2 Dear Reader, This brochure provides a general outline of a furniture cluster project in Szczecinek, one of the fastest developing cities in Poland. The project is intended to create an optimal and sustainable environment for the production of furniture and associated components. The intention of the project is to ensure that raw materials (raw and melaminefaced particleboard, raw and melamine-faced MDF, raw and lacquered HDF) are available at competitive prices (due, for example, to low transport costs) and that contract-manufactured parts are always delivered on time. The project will also involve provision of all necessary infrastructure and pre-investment support. This sustainable environment is achieved thanks to Szczecinek's favourable location (centrally located between eastern and western markets), qualified personnel and the provision of customer-focused services in a committed and loyal manner. By establishing a business in close proximity to the world s largest wood-based panel manufacturer, investors will secure a long term competitive advantage in the highly demanding price-oriented markets. The Szczecinek Furniture Cluster is located in a Special Economic Zone (called Słupsk Special Economic Zone, or "SSSE") meaning that investors may recover a large proportion of their capital expenditure, either via tax relief or direct refunds of personnel expenses, depending on which of the two solutions is better for your company. Manufacturers involved in the cluster will also have the opportunity to promote their businesses on the cluster s dedicated website. You are invited to invest in the Szczecinek Furniture Cluster. 4 ACCESSIBILITY BY ROAD Szczecinek is at the intersection of the S11 road from Silesia to the coast and the S20 road, which is the main route from Szczecin to Gdańsk will see the start of the Szczecinek by-pass road project that will go to the east of the city for about 12 km. Thanks to this project, industrial parks in and around the city will become more accessible and attractive for investment. 6 DEVELOPMENT PERSPECTIVES A cluster provides a flexible environment between businesses, research centres and public authorities, which facilitates dynamic interaction and cooperation among national and regional innovators. Cluster development has a beneficial impact on competitiveness and innovation, not only for individual entrepreneurs who join the cluster, but also on the region as a whole. It is for these reasons that Kronospan Szczecinek came forward with the idea of building the Szczecinek Furniture Cluster. The Szczecinek Furniture Cluster s ambition is to develop quickly and, in due course, be selected as a Key National Cluster as part of the scheme s competitive selection process. A Key National Cluster is a cluster of high importance to the national economy, characterized with a high level of international competitiveness. Key National Clusters are identified on a national level based on criteria such as critical mass, potential for development and innovation, cooperation (both past and projected) and initiating organization's experience and potential. If we achieve Key National Cluster status, we will be able to apply for funding within the framework of the Operational Programme, Smart Growth. Both the wood and furniture industries are among the list of National Smart Specializations as well as the Regional Specializations of the Province of Zachodniopomorskie. The cluster initiative, which has huge growth potential, would provide a platform for the development of these key specializations. We intend to amass, integrate and effectively use the combined knowledge of furniture cluster participants that has resulted from our long-term business experience. Due to the potential of the wood and furniture industries, we wish to enlist the support of local authorities to help create a detailed industrial database and disseminate this knowledge to a wider audience. This will ensure that the Province of Zachodniopomorskie maintains its position as becomes the national leader in this area. 6

9 ADVANTAGES OF INVESTING IN A SPECIAL ECONOMIC ZONE STANDARD RATE OF CORPORATE INCOME TAX - 19% INCOME TAX RELIEF Businesses operating in the Special Economic Zone enjoy regional aid in the form of exemption from income tax for new projects involving capital expenditure or the creation of new jobs until The maximum regional aid available for a business is equal to the product of maximum aid percentage and the eligible costs. The maximum aid percentages are as follows: 35% for large enterprises (above 250 workers) 45% for medium enterprises (fewer than 250 workers) 55% for microenterprises (fewer than 10 workers) and small enterprises (fewer than 50 workers) The amount of tax relief is based on: 1) costs of new investment, or 2) costs to create new jobs in connection with a new project (gross salaries and wages and all mandatory employment-related levies). The cost of new investment includes: costs related to the lease of land, buildings and constructions, providing that the period of rent or lease is at least 5 years from the anticipated date of new investment completion (in case of small and medium enterprises - at least 3 years). A business may operate in the SSSE with tax reliefs and privileges providing it has authorization in the form of a zone franchise issued by Pomorska Agencja Rozwoju Regionalnego S.A. (Zone Manager) on behalf of the Minister of the Economy. Permits are issued by auction or negotiation. To obtain permit for SSSE, the potential investor must meet the following conditions: incur capital expenditure of at least 100,000; provide equity to finance at least 25% of total investment costs; maintain the project for at least 5 years (for large enterprises) or 3 years (for small and medium enterprises) from its full implementation; maintain the declared number of jobs for at least 5 years (for large enterprises) or 3 years (for small and medium enterprises). REAL ESTATE TAX RELIEF The City of Szczecinek offers businesses an exemption from real estate tax to support new projects or new jobs in connection with such projects. The amount of this relief is based on: 1) costs to obtain tangible assets in connection with the new project, or 2) costs to create new jobs in connection with the new project. Tax relief is available for a maximum period of five years. 9

17 KRONOSPAN FACILITIES IN POLAND Kronospan Mielec Sp. z o.o. started building its first production facility in Production launched several months later and the state-of-the-art facility became the second largest in the Polish Kronospan Group. Over the course of the next few years, the facility was developed into a large production complex, manufacturing wood-based boards (particleboard and MDF), decorative paper and postforming products. The facility employs 500 staff and is also responsible for the creation of over two thousand external jobs. вации Kronospan s site in Strzelce Opolskie is the most modern production facility in Poland, which has a state-of-the-art lacquering line for polymer surfaces and for top-quality lacquering. The factory also manufactures high-quality floor panels and MDF. In 2015, Kronospan is launching an innovative OSB production facility in Strzelce Opolskie. The project obtained funding from the EU Operational Programme Innovative Economy. Kronospan Mielec is planning further investment projects. The facility combines innovation with environmentally-friendly technologies that testify to our care for the natural environment. In 1996, Kronospan commenced its operations in Pustków by acquiring a local production facility. Between 1996 and 2006, a number of across- -the-board technological changes were implemented with regards to the facility s laminate production processes. The modernized plant uses state-of-the-art technological and product solutions in the manufacture of decor laminates. Thanks to numerous eco- -projects, the facility has also been able to reduce its environmental footprint. 21 SCHOOL - OUR SHARED EFFORT Working in collaboration with Szczecinek Municipal and County Authorities, Koszalin University of Technology (KUT) and Słupska Special Economic Zone, Kronospan has engaged in efforts to establish an off-site Department of Koszalin University of Technology. The department will provide full-time engineering programmes allowing students to major in Operation of Wood Processing Plant and Machinery. Lectures and theoretical classes will be held in Szczecinek while laboratory classes will be held in KUT s facilities in Koszalin. Specialized practical sessions on wood production and processing will be conducted at Kronospan s wood-based board production facility in Szczecinek. VOCATIONAL EDUCATION The County of Szczecinek has six vocational schools teaching 32 programmes. Selected vocational programmes include: ICT technician mechanic electronics technician wood processing technician mechatronics assembler economist IT technician electrician hotel industry technician food technician Local schools are very interested in liaising with local business and eagerly welcome additional courses. 21
22 KRONOSPAN TRAINING AND EXHIBITION CENTRE Facilities at Kronospan s training and exhibition centre include, amongst others: an exhibition hall ( Hausmesse Hall ) the KronoAcademy, where lectures regarding product innovation and equipment training take place testing rooms an IT classroom The centre will host exhibitions regarding possible uses of MDF boards. Further facilities including workshops and study rooms are currently in the planning phase. The Kronospan training and exhibition centre is available to all participants operating within the Szczecinek Furniture Cluster. 22
23 HEALTHCARE Szczecinek has a hospital with the following wards: Internal Medicine, General Surgery, Orthopaedics, Paediatrics, Emergency, Obstetrics. Local businesses have invested about PLN 30 million to establish additional wards: Dialysis, Invasive Cardiology, Ophthalmology, Nephrology. There is an on-going modernization project for the county and city s healthcare facilities. This has recently included expansion of the local hospital and provision of a helipad for the emergency ward. Schemes were created to allow private business to invest in new hospital wards. CULTURE AND REGIONAL PROMOTION The city and the region are supported with continuous promotion services by the locally-operated Promotion & Culture Development Authority SAPiK. The city pursues a policy of promoting its assets and was rewarded for its efforts with a distinction for Tourist Product of the Year 2007 (promotion of a service package called Bayern Boat Excursion ). Szczecinek was also granted the title of Distinguished Investor by the Polish Sports Infrastructure Club, while the city s water ski cableway was named the Sports Investment of the Year SAPiK s promotion efforts include liaisons with national TV stations. Promotion efforts are expected to continue in future and potential investors will receive project marketing support in relation to projects implemented in Szczecinek in collaboration with SAPiK.
