11 How the Reverse Auction Process Works Review your Requirements, Assess Options and Pre-qualify for Auction Basic billing information acquired from a recent energy bill is reviewed to ensure your energy contract is suited to an online reverse auction, which is for clients investing more than $25,000 per annum on electricity or $100,000 per annum on gas, and classified as a large site. For energy investment below this level, sites are classified as a small site and are priced by tender. 1 Build Energy Contract Specifications for Strategic Buying Once your site is qualified we gather the necessary information with your permission to build a specification for your site. Energy Action understands the energy retailer s approach to their pricing, trading terms and strategic buying patterns. We know that they are able to offer sharper pricing when they can manage risk through known load profiles, which are developed as part of building the site specifications. 2 Set Auction Date and Invite Energy Retailers Next we work with your business to negotiate a suitable auction date and distribute your site specifications to all energy retailers (see opposite page) inviting them to participate in your auction. Prior to your auction, energy retailers will have logged in and begun building their bids, with some energy retailers registering their interest to participate and then bidding on the day of auction and energy retailers can see the pricing they have to beat. 3 Auction Commences The Australian Energy Exchange auctions are scheduled to run initially for 10 minutes. Energy retailers begin bidding, with bids received in the final 3 minutes triggering a 5 minute extension, ensuring all energy retailers have adequate time to prepare counter bids. You are able to view your auction live through the Australian Energy Exchange online platform to see the progress of the auction. With all energy retailers invited to bid, maximum price tension is created around your energy requirements, so you can expect a competitive price as a result of the reverse auction. 4 Auction Closed and Reports Developed Once the auction has closed, the Energy Action team produce your detailed comparison reports, which are designed to help you understand and compare the bids relative to your requirements and make the most informed decision to select the best suited energy retailer and contract. The reports include a Bid Behaviour Report, Supply Point Estimate Reports and Supply Point Year-on-Year Comparison. 5 Selecting your Energy Retailer and Signing Contracts The option of choosing an energy retailer lies with you. Our detailed reports on the energy retailers provide all the relevant pricing & commercial information to make your choice. In most cases, there is a limited validity period on the contracts, which may mean sharper pricing, so having this information means you can act quickly. Once you choose an energy retailer, Energy Action facilitates the transfer of your contract to the energy retailer of your choice. 6 11

14 CONTRACT MANAGEMENT AND ENERGY REPORTING Energy Action s Contract Management and Energy Reporting service is provided by large specialist local team dedicated to serving our clients and delivering the following suite of services: Bill Validation The Energy Action team has an in-depth understanding of the different components of an electricity bill and will validate your bill to identify any discrepancies or incorrect charges. Our specialist team monitors the energy industry to ensure we are aware of changes in the billing systems and network tariff structures by energy retailers and network businesses. Energy Action will partner with you to ensure you are being billed correctly and can liaise with your energy supplier on your behalf regarding any issues that may arise, including helping you to facilitate reimbursements for incorrect billing. We will also confirm that you are on the right tariff per site. We work with your energy retailer on your behalf if tariff adjustments are required and case manage the tariff changes through the energy retailer to the energy network. Electricity Budget Estimate Reporting Energy Action can assist with the budgeting for your energy costs by state and cost centre. Energy Action uses currently available price projections for network and environmental costs (where applicable) to estimate a budget for the upcoming financial year in conjunction with your contracted retail rates, using your sites last 12 months of usage history. We aim to project realistic costs using published networks price paths, compliance percentages, and escalations of environmental certificates and the introduction of new government policies. Contract Administration/Case & Dispute Management Consider Energy Action to be your first point of call when it comes to managing your energy contract & billing. National Australian Built Environment Rating System (NABERS) and the Commercial Building Disclosure (CBD) Program NABERS is a national rating system that measures the environmental performance of Australian buildings, tenancies and homes. NABERS measures the energy efficiency, water usage, waste management and indoor environment quality of a building or tenancy and its impact on the environment. Energy Action has the largest pool of expertise in NABERS in the country, including a substantial team of NABERS Accredited Assessors, NABERS Auditors and Trainers. The CBD Program requires most sellers and lessors of office space of 2000m2 and over to obtain a Building Energy Efficiency Certificate (BEEC) before the building goes on the market for sale, lease or sublease. Our team is accredited to undertake CBD Tenancy Lighting assessments and we provide everything you need for your Building Energy Efficiency Certificate. This is why engagement of an Independent Commissioning Agent (ICA) is now a requirement of the Green Star accreditation scheme. Our structured approach to the Independent Commissioning Agent role is to ensure appropriate standards and tests are nominated in design and adhered to in construction. We apply this rigour across all disciplines for which we are engaged. Our focus covers all aspects of commissioning, not just the energy and environmental outcomes. Measurement & Verification To maintain and improve a site s energy performance throughout its life, targeted measurement and monitoring of key energy and operational performance indicators are critical. Energy Action offers metering, monitoring and verification, including our Lucida service, which provides on-line real-time monitoring and reporting of energy meters and Building Management Systems. Metering system design, installation and verification For timely and accurate information we design and configure cost-effective, targeted metering systems and project manage their installation and commissioning. 28 Cogeneration/Trigeneration design, supply & install Cogeneration is a solution where a site harnesses both the electricity and heat produced by an engine or turbine (also referred to as combined heat and power or CHP). Trigeneration is essentially a cogeneration system but with the addition of an absorption chiller, utilising electricity, heating and cooling. Both systems are best suited to facilities with a continuous heat and electrical load in excess of 400KW per hour. Energy Action can assist across the complex evaluation and installation process for both systems. Embedded Networks feasibility & management Embedded networks are energy market structures that enable building owners to generate alternate revenue streams for electricity or gas distributed at their site. In other words, building owners can on sell electricity or gas on their own privately managed energy network to their building tenants. Examples of where embedded networks are introduced include: Shopping centres; Apartment complexes; Industrial and commercial estates; Retirement villages; Housing estates; Commercial office buildings. This service includes: Organising the appropriate metering and billing solutions; Undertaking the relationship management of the tenants to sign them to agreements; Manage ongoing meter readings, reporting and billing requirements. Most importantly, by utilising our energy procurement platform the Australian Energy Exchange, we ensure that the bulk electricity procured is at the lowest possible rates. This ensures building owners and tenants receive the forecasted revenue streams from their embedded network. The building owner purchases the cheapest electricity or gas available in bulk and on-sells it to their occupants. A tenant must be able to choose between purchasing from the embedded network or other energy retailers. However, by achieving a good buy price for bulk electricity as an embedded network, most tenants and owners will benefit from a bulk purchasing scenario. 28
