Work Health and Safety Act and Regulations 2012 Purpose of this Register Identification of all Confined Spaces and Restricted Areas located in the District Council of Grant. Identification of Hazards, Risk levels and required controls. To provide an understanding of the Safe Work Procedures required before working around or entry to a Confined Space or Restricted Area. To ensure that only trained and competent personnel enter Confined Spaces. How to Use This Register Before entering any Confined Space, identify the space within this Register and review the Confined Space / Restricted Area Risk Assessment. Check what Personal Protective Equipment (P.P.E) is required and ensure that it is available and in good order and condition. Who Will Use This Register All personnel including Employees or Contractors who need or may have to work in or around a designated Confined Space and or Restricted Area. The information presented will assist personnel who are required to work in or around a confined space to follow the correct Safe Work Procedures, use the correct P.P.E. and have a general knowledge of the hazards, risk assessment and control procedures. Why Use the Register To ensure safety and awareness of the dangers of a Confined Space and Restricted Areas. To comply with the Work Health and Safety Act 2012, Work Health and Safety Regulations 2012 and the Confined Spaces Codes of Practices and Standards for Self Insurers. Management Responsibilities Ensuring that this Confined Spaces Register is maintained and that all spaces are identified. Ensuring that all reasonably foreseeable hazards associated with Confined Spaces are identified, assessed and controlled when elimination is not practical. Awareness of and compliance with the relevant Acts, Regulations and Codes of Practice. Work Health and Safety Act and Regulations 2012 Definition of a Confined Space As specified in Work Health and Safety Regulations 2012 and Code of Practice Confined Space means an enclosed or partially enclosed space that - a) is not designed or intended primarily to be occupied by a person; and b) is, or is designed or intended to be, at normal atmospheric pressure while any person is in the space; and c) is or likely to be a risk to health and safety from - I. an atmosphere that does not have a safe oxygen level, or II. III. IV. contaminants, including airborne gases, vapours and dusts, that may cause injury from fire and explosion; or harmful concentrations of any airborne contaminants; or engulfment but does not include a mine shaft or the workings of a mine. Work Health and Safety Act and Regulations 2012 Classification The District Council of Grant Register includes both Confined Spaces and Restricted Areas. This Classification has been determined by using the Confined Spaces Identification Matrix and through the undertaking of Confined Space / Restricted Area Risk Assessments. Work Health and Safety Act and Regulations 2012 Confined Space / Restricted Area Risk Assessments Each identified space has been Risk Assessed by the applicable department. These Risk Assessments are to be read and understood and used as a guide only. A Risk Assessment must be undertaken by a competent person prior to the commencement of any activities as per Council s Confined Space Management Procedure and Hazard Management Policy. The control measures identified in the Risk Assessment must also be documented in the Confined Space Entry permit. Confined Space Entry Permits Council Employees Confined Space entry shall be controlled by a permit system. It is Mandatory that a Confined Space Entry Permit is completed prior to undertaking any Confined Space Work. This Entry Permit can only be issued by a Competent Person. (please see Register of Competent Persons over page). The Entry Permit must be documented and be displayed in a prominent place adjacent to the Confined Space whilst the work is being undertaken. Entry Permits must be kept for a minimum of 2 years, and retained in this Register. Copies of Entry permits must be provided to the Principal Office, 324 Commercial Street West Mount Gambier, for registering to file. Confined Space Entry Permits Contractors Where a contractor is engaged to work in or on a Confined Space for Council, the person managing the Contract for Council will make the contractor aware of the Confined Space, through this Register. The Contract Manager (Superintendent) will ensure that the Contractor has appropriate systems in line with Council s Confined Spaces Management Procedure to manage the confined space work safely. The contractor will issue their own Confined Space Entry Permit. A copy of this entry permit must be forwarded to the Principal Office, 324 Commercial Street West Mount Gambier for registering to file. Work Health and Safety Act and Regulations 2012 Other Considerations when working with Confined Spaces / Restricted Areas It has been identified through the compilation of this register and the undertaking of Confined Space / Restricted Area Risk Assessments that many of the spaces identified in this register may also involve: Working at Heights / Prevention of Falls Hot Work Isolate / Lock Out / Tag Out Manual Handling The abovementioned shall be considered when reviewing or undertaking a Confined Space / Restricted Area Risk Assessment. Management of risk of fall Work Health and Safety Regulations Chapter 4, Part 4 Falls, Regulation 78 Management of risk of fall 1. A person conducting a business or undertaking at a workplace must manage, in accordance with Chapter 3 Part 1, risks to health and safety associated with a fall by a person from one level o another that is reasonably likely to cause injury to the person or any other person. 2. Subregulation (1) includes the risk of a fall a) in or on an elevated workplace from which the person could fall; or b) in the vicinity of an opening though which a person could fall; or c) in the vicinity of an edge over which a person could fall; or d) on a surface though which a person could fall; or e) in any other place from which a person could fall. Hot Work Hot work is any process that generates flames, sparks or heat. It includes welding, cutting, grinding and sawing. The District Council of Grant has many confined spaces / restricted areas that are identified as having Explosive Atmospheres present. Please refer to the relevant Risk Assessment for this determination. Isolate / Lock out / Tag Out If access is required for the purpose of maintenance, cleaning or repair, the item of plant must be stopped and one or more of the following controls used to minimise the risk to health or safety: I. Lockout or isolation devices II. Danger tags III. Permit to work systems IV. Other control measures. If it is not reasonable practicable to carry out cleaning or maintenance while the plant is stopped, operational controls that permit controlled movement of the plant must be fitted and safe systems of work used. Work Health and Safety Act and Regulations 2012 Manual Handling As defined Work Health and Safety Regulation 2012 and the Hazardous Manual Tasks Code of Practice. A hazardous manual task means a task that requires a person to lift, lower, push, pull, carry or otherwise move, hold or restrain any person, animal or thing that involves 1 or more of the following: (a) repetitive or sustained force; (b) high or sudden force; (c) repetitive movement; (d) sustained or awkward posture; (e) exposure to vibration; Work Health and Safety Regulations 2012 Part 2 Hazardous manual tasks Regulation 60 Managing risks to health and safety (1) A person conducting a business or undertaking must manage risks to health and safety relating to a musculoskeletal disorder associated with a hazardous manual task, in accordance with Chapter 3 Part 1. (2) In determining the control measures to implement under subregulation (1), the person conducting the business or undertaking must have regard to all relevant matters that may contribute to a musculoskeletal disorder, including (a) postures, movements, forces and vibration relating to the hazardous manual task; and (b) the duration and frequency of the hazardous manual task; and (c) workplace environmental conditions that may affect the hazardous manual task or the worker performing it; and (d) the design of the work area; and (e) the layout of the workplace; and (f) (g) the systems of work used; and the nature, size, weight or number of persons, animals or things involved in carrying out the hazardous manual task. A person conducting a business or undertaking must manage risks to health and safety relating to a musculoskeletal disorder associated with a hazardous manual task. Regulation In order to manage risk under the WHS Regulations, a duty holder must: identify reasonable foreseeable hazards that could give rise to the risk. eliminate the risk so far as reasonable practicable. if it is not reasonably practicable to eliminate the risk minimise the risk so far as reasonably practicable by implementing control measures in accordance with the hierarchy of control. maintain the implemented control measures so that it remains effective. review, and if necessary revise, risk control measures so as to maintain, so far as reasonable practical, a work environment that is without risks to health and safety. Work Health and Safety Act and Regulations 2012 Voids While compiling this register it was identified that Council has a number of Void spaces. A Void for the purpose of this register is defined as a ceiling space or a wall space that is used to access a service, e.g hot water service, pipes, electrical cables or similar. The Void spaces as identified by Council do not meet Confined Space or Restricted area criteria. Council has prepared a Working in Voids Register of Spaces.
