2 1. Background: According to National Youth Policy of Nepal, there are 38.8 percent youth in between 16 to 40 years of total population are living in Nepal. Nepali young people are facing many problem of economic, educational, health, political and so on. The main problem of young group is their identity. Our government just some month before announced National Youth Policy but up to now government does not start to implement policy for youth. Our political parties also do not want to implement youth policy to development their life according to policy. Political parties are using youth as marshal force only. They don't want to address the economical, health, educational problem because of their bad interest. Such that youth are marginalizing. Conflict is one of the major dimensions in itself while it also has implications in other dimensions for effective service delivery. Ten years of Maoist insurgency and the government response through the state security forces have changed the economic and political landscape of Nepal. Human rights and other forms of citizens rights paralyzed. During conflict the socio-economic situation of the country in general turned into doldrums. Several industries were shut down. Export trade reduced. Tourism industry was handicapped. Foreign investments on all sectors remained free zed, leaving the whole economy almost paralyzed. In the prevailing poverty situation the poor Nepali youth could find no other choice than to go abroad for safety and better income opportunities. The department of foreign employment says approximately three million Nepalese have migrated to countries other than India for work born through regular and irregular channel (THT-Sept. 2010). The trend is still in progression. There is a diverse migration pattern in Nepal First; there is substantial internal migration from rural to urban and even within rural areas, driven by poverty and the search of jobs and better earnings. Second, there is cross border migration mainly to India. Third Nepalese youths move to Middle East and Asian countries for temporary employment. Fourth there is also a flow of skilled emigration to developed countries. Most of these migrants youths represent poverty patches (excluded Jaanjati and Dalit communities) of remote rural Nepal. Most of them are illiterate or with low education and unskilled and are mostly employed in low wage for temporary period. The inadequate economic empowerment programs and social exclusion escalated by conflict have caused people alienated, powerless and voiceless. Furthermore, the population of the internally displaced people, as well as the injured and handicapped has created a population with especial need. The country has not been able to adequately address special needs of unofficially estimated four million people with different disabilities. Having said this, however, the biggest challenge that lies ahead for the Nepali youth is to change the existing form of governance that does not allow them to take active part in the institutional life of the nation (decision making process). Perhaps, the barrier that comes on the way in this regard is the partisan youth wings that have been patronized heavily by the central party leadership of the political parties for ages. The party leadership has created youth wings deliberately to consolidate their political future. This practice, in contrast, has divided the Nepali youth. As a result, country has failed to incorporate non-political youths in the mainstream. Hence, the simple analysis of the situation is that as long as this division remains in place, the youth organizations can neither claim their right on governance nor can they make vibrant organizations of their own which can bail this country out from the intermittent political instability. Because there are 2

3 thousands of youth lead organizations in Nepal representing millions of youth. Therefore; National Youth Organization Federation Nepal (NYOFN) is established to encourage, strengthen, mobilize and nurture youth communities, especially the youth organizations and their millions of representing youths across the country and to build a concrete vision of what they want through integrated practices. In order for this to happen, there need to be a critically huge mass gathering of the youth in the country to understand this and to formulate youth agendas in the national and international level. In this regard, National Youth Organization Federation Nepal (NYOFN), registered in the District Administration Office (DAO) Kathmandu and Social Welfare Council (SWC) in the year 2009, is a non-profit making national level umbrella organization formed by a team of youth NGO professionals to promote and protect youth organizations across the country. There are thousands of youth organizations in Nepal. Millions of youths are united under the NYOFN, thus has been formed to coordinate, and strengthen capacity of these organizations and increase youths leadership in the shared vision. The Ministry of Youth and sports of the government of Nepal issued a certificate recognizing it a national umbrella organization of Nepalese youths. There is a central committee to govern NYOFN which consists of thirty-three members and regional committee. The all committee of NYOFN is inclusive. Representation to the committee from women, Dalit, Janajati, Madeshi, Disable, Pichhada barga and Third gender groups has been ensured by the constitution. Until date NYOFN has formed district committees in all seventy-five districts of Nepal. More than two thousand youth led organizations have been united under NYOFN. The Vision of NYOFN is a vibrant peaceful and prosperous Nepal where youth leadership and citizens rights are fully ensured by law. Similarly Mission is to strive for improving quality of life of Nepali people through youths leadership involvement in decisions of all greatest needs. Results oriented with experience based training are vital for the youth leader of NYOFN to develop their capacity development as visionary youth leaders to participate and contribute in Nepal s sustainable development process. In this context, NYOFN organized two days Visionary Youth Leadership development training at Kathmandu on the participants of 30 youth from center committee, regional committee and district committee on the partnership with Ministry of Indirtrist and UNESCEO Nepal. 2.
