4 Chorological development of ICT 1913: Tele-communication services first started in Kathmandu 1972: Introduction of computer for census (IBM 1401) 1974: Establishment of Electronic Data Processing Center 1982: First Private Overseas Investment in software development by establishing company for export, Data Systems International (p) LTD 1985: Distribution of Personal Computers 1992: Establishment of Computer Association of Nepal 1993: Internet was first introduced into Nepal by RONAST and MOS 1996: Establishment of the Ministry of Science & Technology 2000: Announcement of the first IT policy, IT Policy : Establishment of National Information Technology Center (NITC) 2003: Establishment Of IT park 2003: Establishment of High Level Commission for Information Technology 2007: Enactment of Electronics Transaction Act 2010: IT Policy 2010 revised. 2012: Establishment of Department of Information Technology 4

Migration of IT graduates is increasing day by day. e- learning has been started to some extent. 6

ICT in Banking and Financial Institutions More than 250 Banking and Financial Institutions Among them, more than 90 percent of BFI s are ICT based and its ICT implementation is advanced. They have managed their own Network Infrastructure and Data Center Banking Services such as Online banking, e-banking, m-banking, e-sewa, e-payment are in operation. Some BFI s are planning to move towards Private Cloud 8

11 Department of Information Technology (DoIT) DoIT is the key Government organization in the field of Information Technology formed under the Ministry of Science, Technology & Environment Function and Duties To implement information communication technology related plans and policies. To assist Nepal Government in all forms of computer related tasks. To implement IT strategic plan for all Government organizations, and assist in timely manner in maintaining and operating of the same To assist in IT training, research and development of information communication technology in the country. To design and implement Government Cloud Infrastructure,e GMP and GEA To promote IT industries and BPOs in Nepal To plan operational modality for smooth operation of IT park, Nepal 11

12 Information Technology Park Nepal (IT Park) Government of Nepal has established IT Park in Panauti, Kavre to promote and enhance IT industries for employment generation and economic growth. IT Park management and operation directive has recently been approved by the GON and accordingly the necessary actions have been taken by DOIT for the effective implementation. Functions of IT Park Promote development and export of software and software services along with IT Enabled Services (e.g., BPO, Medical Transcription, GIS mapping etc.) Create conducive environment for IT Industries with necessary policy and infrastructural incentives. Promote micro, small and medium entrepreneurs by creating conducive environment for entrepreneurship in the field of IT/ITES. Facilitate quality IT Products and ITES Services Collaborate with MNCs(Multinational Companies), Funding Agencies and Economic Development Consultant for the promotion and growth of IT companies in Nepal 12

Objectives The information technology policy shall be formulated to achieve the following objectives: To make information technology accessible to the general public and increase employment through this means To establish knowledge-based industries To establish knowledge-based society 13

14 Policy, legal and regulatory. framework Electronic Transaction ACT 2008 The Electronic Transaction Act 2008 has provisions to validate and give legal recognition to electronic documents, signature and transactions facilitate the admission of electronic documents, signature and transactions as evidence in case of dispute and also penalization of unauthorized access to information IT Tribunal Procedures, Electronic Transactions Regulation Controller of Certification Authority & Certification Authorities for Digital Certificates 14

15 Policy, legal and regulatory. framework Telecom Policy 2004 Emphasis on affordable access to telecommunication services to all the Nepalese people. Provides for universal access to telecommunications services through the shared telephone, through fixed line and mobile phones and by making ICT services available through community centers. Mandates that a telecom service provider must provide service to a consumer in an urban area upon ordering and provide appropriate ICTs as per the capacity and need of the rural areas. Provides for the deployment of appropriate ICTs for development and property alleviation. 15

16 Policy, legal and regulatory. framework Nepal e-government Interoperability Framework (NeGIF) The Department Of Information Technology (DoIT) in Nepal initiated the development and implementation of ICT standards and a Nepal e-government Interoperability framework (NeGIF). The aim was to build an environment where government systems will interact seamlessly in an integrated manner irrespective the underlying technology, vendor, software or application being used. The framework promotes the use of open source technology and open standards to ensure transparency and competitiveness. 16
