3 Single item mail General Information Weight categories The rates for single item mail are per item and always apply up to the last weight stated for the relevant category. Up to 50 grams therefore means that no item may weigh more than 50 grams. VAT In terms of the Postal Act, 2009, Post is obliged to offer certain products and services. These products and services are listed on pages 5, 6 and 20 and are exempt from VAT unless they are shown in grey. In the latter case the rates include VAT. VAT is charged on our other products and services. Registered (for parcels): for these rates, the increased liability at 6.80 is exempt from VAT. Insured Service (for parcels): for these rates, the increased liability at 6.80 is exempt from VAT. Payment Service (for letters and parcels): For these rates, the increased liability at 1.30 and the Payment Service surcharge at 8.00 are exempt from VAT. Letters and parcels franked with the NetSet franking machine are exempt from VAT. If you opted for a contract with an annual volume discount, VAT is charged on all domestic products. Franking methods You can frank your postal items in the following ways: With stamps. If you use our stamps with a figure, you no longer have to put on additional stamps. With prepaid stamps. If you simply want to frank your domestic parcel, you can do it with a prepaid parcel stamp. You can use a prepaid stamp for your domestic registered postal item. For more information, visit the MijnPost Shop at postnl.nl/mijnpost or go to postkantoor.nl. With our digital stamp. Simply print your stamp yourself using a DYMO LabelWriter and you will always have the correct postage for your letters, parcels and letterbox mail. For more information, visit digitalepostzegel.nl. With our online Dispatch Service. You can use your own computer and printer to prepare your letters and letterbox mail in the Netherlands for dispatch online with Track & Trace. For more information, go to onlineverzendservice.nl. With a NetSet franking machine. With this machine you can frank small and large numbers of mail items in a jiffy. And in most cases you pay a lower rate than the normal stamp rate. With a postage stamp code. The postage stamp code is a stamp in the form of a 9-digit code which you can buy direct with your mobile phone. The postage stamp code is part of the Post app; you get your postage stamp code simply by pressing a button. Write this code on the letter or postcard where you would normally stick the stamp and put it in the post. A postage stamp code costs You can use it to send letters and cards up to 20 grams within the Netherlands. All single item mail products and services are available from the postal outlets of Post. So you can also have your letter, letterbox item or parcel franked by an employee at a postal outlet. Conditions Different conditions are applicable our single item mail item products and services: The general conditions for the Universal Postal Service (latest version) are applicable to standard parcels, registered parcels and parcels up to 10 kg (domestic) and 20 kg (foreign) sent using the Insured Service. The General Conditions for the Transport of Goods (latest version) are applicable to heavier parcels. The General Conditions for the Universal Postal Service (latest version) are applicable to letters, registered items and letters with the Insured Service. The General Conditions for the Universal Postal Service (latest version) are applicable to letters and parcels, whether registered or not, franked with a NetSet franking machine, unless an annual volume discount is applicable. In the latter case, the General Conditions for the Transport of Bulk Letterbox Mail (for letters) or the General Conditions for the Transport of Goods (for parcels) apply. For more information about annual volume discount, please see page 13. The General Conditions for the Transport of Goods (latest version) are applicable to letters and parcels with Payment Service. The General Conditions regarding the Transportation of Goods are applicable to letters with Speed Service. Postal rates
4 Single item mail General information Braille Different conditions apply to items for the blind and persons with impaired vision. You can find more information at postnl.nl/braille. Addresses for foreign items On your mail items to foreign countries, the country of destination must always be written in Dutch or English and on the bottom line. Always write the name of the town and the country in capital letters. The name of the country must be written out in full. The other address details, such as the name of the addressee and the street, may be written in the language of the country of destination. If a country makes use of post codes, you must state them in the address. An item destined for a foreign country must also state the address of the sender in the Netherlands. Delivery time for foreign mail When mail is sent abroad, the delivery time depends on the country of destination. Single item mail going abroad are sent with the Priority Service. Priority mail must be franked with a priority stamp, a priority sticker or a Priority image pre-printed on the item. These images can be found at postnl.nl. Stickers can be collected free at the Post outlets or ordered at the MijnPost Shop at postnl.nl/ mijnpost or via postkantoor.nl. Postage stamps for use on foreign mail already include the Priority image. If you are using this type of stamp, there do not need to add any additional Priority image yourself. A priority indication is always required and ensures that your mail receives priority treatment abroad as well. You will find the delivery time per country in Annexes 2 and 3 on pages 26 and 27. Goods and customs For the delivery of goods outside the European Union, customs forms must be used. Please go to postnl.nl for the necessary customs forms or ask for them at a Post outlet. Clearance by customs in the country of destination may result in your mail item being delayed. Postal rates

Insured Service Delivery in the Netherlands, Monday to Saturday (incl.). When sending matters such as money, jewels, entry cards and valuable papers, the use of a Sealbag at 2.05 (incl. VAT) is compulsory. These can be obtained at the Post outlets or from the MijnPost shop at postnl.nl/mijnpost or via postkantoor.nl. The item can be followed on tracktrace.nl. Insured Service is not possible in combination with the Collecting Service. The item must be handed in at a Post outlet. Insured service abroad For the delivery of goods outside the European Union, customs form CN23 must be used. When sending a letter abroad with Insured service, the use of a Sealbag at 2.05 (incl. VAT) is compulsory. These can be obtained at the Post outlets or from the MijnPost shop at postnl.nl/ mijnpost or via postkantoor.nl. Payment Service Delivery Monday to Saturday (incl.). Payment Service replaces the earlier COD dispatch. The item is issued after the recipient has paid Post the amount indicated. The maximum amount to be recovered is 1,000. Post pays the amount recovered less 1% provision to the sender. Payment Service is not possible for items addressed to a post box. Payment Service is possible only in the Netherlands. Items sent on Saturday are delivered from Tuesday. In the Netherlands, a maximum of two attempts will be made to deliver the parcel. If delivery at the door was not possible, the item can be collected at a Post outlet for up to three weeks thereafter. Parcels Domestic parcels If there is no-one to present at the delivery address, attempts will be made to deliver to one of the neighbours. International parcel For the delivery of parcels with Track & Trace to countries outside the European Union (zones EUR 3 and World), customs form CN23 must be used. For the delivery of parcels without Track & Trace to countries outside the European Union (zones EUR 3 and World), customs form CN22 must be used. Registered For the delivery of valuable goods. For greater assurance of dispatch and delivery. Registered international parcel For the delivery of parcels to countries outside the European Union (zones EUR 3 and World), customs form CN23 must be used. Insured Service International parcels with Insured Service When sending matters such as money, cheques, jewels, entry cards and valuable papers within the Netherlands, the use of a Sealbag at 2.05 (incl. VAT) is compulsory. These can be obtained at the Post outlets or from the MijnPost shop at postnl.nl/ mijnpost or via postkantoor.nl. International parcels with Insured Service When sending parcels abroad with Insured Service, the use of a Sealbag at 2.05 (incl. VAT) is not compulsory. However, Post does recommend it if your parcel fits into a Sealbag. If you do not use a Sealbag, you must ensure that the item is securely packaged and sealed yourself. For the delivery of parcels to countries outside the European Union (zones EUR 3 and World), customs form CN23 must be used. Payment Service Payment Service replaces the earlier COD dispatch. 8 Product range Post offers an extensive and simple range of bulk post options. Its main features are: Clear division into sizes: Mixed, Small, Large and Special (and for abroad, parcels as well). Choice of delivery speed within the Netherlands 24 hours, Basic 24 hours and Basic 72 hours. With Basic you can have all your bulk mail delivered on Tuesday, Thursday or Saturday. Simple making-up and handing in of your bulk post. Features of the delivery of domestic and international bulk mail You hand in your bulk mail on the basis of size. 10 General information How does bulk mail work? General What is a consignment? Bulk refers to a consignment of postal items with the same sender address which is handed in to Post M&S for dispatch at the same time, the same place and with the same product, with the same delivery speed, and which is accepted at a rate per item that differs from the single item mail rate. In order to be classified as Small, Large and Special formats, the items in a consignment must have the same appearance and size. With the exception of Mixed bulk mail, consignments of bulk mail may not exceed the weight category for the product in question. Within their weight category, the items may vary (e.g grams). Consignments must be handed in sorted into the categories Small, Large or Special. A Mixed consignment may consist of items in the Small, Large and Special sizes. International consignments may also contain packets. The latter may differ as regards size, packaging, contents and appearance, with a maximum weight of 2 kg per item. Franking with a franking machine Domestic bulk mail in the categories Small, Large or Special can be franked with a franking machine. If you hand in these items as bulk mail at one of our Business locations and your consignment meets all the conditions set by Post, you qualify for the bulk mail rate. Weight categories The rates for bulk mail are applicable per item, and if there is a weight category the item weight is always up to and including the last weight stated. For example, in the category 40 to 50 grams no item may weigh more than 50 grams. Addresses for international items On your mail items to foreign countries, the country of destination must always be written in Dutch or English and on the bottom line. Always write the name of the town and the country in capital letters. The name of the country must be written out in full. The other address details, such as the name of the addressee and the street, may be written in the language of the country of destination. If a country makes use of post codes, you must state them in the address. An item destined for a foreign country must also state the address of the sender in the Netherlands. Franking Franking with Post Port Betaald (postage paid) Postal items in a consignment must be franked with the standard indication Post Port Betaald. For foreign countries this is Post Port Betaald/Port Payé Pays-Bas or Post Port Betaald/Postage Paid The Netherlands. You can see images at postnl.nl/downloads. If you still have envelopes with TNT Post Port Betaald, you can simply use them up. Postal rates
11 General Information Preparing mail Do you want to hand in a consignment? Please bear the following matters in mind. Design For consignments of bulk mail consisting of 2500 items or more that falls within the categories of Small, Large and Special, the design of your mail is subject to the terms and conditions described in our brochure Conditions for designing mail items (latest version). For consignments of Small, Medium or Special bulk mail consisting of fewer than 2500 items, the brochure is provided for advisory purposes only. Sorting consignments Bulk mail in the categories Special and Periodicals can be handed in sorted from 5,000 items upward. You then qualify for a lower rate. Sorting is quite easy with the sorting program e-sort, which you can download free of charge via postnl.nl/e-sort. For more information about the way of sorting, visit post.nl or contact our Business Service on Advance notification If you have large consignments, we would like to hear in advance what and how much you will bring, so that we can offer you the desired quality. This is easy with MijnPost. Size Small Large Special Advance notification of Consignments >25,000 items Consignments >5,000 items Consignments >5,000 items Minimum numbers or minimum order amount Bulk mail is subject to a minimum consignment size or a minimum order amount. This is specified with the relevant rates. Do you want to hand in a consignment with fewer items than the smallest consignment size? Then you pay the minimum order amount, or you also pay the bulk order rate for the missing number of postal items. Presenting via MijnPost For every consignment, you have to submit an order form (p1700). You can do that quite easily with MijnPost, our digital customer environment. With MijnPost, you can arrange your postal affairs quickly and effectively. Do you use MijnPost? Then you receive a digital order confirmation in MijnPost the day after you handed in a consignment at a business location. So with MijnPost, you always have the latest information on your order at hand. You also receive your invoices from us via MijnPost, and for each invoicing period you receive a management report. With this report you can allocate the products and services you received from us to your own cost centres. In this way you can arrange the financial administration of all your postal affairs with MijnPost. You can sign up for MijnPost at postnl.nl/mijnpost. Note As from 1 January 2014, we will charge an admin fee of 2.50 for manually completed order forms. So start filling out all your order forms easily, quickly and for free with MijnPost. Postal rates
12 General Information Hand-in Post has a very extensive network of locations where you can hand in mail. You can call there every working day. You can present small consignments, up to 5,000 items, at any of our more than 2,000 Post outlets and/or Business Points. Consignments up to 25,000 items, also if rolling bins are used (maximum 6), can also be presented at some 30 Business Points XL (often accommodated in retail outlets). Consignments from 1 to 6 rolling bins can be presented at some twenty strategically located post offices. Do you have a consignment of more than 25,000 items, or do you use more than 6 rolling bins? Then take them directly to the business counter of one of our 6 sorting centres. For a location near you and its opening hours, please visit postnl.nl/locatiewijzer. Of course we can also collect the mail from you. Then select the Collection Service (see page 22). Non-countable items of bulk mail During the course of 2014, Post M&S will introduce a return fee for individual items of bulk mail that are returned to the sender. Our customers will be informed of this well in advance. Handing in Bulk mail must be submitted in countable units of (for example) 25, 50 or 100, with the address on the same side and running in the same direction. When handing in consignments of (Basic) Direct Mail, Samples or Periodicals, an additional copy (not addressed) must be added for evaluation. Delivery We aim to deliver the mail on the date of your choice. If you opt for Bulk Mail 24 hours within the Netherlands, your mail can be delivered on Tuesday up to Saturday. If you opt for Basic, delivery can be done on Tuesday, Thursday or Saturday. Payment Payment for your bulk mail is preferably made on account. If you only send bulk mail occasionally, you can also pay by single direct debit. Ordering postal aids by telephone From 1 January 2014 onwards, we will apply a service charge of 4.00 whenever postal aids (such as wheeled containers, crate dollies or sacks) are ordered by telephone. You can order your postal aids simply, rapidly and free of charge via postnl.nl/hulpmiddelen or via your own MijnPost account. Postal rates
13 Rates and discounts Post offers a number of different discount arrangements. Our discounts are given on standard rates. To qualify for discounts, you must have a written agreement with Post. Domestic discounts Annual volume discount on letterbox mail From an annual volume of 50,000 items of letterbox mail (being items not larger than 380 x 265 x 32 mm and not heavier than 2 kilos), you qualify for an annual volume discount. The higher your annual volume, the higher the discount. The discount is at least 3% off the standard rate. In determining your annual letterbox mail volume, the following products are taken into account: Domestic bulk mail Domestic business reply items* Domestic letterbox mail franked with a NetSet franking machine.* Domestic business reply items* You may qualify for a discount on the rate for regular domestic business reply items if your items comply with the design as described in our brochure Conditions for designing mail items (latest version). The discount is applicable from 25,000 items a month per reply number and is 5.0% off the standard rate. You qualify for a 1% place discount on large consignments if - you deliver your consignment at one sorting centre; your consignment is 25,000 items or more; you have presented your consignment with MijnPost and given us notice by Prenotification at which centre you will be delivering your consignment; it is bulk mail for All destinations Netherlands. If the annual volume is items or more, the discount on your bulk mail and your domestic business reply items is included in your contract rate. The discount on domestic letters franked with a NetSet franking machine is always credited retroactively at the end of the year.
