1 Position Details IT Expert (Network Operations) Reference EXT Function The IS Infrastructure and Operations Division of the Directorate General Information Systems is responsible for ensuring that IT services, systems, applications and the underlying infrastructure are designed, built, maintained and operated in accordance with the agreed architecture, security polices, IT service management processes and operational requirements. The Data Centre Section is one of four in the IS Infrastructure and Operations Division. The Section s network operation team is primarily responsible for: network operation, including monitoring, identifying and performing preventive or remedial maintenance; deployment, configuration and support of development, test, pre-production and productions systems and environments; evaluating and executing changes and service requests according to provided operating procedures while maintaining agreed service levels and deadlines; maintaining accurate and up-to-date technical documentation, configuration management, inventory and troubleshooting documentation related to business and technical services; planning, preparation and documentation of maintenance activities (such as network firmware and software upgrades); supporting design and preparation of recovery and contingency exercises to ensure system recovery in accordance with the predefined plans and documentation. The successful candidate will join the ECB s Data Centre network operations team and be entrusted with the following tasks: supporting management in managing resources of the Section s network operations team thereby ensuring that tasks and activities are performed in high quality and delivered on time;

2 investigate, diagnose and resolve network incidents and problems using available tools and referring to external suppliers if required; support service development processes by performing technical transitions; acting as single point of contact for project teams; ensuring required resource requirements are understood and timely communicated to the management; planning, preparing and executing technical transition tests; actively participating in the technical management of external service providers and supervision of external resources; involvement in the preparation of documentation for public tenders and contract negotiations; providing second and third-level support for the LAN and WAN networks, including the analysis of problems, as well as identifying any need for preventive or remedial maintenance; contributing to the overall success of the Data Centre Section by presenting proposals for the continuous improvement of the IT services of the European Central Bank (ECB) and processes and by supporting colleagues within and outside the Section through the provision of technical, process and organisational expertise. Qualifications and experience Applicants must have the following knowledge and competencies: Ideally, a master s degree in computer engineering, security science or a related discipline or a bachelor degree in a relevant field and four years of relevant professional experience; In addition, ideally, five or more years of experience as a network engineer in the design, building and operation of network and IT solutions, preferably in a comparable multicultural environment; experience in operating mission-critical IT infrastructure environments, e.g. in financial service, IT hosting or defence industries; sound experience in vendor management and in supporting large (public) IT tenders; knowledge and experience in the field of network technologies, such L2/L3 switches, network security devices (firewalls, load balancers, network access control, application delivery controllers) and DMZ infrastructure;

3 good knowledge of network-related services, such as DNS and DHCP, as well as a good knowledge of application-related protocols; knowledge and experience in current and common network protocols for LAN and WAN services; ideally, at least 5 years experience with Cisco Switching/Routing, Checkpoint and F5 Load Balancers; a good understanding of cyber security related threats and possible countermeasures. The following would be considered an asset: Cisco Certified Network or Security Professional (CCNP, CCSP) certification; good knowledge of DWDM technology; good knowledge of IT systems and operating systems (Windows and Linux); good understanding of and experience working with ITIL processes, particularly change, incident and problem management; experience in leading a team of highly qualified and multicultural network specialists; experience in the coordination, controlling and management of external service providers/resources would. General technical competencies: an advanced command of English with proven experience in drafting of documents for both decision-makers and technical audiences; sound knowledge of at least one other official language of the EU; a working knowledge of MS Office, such as Word, Excel and PowerPoint; ideally, knowledge of document management systems such as OpenText Livelink. Competencies The successful candidate will have the following behavioural competencies:
