2 Introduction The Wright State University Vision, In the pioneering spirit of the Wright Brothers, Wright State will be Ohio's most innovative university, known and admired for our diversity and for the transformative impact we have on the lives of our students and on the communities we serve, acknowledges our commitment to contribute to the region and the State of Ohio through our academic programs, research, and civic engagement. This commitment is further described in the University Strategic Plan that includes making academic and professional programs more accessible, responsive, and flexible, enhancing the Wright State University presence within the Dayton-West Central Ohio regions and beyond in ways that are important to the community, and offering degree and other educational programs to address emerging regional and State needs among its objectives. Wright State University s off-campus locations directly address these strategic objectives. The Additional Location Visit of the Higher Learning Commission will review three of the locations that represent the variety of programs available at off-campus sites. The use of off-campus locations by Wright State University is program based; the courses and degree programs offered at a particular location are all provided and overseen by a single academic unit. The degrees offered at off-campus locations are the Bachelor of Science in Nursing (BSN), the Registered Nurse to Bachelor of Science in Nursing program (RN-BSN), the Masters of Business Administration (MBA), and the Teacher Leader Masters of Education. The associated academic unit is responsible for providing the curriculum, advising, student support, marketing, ensuring financial stability, and coordination with the facility management. The programs offered at the off-campus locations are all cohort based with the student progress following a well defined course sequence. The classrooms and supporting facilities are provided by collaborating institutions. The Teacher Leader program uses facilities provided by school districts throughout the State of Ohio. The Sinclair Courseview Campus in Mason, Ohio, provides a central location for the Raj Soin College of Business to offer a weekend MBA program that is convenient for individuals working in the growing Dayton-Cincinnati corridor. The Adena Medical Center in Chillicothe, Ohio, and the Miami Valley Hospital in downtown Dayton, Ohio, house the BSN and RN-BSN off-site programs, respectively. The remainder of this report describes how the Wright State University, its Colleges, and the Nursing, MBA, and Teacher Leader programs assure that the support needed for student success is available at Wright State s off-campus locations. Throughout the report the term off-site program will be used to refer to programs offered at additional locations as defined by the Higher Learning Commission a place where 50 percent or more of a degree or certificate program is offered or where a degree completion program offering the last two years of a bachelor s degree is offered. 1 Page

Wright State University Additional Locations Programs Offered at Additional Locations Bachelor of Science in Nursing: The College of Nursing and Health offers the Bachelor of Science in Nursing at the Adena Medical Center in Chillicothe, Ohio and RN-BSN Completion Program at the Miami Valley Hospital in Dayton, Ohio. The RN-BSN Completion Program is designed for Registered Nurses who have an Associate Degree or Diploma in nursing to complete a Bachelor of Science. The outreach program at the Adena Medical Center was established in 2008 to provide educational opportunities for nurses in the Chillicothe area. Prior to that, the nearest BSN nursing program was over forty miles away in Columbus. Classes are offered at the PACCAR Medical Education Center and students complete clinical studies are nearby hospitals. Since its inception, the Adena program has grown consistently with 40 students beginning their studies in the Fall 2010 quarter. The College of Nursing and Health and the Adena Medical Center collaborate with Southern State Community College to allow students to obtain general education requirements and prerequisite courses at the PACCAR Center. Classes in the RN-BSN program are offered at the Miami Valley Hospital and at the Wright State University Lake Campus via an interactive video link with classes at the Wright State main campus. The Miami Valley Hospital site was established in 2008 at the request of Miami Valley Hospital to allow their Registered Nurses to earn a BSN at their work site. The classes are 2 Page
4 offered at the Miami Valley Hospital Center for Nursing Excellence. Currently, 11 students are pursuing the BSN via the RN-BSN program at the Miami Valley Hospital. The Adena Medical Center, which will be reviewed as part of the Additional Location Visit, has students 59 currently in the BSN program. Approximately five to seven courses are offered each academic term. The program for the current student cohort at the Adena Medical Center is included as an appendix (1). The Teacher Leader degree is required for student wishing to obtain additional licenses such as Principal, Superintendent or CIPD (Curriculum Instruction and Professional Development). The program was first offered in From its inception, the Teacher Leader Program has been offered at multiple locations around the State. There are typically five or six cohorts being offered at off-campus locations at any time. Students enroll in a single class that is scheduled for one evening per week for eight quarters. There are currently 216 students enrolled the Teacher Leader Program with 74 at the six additional locations. The cohort at the Milford High School location began the program in Spring The nine students there will complete the program in Spring The class meeting time for the Milford cohort is Thursday evenings from 4:30 to 8 p.m. The program schedule for the Milford cohort is included as an appendix (2). 3 Page

In addition to a traditional schedule, the MBA is offered as a weekend program at the Sinclair Courseview Campus, the Wright State University Lake Campus, and at the Wright State Main Campus. The weekend MBA program was initiated in 1995 at the Lake Campus and was first offered at the Sinclair Courseview campus in Fall There are currently 490 students pursuing the MBA with 46 in two cohorts at the Courseview campus. Academic Controls The institutional oversight ensuring academic quality begins with the course and program approval. The establishment of every academic program is initiated by the recommendation of the faculty of the Department and College offering the program. The University faculty, through the Graduate Council (for graduate programs) and the Faculty Senate, review and approve programs. To obtain the approval to offer a program at an off-campus location, the sponsoring College submits a proposal to the Provost. The proposal indicates how providing the program at the offcampus location aligns with the Wright State Vision and Mission ensures the program academic integrity provides necessary student support assesses student demand, and maintains financial viability In consultation with the Dean of the College and the Office of Budget Planning and Resources, the Provost reviews the proposal and makes the final determination. The Dean of the College and the College Faculty have the ultimate responsibility for ensuring the quality the academic programs. Each off-site program has program director who has 5 Page
7 responsibility for overseeing the day-to-day operation of the program. The off-site programs have the same degree requirements, the courses, course descriptions, course objectives, learning outcomes, and the same assessment process as the main campus. The program director reviews the performance at all off-campus locations to ensure that the academic quality of a program is consistent across off-campus locations and with those offered at the main campus Dr. Grant Hambright, Director of Education Administration Programs, and program coordinator Diana Cahill monitor the 20 cohorts of students pursuing the Teacher Leader program at the main campus, online, and at the off-campus locations. Dr. Deborah Arms is the Director of the BSN program at Adena Medical Center and is responsible for all aspects of the program at the site. Mr. Mike Evans, Director of MBA Program, provides the programmatic administrative oversight of both on- and off-campus MBA programs. Classes at off-campus locations are taught by full time faculty from the main campus or by adjunct faculty selected based on their unique background and experience. The majority of the classes at all off-campus locations are taught by full-time faculty. Adjunct faculty are selected using the same criteria and review process as adjunct faculty teaching on the main campus. Clinical courses offered in conjunction with the Adena and Miami Valley Hospital cohorts are coordinated by a fully affiliated Wright State University faculty member to assure the equivalence of the courses with those taken by students enrolled on the main campus. The cohort model used by the programs at off-campus locations ensures course availability. The entire curriculum is offered on a regular pre-set schedule that is available to the students when they enroll. Students who are unable to complete a course or program with their original cohort may complete it at another off-campus location or on the main campus. In addition, the opportunity to complete courses and the program online is available to students enrolled in the Teacher Leader program. 2. Regular Evaluation by the Institution All off-site programs have a program director who reports directly to the Dean of the College. The majority of faculty teaching in these programs have full-time main campus appointments. Consequently the reporting lines, authority, and responsibilities are the same for main campus and off-site programs. The MBA and Teacher Leader program have incorporated additional methods for adjunct faculty and students to provide input, suggestions and concerns directly to the program director. The program coordinator of the Teacher Leader program is available to students and faculty by or telephone; contact information is provided at the beginning of each term. The MBA program encourages feedback through a program coordinator assigned to each cohort; the program coordinator is a graduate assistant who is present at every Friday evening and Saturday class meeting. The program coordinator may respond immediately to comments and suggestions or carry the message to the main campus for resolution by the Director of MBA Program or the Assistant Dean for Academic Programs. 6 Page
8 Dr. Deborah Arms, the Director of Adena Outreach, reports to Dr. Candace Cherrington, Associate Dean of Undergraduate Education in the College of Nursing and Health. Weekly meetings are held to discuss issues at the Adena site and evaluate the systems that are in place to meet the needs of the students as well as the standards set by the Ohio Board of Nursing for prelicensure nursing programs. Requests for faculty and administrative support are initiated by Dr. Arms to the appropriate administrator on the main campus. Requests include faculty, administrative, secretarial, and technology support. Dr. Cherrington and Dean Patricia Martin evaluate and respond to the needs of the Adena site. Facility issues are relayed by Dr. Arms to the appropriate personnel at the Medical Center. 3. Faculty The majority of the classes in all off-site programs are taught by full-time faculty. For the academic year, the table below shows the proportion of classes at the off-campus locations taught by full-time faculty. Teacher Leader Program MBA BN/BSN Lecture BN/BSN Clinical Full-time Adjunct The commonality of faculty helps to ensure that the off-campus locations maintain the same academic standards and expectations as programs offered on the main campus. The MBA Faculty at the Sinclair Courseview Campus are Academically Qualified (AQ) or Professionally Qualified (PQ) as defined by AACSB International standards, the accrediting agency for business programs. Academically Qualified faculty must hold a Ph.D. degree and meet minimum standards for scholarship in their field. Professionally Qualified faculty must hold at least a Master s degree and have professional experience in their teaching field at a significant level of responsibility for a sustained period of time. All faculty teaching courses and supervising clinicals in the off-site nursing programs are fully affiliated Wright State University or adjunct faculty who meet Ohio Board of Nursing criteria for faculty qualifications. There are three full time faculty lines and one 60% line dedicated to teaching at the Adena site. Fulltime faculty at Adena participate in the committee structure in the College of Nursing and Health, where they have input in program assessment, undergraduate curriculum, and faculty and student affairs Adjunct faculty in all off-site programs are selected using the same criteria and meet the same standards as adjunct faculty at the main campus. Adjunct faculty receive an orientation and background information on the program from the program or program director. 7 Page
9 All faculty teaching is evaluated by students using the process specified by the WSU-AAUP Collective Bargaining Agreement. Faculty performance is evaluated based on student and peer evaluations and adjustments are made according to the feedback provided in the evaluation process. With the cohort model of scheduling, the programs are able to anticipate instructor needs and insure that there are appropriately credentialed faculty available for all courses at the off-campus locations. 4. Facilities The facility requirements for the off-campus locations vary by program needs. The cohort based Teacher Leader and MBA programs use classrooms provided by collaborating institutions. In addition to classrooms, the Nursing programs require laboratories and utilize nearby medical facilities for students to obtain the necessary clinical experience. In all cases, the needs of the programs are satisfied by the available facilities. An off-campus location for a Teacher Leader cohort is typically provided by a school district. The program requires a classroom that serves as the meeting space for the cohort. The classrooms include overhead projection systems, computer access, and white boards. If a class or professor requires additional support, such as the availability of a computer laboratory, access is obtained through the school district. The BSN program at the Adena Medical Center is housed in the PACCAR Medical Education Center. Opened in September 2008, the PACCAR Center has state-of-the art learning laboratories including a five-bed standard skills laboratory with manikins and a four-bed simulation laboratory with one istan, two human patient simulators, and an emergency care simulator. A computer laboratory with printing and copying capability is available. Laptop computers provided the PACCAR Center are available for testing and other in class activities In addition to the Wright State University nursing programs, the PACCAR Center serves as the home of Clinical Education, Business Education, the David Meade Massie Virtual Hospital, and general education courses provided by Southern State Community College. By mutual agreement, the Wright State classes take precedent over any other classroom activities scheduled at the PACCAR Center. There is a dedicated room at Miami Valley Hospital s Center for Nursing Excellence for RS- BSN program. Four courses are offered each quarter through an IVDL link with the Wright State main campus. Miami Valley Hospital students also have access to computers, a skills lab, patient simulators, and on-line access to the Wright State Library academic information resources. The off-site MBA program in Mason utilizes a classroom in the Courseview Campus Center building, a multipurpose academic building that opened in September 2007 as a branch location of Sinclair Community College. Classrooms are equipped with an electronic teaching station for the instructor, a ceiling mounted projector and screen, and sound equipment. The students have 8 Page
10 access to a computer laboratory and on-line access to the Wright State Library academic information resources. Students at off-campus locations are notified of their textbook and other course material requirements a minimum of one month prior to the class. They may acquire textbooks from an online bookstore or in person or online through the Wright State Bookstore. For students in the MBA program, textbooks purchased from the Wright State Bookstore are delivered to them on at the first class meeting by the graduate assistant program coordinator. All faculty members have access to the University s course management software, Desire to Learn, which allows students to obtain course materials over the internet. Students evaluate every course through the University s course and teacher evaluation process. Summaries of the evaluations are reported to the department chairs for use in each faculty s member s annual teaching evaluation and in curriculum development. The additional locations have been selected for convenient access for students. Students are responsible for their own transportation to and from the site. Adequate parking is available at all off-campus locations. The Teacher Leader programs and the MBA program are offered weekends or evenings when there the demand for parking is light. Parking is readily available for students at the Adena Medical Center and Miami Valley Hospital. All the facilities are accessible for disabled students and meet current ADA standards for state and local government facilities. Students with disabilities may contact Wright State Office of Disability Services, which will coordinate providing suitable accommodations with the programs. 5. Resources All off-campus locations utilize modern facilities designed specifically for educational programs. Physical facilities of appropriate size and equipped with up-to-date electronic classrooms are identified before the program starts. The resources meet and exceed the needs of the faculty and students of the programs. Computer and internet facilities are available at Sinclair Courseview Campus, Miami Valley Hospital, and the Adena Medical Center. Computer access is available for the off-campus Teacher Leader programs when requested. The facilities at the Adena Medical Center and the Miami Valley Hospital include labs, an examination room, and a simulation center. The Adena Medical Center also provides a resource room that houses a library containing all texts utilized throughout the curriculum. Faculty receive material, curricular, and administrative support from their programs through the program directors. All faculty have direct access to the Dean of the College to provide comments, suggestions, and concerns. Students may obtain textbooks and course materials online as well in class. The notification process for obtaining course materials was described in the previous section. 9 Page
11 6. Academic Services As Wright State students, students at off-campus locations have access to all of the academic support services available on the main campus. The Computing and Telecommunications Services (CaTS) Help Desk provides support for students on Wright State s course management system, financial aid, student fees, registration, placement testing, housing and parking. Computer support is provided on software, operating systems, wireless connectivity, mobile devices, virus/spyware removal, etc. The Help Desk is available to answer phone calls and e- mail questions, and provide walk-in services Monday-Thursday 8am-10pm; Friday 8am-6pm; Saturday 8:30am-6pm; and Sunday 12-9pm. After hours support is provided by CaTS Operations staff. Access to library resources is available on-line. All students, including those off campus, that are currently enrolled in a course at Wright State are entitled to use University Libraries resources and services, including: (1) remote access to research databases and other electronic materials owned by Wright State and the statewide OhioLINK network; (2) borrowing privileges from any OhioLINK institution; (3) research assistance available by or phone; (4) access to physical books and articles; and (5) online library instruction and video help. On-line library services are available 24 hours a day. For services requiring access to a library employee, library support is available via or telephone Monday-Thursday from 7:30 a.m. till midnight, 7:30 a.m. to 6 p.m. Fridays, 10:00 a.m. till 6:00 p.m. Saturdays and 1:00 p.m. till midnight on Sundays. Students in the Teacher Leader program, both off-campus and on-campus, are advised by the program director and program coordinator. For off-campus cohorts, they are available by phone and . Students receive coordinated registration and advising support quarterly. In addition, there are periodic visits to the sites by the program director and the program coordinator. At the Adena Medical Center, academic advising of students is performed by the on-site academic advisor. The RN-BSN advisor travels regularly to Miami Valley Hospital and is available by and phone for more immediate needs. The advisors assist students in planning their course of study, assuring that all requirements for clinical placement are in place and maintained. The academic advisors meet monthly with the academic advisors in the College of Nursing and Health on the main campus to assure the consistency between programs. Smaller class sizes of at Adena compared with at the Dayton campus promotes student retention and success through greater individualized attention and more personalized education. Student tutors are provided at the Adena outreach program. In addition, many pre-licensure students are referred to the Wright State Writing Center for specific help in writing. Assistance from the Writing Center is available through phone, , and electronic submission to facilitate availability to off-campus and online programs. The Writing Center assistance is available in person and by phone from 9:00 a.m. to 6:00 p.m. Monday through Thursday and 9:00 a.m. to 3:00 p.m. Friday. 10 Page
12 Academic support student in the MBA program is provided in the same manner to all off-campus locations. Academic advising for the program is done by the Program Director or the MBA advisor on campus. Both can be contacted by or phone. In person advising appointments are available on weekdays on campus with the program director or the MBA advisor. 7. Student Services As noted above, students in off-site programs have access to all of the academic support services available on the main campus with many online options available including computing and telecommunications services, library privileges, admissions, financial aid, and career services. Students apply for admission, register for classes, apply for financial aid and pay tuition and fees through Wright States on-line student portal called the WINGS Resource Center. Access is the same as provided to students on the main campus. Through the on-line Wright State Directory, students can find telephone and/or addresses to connect with the graduate admissions office, the registrar, the bursar and the financial aid office. Student services offices on the main campus are open Monday through Friday from 8:30 a.m. to 5:00 p.m. for in person service and 24 hours per day, 7 days a week for receiving voice mail and messages. Students evaluate every course through the University s course and teacher evaluation process. Summaries of the evaluations are reported to the department chairs for use in each faculty s member s annual teaching evaluation and in curriculum development. Student suggestions, comments, and complaints are welcomed by the program director and program coordinator in person, by , or by telephone. If not resolved immediately, they will be reviewed by the Assistant or Associate Dean and ultimately the Dean of the College. 8. Financial Stability With the exception of Miami Valley Hospital site, the off-site programs receive revenue directly from student tuition. The programs retain 75% of the tuition with the remaining 25% allocated to the University. The tuition revenue is used to cover the expenses associated with the administration and offering of the program. A fiscal analysis is required as part of the process for establishing an off-site program. Off-site programs are offered only when the projected revenues exceed expenses. The financial viability of the off-site programs is monitored by the program directors and college business managers. Program directors propose budgets that are reviewed by the business manager and approved by the Dean. All off-site programs are profitable for the Colleges.. Students in the off-site programs pay the same tuition charged to students on-campus students in the same program. Students in the Teacher Leader off-site programs are charged a $35 fee per course. The MBA program charges an additional fee of $100 per quarter to the off-campus students to cover the cost of providing food for the Friday night and Saturday classes when regular food service is not available. 11 Page
13 The budget for the MBA program at Sinclair illustrates revenues and expenses incurred in running an off-campus cohort program. The Adena outreach program is supported by both Wright State University and Adena Health System as a collaborative effort. From the outset, the CEO of the Adena Medical Center agreed that the university would not be financially disadvantaged and has committed the funds necessary for the outreach program to be budget neutral for the university. The outreach program does generate revenue and the university allows the college to retain 75% of the tuition generated by the students enrolled in the outreach program to support the personnel and operating costs at the site. In addition, Adena Health System provides support if that revenue is not sufficient to cover all expenses at the outreach site. Both the College of Nursing and Health and Adena Health System are encouraged to seek grant funding, as appropriate, to support the outreach program. The college was successful in obtaining two grants that supported a portion of the Adena outreach program for the first four years. The budget is set by the College of Nursing and Health and is discussed with representatives from Adena Health System in an annual meeting. Budget changes related to enrollment and expected increases, such as compensation and inflationary supply and travel costs, are incorporated in the projected budget to assure that the location will have adequate financial resources each year. The courses at the Miami Valley Hospital site are offered in conjunction with sections at Dayton Campus. As such, it is incorporated in the college s budget for the RN-BSN program. The hospital provides support services for the distance education technology. 9. Long Range Planning Each of the off-site programs is cohort based and will continue to be offered while there is student demand and the programs are financially viable. The Courseview Campus, the Adena 12 Page
14 Medical Center, and the Miami Valley Hospital provide permanent locations for the MBA and Nursing programs. An off-campus location for the Teacher Leader program remains open until the 15 courses that comprise the program are delivered. At that time, the location is closed and another is opened at a different location where there is a need and interest for the Master s Degree. Ongoing recruitment throughout the state enables the program director and program coordinator to identify and evaluate potential locations. The evaluation includes determining student interest, the availability of services, availability of faculty for the site, and coordination with the local school district administration. Making professional programs more accessible is a priority for the University and explicitly stated in the Wright State Strategic Plan. It is the University s intention to maintain and potentially expand opportunities made available by the strategic development of additional offcompass locations. 10. Assessment of Student Performance The evaluation and assessment of programs and student performance is the same for the off-site programs as for the corresponding on campus programs. Admission and grading criteria are the same for students at off-campus location as for students on the main campus. The presence of full-time faculty teaching at all the off-site locations ensures that the standards and expectations are the same students. All students in the Teacher Leader programs complete an online portfolio that is part of the TK20 assessment system. The students reflection of each class is also submitted to the portfolio. All of these indicators are reviewed by the program director, program coordinator, the department chair and the program faculty. The students and the portfolios are closely monitored to assure consistency of instruction and evaluation. Representatives from the various off-campus sites, program faculty, staff and community educators meet twice a year for the Advisory Council Meeting where off-campus issues and concerns are analyzed and addressed. The College of Nursing assesses student performance at the off-site programs within the guidelines and policies established in the College of Nursing and Health and Wright State University. The program utilizes the standardized HESI examinations to ensure the competency and quality of all students. Assessment of the MBA programs is conducted following process used for the on-campus MBA. The assessment strategy was developed to meet the standards required by AACSB International accreditation. Goals and objectives for the MBA programs were developed by College faculty. Faculty members teaching in the MBA program developed marker questions for each course in the program that would provide direct measurement of the goals and objectives. These marker questions are included in the regular examinations for each course. Student performance on the marker questions are tabulated and used by MBA faculty to recommend improvements. To date, 13 Page
15 a full cycle of the assessment process has been completed for the first cohort of the Mason MBA and changes have been implemented for the second cohort. 11. Marketing and Recruitment The Division of Enrollment Management, the School of Graduate Studies, and the Colleges have well defined recruiting strategies to promote Wright State. Recruiting uniquely focused for the off-site programs is the responsibility of the College and the program itself. The program director and coordinator aggressively market and recruit for the Teacher Leader Program as well as the other programs in educational administration. In the course of a year, they plan, execute and facilitate no less than 50 off-campus recruitments at various venues. In addition, they attend the WSU graduate fairs each spring and fall in order to recruit students and answer program questions. Fliers are distributed to school districts across the state. One on one meetings are held with area superintendents, curriculum directors and other educators. The program director and coordinator also meet on campus with interested students. Information packets are sent to interested students. Marketing material has been developed specifically for the Adena outreach program and approved by the Associate Dean of Undergraduate Education at the College of Nursing and Health. The onsite academic advisor provides a packet of information for each student interested in the program. Advising is done by appointment at the Chillicothe site. Quarterly open houses are held at the PACCAR center. Advisors from the main campus are present at these open houses to provide information on all the Wright State services available to students on the Adena campus. In addition, Southern State Community College is present to help enroll students so that they may obtain the prerequisite courses necessary for admission into the College of Nursing. Finally quarterly visits are also done to the local high schools to provide guidance counselors with the information needed to advise high school students of the pre-college courses needed to be admitted into College with a nursing major. Miami Valley Hospital has requested and supports an in-house web site for retention and development of their staff nurses. The RN-BSN advisor regularly visits the hospital and recruit students. Information about the MBA program offered at Sinclair Courseview Campus is provided through brochures distributed at the campus, from radio and newspaper ads run in the Cincinnati market, from attending regularly scheduled open houses held at the Courseview facility. The recruiting open houses are staffed by the Director of MBA Programs, the Director of Marketing and a graduate assistant. Interested students may contact the Director of MBA Programs by , telephone or through an in-person appointment on the main campus. 14 Page
16 Conclusion The information in this report shows Wright State University and its academic programs provide continuing oversight of the facilities and the support provided to students at off-campus locations. The standards, expectations, and support are equivalent for students at an off-campus location and on the main campus. The off-campus programs directly address the Wright State strategic objective of making academic and professional programs more accessible, responsive, and flexible. Off-campus programs will continue to be an important component of Wright State s educational and service to the community.
