3 PRESENTER BIOGRAPHIES UNITED STATES DISTRICT CHIEF JUDGE SUSAN J. DLOTT Judge Susan J. Dlott was born and raised in Dayton, Ohio. After receiving her B.A. from the University of Pennsylvania in 1970, she graduated from Boston University School of Law in Upon graduation she clerked for Judges Jack G. Day and Alvin J. Krenzler of the Ohio Court of Appeals in Cleveland. From 1975 to 1979, Judge Dlott served in the Southern District of Ohio as an Assistant United States Attorney. Her duties included both civil and criminal litigation. She then entered private practice with the Cincinnati law firm of Graydon, Head & Ritchey and, in 1981, became its first female partner. During her sixteen-year tenure at Graydon, Head, Judge Dlott litigated on behalf of both plaintiffs and defendants in several high-profile cases. She garnered an acquittal for one client in the longest criminal trial ever in Hamilton County, Ohio, was courtappointed lead counsel in a fifty-nine-defendant securities fraud case, and was court-appointed lead counsel for a subclass of plaintiffs in Bendectin litigation. Her private practice consisted of both civil litigation and whitecollar criminal defense. President Clinton appointed her to the United States District Court for the Southern District of Ohio in 1995, and she has been stationed primarily in Cincinnati since Judge Dlott was appointed as Chief Judge on January 1, UNITED STATES DISTRICT JUDGE MICHAEL R. BARRETT Judge Michael Ryan Barrett was born and raised in Cincinnati, Ohio and received his undergraduate and Juris Doctor degrees from the University of Cincinnati. He later served as a member of the University of Cincinnati Board of Trustees, including one term as Chairman. Judge Barrett was admitted to practice law in Ohio in November, From July 1977 through January, 1978, he served as an Administrative Hearing Officer for the State of Ohio. On February 1, 1978 he joined the Hamilton County Prosecutor s Office as an Assistant Prosecutor and later was named a Chief Assistant Prosecuting Attorney, Felony Trial Division. Following the Prosecutor s Office, he joined Graydon, Head & Ritchey where he worked from March 1984 through December 31, 1994 first as an associate and later as a partner concentrating in general litigation. He joined Barrett & Weber as a shareholder where he remained from January 1, 1995 until May 24, On May 25, 2006, Judge Michael R. Barrett was sworn as a Judge of the United States District Court for the Southern District of Ohio. UNITED STATES DISTRICT JUDGE TIMOTHY S. BLACK The Honorable Timothy S. Black was sworn in as United States District Judge for the Southern District of Ohio on June 21, 2010 at the National Underground Railroad Freedom Center in Cincinnati. He was nominated for the position by President Barack Obama in December 2009 and confirmed by the Senate in May A graduate of Harvard University in English and American literature, Judge Black began his career as a teacher at the Roxbury Latin School and the Seven Hills Schools as he earned his J.D. degree at Northern Kentucky University s Salmon P. Chase College of Law. He then joined the law firm of Graydon Head & Ritchey LLP in 1983, becoming a partner in In 1994, he left the firm to become a Hamilton County Municipal Court Judge. After 10 years on the Municipal Court bench, he became a U.S. Magistrate Judge for the Southern District Ohio. Throughout his career, Judge Black has made significant contributions to the greater Cincinnati bar and Page 3 of 5

He has served for the past six years as co-convener of the BLAC- CBA Round Table, a joint program of the Black Lawyers Association of Cincinnati and the Cincinnati Bar Association, advancing opportunities for minority attorneys. He has also been an integral part of the Cincinnati Academy of Leadership for Lawyers (CALL), enabling attorneys to hone their leadership skills. He has served on the CALL steering committee for ten years, including three years as the chair. Judge Black is also the founder and was the lead convener of the Hamilton County Domestic Violence Coordinating Council; served on the steering committee of the Hamilton County Family Violence Prevention Planning Project; served as a member of the Ohio Supreme Court s Board of Commissioners on Grievances and Discipline; and has worked for organizations supporting summer school programs, Cincinnati s neighborhoods, adoptive parents, abused and neglected children, and health care. In 2009, Judge Black was the recipient of the Themis Award, the highest honor bestowed by the CBA for extraordinary service to law and the community. UNITED STATES MAGISTRATE JUDGE STEPHANIE K. BOWMAN Magistrate Judge Stephanie K. Bowman was born in Kankakee, Illinois. She received her B.A. in Political Science from the University of Illinois at Urbana-Champaign in 1997 and received her J.D. from DePaul University, College of Law in Magistrate Judge Bowman spent the first year of her legal career practicing immigration law at McKinney & Namei. In late 2001, she joined Barrett & Weber, LPA as an associate attorney where her practice focused on the fields of estate planning, zoning, real estate, business transactions and litigation. She joined the court family in 2006 as a chambers law clerk to the Honorable Michael R. Barrett. Magistrate Judge Bowman was appointed to her first eight-year term as a United States Magistrate Judge for the Southern District of Ohio on October 29, Magistrate Judge Bowman is a Fellow of the Cincinnati Academy of Leadership for Lawyers, a member of the Cincinnati Bar Association, a member of the Federal Magistrate Judges Association, a member of the Board of Trustees of the Ohio Women s Bar Association, and a member of the Potter Stewart Inn of Court. Magistrate Judge Bowman was named an Ohio Rising Star by Super Lawyers in EMILY HILTZ, CASE ADMINISTRATOR, UNITED STATES DISTRICT COURT (CINCINNATI) CLERK S OFFICE Emily joined the U.S. District Court for the Southern District of Ohio, Cincinnati Division, in 2006 as a Case Administrator. She is a Case Management/Electronic Case Filing ("CM/ECF") System trainer and processes CM/ECF filer registration applications for the Cincinnati Division. In addition to her duties as a Case Administrator, Emily also serves as a back-up Courtroom Deputy, plans and organizes naturalization ceremonies, and leads tours of the courthouse. Emily is a 2003 graduate of Northern Kentucky University, with a B.A. in History and Political Science. Prior to working for the Court, she worked as a paralegal at the law firm of Dinsmore & Shohl, LLP. GRANT COWAN, FROST BROWN TODD LLC Mr. Cowan is a member of Frost Brown s business litigation practice group. He has a broad litigation practice which includes the prosecution and defense of contract disputes, business torts, unfair competition (including non-compete and trade secret) claims, and other business litigation matters, including the representation of accounting firms, investment banks, and issuing companies in securities class actions. He is listed in The Best Lawyers of America for commercial litigation and has been named an Ohio Super Lawyer by Law & Politics Magazine for business litigation. Mr. Cowan is the current President of the Greater Cincinnati/Northern Kentucky Chapter of the Federal Bar Association. Page 4 of 5

5 R. JOSEPH PARKER, TAFT STETTINIUS & HOLLISTER LLP R. JOSEPH PARKER, a Fellow of the American College of Trial Lawyers, is a partner in Taft s Litigation Department. Mr. Parker handles complex and general commercial litigation and is chair of the firm s Appellate Practice. He received his undergraduate degree from Georgetown University in 1966 and is a 1969 graduate of The Boston College Law School, Order of the Coif. After clerking in the United States Court of Appeals for the Sixth Circuit, he joined Taft as an associate, becoming a partner in Mr. Parker s practice involves representation of a wide variety of clients, primarily businesses, including manufacturing companies, construction companies, health care providers, financial institutions, municipalities, and personal service organizations (e.g., doctors groups, law firms and accountants). He deals with problems encountered by business organizations, including antitrust, contracts, corporate governance and finance, securities regulations, environmental, bankruptcy, malpractice, insurance coverage, real estate, business and personal torts, trust and estates, and employment relations. He has extensive experience in a lead role in litigation, dispute resolution, arbitration and negotiation. Mr. Parker has been lead defense counsel in a number of class action cases and has approximately 40 decisions from trial and appellate courts reported or available on line. He is listed in the The Best Lawyers in America in three categories: commercial litigation, bet the company litigation, and personal injury. He is a Fellow of the American College of Trial Lawyers and has been named an Ohio Super Lawyer by Law & Politics Magazine. KENNETH J. PARKER, UNITED STATES ATTORNEY Kenneth L. Parker is an Assistant United States Attorney with the Office of the United States Attorney for the Southern District of Ohio, serving as Chief of the Criminal Division. Parker was appointed as an Assistant U.S. Attorney in 1999 and, prior to his present position, served as Chief of the Organized Crime Drug Enforcement Task Force in Before becoming an Assistant U.S. Attorney, Parker served as a judicial clerk for the Honorable S. Arthur Spiegel, United States District Court for the Southern District of Ohio, and as an Adjunct Professor at the University of Cincinnati College of Law. Parker is a graduate of Tuskegee University and the Indiana University School of Law. Parker is most proud that the federal and local law enforcement agents and officers with whom he has worked to investigate and prosecute cases have received recognition and awards for their work from the United States Attorney for the Southern District of Ohio, the Attorney General for the State of Ohio, as well as their respective agencies, state and local prosecutors offices, and Lodges of the Fraternal Order of the Police. Parker believes in maintaining a strong level of community connection through his work in the United States Attorney s Office. Prior to it being phased out, he assisted the Law Enforcement Community Coordinator with the Attorney General s Weed and Seed efforts in the community. Weed and Seed was a residentially driven effort to garner community support to target repeat and violent offenders and narcotics traffickers in the neighborhood while simultaneously reclaiming the community through prevention and revitalization strategies. While the Weed and Seed program may be gone, Parker continues to devote his efforts to assisting groups, schools and community projects.
