16 Why do we need these kinds of international standards Metrics designed to help buyers to assess technical performances of community infrastructure products and services for procurement. 17 ISO/TC 268/SC 1 Background: What is smartness? Technical solutions to cope with societal problems are often called smart. However, no definition of smart has gained global consensus. Diverse ideas of smartness Environmental sustainability e.g. Siemens Green City Index ICT integrated intelligence QoL (Quality of Life) e.g. Smart concepts suggested by EU commission and ICT venders. e.g. Smart cities ranking (University of Vienna) Evaluation methods are not always open to public. Any solutions can be called smart in commercial situations. Harmonized and transparent metrics for evaluating the smartness of community infrastructures is necessary. 20 ICT s Role in Smart City This Technical Specification recognizes two types of ICT: The first type is the ICT as community infrastructures, e.g. telecommunication, common database, etc. The second type is the ICT which are integrated within a facility or equipment as a means for control. This Technical Specification is focused on the former type of ICT although the latter type of ICT is often a useful means to achieve smart communities or smart community infrastructures. 22 TC268 / SC1 / WG2 Integration and interaction framework for smart community infrastructures -Objective- The objective of SC1 / WG2 is to develop the framework intended to ensure the performance of the integrated smart community infrastructures as a whole. Three elements of the framework were extracted as solutions for each main issue in development and operation of smart community infrastructures.
