3 Background Ohio defines a bridge as any structure with a span or diameter equal to or greater than 10 feet as measured along the centerline of the roadway. Any structure less than 10 feet is considered a culvert. Bridges in Ohio are inspected annually Failure of a large culvert can be as detrimental as the failure of a bridge. Culvert failures can result in hazards to the motoring public and lead to expensive emergency projects. 3

7 Program History Prior to 2003, there was no statewide program for culvert inspection. No centralized database, inventories existed in various formats (Access, GIS, Paper, Spreadsheets, BMS) Culvert Program initiated in 2003 Culvert Management Manual Developed Program given to Districts Not enforced or made policy Statewide database initiated, development stalled 7

8 Program History Office of Hydraulic Engineering created in May 2011 Program given increased priority Tasked to develop the Statewide Culvert Database Culvert Task Force created Coordinate all aspects of the Culvert Program Maintains database, web-viewer, and dashboard Technical Support District Field Reviews Maintain Culvert Management Manual 8

9 Culvert Task Force Created to develop the framework of the Culvert Program How District funding will be determined Program ownership to Highway Management Administrators (HMA s) at District Inspection Frequency Role of Office of Hydraulic Engineering (OHE) Hiring of Consultants to assist in Culvert Inventory and Inspection 9

10 Development of the Statewide Database All Districts had some form of a database in various formats Inventory and Inspection procedures varied from District to District District 1 & 2 database methods reviewed, tweaked, and pushed statewide District data scrubbed and rolled into the Statewide Database where possible Some Districts started over with a brand new program District 2 provided technical assistance for all things technical and GIS related IT at C.O. has helped with programming needs 10

12 Current Program Data primarily field collected with Trimble GeoExplorer / PDA Windows Mobile 6.x operating system Microsoft SQL database on a centralized server Data accessed by ArcGIS web map and as a pivot table in Microsoft Excel as a Dashboard Viewer Data can be accessed and mined to make planning decisions Funding currently determined by lane miles 12

16 2013 Accomplishments Began development on the culvert portion of the SMS Upgrade of Web-Viewer and migration to C.O. Working on upgrade of Data Collection Software Upgrades done with help of Dist. 2, C.O. IT, & Tech. Services Purchase of remote inspection equipment Began Culvert Data Collection Task Order 16

17 Remote Inspection Equipment Tasked by Executive Management to purchase four units to serve the inspection needs of the state Housed regionally at Districts 1, 4, 6, & 8 Districts own, maintain, and operate the equipment Assist adjoining Districts with their inspection needs Sharing resources allows us to be more efficient as a Department 17

18 Remote Inspection Equipment Purchased a pan, tilt, and zoom camera system on a self propelled transporter Housed in a sprinter van with control room Built in sonde, video micrometer, laser diodes for crack measurement, and inclinometer Ability to record directly to a laptop Pole and push/pull camera also purchased which can be used independently of the inspection van 18

26 Culvert Data Collection Task Order Decision made by task force to hire consultants to aid Districts in inventory and inspection Eight (8) Districts chose to participate in the voluntary program Five (5) Consultants tasked to field collect inventory and inspection data using the ODOT Assets Software Consultants chosen by a committee comprised of participating Districts and OHE Provide $15 million to Districts over the duration of 36 month Work directed and managed by Districts Direction of work to consultants varies by each District s needs 26

30 Culvert Data Collection Task Order Proposed Task Description Per Unit Coordination Identification Inventory Inspection Costs associated with meetings or other administrative activities that are pre-approved by the District. Amount is one value for life of contract. Identification/location of culvert along designated route(s). To be used when no existing Inventory exists. After the culvert has been identified /located, it shall be inventoried and input into the ODOT database. The culvert needs to be inspected (after being inventoried or provided by the Department) payment will be based upon the various entry classifications. Lump Mile Culvert Class A 12 to less than 36 inspected from the ends per each culvert Class B 36 to less than 120 man entry per each culvert Class C or D / each Any size Confined space per each culvert Class C or D / each Any size Remote Monitoring per each culvert Special Condition 30
