The Forefront of ICT International Standardization for Smart City and Smart Grid Dr. Yicheng ZHOU Smart City Promotion Unit. FUJITSU LIMITED ( ChengDu, China)
Why International Standards Bring technological, economic and societal benefits. Help to harmonize technical specifications of products and services making industry more efficient. Breaking down barriers to international trade. Conformity to International Standards helps reassure consumers that products are safe, efficient and good for the environment. 15 ISO/TC 268 Sustainable development in communities ISO/TC 268/CAG Chairman s advisory group ISO/TC 268/TG 1 Awarenessraising, communication and promotion" ISO/TC 268 Sustainable development in communities ISO/TC 268/SC 1 Smart community infrastructures ISO/TC 268/SC 1/WG2 Integration and interaction framework for smart community infrastructures ISO/TC 268/TG 2 Terminology ISO/TC 268/SC 1/TG1 Roadmap ISO/TC 268/WG 1 Management systems standards ISO/TC 268/WG 2 City indicators ISO/TC 268/WG 3 Vocabulary ISO/TC 268/SC 1/WG 1 Infrastructure metrics Joint session Source: Isao Endou, Secretary of ISO/TC 268/SC 1 14
Why do we need these kinds of international standards Metrics designed to help buyers to assess technical performances of community infrastructure products and services for procurement. Buyers Governments, developers, operators, etc. Facilitation of interaction Benefits: - Easier planning; - Easier infrastructure procurement; - Easier purchase decision; - Easier management of multiple providers Standardized metrics Community infrastructure as a integrable and scalable product Providers Vendors, consultants, etc. Benefits: - Better understanding of buyer needs; - More efficient and effective global sales; - More efficient and effective R&D Figure -- Users of the metrics and associated benefits Source: Isao Endou, Secretary of ISO/TC 268/SC 1 15
ISO/TC 268/SC 1 Background: What is smartness? Technical solutions to cope with societal problems are often called smart. However, no definition of smart has gained global consensus. Diverse ideas of smartness Environmental sustainability e.g. Siemens Green City Index ICT integrated intelligence QoL (Quality of Life) e.g. Smart concepts suggested by EU commission and ICT venders. e.g. Smart cities ranking (University of Vienna) Evaluation methods are not always open to public. Any solutions can be called smart in commercial situations. Harmonized and transparent metrics for evaluating the smartness of community infrastructures is necessary. International Standardization (ISO/TC268/SC1) Source: Isao Endou, Secretary of ISO/TC 268/SC 1 16
General understanding on the Smart community infrastructures in ISO/TC 268/SC 1 Smartness should be discussed taking into account the balance among multiple viewpoints of residents, community managers and environmental (1) Example of Community Infrastructures" 1 Energy Power grid, Gas, Fuels (gas station),... 2 Water Water treatment process, Industrial water, Treated water, Water Reuse 3 Mobility Road traffic, Railroad, Airport, Port, River,... 4 Waste Waste recovery, Recycling,.. 5 ICT Multi-purpose big data, Distributed sensors, Monitoring, Wifi (2) Examples of "Performances" reflected to Smartness 1 Residents viewpoint Reliability, Availability, Service quality, Safety, etc 2 Community managers viewpoint 3 Environmental viewpoint Source: Isao Endou, Secretary of ISO/TC 268/SC 1 Operational efficiency, Resilience, Expandability, Security, etc Climate change, Biodiversity, Resource efficiency, Air pollution, Water shortage, etc Source: Isao Endou, Secretary of ISO/TC 268/SC
Proposed roadmap for deliverables TR Review of existing activities - Review of relevant activities - Directions for future standardization 2013 (published) TS General principles and requirements -Basic concept in community level -Neutral against specific infrastructure 2014 (will publish) Application to particular types of community infrastructures - Apply the general principles & requirements (PWI 37151) to energy, water, transportation, waste and ICT as the first step Application to diverse types of communities - Apply the general principles & requirements (PWI 37151) to typical categories of communities Related areas - MRV, System aspects, etc. Source: Dr. Yoshiaki Ichikawa, Chairman of ISO/TC 268/SC 1 18
ICT s Role in Smart City This Technical Specification recognizes two types of ICT: The first type is the ICT as community infrastructures, e.g. telecommunication, common database, etc. The second type is the ICT which are integrated within a facility or equipment as a means for control. This Technical Specification is focused on the former type of ICT although the latter type of ICT is often a useful means to achieve smart communities or smart community infrastructures. ICT as the Purpose Telecommunication, Common database, etc. ICT as the Means Integrated within a facility or equipment as a means for control. Source: ISO/TC 268/SC 1/WG 1 N
TC268 / SC1 / WG2 Integration and interaction framework for smart community infrastructures -Background- Characteristics of smart community infrastructures (1) "A system of systems, including interactions with users (citizens) Users User Data (including qualities that users receive) Reactions Data/ Control signals (2) Various stakeholders Operators Implementation Integrators Governments Communications Manufacturers Investors (3) Long Lifecycle Concept Plan/ Design Implementation / Testing / Validation Operation / Maintenance End of lives A new framework (international standards) needs to be developed to ensure the rationality of smart community infrastructures. Source: Documents of the second meeting of ISO/TC 268/SC 1/WG 2 20
TC268 / SC1 / WG2 Integration and interaction framework for smart community infrastructures -Objective- The objective of SC1 / WG2 is to develop the framework intended to ensure the performance of the integrated smart community infrastructures as a whole. Three elements of the framework were extracted as solutions for each main issue in development and operation of smart community infrastructures. Smart community infrastructures Framework to realise smart community infrastructures to deliver the expected functionality Main issues Element (A) Allocation of specifications to each component and validation of the allocating procedures Difficulties in ensuring consistency among components Element (B) Specifications associated with interaction including investigation between outside / inside smart community infrastructures and adopt countermeasures into planning and operation Considerable influence by interference of external systems or interactions among components Element (C) Process to facilitate the information sharing and communication among stakeholders Various interest and wide range of responsibilities dispersed among stakeholders Source: Documents of the second meeting of ISO/TC 268/SC 1/WG 2 21
