3 Demand Response General Definitions of Demand Response FERC Federal Energy Regulation Commission Changes in electric usage by end-use customers from their normal consumption patterns in response to changes in the price of electricity over time, or to incentive payments designed to induce lower electricity use at times of high wholesale market prices or when system reliability is jeopardized. Paolo Bertoldi, European Commission, DG JRC, IE- Institute for Energy: Demand response is a series of programs sponsored by the power grid, the most common of which pays companies (commercial DR) or end-users (residential) to be on call to reduce electricity usage when the grid is stressed to capacity. [ ] DR is different from reduction in load and energy consumption due to real time, time of use, or peak time tariffs, where end-users decide to act on its own consumption to reduce costs. Load follows generation to avoid high electricity prices or maintain reliable electric services.
4 Demand Response Common Roles in Demand Response Market Utility There are different kind of utilities in the market which follow up either generation, transmission, distribution or energy retailing or combination of those. Utilities decide to create and manage DR Programs on their own or enter into bilateral contracts in which aggregators sell DR capacity commitments to a utility. Energy Retailer Energy retailer actively procure capacity in energy markets, including DR markets. This means they buy energy from energy markets or generation utilities and sell it to their customers often for fixed prices. Hence, they bear the risk of fluctuating energy prices. DR Aggregators Aggregators deploy the technology to enable DR capacity and sell the capacity into DR open markets or sell directly to utilities. Energy End-Consumer Energy end-consumer are split into residential, commercial and industrial customers. Some of them participate in DR Programs to reduce their energy cost. Common players in energy market could combine more than one specific role.
