Defining strategies and implementing schemes the role of sep collection and recycling: optimized practice from S Europe Enzo Favoino
Overview What s going on in the EU The pivotal role of biowaste The Italian picture ( if you do it there, you can do it everywhere ) Sep collection, optimisation and results Tools and approaches 2
The regulatory context: drivers from EU env policy Revised WFD waste hierarchy + recycling targets + prevention programmes Packaging Directive recycling targets Landfill Directive diversion targets for biodeg waste + obligation for pretreatment EU Climate Change Programme EU Soil Strategy

Decoupling! GDP, Waste Time
Some ready effect actions for waste prevention (at a Local Community level) Home composting Sustainable event management (e.g. no throwaway dishes/cutlery) Tap water Cloth (washable) nappies De-assimilation!! (get the big containers off the road!)
EP resolution of 20 April priorities for 7th EAP (the EP) Takes the view that the 7th EAP should provide for full implementation of waste legislation, including compliance with the waste treatment hierarchy while ensuring coherence with other EU policies; considers that it should set more ambitious prevention, re-use and recycling targets, including a net decrease in waste generation
What does it take to get there? kerbside food waste + PAYT kerbside food waste separation Road containers + kerbside (doorstep) for a few dry recyclables (paper) added systems, organics included trhough containers on the road added systems, containers on the road for dry recyclables 80 % 70 % 50 % 40 % 20 %
EU Waste Composition 39%
Separate collection facts and findings Kerbside (doorstep) schemes basically showing same results everywhere Schemes may be optimised Increased captures Best quality Integration of schemes may give cost optimisation (no increase of costs for collection) Best performing schemes based on labour-intensive strategies (kerbside collection, hand pick-up) Less CAP.EX., creation of jobs Collection at high-rise buildings also POSSIBLE and widely implemented
Why separate collection is being diffused Separate collection target (65%) New WFD, 50% recovery of materials ( preparation for reuse or recycling ) Target for diversion of biodegradable waste from landfills (Directive 99/31 on Landfills) Focus on reduction of GHGs Curbing the increase of costs, while gate fees for disposal (landfill and incineration) are growing
Best Recycling Muncipalities in Italy 8
Best Recycling Municipalities, South Italy pop < 10,000 inhabitants 9
Province capitals (larger towns, with high-rise buildings) 10
Turin Pop. 909,000 Separate collection = 42% 404,000 inhabitants with collection at the doorstep ( kerbside ) - Waste separation in neighbourhoods with kerbside > 60% - Waste separation in neighbourhoods without kerbside (road containers, 3,2 m 3 ) = 25% 11
Milan Pop Sep. collection = 33% Kerbside collection already implemented for all packaging waste + food waste at restaurants/canteens ( tpy food waste collected) sep colelction of food waste at all households will be started mid November, to cover 100% of the population by Q1 2014
The new European Map Economist 2010 * 7
Salerno 150,000 inhabitants Pilot project covering 30,000 inhab., July 2008 Extension in 5 steps, completed in September 2009 Separate collection= 75 % Organics 50%! Florianopolis october 28, 2010 Patrizia Lo Sciuto Slide by Enzo Favoino 14
Biowaste Paradigm for optimisation Buckets litres hand-picked saves time collection time per pick-up point: at high-rises, carts adopted to serve households with one single pick Biodegradable bags Help keep containers clean The bags + a relatively frequent collection make it an user-friendly system Highest captures, lowest percentages of organics in residual waste Residual waste may be collected at a much lower frequency saves money! 5
Benefits of small receptacles - 1 Faster pick-up Cheaper transport Lower amount of waste to be managed (avoids excess deliveries of garden waste) Home composting is enhanced Reduction of costs!!
Benefits of small receptacles - 2 Possibility for more frequent collection of food waste Higher captures Reduced frequency for collection of residuals Wider optimisation
bespoke food waste collection: Food waste in residual waste Municipality % Food waste Altivole 7,82 Arcade 8,24 Breda di Piave 7,61 Casale sul Sile 9,42 Castello di Godego 8,05 Cessalto 6,30 Conegliano 9,40 Cornuda 7,19 Giavera del Montello 6,88
Packaging paradigm for optimisation There s no one stop shop solution different trucks for different materials Tackle different waste materials according to their specific density/compactability Multi-material being dismissed Paper collected on itself (high captures, best quality) Glass collected on itself (best quality; also, simple/cheapest collection, it breaks hence packer trucks not needed, open lorries much cheaper) Plastics + cans increasingly tackled through combined collection (lightweight and compactable materials, they need packer trucks)

Cost optimisation (Lombardy, 1500 Municipalities) Cost of collection (green bars) and cost of treatment/disposal (blue bars) Euro/person
TOOLS AND STRATEGIES TO CUT COSTS Tool Reducing pick-up time Details Hand pick-up of small receptacles much faster than mechanical loading Reduced frequency for collection of Residuals Effective systems to collect biowaste make its percentage in Residuals less than 15 % Use of bulk lorries instead of packer trucks Bulk density of food waste is much higher (0.7kg/dm3) than garden waste
100 kg. - Worth remarking Recycled Disposed
Summary remarks Kerbside separate collection ( Porta a porta ) including biowaste a PROVEN strategy Similar schemes deliver similar results everywhere MAKE IT HAPPEN! intensive collection of food waste may deliver High separate collection rates high diversion of BMW savings on waste management
