2 Susan Spinanto Maria Trent Pediatrician w/expertise in Adolescent Female Health Manisha Sunil Guest with Delegate Meeting was called to order at 5:40PM by Chair, Tracy Layton Welcome and approval of agenda for the meeting today August 20, Motion was made by Dr. Dawson to approve the minutes from May 28, 2015 meeting. Seconded by Megan Rich and minutes were approved. Motion was made by Dr. Dawson to approve the minutes from the July meeting. Seconded by Dr. Lanzo and the minutes were approved. Tracy turned the floor over to the committee chairs to review their section of the report with the entire committee. Dr. Lincoln s section (Data Committee) was shared by Dr. Lincoln with the emphasis on the following items: Review of Literature, major issues and risk of injury due to practice time. Tracy cautioned the group to not to draw conclusion and shared that we don t want to make decisions based on unknown information. She asked the group to Andy Lincoln and copy her if they had any question. Based on the discussion of this section a question came up regarding publishing anything on the work this group has done for this report. White Paper was suggested by Megan Rich, but was not discussed further. High Rate of Injury Section-Discussion: Biomechanical differences- Developmental may be a better title for this section, or consider combining title. Dave Scrivener rules section Discussion regarding what it takes to be a certified coach, (follow up training for coaches), Athletic Trainers and student access to trainers, heat acclimation guidelines and training for fall athletes. Each county deals with the process of how to certify coaches and the way Care & Prevention course is taught and coaches receive the materials. Megan Rich Injury Prevention section divided this section into the following topics ACL tears, Ankle Injuries, Shoulder Injuries, Head Injuries and the Female Athlete Triad. Discussion on what is the
3 mechanism for injury, method of decreasing injury, return of sport protocol, plan for the program, protective gear, frequency of practice, and warm ups. Each member of the Injury Prevention Committee shared their section- Ankle Injuries- Dr. Morganti; Concussions- Dr. Dawson; Shoulder Injuries- Dr. Lanzo; ACL injuries- Megan Rich; Female Athlete Triad- Dr. Trent. Discussion- ACL Prevention Programs: PEP has better outcomes than FIFA 11+; injury prevention programs need to begin before the season starts Additional Information Shared RIO report is available Discussion on competition vs. practice- according to COMAR- 20 calendar days between the 1 st day of practice and the 1 st day of competition. Discussion of Recommendations 1. Do we feel that should require some statutory or regulatory requirements for high school female athletic programs? NO i. From public safety perspective adequate sleep recommendation and look at conditioning days, overuse injuries, non-sports specific injuries ii. Awareness for coaches and athletes progressive analysis warm up plan /additional training for coaches iii. Consider using sports specific program language in recommendations iv. Care and Prevention course updated How often do LEA s require the course for coaches to be recertified? v. Recommendation regarding renewal of the coaches. vi. Having athletic trainers in high schools vii. Need more information and data collection within the state regarding athletic injuries 2. Should there be a policy that limits the frequency and duration of practice?
4 i. Placing a requirement on time limit of practice may cut out injury prevention strategies ii. There is already a Heat Acclimatization policy in place for fall season iii. There are rules in place regarding amount of contact during practice already iv. Other factors such as education, rest/recovery, sleep and nutrition play factors in prevention 3. Should there be a policy to restrict athletic maneuvers that endanger adolescent females(ie: heading a soccer ball)? a. Discussion- Not strong enough evidence. 4. Should there be a policy to promote a warm-up program consisting of specific neuromuscular and proprioceptive training techniques (prevent Injury and Enhancement Performance PEP)? i. Sport specific programs can be beneficial ii. Pre-season workouts help prevent injuries; 90 minute warm-up preseason iii. Incorporating a program 2-3/days per week can be beneficial iv. Coaches need to be educated about the programs in order to use such programs 5. Should require the use of additional protective equipment for female athletes? No; should be decided by athlete and their health care providers i. Ankle braces are the only protective equipment that shows reduction of injury ii. Consider adopting consensus statements of professional medical organizations. 6. Other Protocols & Standards for clearing a female athlete to return to play following an injury, including treatment plans for such athletes. a. Discussion Concern with access to health care. Conversation able to within 2-3 daysthey must see the nurse, health professional or staff in place(nurse to help them to determine if a higher level of care is needed. How many days out- --Something in place where there is no athletic trainer in place. b. Consider the recommendation of Athletic Trainers c. Statement- Coachers education every two years,
5 d. Consistency in the fall for transition period for athletes. e. Consider having information available for resources that are provided. f. Consideration of the other physically active females in schools within the performing arts. Next meeting Tracy will be having a meeting with committee chairs.
