2 ISSUE 3 MESSAGE FROM EXECUTIVE DIRECTOR: Happy New Year from the NITA-U Family. We hope that you are excited about the year, just like we are! So many new prospects and some to finish as we continue driving the IT Revolution. We have the chance to share some of them with you in this issue of the Newsletter! The last year we had many great initiatives all in a bid to improve service delivery to the citizen using ICT. James Saaka Executive Director 2
3 STORY 1 Improving business in Uganda with the Integrated One-Stop-Center Solution Several times we have heard people complain about long queues at Public offices or long waiting times for various services. This will long be gone with the introduction of the Integrated One-Stop-Center solution. NITA is providing technical support for the design and implementation of an integrated One-Stop- Centre solution for investors, traders, and entrepreneurs to facilitate start of business in Uganda. This is a single digital platform that will interface with specific agencies in areas of business registration; licensing and investment in Uganda will be developed. Seven Primary Licensing agencies in accordance with their mandates partnered to ensure efficient service delivery to the private sector. READ MORE 3
4 STORY 2 Uganda launches Portal with IWF. The Government of Uganda and Internet Watch Foundation (IWF) launched a Portal for Ugandan citizens to report child sexual abuse images and videos. The IWF Portal an online 4
5 Child sexual abuse reporting portal enables all Ugandan citizens to report their exposure to online child sexual abuse images or videos in a safe and confidential way. All reports will be assessed by IWF analysts in the same way they would assess any reports to the IWF hotline, which is based in the UK but works internationally through a network of partners. The benefits of the Portal to countries are multiple. For instance, it means people in Uganda will have a gold standard service to report child sexual abuse content to. Analysts will use their established networks with the online industry, other countries all over the world and the police to get that content removed from the internet. READ MORE STORY 3 Government E-Citizens Portal Government services have been brought closer to the citizen with the ecitizen portal, a one-stop online centre for Government online services. 5
6 Its main objective is to enhance Government service delivery to citizens, non-citizens, businesses and to Government Ministries, Departments and Agencies (MDAs). The portal has been designed to aggregate all Government services which are offered online and present them on a single portal. In future, the portal will enable citizens to apply for government services and monitor progress of their applications online with ease. READ MORE STORY 4 Uganda Integration of National Databases The Government of Uganda through the NITA-U has identified the need to integrate National Databases to provide a standard e- Government Integration Framework for the development of Government and citizens (G2C), Government and Business community (G2B) and 6
7 Government and Government (G2G). There are nearly 130 MDAs each operating under a specific mandate to provide services to citizens and Government using different standalone systems. This presents a challenge to MDAs and thus the need to integrate National systems and databases. Integration of National systems and databases will solve some of the existing problems in data sharing between Government and MDAs, MDAs and Citizens, MDAs and Businesses such as consuming processing of paper documents, duplication of data entry, inconsistence of records and sometimes inaccurate data. 8 2016 Implementation of Phase 3 of the NBI The key deliverables of Phase III shall include among others the extension of the NBI to the towns of Masaka, Mutukula, Mbarara, Kabale and Katuna Border Post. Laying of the Optical Fibre Cable in Phase III will address three key issues that are creation of the alternative route to the undersea cables, completion of the concentric rings across the country through the implementation of Kyenjojo Masindi and connection to the border town of Katuna through the laying of the Kampala Katuna OFC route. Benefits of the NBI Once the NBI/EGI Project is completed, the following benefits shall be derived: The installation of the NBI has provided Government with seamless and secure communication amongst Government institutions. 8
9 It is now possible to efficiently share information with 62 Government entities and Departments The NBI will provide high speed connectivity throughout the country to all major towns and District headquarters to enable the provision of egovernment Services such as ehealth, online Education, etax, Integrated Financial Management System (IFMS) to all this districts and towns. 9
10 The NBI will shall be utilized to extend connectivity to Schools, Institutions of Higher Learning and Hospitals to enable these institutions access high speed internet bandwidth at reduced costs and enable them harness the benefits of connectivity to Global Communications Infrastructure such as access to online health and education services, promote innovation in the science fields, among others. The NBI will offer high speed internet bandwidth to the Business Process Outsourcing Centres that will be implemented by NITA U across the country to provide jobs to the unemployed youth and generate revenue for Government. RCIP UGANDA The Regional Communication Infrastructure Program is a project supported by the World Bank across 25 countries in East and Southern Africa to enhance connectivity and service delivery. The project is being implemented by the Government of Uganda through the National Information Technology Authority, Uganda (NITA-U) under the supervision of the Ministry of Information and Communications Technology (MOICT) NITA-U is mandated to coordinate, promote and monitor Information Technology developments in Uganda within the context of National Social and Economic development. RCIP in Uganda will: Expand broad band access and use in Uganda so that access to internet and internet supplied services can be made faster, available and affordable by Ugandans. Expand e-government services for improved (efficient and effective) service delivery for all citizens and businesses. 10
11 Benefits anticipated from RCIP implementation Increase in ICT sector investment and competitiveness, and improved access to quality ICT services for citizens, businesses, and government resulting from a conducive enabling environment Improvement in productivity and service delivery across both public and private sectors as a result of shared services Employment - job creation in new areas through the construction and operation of networks and, importantly, by boosting entrepreneurship and self-employment Growth in the number of internet users, more intensive use of information-rich services with lower unit prices and greater choice Growth in locally-relevant content and applications due to faster, affordable and more accessible platform Financial savings from not having to build duplicate infrastructure at individual ministries/agencies as a result of shared public service delivery platform Improve in transparency and efficiency of procedures and practices supported by e- Government services New Services (e.g., mobile money and mobile banking or others) are likely to emerge or become more widely available to society 11
12 Countries need to adopt effective policies and strategies to make broadband available, affordable and accessible, as a vital enabler of economic growth and sustainable development in modern-day knowledge societies (UN Broadband Commission, the State of Broadband 2015) 12
