1 CHAPTER 12 Information & Communications Technology and Logistics Division Role of the Division: This Division is responsible for: Providing the ICT infrastructure, systems and services needed to accomplish our objective of collecting the taxes and duties placed in our care Evaluating ICT trends and innovations and promoting their use as appropriate Providing office-wide management and control of telecommunications services Providing efficient and cost-effective services relating to procurement, accommodation, health and safety, energy, printing, filing and other logistics matters. Structure of the Division: Assistant Secretary/CIO Programme Management Office Financial & External Services Management Inland Revenue, Customs and EU Projects Business Intelligence, Case & Information Management M&E of ITS/ROS framework and Common Services Strategy, Architecture, Project Support Business & Technical Services Live System Support Central Testing & Release Management Logistics Branch Responsibilities: Programme Management Office: Castle View, 52/57 South Great Georges St., Dublin 2 The PMO is responsible for ensuring that a consistent governance approach is leveraged across all ICT enabled business projects, resulting in the implementation of quality projects that deliver business benefits on time and within budget.
2 In relation to these projects, the Branch is responsible for: Portfolio Management which involves centrally supporting the identification, prioritisation and coordination of projects: Providing support to the business, development, test and other teams involved in the creation of the business case, and planning and managing the projects Managing Revenue s Benefits Realisation approach Providing performance reports to MAC, ITEX, Project Boards on the progress of projects across a range of measures Managing project scope and requirements, including any change requests and subsequent re-planning Ensuring that project risks are identified and mitigating actions are taken Ensuring that quality processes and procedures are implemented on projects to reduce risk on project delivery. Financial & External Services Management: Castle View, 52/57 South Great Georges St., Dublin 2 This encompasses the vendor management unit (VMU) and the financial management unit (FMU) which are responsible for: Securing the appropriate level of funding to design, develop and deliver services that meet the strategy of the organisation Establishing and managing contracts for ICT service providers for external resources Managing the ICT service provider s budgeting, accounting and charging requirements. Inland Revenue, Customs and EU Projects, Castle View, 52/57 South Great Georges St., Dublin 2 The Branch is responsible for: All new Information Technology developments that impact on Revenue s back-office business applications, collectively termed Integrated Taxation Services, which generically handle all tax and duty transactions and the various tax and property registers. Work in 2013/2014 includes Local Property Tax, electronic Manifests, Diesel Rebate Scheme, Charitable Donations Scheme, National Payments Plan to eliminate cheques, VAT One Stop Shop and Postcodes Output and Print Management changes for all ICT projects Maintenance and enhancement of all Customs & Excise applications, including support of a variety of commercial-off-the shelf software packages Implementation of the EU Customs programmes for the Union Custom Code and Multi-Annual Strategic Plan. Divisional Human Resource issues are managed by the Branch manager.
3 Live System Support and Maintenance & Enhancement of ITS/ROS Framework and Common Services, Castle View, 52/57 South Great Georges St., Dublin 2 Level 2 application support for internal and external systems Implementation of Budgets and Finance Acts in the Integrated Taxation Services and Revenue Online Systems Maintenance and enhancements of the ITS/ROS systems Implementation of small scale new systems. Strategy, Architecture & Business Project Support Branch, Revenue Computer Centre, St. Johns Road The development and maintenance of an ICT strategy covering hardware, software and telecommunications, to meet the immediate and long-term business needs of the Office Provision of technical advice and practical assistance in specialised fields such as inter-operability standards, as well as corporate database, middleware, networking, operating system, web, ICT security, collaboration, personal/workgroup and storage technologies Liaison with other Government and Public bodies, EU benchmarking, and identification of opportunities for offering new electronic services Maintenance and coordination of the underlying Revenue technical architecture, ICT security mechanisms and providing support for the enterprise servers, storage, distributed systems, mobile computing and telecommunication networks Procurement of all ICT equipment and software and management of subsequent licencing and maintenance contracts Management of the infrastructure, including equipment, networks, data warehouses and records management systems Management of the Revenue hosted computer facility and providing required support to hosted agencies Development and management of ICT security policies and maintaining ISO and ISO certifications Interweaving the unfolding Public Service and Revenue cloud and digital strategies into the above.
4 Business Intelligence, Case & Information Management Branch, Castle View, South Great George s St. Dublin 2. Maintenance and enhancement of case management applications including case selection, case working and ancillary tools for secure printing and security Maintenance and enhancement of the Revenue data warehouse, and a range of tools for data matching, extraction and transformation Maintenance and enhancement of the data warehouse portal, and associated business reports, dashboards, ad-hoc tools and geographical information systems Support for Revenue s risk evaluation, analysis and profiling system Data provision and application support for data mining and analytics projects Maintenance and enhancement of social network analysis tools and related applications Production of income distribution statistics for use in the national budget process Maintenance and enhancement of intelligence systems. Central Test & Release Management Branch, Castle View, South Great George s St. Dublin 2. The Branch is responsible for: Quality assuring and testing all aspects of Revenue s ICT applications, to specified international standards Management of the Application Lifecycle Management phases of Revenue s ICT systems.
5 Business and Technical Services Branch, Revenue Data Centre, St John s Road West, Dublin 8. Telephone The Branch is responsible for: Monitoring 24x7 operations and ensuring the availability of online services for external customers and internal business users The nightly batch updates of all Revenue transactions The nightly backup of all Revenue data The secure offsite storage of backup media The provision of restores of data on request Operations Readiness Testing of all new software applications Software delivery of new Revenue application releases Operation of the ICT Service Desk Selection and procurement of new hardware and software Issuing of desktop equipment to Revenue offices The secure collection and disposal of obsolete ICT equipment Maintaining an asset register of ICT desktop equipment Providing a printing and mailing service for personalised correspondence issued by Revenue and other Government Departments and public bodies Managing and maintaining offsite contingency printing and mailing facilities Managing and maintaining the Revenue Data Centres The hosting in Revenue Data Centres of ICT equipment for other public bodies and provision of other common services such as storage. Logistics Branch: Castle View / Block 22, Dublin Castle /Furry Park / Shanowen Road / Airways Industrial Estate, Santry. Procurement of supplies and services and is the focus of procurement expertise Provision and maintenance of office accommodation and the provision of security and cleaning services Monitoring the implementation of Energy, Environment, Health and Safety Legislation and Policy and promoting a positive environment for these. Provision of a printing service for Revenue and other Government Departments/ Agencies Distribution, file repository/retrieval and warehousing services.
6 The Branch is structured into five main units as follows: Purchasing & Central Services Unit: Procures a diverse range of supplies and services for Revenue staff and the main responsibilities of the Unit include: Implementing Revenue s Public Procurement Policy Providing and accounting for certain supplies - ranging from motor vehicles to stationery items and services Providing a Foreign Travel service and official passports for Revenue staff. Accommodation Unit: This unit has responsibility for providing accommodation 1 and services 2 for all Revenue offices, in conjunction with the Office of Public Works, which includes: Furniture and fitting requirements Maintenance (via the Office of Public Works or by direct contract) Cleaning and security contracts Janitorial and sundry supplies Car parking, signage, ground maintenance etc. 1 The Office of Public Works has responsibility for the purchasing and leasing of all State buildings and offices and the accommodation therein. 2 Payments certifications are handled by Purchasing and Central Services Unit. Actual payments are made by the Accountant General s Office. Health Safety Energy & Environment Unit: Monitors the implementation of energy, environment, health and safety legislation and policy in Revenue and promotes a positive working environment for staff. Revenue Printing Centre: Caters for the non computer printing and print related needs of Revenue. Services include print design, print production and a translation service. It also provides design and print services for other Government Departments and Agencies. Filing, Distribution and Mailing Unit: Provides file repository/retrieval, warehousing storage services and distribution services to all Revenue Offices countrywide.
