations include initial start violations, retest violations, skipped rolling retests and circumventions. 24
26 Interlock Key Terms Violation Lockout: When the maximum allowable violations have been exceeded the unit goes into a violation lock count down. This is a grace period of 7 days before the unit goes into final lockout state. A unit in violation lockout will not allow the vehicle to start. Voice Tone: This is an anti-circumvention feature which prevents the use of artificial breath samples; i.e. compressed air, balloons. This feature also deters other persons from blowing into it. The voice tone is produced by blowing air and humming the word who into the device. Emergency Police Override Protocol The device can be unlocked in extreme circumstances by the Tasmanian police only. The police must call Smart Start Interlocks on for further instructions. This provision is only available for the police. Common Problems and Solutions Problem: Device is asking for retest every 3 minutes. Solution: Running voltage is not being detected by the device, possible battery or alternator issues in car, seek advice from your agent. Problem: Indicators and horn activated. Solution: You have failed to take a rolling retest while driving, the head has been disconnected, or the device has been tampered with. Switch the vehicle off and then back on again to reset. Problem: Car will not start after passing a test. Solution: Check you have dash lights when cranking, the most likely cause is a flat battery. Also check the vehicle is in park or neutral correctly, or that your foot is on the brake. Problem: I have blown a positive test but I haven t been drinking Solution: Most likely cause is a contaminated sample from mouth or surrounding environment. 29 Car Service Logs When you have your vehicle serviced by other professionals, it is important that you inform them that you have an alcohol Interlock device installed. You will need to show the professional how to use the device. Please be aware that the device will record any positive breath samples even if the power is disconnected. If the professional is unsure about the unit have them call Smart Start Interlocks Head Office on before servicing the vehicle. Have them complete the car service log form below with the appropriate receipts attached, so when you return to court to obtain your removal order you can provide reasons for disconnection faults and/or other possible violations.
